Abstract
The major economies of East Asia, namely Japan and the Four Asian Tigers, have always prioritized the WTO-led multilateral trade liberalization over other trade arrangements primarily due to their unique economic structure with a high dependency on the world’s major markets such as the US. Along the same line, even the huge blow from the Asian Financial Crisis in 1997 only managed to trigger a few initiatives to aide East Asian regional integration while being led by different centering bodies, APEC and ASEAN. These dispersed efforts naturally resulted in no realistically significant achievements in the light of ‘integration’ until the present day. Under these circumstances, East Asia now faces a second opportunity to achieve its economic independence from the extra-regional influences via regionalization: the 2009 Global Credit Crunch. This paper hereupon critically reviews the actual progress and the likely impacts of the current global recession on the East Asian region.

Abstract
Among various distinctive formulations that have been developed simultaneously in East Asia as of 2009, this paper selected three major paths, ASEAN+3, ASEAN+6 and APEC, to quantitatively examine the economic impacts of Asian regionalization with the CGE model. This paper confirmed previous findings such as the magnitude of economic impact being proportional to the size of membership and the existence of trade diversion effect within all trade blocs. The subsequent KORUS and Korea-EU FTA imposition upon the built CGE base models further verified the effects of hub-and-spoke-ism in East Asia. Jointly, the simulation results implied that the economic impacts of a trade arrangement heavily depend on the subject economy’s reliance on trade with the participating states. It was also found that the impacts were directly proportional to the accrued trade balance of the subject spoke country with both the hub state and the hub-destination. This could have been exaggerated as the scope of this study was limited to East Asia where KORUS FTA was found to be more influential than Korea-EU FTA due to its exceptionally high reliance on the US. On the course of this research to verify the aforementioned findings, however, both GTAP 6 and 7 were adopted, and hence, the economic impacts of China’s accession to the WTO in the global trade system were also empirically proven.

Abstract
Purpose
The purpose of this paper is to clarify the function and issues of intra‐ and inter‐regional cooperation of international higher education in Asia and consider the possibility of East Asian integration as regionalization.
Design/methodology/approach
The research consists of two steps. First, by comparing with examples of regional networks and universities’ cooperation programs, it breaks down the current situation of regional cooperation. Second, it analyses the structure of those networks and programs.
Findings
Both regional education networks and universities’ cooperation programs develop in multi‐layers and in different phases, and they have a function of distribution of Asian higher education as public goods for regionalization. There are still issues such as immigration control relating to the people's and programs’ mobility, program language, financial and personnel affairs, as well as adjustments to be made in accreditation assessment, credit compatibility and quality assurance including curriculum setting. Retaining the autonomy of countries and higher education agencies in international cooperation is also the major issue in promoting these programs. However, such international cooperation produces the new forms of international higher education for human resource development.
Research limitations/implications
Not all networks and programs can be examined, but the trend and characteristics of the cooperation in higher education can be highlighted.
Practical implications
The findings give significance to the “Campus Asia” concept which is now in preparation for realization by the agreement at the summit of China, Japan and South Korea in October 2009.
Originality/value
While integration and regionalization in East Asia has been discussed previously from the political and economic aspects, this paper responds to the subject from the socio‐cultural aspect by focusing on international higher education in Asia.

Abstract
Purpose
The purpose of this paper is to analyze the “following” behavior of six currencies in East Asia to RMB before and after the “financial crisis”.
Design/methodology/approach
Using foreign exchange spot rate data from 2005 to 2013, the authors investigate the dynamic relationship of RMB and six East Asia currencies with method of DCC-GARCH and quantile regression.
Findings
The authors get such conclusions: first, most currencies indeed “follow” RMB in whole sample period but the correlation is “time-varying”; second, the degree of co-movement increased as a whole, which reflects that the influence of China in East Asia rose continuously; third, the East Asian currencies behaved differently before the crisis, but reveal some similarities after the crisis, and prefer to “follow” when RMB depreciates and reluctant to follow when RMB appreciates at a comparatively large degree. The authors argue that it may be related to the different macroeconomic environment faced by East Asia region before and after the crisis, the rising economic influence of China and the development of RMB internationalization’s practice.
Originality/value
The effort could strength the understanding to the “following” behavior of East Asia currencies to RMB, the authors also point out that RMB has been as regional currency anchor, but the role of anchor is unstable, and is affected by international economic circumstance, China should adapt some methods to strength RMB’s influence to East Asia currency.

Purpose
The purpose of this paper is to see if economic regionalization in Asia is a trend for the future, and if it heralds educational regionalization, thus uniting economic internationalization and education.
Design/methodology/approach
This has been shown to be the case in the European Union where it is still a work in progress and may well be sliding backward, and it is certainly the case in Asia where despite or perhaps because of the plethora of regional organizations (well over 100), policies and programs, to say nothing of the continuing historical tensions between nations and sub‐regions, the process of harmonization has lurched along and questions remain as to its long‐term substance.
Findings
It is suggested that the proposition of these goals is much easier than the implementation for a variety of political, economic, and cultural reasons.
Originality/value
In this study a conceptual framework utilizing the concepts of centripetal and centrifugal forces is introduced to facilitate a focus on the forces and factors affecting regionalization and harmonization of higher education in the Asian region.

Abstract
Purpose
The purpose of this paper is to examine the student mobility programs of the three initiatives – in Southeast Asian Ministers of Education Organization-Regional Institution of Higher Education and Development, University Mobility in Asia and Pacific (UMAP), and Campus Asia – and provide a comparative analysis of the respective programs in terms of the role of government, institutional involvement, quality assurance, and challenges. In addition, the paper will assess their impacts on higher education regionalization by regulatory models toward the end of the paper.
Design/methodology/approach
The study adopts qualitative document analysis as a major research method to explore the developmental models of three student mobility programs. Document analysis is an approach used to gather and review the content of existing written documentation related to the study in order to extract pieces of information in a rigorous and systematic manner.
Findings
ASEAN International Mobility for Students (AIMS), Collective Action for Mobility Program of University Student in Asia (CAMPUS Asia), and UMAP student mobility schemes have a shared purpose in higher education regionalization, but with different regulatory frameworks and Functional, Organizational, and Political approach models. AIMS and CAMPUS Asia as a strong network and government-led initiatives adopt a combination of functional, organizational, and political approaches; UMAP provides university-driven regional mobility programs with a hybridized force. However, all three of them face the same challenges at regional and national levels, such as different national regulation, coordination among participants, and implementation of credit transfer schemes.
Practical implications
The scale of three student mobility programs is still low, which results in limited impact on higher education regionalization in Asia. However, a stronger decision-making model and increased financial support to universities and students are desirable for the creation of a sustainable and effective network.
Originality/value
This is an original research and makes a great contribution to Asian nations.

Abstract
Purpose
The purpose of this paper is to outline some of the historic ways of reviewing patterns of regional engagement, with special attention to how the emergent concepts of higher education (HE) regionalization stand in relationship to regionalism. Additional implications are spelled out for governance, citizenship and university transformation.
Design/methodology/approach
This conceptual essay is meant to appear in conjunction with more discrete, case‐oriented examinations of Asia Pacific HE regionalization.
Findings
Discussions of regionalism in Asian HE are being replaced by those focused on regionalization; the former is a nation‐state and geographic policy framework whereas the latter tends to refer to emergent empirical relationships. Regionalization itself can be further distinguished in terms of its “older” forms, focused on geographic proximities and exchanges defined and carried out within those proximities. New regionalization is increasingly linked to global circuits of exchange in which the currencies of such exchanges are closely linked to the emergent dynamics of the knowledge society and economy. These dynamics in turn are closely linked to patterns of migration and mobility in HE and the efforts of higher education institutions (HEIs) and regional governments to develop new governance structure structures appropriate for this style of regionalization. These regional dynamics reflect tensions that draw institutions and nations together (centripetal forces) and those that keep them apart (centrifugal forces). These processes are marked by governance dynamics, those of affinity and affiliation, transnational innovation, and redefinitions of the responsibilities and promises of citizenship.
Originality/value
Use of these modal concepts can be used to promote and extend a region‐wide discussion and related research relevant to HE transformation within the region.

Abstract
This chapter discusses the nature of International and Comparative Education in East and South East Asia through the different organizations, networks, and programs formed to cater to the field. It gives an overview of the existing networks in international and comparative education, related activities, and studies instituted to strengthen the field in the region. Given the more developed network in East Asia, this chapter also highlights the increasing importance of international and comparative education in South East Asia, through the broader base of objectives also defined in the Association of South East Asian Nation (ASEAN) Economic Community (AEC) of 2015. Opportunities and policy reorientations (in education) set to present and utilize the field in both regions are also examined.
