Abstract

Purpose

With the marked increase in the awareness of earthquake risks following the Canterbury earthquakes, the purpose of this paper is to assess if the reassessment of risk has influenced rents for office accommodation in commercial buildings. Two contrasting office markets are examined: New Zealand’s largest market within a high-risk earthquake zone – Wellington, and the country’s largest market within a low-risk zone – Auckland.

Design/methodology/approach

A sample of 252 leasing transactions were collected from a proprietary database of Colliers International, one of the largest commercial brokerage firms in New Zealand. Hedonic pricing models were developed to isolate the effects of building seismic strength on office rents.

Findings

Wellington office market rents tend to increase with higher earthquake strength (New Building Standard) ratings, all other factors held equal. In contrast, rents in Auckland, a low-risk earthquake area, do not exhibit such price effects.

Practical implications

The study provides estimates of the economic value associated with seismic retrofits which are vital for building owners’ decision making who must weigh retrofit costs against the economic benefits of doing so.

Originality/value

This study provides the first empirical analysis of office rents in New Zealand and the first quantitative analysis, internationally, of the impact of earthquake risk on commercial rents.

Abstract

Purpose

This paper aims to investigate residents’ perceptions of risk towards owning and living in residential property in Christchurch subsequent to the 2010 and 2011 Canterbury earthquakes to identify how these perceptions impact on the price residents are willing to pay for affected property. Such market behaviour can motivate homeowners to adopt risk mitigation measures.

Design/methodology/approach

An online survey was developed and the Web link distributed to Canterbury residents via the media. This method of distribution was adopted, as a postal survey was not possible due to the number of homes that had been destroyed by the earthquakes and the highly transient nature of the community as a result.

Findings

The results indicate that with the recent earthquake experience, residents are demonstrating risk mitigation behaviours through an aversion to investing in properties affected by, or with a risk of, liquefaction. Specifically, the majority of respondents had strong reservations about buying Technical Category 3 property, and would be prepared to pay 20 per cent (or > 20 per cent) less for it, indicating some stigma towards affected property. Further, most respondents would now prefer the construction of their home to be of a type that fared better in the earthquakes: lightweight, single-storey, with a concrete slab foundation. These housing preferences will likely drive the market towards the adoption of risk mitigation measures in the retrofit of existing homes as well as in the design and construction of new homes.

Research limitations/implications

Due to the number of homes that had been destroyed by the earthquakes and the highly transient nature of the community as a result, probability sampling was not possible. This, together with the low response rate, means that the respondents surveyed may not be representative of the Christchurch population.

Practical implications

The outcomes of this research will be of interest not only to homeowners wanting to know how their home’s value has been impacted by market perceptions towards earthquake and liquefaction damage, particularly in the worst-affected areas, but also the rating valuers tasked with assessing property values for rating purposes. Property developers and builders involved in the repair of existing homes and construction of new homes will also want to know current market preferences. Government bodies will find the results informative of how the media has, and can be used, to motivate market behaviour towards risk mitigation, particularly in regard to “material risk” (as described in Solberg et al., 2010), that is risk from a scientific and technical viewpoint of probability of future risk, and as related to what has become known about these risks in terms of building structure, height, age, soil type/land categories and flood zones. Further, the results provide a gauge of how the community perceived the handling of the recovery process, so that the weaknesses highlighted can be addressed, which will help restore community trust.

Originality/value

This study fills a research void on the impact of residents’ perceptions of risk towards home ownership in a city impacted by significant earthquakes and resulting liquefaction.

Purpose

There are few papers which deal with professional liability for buildings when architects and engineers (AEs) face disaster risks. The purpose of this paper is to find out the main legal risks for practitioners.

Design/methodology/approach

This paper uses t‐tests and ANOVA to investigate the impacts of earthquake on four areas: the number of architects or engineers who were sued; the time to appeal cases; the conviction rate in final judgments; and the number of public or private projects filed.

Findings

The results show that design professionals have a high burden of legal liability risks that were substantially increased by the Chichi earthquake. The following risks have significant impact: architects are burdened with higher civil liability than engineers; civil liability cases are more complicated; criminal cases have high conviction rates; and more liability cases are filed for private projects.

Research limitations/implications

The following phenomena are worth further examination: the influenced of collectivism on AE defendants’ behaviour; and the legal tactics of plaintiffs in civil litigation, who may file parallel criminal liability cases to increase their compensation.

Practical implications

This paper contributes to the evidence of the kinds of liability which have high legal risks in practice, thus evaluating legal costs accurately in contractual negotiation.

Originality/value

It enriches AEs’ continuing education and engineering programs by strengthening the teaching materials on legal liability risks under earthquake attack.

Purpose

The purpose of this paper is to understand how framing messages about earthquake risk affect judgements about legislation requiring the strengthening of earthquake-prone buildings.

Design/methodology/approach

Scenarios described the legislation with a general population sample (n=271). Two types of framing effects were examined in a 2 (valence frame: positive or negative or positive) by 2 (numerical format frame: frequency/number or percentage) experimental design.

Findings

Scenarios reporting the number of earthquake-prone buildings (negative frequency format) increased support for the earthquake-strengthening legislation more than the same message framed positively (frequency number of resilient building) or as a percentage. Demographic variables such as previous earthquake experience and gender interacted with the framing effects, and other variables also predicted support for the legislation were identified.

Research limitations/implications

These results have direct implications for the use of framing effects messages in communications about earthquake risk and the wider domain.

Originality/value

This is the first study to show that the way the risk is framed affects citizens’ judgement of the value of earthquake legislation.

Abstract

Purpose

The aim of this paper is to link earthquake probabilistic and deterministic risk assessment with the decision‐making process in order to implement policies, plans, and procedures to prevent or reduce human and monetary losses.

Design/methodology/approach

This study suggests an integrated framework for earthquake consequences management. The framework consists of an earthquake consequences model, value analysis, and socio‐economic analysis, as well as dynamic integration for implementing strategies, policies, and plans.

Findings

The developed integrated framework for earthquake consequences management could be used for a study area, especially in developing countries in which human and capital resources are limited.

Research limitations/implications

There is a need to have different case studies to demonstrate how the integrated framework for earthquake consequence management could reduce human and monetary losses due to earthquakes for a study area.

Originality/value

It is important to consider earthquake risks as part of strategic planning for societies that are vulnerable to future earthquakes.

Abstract

Purpose

This paper aims to explore the impact of a recent earthquake activity on house prices and their spatial distribution in the Istanbul housing market.

Design/methodology/approach

The paper uses a multi-level approach within an event study framework to model changes in the pattern of house prices in Istanbul. The model allows the isolation of the effects of earthquake risk and explores the differential impact in different submarkets in two study periods – one before (2007) and one after (2012) recent earthquake activity in the Van region, which although in Eastern Turkey served to alter the perceptions of risk through the wider geographic region.

Findings

The analysis shows that there are variations in the size of price discounts in submarkets resulting from the differential influence of a recent earthquake activity on perceived risk of damage. The model results show that the spatial impacts of these changes are not transmitted evenly across the study area. Rather it is clear that submarkets at the cheaper end of the market have proportionately larger negative impacts on real estate values.

Research limitations/implications

The robustness of the models would be enhanced by the addition of further spatial levels and larger data sets.

Practical implications

The methods introduced in this study can be used by real estate agents, valuers and insurance companies to help them more accurately assess the likely impacts of changes in the perceived risk of earthquake activity (or other environmental events such as flooding) on the formation of house prices in different market segments.

Social implications

The application of these methods is intended to inform a fairer approach to setting insurance premiums and a better basis for determining policy interventions and public investment designed to mitigate potential earthquake risk.

Originality/value

The paper represents an attempt to develop a novel extension of the standard use of hedonic models in event studies to investigate the impact of natural disasters on real estate values. The value of the approach is that it is able to better capture the granularity of the spatial effects of environmental events than the standard approach.

Abstract

Argues that, while the Commonwealth of Pennsylvania (USA) is found to be a low to moderate risk area in terms of seismic vulnerability, it is vulnerable to future episodes which could be quite threatening to a sizeable population. Degree of seismic vulnerability varies across the Commonwealth. Pursuant to assessing Pennsylvania’s earthquake preparedness, the Commonwealth’s various state agencies (n = 12) and the campuses comprising Pennsylvania’s State System of Higher Education (n = 14) were asked to complete a mail‐questionnaire which sought to determine their degree of earthquake experience, risk assessment activity, mitigation activity, and planning for response and recovery. A response rate of 78 per cent was attained. The experience, activity, and planning levels were found to be consistently low. These findings are consistent with research literature which describes the circumstances under which hazard reduction is likely to occur.

Abstract

Purpose

Among the many studies about risk perception, only a few deal with Bangladesh. Paul and Bhuiyan’s (2010) study has shown the earthquake-preparedness level of residents of Dhaka, but there are some biases in the data collection. This paper aims to examine the seismic-risk perception and the level of knowledge on earthquake and preparedness among the residents of Dhaka.

Design/methodology/approach

A questionnaire was developed, and data collection was undertaken through home and sidewalk surveys. This paper investigates how attitude, perception and behavior differ depending on gender, age, education and casualty awareness. This research tries to examine and make a comparison of the risk perception and preparedness level between different groups of gender, age and level of education.

Findings

This research shows that female respondents have a much better risk perception of and are better prepared for earthquakes than male respondents; younger people have a higher knowledge about earthquake preparedness than older people and less-educated people are at a higher risk of unpreparedness than more-educated people.

Research limitations/implications

This research is only limited to the Dhaka Division.

Originality/value

This paper concludes by noting that public awareness on seismic-risk perception and mitigation is poor, and their knowledge on basic theory and emergency response must be improved.

Abstract

Purpose

This paper aims to explore how different risk perceptions of experts, institutions and laymen have to be taken into consideration if non-governmental organizations and donors want to include the community in disaster risk reduction. Otherwise, community-based disaster risk management will not be community-based.

Design/methodology/approach

This research is based on an intensive literature review, as well as a four-month felt study in Kathmandu (November 2011-February 2012). This study explores, from a social constructive point of view, the relationship among international, national and local actors in the effort to conduct disaster risk reduction in Nepal through a community-based approach.

Findings

The Kathmandu Valley is at risk of being hit by an earthquake at anytime. If an earthquake hits, it will cause total devastation. Although the Nepalese are aware of the risks of a potential earthquake, very few have begun preparations. The author finds that the lack of preparation is partly caused by different risk perceptions among experts, institutions and laymen.

Originality/value

Involving the community in disaster risk reduction today is widely accepted as the right way to work with disaster risk reduction. But, rarely the question is made: are we really involving the community by taking their risk perception serious, and not just accepting the risk perceptions from experts and institutions of science as being the right way to perceive disaster risk. The author finds that there is a tendency to ignore the community in community-based earthquake preparedness in Nepal.

Abstract

Purpose

The purpose of this paper is to develop an integrated multi-risk identification procedure for World Cultural Heritage (WCH) sites exposed to seismic events, while considering characteristics of disasters from earthquakes in a multi-hazard context on one side and particular aspects of WCH (e.g. outstanding universal values and associated condition of authenticity and integrity) on the other.

Design/methodology/approach

An interdisciplinary review of current relevant approaches, methods, and practices is conducted through the existing literature of disaster risk management, heritage conservation, and seismology. Furthermore, a document analysis of concrete cases affected by seismic events supports concepts and the procedure.

Findings

This paper results in a methodology of identifying multi-risk of disasters induced by earthquakes. A bow-tie analysis diagram in combination with a risk identification matrix is developed for illustrating a multiple emergency scenario in identifying possible impacts of earthquakes’ primary effects, secondary hazards, and human-threats on tangible and intangible attributes of cultural properties.

Practical implications

The research aims to provide specialists and practitioners from multiple sectors engaged in pre-disaster risk mitigation and preparedness plan for cultural heritage with a practical risk identification tool. The proposed method, in a multiple hazard context, intends to enhance risk assessment procedure for determining more appropriate risk reduction strategies in the decision-making process.

Originality/value

This paper, through emphasising “earthquake disaster risk” rather than “earthquake risk”, illuminates the significance of quake-followed secondary hazards, potential human-induced hazards and human errors in the risk identification process, due to the fact that while a disaster may begin with a quake, its full scope might be triggered by a combination of the mentioned potential threats.
