Abstract

Purpose

The purpose of this study is to measure the willingness of general education schools (governmental and private) in the Mecca region to deal with the threat of earthquakes through the identification of the preparedness of school buildings, the differences in the willingness of schools, and examine the relationship between the exposure to previous crises and readiness for future crises.

Design/methodology/approach

The authors used a survey method to explore and determine the readiness range of schools by distributing a questionnaire to school principals. The questionnaire measures the readiness range of the institutions to counter earthquake threat through six main fields which were developed based on Federal Emergency Management Agency Resources (www.fema.gov) and were used in developing an earthquake consequences model (Al Momani), namely: previous emergencies measures, previous earthquake experience measures, earthquake mitigation measures, earthquake preparedness measures, earthquake response measures and earthquake recovery measures.

Findings

It is apparent that schools are not prepared to deal with future earthquakes regardless of their types (public vs private) and levels (primary, elementary, secondary) which require establishing a department for disaster and crisis management within the public administration of Education headed by a specialist in disasters and crises management to make sure that current school campus, under construction campus, or leased buildings be prepared to deal with disasters and crises as they occur in non‐hazardous locations, compatible with building codes, and equipped with safety means. It is important to prepare a public emergency plan for disasters and crises and to train school administrators and teachers to prepare contingency plans for disaster management in school. Finally, there is a need to prepare disasters awareness programs benefiting from public and private media, internet, and workshops through utilizing experiences of other developed countries in disasters and crises management especially for schools.

Originality/value

This research could be used to augment the need of developing education system preparedness in Jeddah Province through implementing effective mitigation, preparedness, and response, as well as recovery options.

Abstract

Purpose

The paper illustrates how accountability of collaborative governance was constituted in the context of disaster managerial work carried out by the Government, local authorities, and Maori community organisations, after the 2010–2011 Canterbury earthquakes in New Zealand.

Design/methodology/approach

A case study detailing the communitarian approach to disaster recovery management by a nationalised Maori earthquake response network is contrasted with the formal emergency management infrastructure's response to the Canterbury earthquakes.

Findings

Critical analysis of the effectiveness and failures of these approaches highlights the institutional and cultural political issues that hinder the institutionalization of collaborative and accountable governance in the fields of disaster risk reduction and emergency management.

Research limitations/implications

The paper contributes to the accountability research and practice in general and disaster accountability in particular by addressing a more multifaceted model of ‘accountability combined with collaborative governance’ as a way to build on and critique some of the seemingly more narrow views of accountability.

Originality/value

The study presents rare insights on the interactions between formal and community level accountability and collaborative governance in the context of New Public Governance (NPG).

Abstract

Purpose

This paper aims to investigate residents’ perceptions of risk towards owning and living in residential property in Christchurch subsequent to the 2010 and 2011 Canterbury earthquakes to identify how these perceptions impact on the price residents are willing to pay for affected property. Such market behaviour can motivate homeowners to adopt risk mitigation measures.

Design/methodology/approach

An online survey was developed and the Web link distributed to Canterbury residents via the media. This method of distribution was adopted, as a postal survey was not possible due to the number of homes that had been destroyed by the earthquakes and the highly transient nature of the community as a result.

Findings

The results indicate that with the recent earthquake experience, residents are demonstrating risk mitigation behaviours through an aversion to investing in properties affected by, or with a risk of, liquefaction. Specifically, the majority of respondents had strong reservations about buying Technical Category 3 property, and would be prepared to pay 20 per cent (or > 20 per cent) less for it, indicating some stigma towards affected property. Further, most respondents would now prefer the construction of their home to be of a type that fared better in the earthquakes: lightweight, single-storey, with a concrete slab foundation. These housing preferences will likely drive the market towards the adoption of risk mitigation measures in the retrofit of existing homes as well as in the design and construction of new homes.

Research limitations/implications

Due to the number of homes that had been destroyed by the earthquakes and the highly transient nature of the community as a result, probability sampling was not possible. This, together with the low response rate, means that the respondents surveyed may not be representative of the Christchurch population.

Practical implications

The outcomes of this research will be of interest not only to homeowners wanting to know how their home’s value has been impacted by market perceptions towards earthquake and liquefaction damage, particularly in the worst-affected areas, but also the rating valuers tasked with assessing property values for rating purposes. Property developers and builders involved in the repair of existing homes and construction of new homes will also want to know current market preferences. Government bodies will find the results informative of how the media has, and can be used, to motivate market behaviour towards risk mitigation, particularly in regard to “material risk” (as described in Solberg et al., 2010), that is risk from a scientific and technical viewpoint of probability of future risk, and as related to what has become known about these risks in terms of building structure, height, age, soil type/land categories and flood zones. Further, the results provide a gauge of how the community perceived the handling of the recovery process, so that the weaknesses highlighted can be addressed, which will help restore community trust.

Originality/value

This study fills a research void on the impact of residents’ perceptions of risk towards home ownership in a city impacted by significant earthquakes and resulting liquefaction.

Purpose

As a practical engineering method, earthquake response spectra play an important role in seismic hazard assessment and in seismic design of structures. However, the computing scale and the efficiency of commercial software restricted the solution of complex structures. There is a clear need of developing large-scale and highly efficient finite element procedures for response spectrum analysis.

Design/methodology/approach

In this paper, the kernel theories for earthquake response spectra are deduced and the corresponding parallel solution flow via the modal superposition method is presented. Based on the algorithm and the parallel data structure of JAUMIN framework, a parallel finite element (FE) solution module is established. Using the solution procedure on a supercomputer equipped with up to thousands of processors, the correctness and parallel scalability of the algorithm are evaluated via numerical experiments of typical engineering examples.

Findings

The results show that the solution module has the same precision as the commercial FE software ANSYS; the maximum solution scale achieves 154 million degrees of freedom (DOFs) with a favorable parallel computing efficiency, going far beyond the computing ability of the commercial FE software.

Originality/value

The solution scale in this paper is very challenging for the large-scale parallel computing of structural dynamics and will promote the dynamic analysis ability of complex facilities greatly.

Purpose

Studies on human behaviour during a seismic emergency in tall buildings are scant. During such emergencies, occupants need to reach a safe place. The purpose of this paper is to address some of the emotional and behavioural responses of the occupants of three multi-storey buildings during the 19 September earthquake that hit Mexico City in 2017.

Design/methodology/approach

A cross-sectional and non-probability study was conducted using a questionnaire-based survey; the sample size was n = 352, and the study was conducted from 4 October to 20 November 2017.

Findings

(1) In the 11 storey-building, women, age (18–49 years old [yo]) and participants with higher education exhibited flight behaviour, and those of the six storey-building within the age category 18–49 yo also exhibited a similar behaviour; (2) Women and age (18–49 yo) in the six and 11-storey buildings were significantly associated with fear of the earthquake; (3) Women were significantly more fearful and felt more intense the tremors than men in the 11-storey building; (4) Women were significantly more fearful of the 11-storey building collapsing; (5) The taller the building, the more fearful were the occupants of the building collapsing.

Research limitations/implications

First, the sample considered in the study was no probability; consequently, the results should not be generalised to the existing high-rising buildings in Mexico City. Second, some of the variables considered herein were of the Likert-type scale but have been assumed as continuous; in fact, some future work could be the design of a valid and reliable questionnaire to address human behaviour during earthquakes in tall buildings.

Practical implications

The presented results may be the great value to key decision-makers on how to address the lack of earthquake preparedness during a seismic emergency. Further, the results have shed light on the negative emotions (fear) experienced by the occupants of tall buildings.

Social implications

Gaining a better understanding of human behavioural in tall buildings is essential in devising measures to mitigate the impact of earthquake disasters.

Originality/value

Research on human behaviour during a seismic emergency in high-rise buildings is scant. To gain a better understanding of human emotional and behavioural response to earthquakes in tall buildings, it becomes necessary to conduct research such as the present case study. This may help decision-makers to devise measures so that the impact of earthquake disasters may be limited.

The response management of the Kobe earthquake in 1995 provides practitioners and theorists of crisis and disaster management with much to consider. As in other efforts around the world the Kobe response management appeared slow and less than optimal in performance. Focuses on the effects of magnitude of impact and degree of strategic preparedness that may affect response. Magnitude of impact is the degree to which impact damage seems random in occurrence, the size of the impact area, the severity of impact, the ratio of visible to invisible damage, the number of major sub‐event crises triggered by the impact of the event, and the degree of psychological distortion caused by (or accelerated by) the impact of the event. The degree of strategic preparedness depends on the degree to which response managers can successfully translate meta‐strategic missions and objectives into operational strategies that are realistic and achievable in any given crisis or disaster event. Components of strategic preparedness include the provision of escalation triggers, establishing cascaded priorities, and having and maintaining a dynamic reserve. Planning and preparing for crises and disasters needs to include cascade strategic priority profiles for communities, consideration of cultural features of organizations and communities in developing plans and preparedness, establishing quantifiable escalation triggers for response management, and developing and maintaining a working dynamic reserve.

Purpose

The research areas of humanitarian supply chain (HSC) and disaster and humanitarian operations (DHO) have evolved through the use of managerial models. Recent studies, however, point to the need for the empirical validation of such managerial models in real-life scenarios. Therefore, the present study aims to investigate the validation of recent managerial models based on empirical data of two disasters in Haiti: the earthquake in 2010 and Hurricane Matthew in 2016.

Design/methodology/approach

This research developed two case studies from the perspective of the Brazilian Navy (BN), a part of the Brazilian Armed Forces that led the United Nations Mission for Stabilization in Haiti (MINUSTAH) in both disasters. The case studies focused on empirically validating managerial models for stakeholder identification, stakeholder satisfaction, response processes, strategies for collaboration and the integration of these models.

Findings

The results revealed that compared to the response to the earthquake in 2010, the response to Hurricane Matthew in 2016 was superior. The collaborative strategies of the BN and other stakeholders used after the earthquake were more reactive, while the strategies after Hurricane Matthew aimed more at planning and anticipating adverse situations.

Originality/value

This research reinforces the investigated managerial models and indicates their suitability as planning tools for practitioners of HSC and DHO, which is essential for the further development of academic contributions related to integrating the models into more robust solutions.

Abstract

Purpose

When the devastating 6.3 magnitude earthquake hit Christchurch, Aotearoa New Zealand on the 22 February 2011 the landscape of the city and its communities were irrevocably changed. The purpose of this paper is to provide case study evidence demonstrating the role of a grassroots organisation in shaping a community defined concept of resilience through self-organised disaster response action.

Design/methodology/approach

The case organisation, Project Lyttelton is a community group, located in the suburb of Lyttelton, dedicated to building community and resilience through local projects and action. This case study was conducted through in-depth qualitative interviews with key members of the organisation, as well as key individuals in the broader community.

Findings

This research has found that Project Lyttelton played a strong role in providing avenues for citizen participation post disaster. Of particular significance was the role of the timebank in providing an already established network for active participation by citizens in the response and recovery. Other findings outline the importance of pre-disaster community activity for facilitating social support and social learning.

Originality/value

This research contributes to the literature by providing case study evidence for the value of a community led and defined framework of resilience. The findings of this work support the need for further integration and support for local community led preparedness and response initiatives and demonstrate the possible value of pre-disaster community preparedness activities. Consequently, this work is of use to academics interested in the role of community following disasters, as well as emergency management practitioners interested in possible pathways for fostering and encouraging locally focused disaster preparedness activities. The findings may also be of interest to community groups working in the sphere of community building and resilience.

Abstract

Purpose

Crisis management has gained importance in the policy agendas of many countries around the world due to the increases in the number of natural disasters and terrorist attacks. Thus, this paper has two purposes. The first is to illustrate how the Turkish Government's Disaster and Crisis Management System has been developed. The second purpose is to make a qualitative evaluation of the current disaster and crisis management systems.

Design/methodology/approach

Literature review shows that the disaster and crisis management system in Turkey has been developed after tragic events. The paper examines what kinds of initiatives were introduced and what is the trend in shift. After analyzing recent cases and exploring some government initiatives, alternative approaches and suggestions were included.

Findings

Turkey has developed its disaster and crisis management system since 1930, which mostly depended on experiences. The current disaster and crisis management system is governed by a centralized structure which is the responsibility of different ministries. Nonetheless, the system is very weak at local level. Furthermore, participation of non‐profit organizations is very limited at both national and local levels. Thus, coordination and management of first‐response operations during crises are problematic and ineffective. Particularly, the system is not designed for different types of crises such as terrorist attacks.

Practical implications

Crisis management in Turkey needs a more unified and flexible structure to deal with current problems effectively. Further suggestions for better implication are also provided

Originality/value

The effectiveness of the disaster and crisis management system is analyzed in natural and man‐made disasters. Findings show that centralized and decentralized systems have different functions in different situations.
