Abstract

Purpose

The objective of this study is to investigate the concept of “earthquake resistance” in high-rise buildings and assess the current level of structural strength in the areas where these structures are situated. The study aims to identify and implement necessary measures to enhance resilience in these areas. A comprehensive literature review was conducted to develop a conceptual framework focusing on earthquake resistance's meanings, stages and physical elements to achieve these goals.

Design/methodology/approach

This study focuses on Istanbul, a city known for its high earthquake risk, specifically targeting the Atasehir district. The research utilizes the DEMATEL (Decision-Making Trial and Evaluation Laboratory) method to evaluate urban resilience parameters. Additionally, the Fuzzy TOPSIS (Preference Ranking Technique by Similarity) method is employed to analyze the location of five buildings in Atasehir, using criterion weights derived from this methodology.

Findings

The findings indicate that resilience varies depending on the distance of the buffers. Moreover, the amount and quality of urban equipment in the study areas have a significant impact on the earthquake resistance level of the surrounding areas where high-rise buildings are situated. Building upon this analysis, the study suggests the implementation of measures aimed at augmenting the quantity and quality of urban facilities in the study areas, consequently enhancing urban resilience.

Originality/value

The originality and value of this study lie in its examination of seismic resilience within the context of high-rise buildings and the identification of necessary measures to increase resilience in areas where these structures are prevalent. By focusing on Istanbul, a city with a high earthquake risk, and specifically selecting the Atasehir district as the study area, this research provides a comprehensive conceptual framework for understanding urban resilience and its physical components. Moreover, the study offers a fresh perspective on urban resilience by highlighting the influence of tall buildings on the surrounding areas. Ultimately, it provides practical recommendations for architects, urban planners and other stakeholders to improve regional earthquake resilience.

Abstract

Purpose

Despite long decades of research studies in the field of urban neighborhood resilience, there are still some unknown dimensions. In this regard, the study aims to develop a new framework for assessment of physical and social resilience at neighborhood level against earthquake.

Design/methodology/approach

Accordingly, first all indicators affecting earthquake resilience at neighborhood level have been determined. Subsequently, they have been weighted and prioritized, using analytical hierarchy process technique. One of the neighborhoods of Tehran city in Iran was selected for the case study. Then, four criteria of “robustness,” “redundancy,” “rapidity” and “resourcefulness” were considered as the basis for assessing neighborhood resilience.

Findings

It is shown that besides four well-known criteria, four other criteria including “adaptability,” “regularity,” “density” and “efficiency” should also be considered to assess earthquake resilience at neighborhood level. Therefore, a new framework is developed and formulated at this level. Paying attention to all eight criteria, the appropriate interventions to improve resiliency can be addressed.

Practical implications

This study proposes several practical approaches toward the more resilient neighborhoods against earthquakes. By considering the complexity and dynamic characteristics of earthquake resilience, it recommends the implementation of all resilience phases at every neighborhood to increase resilience.

Originality/value

This study proposes a framework in which in addition to physical and tangible indicators of resilience, non-physical and intangible ones are presented. Also, it is shown that besides well-known criteria, other criteria should also be considered using practical and community-based approaches.

Abstract

Purpose

The purpose of this paper is to investigate relationships of urban seismic resilience assessment indicators.

Design/methodology/approach

To achieve this aim, construction of the urban seismic resilience assessment indicators system was conducted and 20 indicators covering five dimensions, namely building and lifeline infrastructure, environment, society, economy and institution were identified. Following this, this study used evidence fusion theory and intuitionistic fuzzy sets to process the information from experts then developed the fuzzy total interpretive structure model.

Findings

A total of 20 urban seismic resilience assessment indicators are reconstructed into a hierarchical and visual system structure including five levels. Indicators in the bottom level including debris flow risk, landslide risk, earthquake experience and demographic characteristics are fundamental indicators that significantly impact other indicators. Indicators in the top level including open space, gas system and public security are direct indicators influenced more by other indicators. Other indicators are in middle levels. Results of MICMAC analysis visually categorize these indicators into independent indicators, linkage indicators, autonomous indicators and dependent indicators according to driving power and dependence.

Originality/value

This paper attempts to explore relationships of urban seismic resilience assessment indicators with the interpretive structural model method. Additionally, Fuzzy total interpretive structure model is developed combined with evidence fusion theory and intuitionistic fuzzy sets, which is the extension of total interpretive structure model. Research results can assist the analytic network process method in assessing urban seismic resilience in future research.

Abstract

Purpose

The purpose of this paper is to analyze a few recent earthquakes, gain insights into the role of social resilience in the severity of disaster impact and offer plausible approaches to mitigate future disaster impact. Managing and alleviating social and psychological harm among people, in the face of recurring disasters in the world, is very important.

Design/methodology/approach

An approach of event comparison has been adopted in this paper. Three recent earthquake events, the 2012 event in Haida Gwaii, Canada, the 2010 event in Christchurch, New Zealand, and the 2011 Japan earthquake and tsunami have been examined through the lens of social resilience of affected population.

Findings

Japanese people illustrated patience, tolerance and consideration for other impacted people, proving that it is an effective and efficient approach to dealing with a disaster. New Zealand’s resilience can be attributed to having a governance that is well aware of the hazards in the country. In Canada, however, as of 2001, there are barely any government-funded programs geared toward seismic risks research. Although economically, politically and technologically similar countries can easily learn from this review on resilience, it is important to recognize that there are limitations.

Originality/value

The research provides a unique point of view into three different cases of earthquake occurred recently in developed economies. The analysis presented in the paper focuses on social resilience, governance and people’s reaction to the disaster which is vital for disaster risk reduction strategies and programs development as well as implementation.

Abstract

Purpose

This paper asks what was the state of building-code enforcement and citizen – government collaboration in disaster preparedness when an earthquake hit Kathmandu metropolitan city (KMC) in 2015? It reviewed government documents, analyzed media reports, interviewed building-code monitoring officers and carried out a detailed case study of the earthquake-damaged Park View Horizon Housing Apartment (PVHA) Complex. The research found several earthquake-resilience issues. They were enforcement-vulnerability (Building bylaws, planning permit and building code); institutional-coordination vulnerability; Apartment-regulation vulnerability; technological vulnerability; and citizen-government-collaboration vulnerability.

Design/methodology/approach

The study area of this research is KMC, and this research is based on content analysis, field observation and interview. It has reviewed all the newspapers and media reports that had covered earthquake issues during and after the 2015 disaster, as well as the articles published in Nepal, South Asia, the USA, New Zealand and Haiti. The literature on Nepal’s building code, seismic history and institutional arrangements for governing earthquake-related issues were reviewed. After field observation of some of the damaged apartments, a detailed case study of PVHA Complex was carried out.

Findings

The research found several earthquake-resilience issues. They were enforcement-vulnerability (Building bylaws, planning permit and building code); institutional-coordination vulnerability; Apartment-regulation vulnerability; technological vulnerability; and citizen-government-collaboration vulnerability

Research limitations/implications

A limitation of this study was its heavy reliance on content analysis, one case study and a few interviews and discussions with affected residents, local governments and developers.

Practical implications

This study would help enhance disaster governance in developing nations.

Social implications

The citizen–government collaborative approach to earthquake resilience would enhance human resilience to disaster at individual and community levels.

Originality/value

Since this is the first research carried out on the state of building code and institutional resilience at the time of the 2015 earthquake in Nepal, it is original and provides policy insights for earthquake resilience in Nepal.

Abstract

Purpose

Since 4 September 2010, the greater Christchurch region has endured a series of destructive earthquakes. As a result, food resilience, as a component of community resilience, has become highly relevant. This paper aims to explore the role of social entrepreneurs and the local food system in building community resilience.

Design/methodology/approach

Using a quasi-case study method, four social enterprise food initiatives are presented to illustrate conceptually how these local food systems contribute to community resilience in the post-earthquake context in Christchurch.

Findings

The results suggest that a generation of social entrepreneurs have emerged, giving rise to networked local food system initiatives that share the common goals of building multiple and unique forms of capital (human, social, natural, financial and physical). In doing so, they have contributed to creating conditions that support community resilience as both a process and an outcome in post-earthquake Christchurch.

Research limitations/implications

This research included only four enterprises as the case study, all located in central Christchurch. As such, the results are indicative and may not represent those found in other contexts.

Practical implications

The research suggests that social entrepreneurs make a significant contribution to both enhancing food security and building community resilience post-disaster. How policy infrastructure can empower and enable entrepreneurs’ post-disaster warrants further consideration.

Social implications

Collectively, the four enterprises included in the research were found to have created local solutions in response to local problems. This embeddedness with and responsiveness to the community is a characteristic of resilient communities.

Originality/value

Post-earthquake Christchurch is a living laboratory in relation to understanding community resilience. The processes by which it is occurring, how it is sustained over time and the shapes it will take in the future in such a dynamic environment are not yet understood. This paper contributes to understanding local food systems as part of this process.

Abstract

Purpose

The purpose of this paper is to present a multi‐year assistance plan aimed at promoting a disaster resilient and foreign‐aid‐independent community in rural Peru in the wake of the August 2007 Peru earthquake.

Design/methodology/approach

A collaborative effort among students and professionals from several fields including engineering, public health, business, planning, economics, and marketing is proposed to provide a holistic approach to mitigating effects of future disasters on a rural developing community.

Findings

This paper assesses community vulnerabilities exposed by the August 2007 Peru earthquake and provides conceptual solutions to mitigating effects of future disasters.

Research limitations/implications

Because this is a student‐driven, volunteer‐based initiative, implementation of the discussed plan is sporadic in nature. As student leadership changes, solutions and implementation time frames discussed in this paper may be altered significantly.

Practical implications

The student‐professional collaborative plan for enhancing disaster‐resilience discussed in this paper may be beneficial to educators who seek to extend the educational experience beyond the classroom. The holistic model of enhancing disaster‐resilience discussed in this paper may help relief organizations to better understand the issues facing small post‐disaster communities and subsequently help to develop more efficient recovery plans.

Social implications

This project will have a great impact on improving the social and family life of the inhabitants of La Garita; the improvements in water supply will reduce health problems throughout the community.

Originality/value

This paper discusses a unique student‐professional collaborative approach to incorporating disaster‐resilience in the built environment. An educational component is incorporated into the framework of assistance in the interest of developing knowledgeable students and community members to provide a catalyst for future development projects in neighboring communities.

Many societies in the world live with different types of risks and the threat of disasters has always presented a major challenge to devise ways to achieve sustainable development by reducing patterns of vulnerability. Disaster reduction is therefore crucial and must have a place in national policies in order to create favourable conditions for effective and efficient hazard mitigation at various levels. This can help in increasing the resilience among communities at risk by enabling them to withstand shocks, cope with emergencies as they bounce back from the impact and adapt in new ways to cope with future threats.

The aim of this paper is to explore the concept of resilience in general and what this means before, during, and after disaster impact. Case studies are cited to indicate how resilience operates or fails to occur and why. The study defines how resilience can be developed to create sustainable systems and structures that focus on robustness, redundancy, resourcefulness and rapidity.

Abstract

Purpose

This paper aims to examine the experiences of an ecopreneurial venture that was operating before, during and after the 2010-2011 series of earthquakes in Christchurch, New Zealand. The aim is to elucidate on the tension existing between an ecopreneur’s personal green values/ethics and his need to be resilient and do what was necessary to ensure his business’s survival, which was operating before, during and after an extreme event – the 2010-2011 series of earthquakes in Christchurch, New Zealand.

Design/methodology/approach

The data are gathered from a longitudinal case study of Just Organic Ltd (an organic fruit and vegetable delivery service) over a five-year period which covers time before and after the earthquakes. Data were gathered via two in-depth face-to-face interviews with the ecopreneur, along with a number of email and telephone follow-ups.

Findings

Findings indicate that an extreme event such as an earthquake will inhibit the green values of an ecopreneur as the ecopreneur works to ensure business survival. To continue to operate successfully, the ecopreneur developed a resilient and hardy nature and adapted operational processes to run in a more entrepreneurial fashion. It would seem that holding firmly to green values irrespective of a changed business environment is detrimental to business viability and survivability. The ecopreneur bounced forward, rather than bouncing back from the disaster.

Research limitations/implications

The implications for research, policy makers and ecopreneurs and entrepreneurs in general are discussed. There are lessons to be learned from the experiences of the ecopreneur who is operating Just Organic Limited.

Originality/value

This paper is one of the few that has examined the impact the Christchurch earthquakes had on an existing eco-business. The longitudinal data enable a unique insight into the operational aspects of an eco-business before and after a series of earthquakes.

Abstract

Purpose

This study aims to provide resiliency against earthquakes to the framework of an urban road network and to construct a comprehensive model with sufficient computational detail to assist metropolitan managers as a decision support tool in emergency situations via parametric analysis (model behaviour analysis with parameter changes) to quantify the consequences of decisions.

Design/methodology/approach

Performed stages are: developing existing resilience assessment frameworks for use against earthquakes in urban road networks, identifying earthquake scenarios and estimating the weight of components using AHP, including an example modelling of Tehran; and developing modelling software (using Matlab®).

Findings

This study produced a software that performs three-dimensional (3D) graphical modelling, resiliency index measurements and its parametric analyses for the road networks against earthquakes. Based on this model, a prioritized list of upgrades is also introduced. The developed tool also addresses issues regarding the allocation of limited resources between the network components.

Research limitations/implications

Because of the novelty of the study, there is limited literature on this topic.

Practical implications

The developed model provides urban managers with a comprehensive list of upgrades and empowering them to graphically and numerically evaluate the resiliency changes as they alter the parameters of these measures and balance their decisions based on available funding.

Originality/value

In contrast to previous studies, this study has focused on all of these three keywords: resiliency, earthquake and road networks, and not only two of them.
