Abstract

Purpose

Recent earthquake-induced liquefaction events and associated losses have increased researchers’ interest into liquefaction risk reduction interventions. To the best of the authors’ knowledge, there was no scholarly literature related to an economic appraisal of these risk reduction interventions. The purpose of this paper is to investigate the issues in applying cost–benefit analysis (CBA) principles to the evaluation of technical mitigations to reduce earthquake-induced liquefaction risk.

Design/methodology/approach

CBA has been substantially used for risk mitigation option appraisal for a number of hazard threats. Previous literature in the form of systematic reviews, individual research and case studies, together with liquefaction risk and loss modelling literature, was used to develop a theoretical model of CBA for earthquake-induced liquefaction mitigation interventions. The model was tested using a scenario in a two-day workshop.

Findings

Because liquefaction risk reduction techniques are relatively new, there is limited damage modelling and cost data available for use within CBAs. As such end users need to make significant assumptions when linking the results of technical investigations of damage to built-asset performance and probabilistic loss modelling resulting in many potential interventions being not cost-effective for low-impact disasters. This study questions whether a probabilistic approach should really be applied to localised rapid onset events like liquefaction, arguing that a deterministic approach for localised knowledge and context would be a better base for the cost-effectiveness mitigation interventions.

Originality/value

This paper makes an original contribution to literature through a critical review of CBA approaches applied to disaster mitigation interventions. Further, this paper identifies challenges and limitations of applying probabilistic based CBA models to localised rapid onset disaster events where human losses are minimal and historic data is sparse; challenging researchers to develop new deterministic based approaches that use localised knowledge and context to evaluate the cost-effectiveness of mitigation interventions.

Abstract

Purpose

The purpose of this paper is to investigate relationships of urban seismic resilience assessment indicators.

Design/methodology/approach

To achieve this aim, construction of the urban seismic resilience assessment indicators system was conducted and 20 indicators covering five dimensions, namely building and lifeline infrastructure, environment, society, economy and institution were identified. Following this, this study used evidence fusion theory and intuitionistic fuzzy sets to process the information from experts then developed the fuzzy total interpretive structure model.

Findings

A total of 20 urban seismic resilience assessment indicators are reconstructed into a hierarchical and visual system structure including five levels. Indicators in the bottom level including debris flow risk, landslide risk, earthquake experience and demographic characteristics are fundamental indicators that significantly impact other indicators. Indicators in the top level including open space, gas system and public security are direct indicators influenced more by other indicators. Other indicators are in middle levels. Results of MICMAC analysis visually categorize these indicators into independent indicators, linkage indicators, autonomous indicators and dependent indicators according to driving power and dependence.

Originality/value

This paper attempts to explore relationships of urban seismic resilience assessment indicators with the interpretive structural model method. Additionally, Fuzzy total interpretive structure model is developed combined with evidence fusion theory and intuitionistic fuzzy sets, which is the extension of total interpretive structure model. Research results can assist the analytic network process method in assessing urban seismic resilience in future research.

Abstract

Purpose

The purpose of this paper is to explore the impact of earthquakes on the labor market. The authors try to estimate the impact of two major earthquakes (Izmir and Elazig) in Turkey.

Design/methodology/approach

In order to analyze the effects of devastating earthquakes in the nearby regions of the province where the earthquake took place, on the labor market, monthly and annual data from the TUIK and ISKUR database will be used. For this purpose, the authors consider the earthquake a natural experiment and employ a Synthetic Control Method (SCM). In addition, the analysis will be carried out using seasonally adjusted data, taking into account the seasonal effects of the monthly data to be used in the study.

Findings

The results show that the impact varies based on the labor market structure of the regions. While the earthquake positively affects the labor market of agriculture-oriented regions, it harms the labor market of nonagricultural-oriented regions.

Research limitations/implications

A major limitation of the study is that we cannot fully separate the impact of Covid-19 from our estimate. The authors believe that Covid-19 overestimates the negative impact of earthquakes on the labor market.

Social implications

Earthquakes have adverse effects on the labor market. The estimation of the earthquake-related costs may provide a useful guide on policy planning and government incentives.

Originality/value

The originality of the study lies in the fact that this is the first study to evaluate how the dynamics of the labor market has changed as a result of the earthquakes that have taken place in Turkey, within the framework of causality.

Abstract

Purpose

The aim of this study is to question the relationship between architectural ethical codes and faults in earthquakes. Earthquakes have devastating effects on all societies in history and today. And the relationship and importance of the architect and building, one of the most important roles of these destructive effects, is once again revealed in every earthquake. Although there are some restrictions or warnings for architects and the architectural profession to reduce this destructive effect in many regulations and ethical codes, it is possible to see the defects caused by architectural design and the destruction caused by these defects in every new earthquake.

Design/methodology/approach

In this study, the most destructive earthquakes in Turkey in the past 20 years (Bingöl, Van, Elazig and Izmir) and the 1999 Marmara earthquake, which was the most destructive earthquake in Turkey’s recent history, and the damages occurred in these earthquakes and their causes were examined. Although the scope of the study is “destructive earthquakes that have occurred in the past 20 years in Turkey”, the Marmara Earthquake, which occurred in 1999, when the destructive effect of the earthquake was seen the most and architectural design errors were intense, was also included in the scope of the study. And to have a more comprehensive understanding of how these defects are examined in terms of ethical codes and to make a more comprehensive comparison, ethical codes from different countries in the world have been researched and a review has been made on topics such as public welfare, human rights and raising the standard of the profession.

Findings

This study concludes by reviewing the key factors learned from the examined ethical codes of different countries. Finding ethical codes of different countries was challenging to gain approval. In addition, the study ends with recommendations in terms of questioning the regulations and education curriculum relations on a country basis.

Originality/value

This study, which targets architect candidates who carry out the profession of architecture and continue their architectural education, evaluates the architectural design flaws seen in earthquakes through ethical codes and forms a basis for further studies.

Abstract

Purpose

For coastal bridges, the ability to recover traffic functions after the earthquake has crucial implications for post-disaster reconstruction, which makes resilience become a significant index to evaluate the seismic behavior. However, the deterioration of the material is particularly prominent in coastal bridge, which causes the degradation of the seismic behavior. As far, the research studies on resilience of coastal bridges considering multiple degradation factors and different disaster prevention capability are scarce. For further evaluating the seismic behavior of coastal bridge in the long-term context, the seismic resilience is conducted in this paper with considering multiple durability damage.

Design/methodology/approach

The fuzzy theory and time-varying fragility analysis are combined in this paper to obtain the life-cycle resilience of coastal bridges.

Findings

The results show that durability damage has a remarkable impact on the resilience. After 100 years of service, the seismic resilience of bridge with poor disaster-prevention capability has greatest reduction, about 18%. In addition, the improvement of the disaster prevention capability can stabilize the resilience of the bridge at a higher level.

Originality/value

In this paper, the time-varying fragility analysis of case bridge are evaluated with considering chloride ion erosion and concrete carbonization, firstly. Then, combining fuzzy theory and fragility analysis, the triangular fuzzy values of resilience parameters under different service period are obtained. Finally, the life-cycle resilience of bridge in different disaster prevention capability is analyzed.

Abstract

Purpose

The purpose of this study is to clarify changes in people-place interrelationship and hidden layers of survivors psychological challenges in the reconstructed housing environment, the 2003 Bam and 2017 Ezgeleh-Sarpol Zahab earthquakes occurred in Iran, because perception of earthquake risk in residential dwellings and traumatic experiences during and after its occurrence are among stressful events making communities face with various spectrum of emotional and cognitive consequences. Such events shape memory “traumascapes” and cause changes in mental schemas and as a result, altering decisions and behavioral responses in long-term familiar environments. Because, in the disaster-affected communities, psychological recovery will be greatly influenced by residential experiences.

Design/methodology/approach

The current research was performed with a qualitative and multicase study design, and data were collected using deep and semistructured private interviews and discussions in focus groups with participation of 33 people by narrative technique.

Findings

According to findings, people are facing enduring cognitive disruptions regarding home concept and its location as a safe and secure paradigm. Findings showed that there are a considerable amount of behavioral responses and emotional consequences in the form of protective behaviors, severe sensitivity to environmental stimuli, fears, phobias in residential dwellings and disturbances in place attachments.

Originality/value

It is noteworthy that despite all time and place differences, the two studied communities had significant similarities in earthquake traumatic experiences and perceptions and also resulting conscious and subconscious responses.

Abstract

Purpose

Disaster management and humanitarian logistics (HT) play crucial roles in large-scale events such as earthquakes, floods, hurricanes and tsunamis. Well-organized disaster response is crucial for effectively managing medical centres, staff allocation and casualty distribution during emergencies. To address this issue, this study aims to introduce a multi-objective stochastic programming model to enhance disaster preparedness and response, focusing on the critical first 72 h after earthquakes. The purpose is to optimize the allocation of resources, temporary medical centres and medical staff to save lives effectively.

Design/methodology/approach

This study uses stochastic programming-based dynamic modelling and a discrete-time Markov Chain to address uncertainty. The model considers potential road and hospital damage and distance limits and introduces an a-reliability level for untreated casualties. It divides the initial 72 h into four periods to capture earthquake dynamics.

Findings

Using a real case study in Istanbul’s Kartal district, the model’s effectiveness is demonstrated for earthquake scenarios. Key insights include optimal medical centre locations, required capacities, necessary medical staff and casualty allocation strategies, all vital for efficient disaster response within the critical first 72 h.

Originality/value

This study innovates by integrating stochastic programming and dynamic modelling to tackle post-disaster medical response. The use of a Markov Chain for uncertain health conditions and focus on the immediate aftermath of earthquakes offer practical value. By optimizing resource allocation amid uncertainties, the study contributes significantly to disaster management and HT research.

Abstract

Purpose

The objective of this study is to investigate the concept of “earthquake resistance” in high-rise buildings and assess the current level of structural strength in the areas where these structures are situated. The study aims to identify and implement necessary measures to enhance resilience in these areas. A comprehensive literature review was conducted to develop a conceptual framework focusing on earthquake resistance's meanings, stages and physical elements to achieve these goals.

Design/methodology/approach

This study focuses on Istanbul, a city known for its high earthquake risk, specifically targeting the Atasehir district. The research utilizes the DEMATEL (Decision-Making Trial and Evaluation Laboratory) method to evaluate urban resilience parameters. Additionally, the Fuzzy TOPSIS (Preference Ranking Technique by Similarity) method is employed to analyze the location of five buildings in Atasehir, using criterion weights derived from this methodology.

Findings

The findings indicate that resilience varies depending on the distance of the buffers. Moreover, the amount and quality of urban equipment in the study areas have a significant impact on the earthquake resistance level of the surrounding areas where high-rise buildings are situated. Building upon this analysis, the study suggests the implementation of measures aimed at augmenting the quantity and quality of urban facilities in the study areas, consequently enhancing urban resilience.

Originality/value

The originality and value of this study lie in its examination of seismic resilience within the context of high-rise buildings and the identification of necessary measures to increase resilience in areas where these structures are prevalent. By focusing on Istanbul, a city with a high earthquake risk, and specifically selecting the Atasehir district as the study area, this research provides a comprehensive conceptual framework for understanding urban resilience and its physical components. Moreover, the study offers a fresh perspective on urban resilience by highlighting the influence of tall buildings on the surrounding areas. Ultimately, it provides practical recommendations for architects, urban planners and other stakeholders to improve regional earthquake resilience.

Abstract

Purpose

Data represents a critical resource that enables construction companies’ success; thus, its management is very important. The purpose of this study is to assess the benefits of construction data risks management (DRM) in the construction industry (CI).

Design/methodology/approach

This study adopted a quantitative method and collected data from various South African construction professionals with the aid of an e-questionnaire. These professionals involve electrical engineers, quantity surveyors, architects and mechanical, as well as civil engineers involved under a firm, or organisation within the province of Gauteng, South Africa. Standard deviation, mean item score, non-parametric Kruskal–Wallis H test and exploratory factor analysis were used to analyse the retrieved data.

Findings

The findings revealed that DRM enhances project and company data availability, promotes confidentiality and enhances integrity, which are the primary benefits of DRM that enable the success of project delivery.

Research limitations/implications

The research was carried out only in the province of Gauteng due to COVID-19 travel limitations.

Practical implications

The construction companies will have their data permanently in their possession and no interruption will be seen due to data unavailability, which, in turn, will allow long-term and overall pleasant project outcomes.

Originality/value

This study seeks to address the benefits of DRM in the CI to give additional knowledge on risk management within the built environment to promote success in every project.

Abstract

Purpose

This paper critically analysed 195 articles with the objectives of providing a clear understanding of the current City Information Modelling (CIM) implementations, identifying the main challenges hampering the uptake of CIM and providing recommendations for the future development of CIM.

Design/methodology/approach

This paper adopts the PRISMA method in order to perform the systematic literature review.

Findings

The results identified nine domains of CIM implementation including (1) natural disaster management, (2) urban building energy modelling, (3) urban facility management, (4) urban infrastructure management, (5) land administration systems, (6) improvement of urban microclimates, (7) development of digital twin and smart cities, (8) improvement of social engagement and (9) urban landscaping design. Further, eight challenges were identified that hinder the widespread employment of CIM including (1) reluctance towards CIM application, (2) data quality, (3) computing resources and storage inefficiency, (4) data integration between BIM and GIS and interoperability, (5) establishing a standardised workflow for CIM implementation, (6) synergy between all parties involved, (7) cybersecurity and intellectual property and (8) data management.

Originality/value

This is the first paper of its kind that provides a holistic understanding of the current implementation of CIM. The outcomes will benefit multiple target groups. First, urban planners and designers will be supplied with a status-quo understanding of CIM implementations. Second, this research introduces possibilities of CIM deployment for the governance of cities; hence the outcomes can be useful for policymakers. Lastly, the scientific community can use the findings of this study as a reference point to gain a comprehensive understanding of the field and contribute to the future development of CIM.
