Abstract

Purpose

This study aims to compare the humanitarian supply chains and logistics of two countries in earthquake preparedness by modifying and using a previously established preparedness evaluation framework.

Design/methodology/approach

A European flood emergency management system (FEMS) is a seven-dimensional framework to assess a country’s preparedness for flood emergencies. The FEMS framework was modified to apply to earthquakes. Leveraging a multiple explanatory case study approach with data analysis, the authors reconstructed the events of the earthquakes in Pakistan (2005) and Japan (2011) with an applied grading (1–5). Findings were evaluated within the adopted FEMS framework. From a practitioner’s perspective, the framework is applicable and can accelerate support in the field.

Findings

Pakistan lacked emergency plans before the 2005 earthquake. In contrast, Japan possessed emergency plans before the disaster, helping minimise casualties. Overall, Japan demonstrated considerably better emergency management effectiveness. However, both countries significantly lacked the distribution of responsibilities among actors.

Originality/value

Practical factors in the humanitarian supply chain are well understood. However, synthesising individual factors into a comprehensive framework is difficult, which the study solves by applying and adopting the FEMS framework to earthquakes. The developed framework allows practitioners a structured baseline for prioritising measures in the field. Furthermore, this study exemplifies the usefulness of cross-hazard research within emergency management and preparedness in a real-world scenario.

Abstract

Purpose

We consider what happened in the initial reconstruction interventions following the 6 April 2009 earthquake in L'Aquila (Italy). Using the disaster risk reduction and resilience paradigm, we discuss the cognitive and interactional failures of top-down approaches, and we analyse the main constraints to enacting inclusive social learning and socially-sustainable transformation and building back better more resilient communities in post-disaster reconstruction.

Design/methodology/approach

Our evidence comes from participant observation, action anthropology and analytic auto-ethnography conducted during the reconstruction phase following the L'Aquila earthquake. Findings were triangulated with document analysis, media analysis and retrospective interviewing conducted in 2013 and 2017.

Findings

The shift from civil defence to civil protection did not bring any advance in disaster management and development practice in terms of DRR and resilience. The militaristic command-and-control approach, which is still in vogue among civil protection systems, means that local political leaders become the civil protection authorities in a disaster area. As in the L'Aquila case, this exacerbates local social and environmental risks and impacts, inhibits local communities from learning and restricts them from participating in post-disaster interventions.

Originality/value

Most previous commentary on disaster recovery and reconstruction following the L'Aquila earthquake has focussed on the top-down approach carried out by the national government and the Italian Department of Civil Protection (DCP). This paper is unique in that it sheds light on how the command-and-control approach was also implemented by local authority figures and on how this undermined building back better more resilient communities.

Abstract

Purpose

This paper aims to synchronize the various constitutional regulations that regulate the natural disaster management in Indonesia, especially those which apply in the Yogyakarta Special Territory after disaster through a legal interpretation and construction method to find a community empowerment-based disaster management model, which suits the Indonesian ideals of law.

Design/methodology/approach

This research is carried out in the Yogyakarta Special Territory province; this research uses the juridical normative method or the method with the doctrinal or the juridical normative approach. The approaches used in this research are the conceptual approach, statute approach and the sociological approach.

Findings

The numerous constitutional regulations that are formed and implemented to regulate the disaster management in Yogyakarta Special Territory cannot yet run its function as an integrating mechanism efficiently. This is mainly because the handling of disasters is usually responsive, without clear planning.

Research limitations/implications

In numerous constitutional regulations, there is a synchronization between the regulations on the society’s rights and responsibilities in disaster management. The point of these regulations is that they state that every citizen has the right to obtain social protection and a sense of safety. They have the right to obtain education, trainings and skills in the establishment of disaster management. Also, they have the right to participate in policies, in accessing information on disaster prevention policies.

Practical implications

Efforts of response toward a disaster should be neither exclusive nor partial. A condition of disaster is a complex condition, which usually asks for a holistic response from various perspectives and experiences. It needs effective teamwork between various institutional groups. Basically, it will not be effective if it is run by a single agency exclusively. Indonesia needs a clear disaster management and needs to synchronize the law for disaster mitigation for minimize the natural disaster impact.

Social implications

Various constitutional regulations made and applied to regulate disaster management in the Yogyakarta cannot yet run its function as an efficient integrating mechanism, as the law cannot yet undergo the rearrangement of the productive process in the society optimally. The goals determined in the execution of the disaster management are often not legitimized by the society, and they do not yet give a full sense of justice to them. Recovery after Yogyakarta earthquake is a slow process.

Originality/value

This is a relatively new research, as other researches focused on the disastrous impacts of the Yogyakarta earthquake. The disaster management system must consider and must be responsive toward diversity, differences and competition, which may arise due to social, economic, political, community and even religious factors. These differences often create a dynamic and complex relation. A wrong manner in handling this may cause horizontal conflicts.

Purpose

The total capacity of ambulances in metropolitan cities is often less than the post-disaster demand, especially in the case of disasters such as earthquakes. However, because earthquakes are a rare occurrence in these cities, it is unreasonable to maintain the ambulance capacity at a higher level than usual. Therefore, the effective use of ambulances is critical in saving human lives during such disasters. Thus, this paper aims to provide a method for determining how to transport the maximum number of disaster victims to hospitals on time.

Design/methodology/approach

The transportation-related disaster management problem is complex and dynamic. The practical solution needs decomposition and a fast algorithm for determining the next mission of a vehicle. The suggested method is a synthesis of mathematical modeling, scheduling theory, heuristic methods and the Voronoi diagram of geometry. This study presents new elements for the treatment, including new mathematical theorems and algorithms. In the proposed method, each hospital is responsible for a region determined by the Voronoi diagram. The region may change if a hospital becomes full. The ambulance vehicles work for hospitals. For every patient, there is an estimated deadline by which the person must reach the hospital to survive. The second part of the concept is the way of scheduling the vehicles. The objective is to transport the maximum number of patients on time. In terms of scheduling theory, this is a problem whose objective function is to minimize the sum of the unit penalties.

Findings

The Voronoi diagram can be effectively used for decomposing the complex problem. The mathematical model of transportation to one hospital is the P‖ΣUj problem of scheduling theory. This study provides a new mathematical theorem to describe the structure of an algorithm that provides the optimal solution. This study introduces the notion of the partial oracle. This algorithmic tool helps to elaborate heuristic methods, which provide approximations to the precise method. The realization of the partial oracle with constructive elements and elements proves the nonexistence of any solution. This paper contains case studies of three hospitals in Tehran. The results are close to the best possible results that can be achieved. However, obtaining the optimal solution requires a long CPU time, even in the nondynamic case, because the problem P‖ΣUj is NP-complete.

Research limitations/implications

This research suggests good approximation because of the complexity of the problem. Researchers are encouraged to test the proposed propositions further. In addition, the problem in the dynamic environment needs more attention.

Practical implications

If a large-scale earthquake can be expected in a city, the city authorities should have a central control system of ambulances. This study presents a simple and efficient method for the post-disaster transport problem and decision-making. The security of the city can be improved by purchasing ambulances and using the proposed method to boost the effectiveness of post-disaster relief.

Social implications

The population will be safer and more secure if the recommended measures are realized. The measures are important for any city situated in a region where the outbreak of a major earthquake is possible at any moment.

Originality/value

This paper fulfills an identified need to study the operations related to the transport of seriously injured people using emergency vehicles in the post-disaster period in an efficient way.

Abstract

Purpose

Chiang Rai being an earthquake-prone city, it is essential to raise awareness about earthquake safety and readiness, especially amongst the elderly population who spend most of their time at home. The purpose of this paper is to evaluate the earthquake preparedness of elders in relation to knowledge, attitude and practice.

Design/methodology/approach

This was an analytic cross-sectional study. Research data were collected from 480 elders of 60 years old and above. The research instruments were questionnaires about knowledge, attitude and self-assessment of practices in earthquake situations. Data were analyzed by number, percentage and a χ2 test.

Findings

Of participants interviewed, 39.4 percent were aged between 60 and 66 years old. Overall, 94.0 percent of them had already experienced an earthquake, with 79.4 percent having experienced it in 2014. Participants had a good level of knowledge and attitude toward earthquake safety. Their practices toward earthquake readiness, however, were insufficient due to the lower practice scores (<12), especially found in the high seismic zone. The score level of knowledge, attitude and self-assessment of practice in earthquake situations showed that there is a difference in statistical significance (p<0.05).

Originality/value

This study focuses attention on the need to increase levels of preparedness. Safety instructions and earthquake drills should be promoted and supported in order to prepare elders for an earthquake in the study area. Research findings identified in this study will help to address the specific needs of the elderly when implementing an earthquake disaster risk reduction plan.

Abstract

Purpose

This paper aims to examine the integration of lateral transshipment and road vulnerability into the humanitarian relief chain in light of affected area priority to address equitable distribution and assess the impact of various parameters on the total average inflated distance traveled per relief item.

Design/methodology/approach

After identifying comprehensive critical criteria and subcriteria, a hybrid multi-criteria decision-making framework was applied to obtain the demand points’ weight and ranking in a real-life earthquake scenario. Direct shipment and lateral transshipment models were then presented and compared. The developed mathematical models are formulated as mixed-integer programming models, considering facility location, inventory prepositioning, road vulnerability and quantity of lateral transshipment.

Findings

The study found that the use of prioritization criteria and subcriteria, in conjunction with lateral transshipment and road vulnerability, resulted in a more equitable distribution of relief items by reducing the total average inflated distance traveled per relief item.

Research limitations/implications

To the best of the authors’ knowledge, this study is one of the first research on equity in humanitarian response through prioritization of demand points. It also bridges the gap between two areas that are typically treated separately: multi-criteria decision-making and humanitarian logistics.

Practical implications

This is the first scholarly work in Shiraz focused on the equitable distribution system by prioritization of demand points and assigning relief items to them after the occurrence of a medium-scale earthquake scenario considering lateral transshipment in the upper echelon.

Originality/value

The paper clarifies how to prioritize demand points to promote equity in humanitarian logistics when the authors have faced multiple factors (i.e. location of relief distribution centers, inventory level, distance, lateral transshipment and road vulnerability) simultaneously.

Abstract

Purpose

Disasters and armed conflict often co-occur, but does that imply that disasters trigger or fuel conflict? In the small but growing body of literature attempting to answer this question, divergent findings indicate the complex and contextual nature of a potential answer to this question. The purpose of this study is to contribute a robust cross-country analysis of the co-occurrence of disaster and conflict, with a particular focus on the potential role played by disaster.

Design/methodology/approach

Grounded in a theoretical model of disaster–conflict co-occurrence, this study merges data from 163 countries between 1990 and 2017 on armed conflict, disasters and relevant control variables (low human development, weak democratic institutions, natural resource dependence and large population size/density).

Findings

The main results of this study show that, despite a sharp increase in the co-occurrence of disasters and armed conflict over time, disasters do not appear to have a direct statistically significant relation with the occurrence of armed conflict. This result contributes to the understanding of disasters and conflicts as indirectly related via co-creation mechanisms and other factors.

Originality/value

This study is a novel contribution, as it provides a fresh analysis with updated data and includes different control variables that allow for a significant contribution to the field.

Designing an efficient routing protocol that opportunistically forwards data to the destination node through nearby sensor nodes or devices is significantly important for an effective incidence response and disaster recovery framework. Existing sensor routing protocols are mostly not effective in such disaster recovery applications as the networks are affected (destroyed or overused) in disasters such as earthquake, flood, Tsunami and wildfire. These protocols require a large number of message transmissions to reestablish the clusters and communications that is not energy efficient and result in packet loss. This paper introduces ODCR - an energy efficient and reliable opportunistic density clustered-based routing protocol for such emergency sensor applications. We perform simulation to measure the performance of ODCR protocol in terms of network energy consumptions, throughput and packet loss ratio. Simulation results demonstrate that the ODCR protocol is much better than the existing TEEN, LEACH and LORA protocols in term of these performance metrics.

Abstract

Purpose

During any crisis situation like a pandemic, war or natural disaster, online/blended learning could meet the academic needs of the learners in a bigger way. The use of information and communication technology (ICT)-based technologies has converted the entire teaching pedagogy to a learner centred pedagogy, following which the skills of using technology are to be seen as the most essential qualifications on the part of both the teachers/educators and learners. Therefore, the purpose of this paper is to understand the perceptions of the teachers and learners regarding the use of online/blended learning modes in teaching learning transactions. Another purpose of the paper being to find out the prospects and challenges of providing online/blended learning in a country like India, particularly during and in post-Covid-19 situations.

Design/methodology/approach

The academic analytics approach was used for the study. A structured questionnaire was designed in Google Forms covering the perceptions of the teachers and learners in different Indian universities and colleges regarding online/blended services and analysis was done using Google Analytics. Further, analysis of the data received had been done by using simple statistical tool like percentage.

Findings

Blended learning could be the solution for providing education in the context of the 21st century India. However, unlike in case of the conventional education, open education has widened the scope of learning adhering to the motto – “Bring your own device” to learn. The extensive use of open educational resources, massive open online courses, social media and meeting apps during the Covid-19 lockdown, has opened up the minds of the knowledge-hungry people, further enabling them to receive the necessary educational inputs, training and skills even during the current pandemic situation. This is going to have a big impact in the ways of educational transactions in the days to come.

Research limitations/implications

The discussions in the paper are limited to a study of representative states of India, and it is a general study only. The sample size was limited to only 120 as the response rate was significantly low compared to the number of addressees to whom the questionnaire was sent.

Practical implications

This study will help in understanding the present state of online/blended learning in a country like India. The use of online learning was no doubt intensified by the sudden outbreak of the Covid-19 Pandemic. However, the study will also help in preparing a roadmap, at the policy level, regarding the beneficial use of online/blended teaching learning models both by the teachers and learners during any future crisis-like situations in a country like India.

Social implications

Through this paper, a new social constructivism has been visualised to know the acceptability of online/blended learning opportunities on the part of the teachers and learners across India. If that social constructivism can actually be realised through the benefits of online learning, India might emerge as one of the important leaders of education in the coming days. To that extent, the Covid-19 pandemic can be seen as a blessing in disguise.

Originality/value

It is important to examine the perceptions of both teachers and learners on the use of online learning in their regular curriculum transactions most particularly when the whole world is facing the brunt of the Covid-19 pandemic, which has adversely affected millions of learners across the world. The paper is original because it explores the current state of online/blended learning in a developing country like India to provide a practical and realistic vision of a new way of learning in the post-Covid-19 situations.

Abstract

Purpose

This paper identifies the challenges during a recent disaster relief operation in a developing country where the humanitarian response is dominated by national actors, with international actors having a minor role.

Design/methodology/approach

A case study design is used; the main data sources are semi-structured interviews with 43 informants involved in the 2017 Kermanshah earthquake relief operation.

Findings

The findings suggest that humanitarian practitioners deal with multiple challenges during disaster relief operations. One group of challenges relates to humanitarian logistics (HL) like needs assessment, procurement, warehousing, transportation and distribution, all widely discussed in the literature. Another involves the growing use of social media, legitimacy regulations and the engagement of new humanitarian actors (HAs) like social media activists and celebrities. These factors have not been extensively studied in the literature; given their growing influence, they require more scholarly attention.

Practical implications

The findings will help humanitarian practitioners and policymakers better understand the challenges involved in disaster relief operations conducted by multiple actors and thus help them improve their practices, including the creation of proper regulations, policies and logistics strategies.

Originality/value

The study uses primary data on a recent disaster to assess and extend the findings of previous studies regarding HL challenges. It also elaborates on the critical non-logistical challenges that influence aid delivery in emergency responses, including the growth of social media, regulations and the engagement of new HAs. The results may motivate future empirical and modelling studies to investigate the identified challenges and identify practices to mitigate them.
