Abstract

Purpose

The present study was designed to investigate the factors that prompt ex-host country nationals (EHCNs) to return to their country of origin, specifically, India. In order to identify specific factors that guide the decision to return, we examined several categories of reasons why members of the Indian diaspora who have lived/worked abroad may choose to return to India.

Design/methodology/approach

Using a sample of 98 executives from Southern India, this exploratory study sheds light on the emerging phenomenon of “brain circulation” advanced by Saxenian (2005) where highly qualified professionals (human talent, in short) ply between their country of origin (COO) and country of residency (COR). The authors investigate (i) their overall impression of their COO, (ii) the reasons they believe their company transferred them to India in the event of company-sponsored relocations, (iii) the impediments they face in performing their jobs in their COO, and (iv) their level of satisfaction with various aspects of their assignment, whether company-sponsored or self-initiated assignments.

Findings

The findings of this study indicate that EHCNs were driven by several unique factors in their decision to return to their COO, including (i) quality of life, (ii) better career opportunities, (iii) remuneration and (iv) family reasons.

Research limitations/implications

The findings of this study should help scholars develop theoretical models that can help explain the factors that determine the decision-making process of EHCNs related to returning to their COO. Furthermore, while our study was conducted in India, the factors guiding the decisions of the EHCNs are clearly universal, such as quality of life and opportunities for self.

Practical implications

Overall, the EHCNs in our sample were happy with their decision to return to live and work in India, thus suggesting that it would not be very problematic for the Indian government to attract them to return home to satisfy the growing demand for human talent associated with inward and outward foreign direct investment to/from India.

Originality/value

Given the Indian government's continuing efforts to attract qualified EHCNs to return to India and contribute to the growth of the economy, our study offers specific insights into what motivates individuals to return to their COO.

Abstract

In this chapter, I reflect on my research on expatriation and cross-cultural interactions over the past four decades. I have characterized it as voyages of self-discovery, as my research questions have been framed by my own experiences in growing up in a bicultural environment in Hong Kong and subsequent relocation to North America. My research findings have helped me understand the what, why, and how of my encounters and observations in the context of international assignments and cross-cultural encounters. The chapter then focuses on my 1981 publication that presented a contingency paradigm of selection and training that generated substantial interest in expatriation. While the contingency paradigm is essentially valid today, I outline four developments that have taken place since then – war for talent, greying of the labor force, rise of emerging markets, and need for global orientation – that necessitate new perspectives in understanding human resource management in the global context. I then allude to how I would rewrite my 1981 paper differently in light of these changes.

Abstract

Purpose

Despite striving for resilience and a sustainable urban future, European cities face a multitude of crisis caused by both natural and human-induced risks. This paper asks two key questions: How have cities experienced and managed crises situations they encountered? and What are the plans and actions for embedding sustainability at a local level within a clear decision-making structure? Hence, it aims to examine urban resilience in the context of urban crisis and the associated health concerns that took place because of crisis situations, while identifying sustainable urban development initiatives and strategies that were conceived and implemented beyond crisis.

Design/methodology/approach

An evidence-based analytical approach is undertaken following two lines of inquiry. The first is case-based and identifies 11 cities that have experienced crisis situations and a further 10 cities that have instigated urban resilience strategies. The second is theme-based and engages with identifying strategies relevant to sustainable urban development at city and project levels. The outcomes of the two lines of inquiry are verified by mapping the lessons learned from the analysis to recent international guidance and a further co-visioning workshop with 6 experts.

Findings

The evidence-based analysis reveals key lessons which were classified under two primary types of findings: (a) lessons learned for a future urban resilience resulting from the 1st line of Inquiry (case-based) and (b) lessons learned for a future sustainable urban development resulting from the 2nd line of inquiry (theme-based). The verified lessons provide four areas that can be utilised as key priorities for future urban resilience and sustainable urban development including (a) Governance, effective communication, and decision making for city resilience and urban sustainability; (b) the social dimension of resilience and participatory practices for sustainable urban development; (c) from implicit strategies for health to positive impact on health; and (d) diversification of initiatives and localisation of sustainable development endeavours.

Research limitations/implications

There is always limitation on what a bibliometrics analysis can offer in terms of the nature of evidence and the type of knowledge generated from the investigation. This limitation manifests in the fact that the analysis engages with the body of knowledge but not based on engaging physically or socially with the contexts within which the cases took place or through empirical investigations including systematic observations, focused interviews, and attitude surveys. While the study does not generate empirical findings, the rigour of the bibliometrics analysis offers a credible and reliable evidence on how cities experienced and managed crises situations and their current plans and priority actions for embedding and localising sustainable development measures.

Practical implications

This research conveys significant implications for policy, practice, and action in that it crystalises the view that understanding urban resilience and sustainability, at the city or urban level, requires coupling the two. The findings offer a solid foundation for a more contextualised, evidence-based examination of urban resilience and sustainability during and beyond crisis. Highlighting urban and health challenges that emerged from experienced crisis situations, how these were managed and developing an understanding of sustainable urban development and local resilience strategies elucidate insights that can be adopted and acted upon by city councils and built environment practitioners.

Originality/value

The analysis provides comprehensive insights into urban resilience and sustainable urban development at both city and continental Europe scales in the form of key lessons that represent the first step towards developing rudiments for building a better urban future. Little is known about resilience and sustainability at these scales. The originality of this work lies in the breadth and depth for capturing an inclusive understanding of urban resilience and sustainable urban development based on systematic inquiry and scrutinising the body of knowledge emerged over the past 2 decades.

Abstract

Purpose

China has been exceptionally competent at utilising the technology of others but the ability to develop its own is yet to be tested. The purpose of this paper is to investigate China's capacity for nurturing radical technology. For China to recapture its earlier technological prowess it will need a creative class. The paper proposes eight stepping stones for China to move from its current situation to a position where creativity and radical technology re‐emerge.

Design/methodology/approach

This is a conceptual paper that investigates options for China using a historical and trans‐disciplinary review.

Findings

Radical technology was a major strength for China prior to the 1500s. This paper suggests that China's subsequent demise in the technology stakes came from a combination of factors including regressive policies and the West finding a new politico‐economic model around science and technology. In total, eight stepping stones for Chinese institutional reform around creativity and radical technology are proposed.

Practical implications

Chinese businesses need to go much further than cost innovations and incremental additions to seriously challenge the creative capacity of their Western counterparts. This paper offers important insights for Chinese policy makers as they embark on innovation advancement in a highly competitive international business environment.

Social implications

Fostering radical technology is a challenge for any society. Developing this aspect of Chinese society is a critical element for China and its policy makers as they progress to the next phase of economic growth.

Originality/value

The paper shows that identifying systemic issues for China's radical technology demise is important. Offering steps for China to increase its capacity for radical technology is equally worthy of investigation.

Abstract

Purpose

China has become an economic powerhouse in historic terms but there are a number of challenges to its continued prosperity. The aim of this paper is to more fully understand China's propensity for creative innovation, which is seen as an important next stage in its continued development.

Design/methodology/approach

The paper is conceptual but uses historical and secondary data to support its assumptions. The paper was written in conjunction with the 1st Global Peter F. Drucker Forum (celebrating 100 years since his birth) and attempts to continue his challenge of “the hard work of thinking”.

Findings

China has a long history of successful innovation. However, Confucian belief, a single despot and a closing off to the rest of the world have thwarted its innovative edge. The key to rekindling the entrepreneurial spirit is seen largely as an internal battle based on the state's ability to balance the institution of government with the needs of a burgeoning prospective creative class. This paper identifies that much of this change will rely on quality‐related developments rather than simply investments of financial capital.

Originality/value

The ability to create new things is a challenge to developing economies that rely on low cost and imitation. China's success in innovation will have substantial implications for developed nations both economically and geo‐politically. China wants to be a significant player on a global scale and this paper sheds light on its potential to achieve such an objective. Through traversing China's innovative landscape, this paper also enlightens the field of management on key aspects of China's innovative past, present and future.
