Abstract

Purpose

In recent years, there has been much debate about the value generated by the firms’ investments in information technology (IT). Although literature suggests that technology itself will rarely create superiority, web infrastructure can be critical for knowledge sharing and the formation of virtual teams to execute innovation processes which, in turn, may enhance e-innovation and business value. Building on these antecedents, the purpose of this paper is to explore whether and how web infrastructure and e-innovation can create business value by complementing each other.

Design/methodology/approach

Based on the resource-based view (RBV) of the firm this paper develops a conceptual model to assess the effects of web infrastructure and e-innovation on business value as well as the complementarity between these resources. To test the associated hypotheses, a regression model was estimated and tested on a large sample of Spanish firms from different industries.

Findings

The results show that web infrastructure is not positively related to business value, but on the contrary e-innovation has a positive impact on business value. However, support for complementarity between web infrastructure and e-innovation was not found.

Originality/value

The present study tests the RBV logic, arguing that not all IT resources are source of competitive advantage. In the same vein, this study shows that e-innovation, as it requires combination of IT infrastructure with other unique intangible resources, is much more difficult to imitate, leading to competitive advantages.

Abstract

Purpose

This study aims to underline the possible influence of the moderator, information systems (IS) infusion, on Open Government Data (OGD) adoption and usage.

Design/methodology/approach

Using the partial least squares-structural equation modeling methodological approach, the adapted unified theory of acceptance and use of technology (UTAUT) model has been used for understanding the role of the moderating variable, namely, IS infusion.

Findings

Findings show that the moderating impact of IS infusion is positively significant with respect to the performance expectancy–behavioral intention relationship thereby bolstering the impact on users’ perception of OGD vis-à-vis work/academics performance and negatively significant for social influence–behavioral intention, information quality–behavioral intention, thereby clinching the fact that with the increased engagement and involvement of OGD in the everyday life of the user, the role of significant others and information quality gets least significant.

Originality/value

Extant OGD-focused research has underscored the impact of different variables as far as OGD adoption and usage is concerned; the present study seeks to add on to the extant literature by understanding the implications of IS infusion on the adapted UTAUT model constructs and behavioral intention relationships.

Abstract

The main purpose of this chapter is to explore whether and how the productivity of SMEs is affected by qualified human capital, digital capabilities, and innovation activities. In doing so, we use a rich data survey of 3,500 Greek SMEs in the year 2012 and we perform conditional quantile regression analysis. The main findings of this study suggest that although human capital knowledge, ICT infrastructure, and organizational innovation are significantly affecting productivity at the mean of the distribution, the effects are highly differentiated in the quantiles. Thus, qualified human capital facilitates substantially the productivity of SMEs only in the middle and the higher quantiles of the productivity distribution. In addition, SMEs in some high and low quantiles seem to increase their productivity when they participate in R&D collaborations. Furthermore, a higher degree of ICT infrastructure and organizational innovation favors the labor productivity of SMEs in the low and middle quantiles. On the contrary, the internet usage by the employees of SMEs at the lowest quantile is harmful for their productivity. SMEs should adopt the most appropriate policies to increase productivity and enhance performance.

Abstract

Increasingly, Open Government Data (OGD), a philosophy and set of policies, gains on momentum today. Believed to promote transparency, accountability and value creation by making government data available to all (OECD, 2018), OGD constitutes a yet another field in which the interlocking relation between technological advances and politics can be studied. Using the national OGD portal of the Kingdom of Saudi Arabia (http://www.data.gov.sa/en) as a case study, this evaluates the portal to underline the significance of maintaining the quality of the data sets published online. The usability framework (Machova, Hub, & Lnenicka 2018) constitutes the framework for evaluation of the OGD portal. The findings suggest that there are many drivers to re-use the data sets published via the portal. At the same time, however, there are barriers to re-use the data sets on account of the non-publication of updated data sets. Implicitly, quality of the data sets should be improved. More involvement of the government agencies is required for contributing toward the data sets. Also, user involvement should be promoted by encouraging them to contribute to the data sets and lending recommendations for the improvisation of the data sets published via the portal.

Purpose

Public sector has started exploiting artificial intelligence (AI) techniques, however, mainly for operational but much less for tactical or level tasks. The purpose of this study is to exploit AI for the highest strategic-level task of government: to develop an AI-based public sector data analytics methodology for supporting policymaking for one of the most serious and large-scale challenges that governments repeatedly face, the economic crises that lead to economic recessions (though the proposed methodology is of much more general applicability).

Design/methodology/approach

A public sector data analytics methodology has been developed, which enables the exploitation of existing public and private sector data, through advanced processing of them using a big data-oriented AI technique, “all-relevant” feature selection, to identify characteristics of firms as well as their external environment that affect (positively or negatively) their resilience to economic crisis.

Findings

A first application of the proposed public sector data analytics methodology has been conducted, using Greek firms’ data concerning the economic crisis period 2009–2014, which has led to interesting conclusions and insights, revealing factors affecting the extent of sales revenue decrease in Greek firms during the above crisis period and providing a first validation of the methodology used in this study.

Research limitations/implications

This paper contributes to the advancement of two emerging highly important, for the society, but minimally researched, digital government research domains: public sector data analytics (and especially policy analytics) and government exploitation of AI. It exploits an AI feature selection algorithm, the Boruta “all-relevant” variables identification algorithm, which has been minimally exploited in the past for public sector data analytics, to support the design of public policies for addressing one of the most serious and large-scale economic challenges that governments repeatedly face: the economic crises.

Practical implications

The proposed methodology allows the identification of characteristics of firms as well as their external environment that affect positively or negatively their resilience to economic crisis. This enables a better understanding of the kinds of firms that are more strongly hit by the crisis, which is quite useful for the design of public policies for supporting them; and at the same time reveals firms’ practices, resources, capabilities, etc. that enhance their ability to cope with economic crisis, to design policies for promoting them through educational and support activities.

Social implications

This methodology can be very useful for the design of more effective public policies for reducing the negative impacts of economic crises on firms, and therefore mitigating their negative consequences for the society, such as unemployment, poverty and social exclusion.

Originality/value

This study develops a novel approach to the exploitation of public and private sector data, based on a minimally exploited, for such purposes, AI technique (“all-relevant” feature selection), to support the design of public policies for addressing one of the most threatening disruptions that modern economies and societies repeatedly face, the economic crises.

Abstract

Purpose

This paper aims to examine major stakeholders’ communication preferences in eParticipation initiatives and discuss how this affects the public sphere. Despite the potential of social media, it has proven difficult to get people actively involved in the decision-making processes. There is a need for more research on how stakeholders manage and use social media to communicate.

Design/methodology/approach

The study was conducted as a qualitative case study. Data sources include interviews, social media content, document analysis and field notes.

Findings

Communication preferences of stakeholders vary according to their salience level. Stakeholders with higher salience are less likely to participate in social media, whereas those who are less salient will use every available medium to gain influence. This challenges the opportunity to create a traditional public sphere in social media.

Research limitations/implications

The authors contribute to a better understanding of who participates in social media and why. Stakeholder salience analysis shows that in the case of citizen-initiated eParticipation, social media cannot be seen as a Habermasian public sphere.

Practical implications

The authors suggest two approaches for government officials’ handling of social media: to treat social media as a channel for input and knowledge about the concerns of citizen groups and to integrate social media in the formal processes of decision making to develop consultative statements on specific policy issues.

Social implications

The study shows that power and urgency are the most important salience attributes. These findings indicate that social media may not be as inclusive as early research indicates, and less active social media users may have power and influence through other channels.

Originality/value

The findings extend current knowledge of the public sphere by adding the stakeholder perspective in addition to existing evaluative models of the public sphere.

Abstract

Purpose

This paper aims to systematize the contextual factors that influence the intention to use citizens and governments-initiated platforms, presenting them as non-functional requirements (NFRs), to facilitate their understanding to implementers.

Design/methodology/approach

A systematic mapping of the literature was done to identify the contextual factors from citizens and governments (C2G) adoption, followed by a survey applied to 938 potential users of this type of technology. The results were analyzed through logistic regression to understand the impact of the contextual factors on the intention to use C2G platforms and then those contextual factors were formalized as NFRs represented by a Softgoal Interdependence Graph.

Findings

Among the results, the most prominent factors were the influence of the “users perceived contribution” and the “citizens concern about the city conditions”. Finally, some strategies are suggested to help public managers and developers to optimize the factors that have shown to be significant.

Practical implications

This study can support e-gov policies in the implementation of C2G platforms because several municipalities need assistance in taking actions to foster greater citizens’ engagement. An example of this type of contribution is the indication of the factors of greatest impact in the adoption of use and the indication of paths to be followed if the manager and developers decide to focus on each of them.

Originality/value

The identification of several contextual factors which influence C2G platforms adoption and their systematization with the purpose of jointly visualizing and evaluating them.

Abstract

Purpose

Public sector data analytics concerns the process of retrieving data, data analysis, publication of the results as well as re-using the data by government organizations to improve their operations and enhance public policy. This paper aims to explore the use of public sector data analytics in the Netherlands and the opportunities and challenges of this use.

Design/methodology/approach

This paper finds 74 applications of public sector data analytics, identified by a Web search and consultation with policymakers. The applications are categorized by application type, organization(s) involved and application domain, and illustrative examples are used to elaborate opportunities and challenges.

Findings

Public sector data analytics is most frequently used for inspection and enforcement of social services and for criminal investigation. Even though its usage is often experimental, it raises concerns for scope creep, repeated targeting of the same (group of) individuals, personal data use by third parties and the transparency of governmental processes.

Research limitations/implications

Drawing on desk research, it was not always possible to identify which type of data or which technology was used in the applications that were found. Furthermore, the case studies are illustrative rather than providing an in-depth overview of opportunities and challenges of the use of data analytics in government.

Originality/value

Most studies either perform a literature overview or present a single case study; this paper presents a more comprehensive overview of how a public sector uses data analytics.

Abstract

Purpose

This paper investigates whether and how G2G collaboration for policy and decision‐making can be effectively supported by an appropriately developed information system.

Design/methodology/approach

The research method adopted in this paper follows the “Design Science Paradigm”, which has been extensively used in information systems research.

Findings

As resulted from the case study described in this paper, the proposed system has significant potential for supporting G2G collaboration for policy and decision‐making. It can support the collaborative understanding of social problems and needs, and the development of alternative actions or solutions for them. In addition, it can support the collaborative development of detailed action plans for the selected alternative(s). During the implementation of these actions, the system can be used for the collaborative monitoring of them, the identification of implementation problems and issues, and the development of alternatives for managing them. Finally, it can be also used for the collaborative evaluation of these actions by the involved public organizations, as well as the citizens and groups who are their recipients.

Practical implications

Enhanced public policy and decision‐making through the use of the proposed web‐based system.

Originality/value

The main contribution of this paper lies in the development of a web‐based system for supporting the G2G collaboration required for public policy and decision‐making in the public administration, as well as the creation, leveraging and utilization of the relevant knowledge. The proposed system allows for distributed, synchronous or asynchronous, G2G collaboration and aims at aiding the involved public organizations by providing them a series of argumentation, decision‐making and knowledge management features.

Abstract

Purpose

The purpose of this paper is to demonstrate how upstream social marketing may benefit from social media citizensourcing and improve understanding of community preferences and attitudes to policy. Using the case of shark management in New South Wales, Australia, this paper aims to understand community attitudes toward shark management policy-making and policymakers.

Design/methodology/approach

In February 2017, more than 11,200 comments were sourced from Facebook and Twitter using Netvizz, a data extraction tool. To analyze these comments, the study used an abductive framework using social marketing, wildlife and coexistence and policy literature, to determine context, themes and sub-themes. This was combined with Appraisal, a systemic functional linguistics framework, advocating a social reference for coding and analyzing community attitudes and preference.

Findings

Preferences for non-lethal measures over lethal or potentially lethal measures were noted, with new technologies highly favored. The online communities wanted a policy that was respectful of human and marine life and focused on patrolled or popular beaches. The main negative comments made related to perceived knee-jerk reactions and poor communication surrounding decision-making. People held little confidence in politicians’ skills and abilities to solve complex and multi-faceted problems, demanding less top-down decision-making and greater community input into policy formation.

Practical implications

This approach could assist upstream social marketers better understand social and community attitudes and preferences toward policy.

Originality/value

The study demonstrated that listening to community through digital channels can assist upstream social marketing understand community preferences and attitudes to policies and the policy-making process. Using abduction further broadens the perspective of the researchers in assigning meaning to commentary.
