Abstract

Purpose

This study aims to identify factors behind the intention to sign e-petitions, focusing on three aspects, i.e. information (argument quality), the source of information (source credibility) and personal perspective (personal relevance and altruism).

Design/methodology/approach

Data collection is done by using a quantitative approach through an online questionnaire. This study involved 211 respondents who were internet users in Indonesia who had signed an e-petition. The data were analyzed using structural equation modeling approach with IBM Amos version 22.0.

Findings

The findings revealed that there are three factors shaping internet users’ attitudes toward e-petitions, namely, altruism, AQ and personal relevance, of which altruism was the strongest factor. Those who have a positive attitude toward e-petitions seemed to have higher intention to sign e-petitions. Additionally, we discovered that internet users believe credible e-petition initiators deliver better arguments, which drive them to sign e-petitions.

Research limitations/implications

The finding related to elaboration likelihood model has revealed that not only the dual processing of central routes and peripheral routes but also the possibility of peripheral routes influencing the factors in the central route. Hence, future studies need to include the examination of this relation. Finally, altruism is identified as the major factor that influences people to sign e-petitions. Therefore, people should be aware of this factor while examining the environment that likely has voluntary aspects.

Practical implications

To improve the adoption of the e-petition system, it is important for the e-petition websites to maintain attitude factors to achieve the e-petition goals. It is also important that e-petition websites provide credibility information of the e-petition initiators and make it visible to everyone. The e-petition sites must be able to be personalized so that users can be categorized based on their profiles or interests. Finally, as altruism is the most influencing factor in shaping internet users’ attitude toward e-petitions, e-petition initiators need to write a persuasive and arousing information and images for their e-petition. Some templates, tips or even online training to persuasive public petitions also need to be provided.

Originality/value

This study attempts to fill the research gap by examining factors from three domains, i.e. information source (the e-petitioners), information/AQ and personal perspective (personal motivation) of the e-petition signers. The authors enrich the research model with altruism factors that influence attitude in signing petitions. This study illustrates the characteristic of Indonesian internet user’s and provides important implications for how the e-petitions site should improve the functionality of the sites.

Abstract

Purpose

The purpose of this study is to investigate the influence of electronization in improving the effectiveness of citizens' democratic participation in the context of e‐petitioning. With this aim, the current study worked to ascertain what influences citizens' offline and online petitioning and the extent to which electronization empowers citizens for effective e‐petitioning.

Design/methodology/approach

The paper uses a case study from Sutharyakeralam meaning “Transparent Keralam” to determine the extent to which e‐petitioning worked for protecting a public irrigation canal in Kerala (India). Data were obtained through in‐depth interviews with relevant government officials, journalists and petitioners who reside near the canal. Secondary data used for the case analysis consist of petitioners' documents. Using a content analysis, this paper assesses citizens' ability to participate and influence decision making.

Findings

Findings illustrate adequate citizen participation before and after the electronization of the grievance redress mechanism. Results also show if there are adequate publicizing facilities, e‐petitions can empower citizens to engage effectively in efforts to fight for their human rights.

Research limitations/implications

The scope of the study is limited to exploring the determining parameters that may improve democratic participation in an issue of environmental pollution. Results imply that adequate policies to ensure the involvement of participants are essential to enable e‐government initiatives to deliver on the ideals of e‐democracy for equity and justice.

Originality/value

Earlier studies on e‐participation were less adequate in explaining the influence of electronization on citizens' capability for effective e‐petitioning. The current study attempts to explore the enablers of effective e‐petitioning. Drawing on the canal case study, arguments are presented that explain the possible success and failure of e‐petitioning initiatives in India.

Abstract

Purpose

The purpose of this paper is to consider the ways in which large‐scale e‐participation projects can be evaluated. It argues that existing evaluation approaches can be improved upon by taking a closer look at the characteristics of the users of such systems, by estimating their self‐efficacy.

Design/methodology/approach

Literature review is followed by the development of relevant research questions, and an assessment of points at which relevant and useful data can be collected in a petitioning process.

Findings

It is found that data relating to self‐efficacy, while not simple to collect, can add much to the evaluation process, and have the potential to result in more effective projects and systems.

Research limitations/implications

The findings are specific to one project, EuroPetition, which will allow the co‐ordination and submission of cross‐border pan‐European petitions.

Originality/value

The paper represents the first attempt to integrate perspectives derived from social cognitive theory to the evaluation of a large e‐participation project. Self‐efficacy is discussed in terms of both computer self‐efficacy and political self‐efficacy.

To describe the initiatives of the Scottish Parliament in the field of e‐democracy and assess the prospects for future developments.

Design/methodology/approach

Analysis and review.

Findings

The Scottish Parliament has always seen the internet as one of the major mechanisms for engaging Scottish citizens in the Parliament's business and activities. Its most successful initiatives have been the e‐petitioning system, the webcasting of proceedings, the discussion forums and the MSP video diaries.

Research limitations/implications

Relevant to parliaments and other representative institutions.

Practical implications

Simple implementable tools are described that have been shown to be effective.

Originality/value

Few parliaments have been able to put theory into practice in a short time. Applicable to other small parliaments with limited resources wishing to enhance democratic participation by electronic means.

Abstract

Purpose

Bristol City Council has received national and international recognition for its local e‐democracy work. This paper seeks to tell the story of three phases of development of local e‐democracy in Bristol. In summarising findings from the national evaluation of the Local E‐democracy Project, the paper also aims to consider stage four – where Bristol's e‐democracy programme is headed next.

Design/methodology/approach

Bristol acted as a lead authority on the evaluation of the Local E‐democracy National Project. This was a large multi‐method academic study, which set out to examine the aspirations and experiences of a variety of “actors” involved in more than 20 e‐democracy pilot projects across England. Professors Stephen Coleman of the Oxford Internet Institute and Ann Macintosh of the International Tele‐democracy Centre at Napier University undertook the evaluation, working with Bristol City Council as part of an E‐democracy Experts Group.

Findings

Findings from the national evaluation have been published in reports covering “top‐down” (authority‐led) and “ground‐up” (community‐led) approaches to local e‐democracy. This paper applies evaluation findings to Bristol City Council's experiences. It highlights how authorities can use e‐democracy to move between information sharing and consultation and then to creating space and conditions for ground‐up participation.

Research limitations/implications

The paper focuses on common themes, rather than an in‐depth account of all of the national evaluation findings as they relate to each project that was considered. As a case study, this paper concerns the particular experiences of Bristol City Council.

Practical implications

The study offers insight aimed at local authority e‐democracy practitioners.

Originality/value

Over the past five years, Bristol City Council has accumulated considerable practical experience of local e‐democracy. The authority has benefited from a close association with leading academic experts, leaving it perhaps uniquely positioned to share learning from critical self‐reflection.

Purpose

Information and communication technology has been identified as a viable tool to proffer solution to the societal problem of disconnect between democratic actors. The issue of sustainability and citizens’ acceptance of online public participation, however, remains a major issue of concern requiring adequate attention. This study therefore aims to develop a strategic framework for e-democracy implementation and sustainability.

Design/methodology/approach

Systematic qualitative review using Grounded Theory Method was adopted to develop the e-democracy strategic framework.

Findings

The strategic framework is generic and has the potential to serve as a spring board for e-democracy implementation. It abstracts existing strategies and best practice that can be adopted to add value to e-democracy implementation. Using this framework, developing nations can take advantage of their present level of technological development to give voice to the voiceless and improve their democratic system.

Practical implications

E-democracy implementation should be backed up with policy framework which explicitly states the vision, objectives, policies guiding e-democracy implementation and the oversight bodies responsible for monitoring and evaluation. The implementation plan should clearly identify the implementation approach, levels of engagement, roles of various stakeholders and tools and technology to be involved. Government willingness to harness citizens input and commit resource to e-participation is of paramount importance.

Originality/value

The framework developed is useful for the e-democracy research community and government in executing successful e-democracy implementation and evaluating its impact on democratic outcomes.

Abstract

Purpose

The purpose of the present paper is to attempt to examine the determinants of citizens’ electronic participation with respect to the communication aspects. To accomplish this objective, using the extant literature, the paper delineated factors that determine and the theories that can explain citizens’ e-participation. An analysis of citizens’ democratic communication through multiple e-participation forums is carried out, and the determinants of electronic participation are described in the paper.

Design/methodology/approach

In light of the literature, e-participation services were classified on the basis of characteristics of democratic communications. The factors that determine citizens’ online democratic participation were also identified and validated. Indian citizens who often e-participate were surveyed through online and offline questionnaires. A regression analysis of the 407 responses was carried out to predict the influence of individual, governance and technology components on various e-participation initiatives.

Findings

Citizens’ participation efficacy, value system and participation freedom were found to determine different e-participation initiatives. Further, e-participation is also found to be varyingly determined by the governance and technology components.

Research limitations/implications

The theoretical contribution of this study includes the classification of determining factors and the illustrative labeling (I, G and T) for an e-participation framework. The delineation of e-participation from democratic communication aspects also contributes to the e-participation literature. However, this research had considered only one set of e-participation services and had incorporated only select forms of e-participation that are in coherence with the services selected.

Originality/value

Past studies often consider separate e-participation forums and infrequently report a simultaneous analysis of multiple e-participation forums. The factors that determine citizens’ e-participation from a democratic communication aspect are also inadequately discussed. The significant contribution of this study includes policy recommendations to improve e-participation in different information and communication technologies initiatives.

Abstract

Purpose

The paper seeks to demonstrate the use of a range of perspectives and methods to evaluate eParticipation initiatives. It aims to argue that there is a need for coherent evaluation frameworks employing such perspectives and methods, the better to understand current eParticipation applications and learn from these experiences.

Design/methodology/approach

A case study of eParticipation evaluation for four local authority led projects from the “top down” stream of the UK Local e‐Democracy National Project is presented.

Findings

Applying the eParticipation framework resulted in an assessment that was considered fair by participants. However, the framework needs further development. More consideration needs to be placed on how and when to use tools in which contexts, also, on how to combine tools to enable inclusive engagement. The evaluation timescale meant important aspects of the framework were downplayed.

Research limitations/implications

Further research is needed in two main areas; first, on the applicability of eParticipation tools to particular contexts, and second, to integrate fieldwork methods to assess social acceptance of eParticipation and represent the diversity of views obtained from citizens, community groups and other stakeholders.

Practical implications

The paper describes the application of the framework, demonstrates the importance of a multi‐method approach, and outlines some barriers to using it.

Originality/value

The described framework is a basis for further development since eParticipation evaluation is in its infancy despite strong advocacy of evaluation in e‐government research and practice literature.

Abstract

Purpose

The purpose of this paper is to further understanding of citizens' attitudes towards electronic government (e‐government) and e‐governance.

Design/methodology/approach

A quantitative study was conducted of 3,000 citizens of a relatively prosperous town in South‐East England. A 10 per cent response rate provided 302 completed questionnaires; 216 users of e‐government portals and 86 non‐users.

Findings

Findings indicate that whilst interest in e‐government is generally low overall, users appreciate personalisation, user‐friendliness and the ability to communicate. Users and non‐users perceive moderate value in e‐government for knowledge acquisition and communication, but little as a vehicle of democratic engagement. Those using e‐government frequently are more positive than other groups.

Research limitations/implications

The relatively low‐response rate (though not unusual for quantitative methods) suggests a general lack of interest; however users of e‐government are appreciative of a few, key benefits. In relation to enhancing participation, the findings suggest that Government ambitions far outstrip those of its citizens. To improve usage, the authors propose that non‐users need to be tempted online in a secure environment, that users should be provided with personalised pages in line with their expectations, that elected members should be encouraged to view with web as a means of reaching out to voters and that citizens should be educated in exploiting the potentially valuable online tools to enhance participation. The study is limited by the exclusive use of quantitative methods; the outcomes suggest that further, qualitative, research could be valuable in exploring user needs, motivations, competence, and level of political engagement.

Originality/value

The paper adds insight into citizens' attitudes towards e‐government and e‐governance.
