Abstract

Purpose

This paper aims to answer a major challenge in the success of electronic government (e-government) implementation, viz., public participation via continual use intention and electronic word-of-mouth (eWoM). This study tries to provide some control by examining the impact of e-government quality on public trust and with continual use intention and eWoM. This study adopts the eminent information systems (IS) success model and expands the trust dimension into a multi-dimensional trust.

Design/methodology/approach

Data were collected using questionnaires distributed among e-government service users in Indonesia. In total, 293 respondents were analysed using structural equation modelling (SEM).

Findings

Of the three IS success factors, namely, systems quality, information quality and service quality, the former two are found to have significant correlation with trust. Dispositional trust has a substantial relationship with institutional trust and interpersonal trust, whereas institutional trust has a significant correlation with interpersonal trust. Institutional trust exhibits direct relationship with continual use intention and eWoM, whereas interpersonal trust has a significantly correlation with only continual use intention.

Research limitations/implications

This study suggests that it is plausible that user satisfaction could act as an intermediary between service quality and trust or between service quality and continual use intention. Thus, further research studies to examine satisfaction factor and its correlation with public acceptance are encouraged.

Practical implications

Government agencies should focus on information quality and systems quality which have a significant relation with trust development. These should be more thorough and meticulous to provide complete, secure and easy-to-use e-government information. These should also facilitate eWoM because it plays an important role in disseminating e-government (services).

Originality/value

This research provides a deeper and more accurate grasp on how public participation of e-government can be improved via trust.

Abstract

Citizens are substantial stakeholders in every e-government system, thus their willingness to use and ability to access the system are critical. Unequal access and information and communication technology usage, which is known as digital divide, however has been identified as one of the major obstacles to the implementation of e-government system. As digital divide inhibits citizen’s acceptance to e-government, it should be overcome despite the lack of deep theoretical understanding on this issue. This research aimed to investigate the digital divide and its direct impact on e-government system success of local governments in Indonesia as well as indirect impact through the mediation role of trust. In order to get a comprehensive understanding of digital divide, this study introduced a new type of digital divide, the innovativeness divide.

The research problems were approached by applying two-stage sequential mixed method research approach comprising of both qualitative and quantitative studies. In the first phase, an initial research model was proposed based on a literature review. Semi-structured interview with 12 users of e-government systems was then conducted to explore and enhance this initial research model. Data collected in this phase were analyzed with a two-stage content analysis approach and the initial model was then amended based on the findings. As a result, a comprehensive research model with 16 hypotheses was proposed for examination in the second phase.

In the second phase, quantitative method was applied. A questionnaire was developed based on findings in the first phase. A pilot study was conducted to refine the questionnaire, which was then distributed in a national survey resulting in 237 useable responses. Data collected in this phase were analyzed using Partial Least Square based Structural Equation Modeling.

The results of quantitative analysis confirmed 13 hypotheses. All direct influences of the variables of digital divide on e-government system success were supported. The mediating effects of trust in e-government in the relationship between capability divide and e-government system success as well as in the relationship between innovativeness divide and e-government system success were supported, but was rejected in the relationship between access divide and e-government system success. Furthermore, the results supported the moderating effects of demographic variables of age, residential place, and education.

This research has both theoretical and practical contributions. The study contributes to the developments of literature on digital divide and e-government by providing a more comprehensive framework, and also to the implementation of e-government by local governments and the improvement of e-government Readiness Index of Indonesia.

Abstract

Purpose

The Colombian Government launched an e-government initiative in 2008 to facilitate communication among the government, citizens and organizations. Considering the high level of mistrust of citizens and businesses toward governmental institutions, the government must ensure the security of the information handled and provided by online users. Results to date have not been adequate in the usage of e-government systems. The purpose of this study is to evaluate whether the level of online security affects usage and impacts the cost-effectiveness and quality of the operations and, consequently, the operational effectiveness of organizations using e-government systems.

Design/methodology/approach

Structural equation modeling was used to analyze the antecedents and outcomes of operational effectiveness. To this end, 440 usable questionnaires were collected from managers and personnel from Colombian organizations using e-government systems.

Findings

According to the findings, there is a positive predictive relationship between online security and the dimensions of electronic government effectiveness. Furthermore, neither online security nor any of the dimensions of electronic government effectiveness affect the operational costs of organizations. Nonetheless, the quality of information has a positive effect on the quality of operations. As a result, through the quality of the information, online security has an indirect impact on the quality of operations.

Research limitations/implications

The authors used a convenience sample, carefully selecting respondents based on their operations and practice knowledge and implementation of online security processes. Besides, compared to previous research conducted in developed nations, the sample size is relatively small. Because the survey is based on responses from official companies, it must also be taken into account that over 50% of Colombian labor is informal. Furthermore, Colombia is a nation with a high level of mistrust. When considering these factors, generalizability to all industrial sectors is questionable. Nevertheless, the findings of this study offer relevant information that indicates the need for more extended and comprehensive quantitative research.

Practical implications

Improvements in organizations that use e-government systems, based on the benefits that high-quality information brings to operational performance – cost and quality – will help them survive and become more sustainable and competitive. Furthermore, this study supports the assertion that aspects like online security are critical in promoting information and communication technology uptake and user acceptance in transition and rising economies like Colombia.

Originality/value

There is still a scarcity of information on assessing the effectiveness of electronic government systems and their impact on the quality and cost of operations in organizations that use them. Additionally, Colombia, as a country with low levels of trust between citizens, organizations and government, still lacks information about the impact of online security on the effectiveness of its operations.

Purpose

Most studies in electronic government (e-government) sustainability focus on the role of specific actors (stakeholders such as government employees or citizens) in sustaining an e-government project. However, such actors may not have sufficient resources to support e-government sustainability by themselves and must collaborate across different departments and stakeholders to sustain e-government projects. This paper aims to take a social systems theory perspective on sustainable local e-government, where actors cooperate and coordinate in a social system to leverage resources for e-government sustainability in local government contexts in developing countries.

Design/methodology/approach

This paper is an interpretive study of two local e-government case studies based on in-depth interviews with local government information technology (IT) managers, local leaders and staff. Data analysis based on constructivist grounded theory is used to understand the role of a social system in sustaining e-government systems in local governments in developing countries.

Findings

The original social system theory was developed for industry initiatives and adapted for public organisations in this paper. The unique characteristics of the public sector and e-government innovation are used to identify new components of the social system related to local e-government. Local e-government is sustained through a collaboration between actors in a social system to leverage resources and reduce challenges.

Research limitations/implications

While this is an exploratory study, the cases show that the use of a social system theory consisting of institutional, management, social and economic components requires multiple lenses for investigation. This is a challenging process because it requires different areas of knowledge to carry out the research. The challenges may influence the overall outcome of this study. In addition, the two cases may generate limited insight and experiences as this study was carried out within two local governments in Indonesia. The findings may not provide a strong basis for generalization to other contexts.

Practical implications

This study offers guidance to local government IT departments to improve collaboration in a social system between local actors (such as political, managers and staff) while implementing and using e-government systems.

Social implications

Sustainable local e-government requires all actors to coordinate and cooperate in a social system to reduce financial, political and technical challenges.

Originality/value

This paper offers new insight into how a local government collaborates in a social system to realize sustainable e-government systems. Collaborating in a social system reduces common challenges and leverages resources to support e-government sustainability.

Abstract

Purpose

This study aims to consider the capabilities of information technology as a basing dimension in the success of systems that provide electronic services as an e-government system. This study will focus on the role of IT capabilities in e-government system success by proposing a model based on the integration of the updated DeLone and McLean model is (D&M) with the unified theory of acceptance and use of technology is (UTAUT) model, which includes seven variables, namely, IT capabilities, information quality, system quality, performance expectancy, effort expectancy, perceived support quality and e-government system usage.

Design/methodology/approach

A conceptual framework was built across a review of the literature and the results of studies of IT capability and e-government systems success has developed the study model. As the causal approach was adopted to test the model of the proposed study. Survey data collected from 765 respondents who use the e-government system in Iraq. Also, a regression approach has been used to test the study model.

Findings

The results revealed that IT capabilities and the factors included in the “the updated (D&M) and (UTAUT) model” as important forecasts in the success of e-government systems. In another word, the proposed model provides managers with a new perspective to deal with the adoption of the e-government system by introducing a new variable “IT capabilities,” to provide decision-makers with a new approach in determining factors of e-government success.

Research limitations/implications

The government must develop their policies in line with e-government services to maximize the benefits accrued from e-government services. Where the main determinants in this study were the age group of the sample and the Arab environment for this study.

Originality/value

This study is the first in Iraq as a developing country and one of the few in e-government that considers IT capabilities as a basing dimension in e-government success by proposing a comprehensive model that sums the factors related to such a relationship. Its value stems from its sample of public users and the support of its proposed framework.

Abstract

Purpose

The purpose of this paper is to investigate the effect of information quality (IQ) on citizens ' trust in e-government systems.

Design/methodology/approach

This study used a mixed-method approach. In the first phase, the study drew IQ characteristics from the literature pool and then administered a qualitative questionnaire to a sample of 20 citizens who use e-government systems. In the second phase, the study delivered a quantitative survey via web to a group of about 1,000 citizens.

Findings

This two-phased study uncovered citizens ' perceived IQ factors and determined the influence of the IQ factors on trust in e-government systems.

Research limitations/implications

There were some limitations to the study. Citizen ' s demographics, along with the type of e-government interaction, were not taken into consideration.

Practical implications

Understanding IQ characteristics that improve trust would enhance the relationship between citizens and e-government systems, as well as aide in the design and development of such systems.

Originality/value

This paper applied an established IQ framework, and used the value focus approach in assessing IQ characteristics that effect citizens ' trust in e-government systems.

Abstract

Purpose

Scholarly research on e-procurement has been limited and, like e-government, e-procurement has been researched primarily from the perspective of adoption/non-adoption. This paper aims to focus on public administration employees’ perceptions of the quality of národní elektronický nástroj (NEN) – the Czech national e-procurement tool they are required to use.

Design/methodology/approach

The paper is based primarily on statistical analysis of data obtained through two questionnaire surveys addressed to contacts from of all Czech central state administration bodies using NEN; 175 completed questionnaires were gathered in 2020 and 128 in 2022 and subjected to statistical analysis in SPSS.

Findings

NEN was launched as fully operational in August 2015. The research indicates that in 2022 there were still important gaps in the quality of NEN as perceived by public employees.

Social implications

The paper has important practical implications for e-procurement policymakers. It shows that making the e-procurement system compulsory is not sufficient. The government needs to guarantee that it would be competitive with tools that would otherwise be preferred. Otherwise, the application of the digital-by-default principle may lead to institutionalisation of services that are not user-friendly. This has important implications for e-government/e-procurement management and change management.

Originality/value

Little is known about public employees’ perceptions of the quality of e-government and e-procurement. Although e-procurement is an area where the digital-by-default principle was implemented rather early, the quality of e-procurement has still received limited attention in research.

Abstract

Purpose

The purpose of this paper is to compare the web‐based tax filing systems of Turkey and South Korea. The comparison is based on user satisfaction which has parameters such as ease of work, adequacy of the amount of information, display speed, convenience to life, job productivity, and help service.

Design/methodology/approach

The tax filing systems are presented along with a background of such systems and their usability parameters. The survey instrument that has been prepared for gauging user satisfaction was applied to the users in both countries. The statistical analyses of the results are performed through t‐test and stepwise regression.

Findings

The study shows that users in the two countries felt differently in such factors as ease of work, adequacy of the amount of information, display speed, convenience to life, job productivity, and help service. Although Turkey has a complex tax system Turkish users did not find the tax filing system difficult to use and that may be attributable to the fact that they are accounting professionals who frequently use the system.

Practical implications

Electronic tax filing is an important e‐government application that has become increasingly common all over the world. Beyond the usual benefits of e‐government such as reducing transaction costs and providing convenience, electronic tax filing systems are particularly useful for governments to avoid tax evasion and errors. Although, by definition, web‐based tax filing systems of different countries have to be different, universal design parameters of each system and the resulting user satisfaction levels may provide guidelines for new systems.

Originality/value

Unlike other types of information systems, which have been comparatively analyzed in the context of more than one country, this is not applicable to e‐government systems. To the authors' knowledge the present article is the first attempt to compare and analyze two countries' different e‐government systems.

Abstract

Purpose

In any developing country, the critical benefits for ensuring proper utilization of e-government learning services have basically emerged from the integration of underlying processes – not only across different levels of government but also across different functions and agencies. The literature showed a notable lack of research to underline the limited use of e-government learning services in a university setting. Therefore, this study was conducted to examine students' intention to adopt e-government learning services in a developing country. Precisely, the existent to which reputation, social influence, information quality and system quality of e-government learning services would influence students' trust, perceived usefulness and perceived learning values was investigated.

Design/methodology/approach

The effect from these variables on students' intention to use e-government learning services was also investigated. A total of 406 questionnaires were collected and analyzed using partial least squares (PLS) modeling.

Findings

The results showed varying relationships between the study's variables. It is anticipated that understanding these relationships can predict future learning trends of e-government learning services use among university students, thus helping decision makers plan ahead, prioritize tasks and make better decisions.

Originality/value

Knowledge about students' intention to use e-government learning services is even useful for the implementation of other services by higher education institutions. This study also offers some implications for practitioners and researchers concerned about the application of e-government in students' learning development.

Abstract

Purpose

This study aims to identify the impact of drivers of citizens’ e-loyalty on e-government services. This study focused on the impact of e-service quality (e-SQ) on e-loyalty, mediated by e-trust. In addition, the study examined the moderating role of system anxiety.

Design/methodology/approach

To accomplish the study’s objectives, a self-administered questionnaire was created to collect data, and the sample size was chosen to align with the requirements of the structural equation modeling (SEM) approach. Out of the distributed questionnaires, 532 were deemed valid and suitable for analysis in this research. Data screening was performed, and no questionnaires were excluded from the analysis.

Findings

The study findings underscore the significance of enhancing e-SQ for improved trust, satisfaction and engagement in e-government initiatives. Decision-makers should prioritize streamlined processes, user-friendly interfaces and responsive support. Crucial elements for fostering trust include transparency, accountability and data security. Personalized services, citizen engagement and continuous feedback evaluation contribute to citizen satisfaction and loyalty. Addressing system anxiety is vital through clear instructions and accessible support. Implementation of these recommendations is expected to lead to successful e-government initiatives and increased e-service adoption. The study highlights the importance of maintaining high e-SQ standards, trust-building measures and adopting a holistic approach for sustained positive user experiences in government e-services.

Research limitations/implications

This study found a significant positive influence of e-SQ on e-loyalty showing a strong positive correlation between e-SQ, e-loyalty and e-service. Statistical analysis reported a significant positive mediating role of e-trust in the relationship between e-SQ and e-loyalty. Moreover, system anxiety exhibited a strong significant negative moderating role on the relationship between e-SQ and e-trust.

Practical implications

Practical implications of the study emphasize the importance of improving e-SQ, enhancing transparency, strengthening security measures, adopting user-centric design principles and continuously evaluating and improving e-services. By implementing these recommendations, decision-makers can foster trust, satisfaction and improve engagement and adoption of e-government initiatives in the Jordanian context as a developing country.

Originality/value

The study explores the factors influencing citizens’ loyalty to e-government services in Jordan, acknowledging the unique challenges faced by the country as a developing nation. It focuses on understanding these factors within the Jordanian context, where e-government initiatives are increasingly implemented to enhance public services and governance. The research investigates the mediating role of e-trust and the moderating effect of system anxiety, providing valuable insights into the drivers of citizens’ loyalty.
