Abstract

Purpose

The importance of e-government projects has been realized in the developed as well as in the developing countries of the world. The successful implementation of e-government projects is a challenging task. Public sector organizations are facing different sorts of challenges while executing e-government initiatives. The purpose of this paper is to explore issues/challenges related to e-government project implementation.

Design/methodology/approach

A systematic literature review (SLR) was conducted to understand the challenges of the e-government project, as mentioned in past research. The findings of this SLR helped in developing a proposed framework for e-government challenges. The proposed framework encompasses challenges and issues related to four main aspects such as technological, organizational, project management and enabling environment. These aspects need to be further explained for their remedial measures. For this purpose, an exploratory case study was conducted. The unit of analysis was one of the e-government projects of the ministry of IT. The interviews of the senior and middle management involved in the implementation of this project were conducted and transcribed.

Findings

The case study findings endorse a framework proposed. The findings of this research reflect the importance of creating a shared vision, adequate funding and good project management practices as an essential aspect of e-government implementation. Further, the importance of user-related issues such as involvement, capacity building and technical skills was also found critical in successfully executing and sustaining such initiatives in the organization. Further study findings provide necessary guidance for the senior management, which may help to develop effective strategies for the e-government projects in the organization.

Originality/value

The current study focused on developing a better understanding of the challenges commonly faced by organizations during e-government adoption and implementation related to organizational, project management, enabling environment and technological aspects.

Abstract

Purpose

This paper is based on the doctoral study conducted in 2016 at the University of South Africa. The purpose of this study was to investigate how the current state of management of electronic records in Kenya facilitates or undermines implementation of e-government with a view to develop a best-practice framework for management of electronic records in support of e-government.

Design/methodology/approach

The study used the interpretive research paradigm and adopted qualitative research methodology using phenomenological design. Maximum variation sampling was used to identify the research sample for the study.

Findings

The findings established that the general status of management of e-records (MER) in government ministries is inadequately positioned to support e-government; use of e-government in Kenya had grown significantly and more ministries were adopting e-government services; although some initiatives have been undertaken to enhance MER, the existing practices for MER require improvement to ensure they adequately support e-government.

Research limitations/implications

The limitations were access to respondents and the challenge of self-reported data.

Practical implications

Recommendations and a best-practice framework for managing electronic records in support of e-government have been provided. A proposal for implementation of the recommendations on a priority basis has also been provided.

Social implications

The study’s contribution to scholarly works and literature in the field resides in its findings and a framework that can be practically adopted for management of e-records in support of e-government. By establishing the nexus between management of e-records and e-government in Kenya, it is hoped that it will provide input to policymakers to consider records managers as key stakeholders in e-government.

Originality/value

The originality of this study stems from two aspects: original topic and understudied area.

Abstract

Purpose

This paper aims to assess to which extent the legality of electronic archive management can realize Indonesia E-government. This aspect of legality can have a significant impact on the application ofe-government in a country. The legality focuses on the archival legislation of the Republic of Indonesia in discussion related to the management of electronic archives.

Design/methodology/approach

The method used in this research is content analysis with qualitative research approach. The data for this research was taken from the Undang-Undang Kearsipan Indonesia (Indonesia Archives Constitution) documents that is available on the official website of Arsip Nasional Republik Indonesia (ANRI) (National Archives of the Republic of Indonesia). To complete the discussion in this paper also conducted literature study using secondary literature sources.

Findings

From the aspect of legality, the management of electronic archives does not yet support the implementation of Indonesia E-government. From the aspect of legality, the laws governing the management of electronic archives has not yet existed, there is only the Regulation of the Head of the National Archives regarding the guidelines of general policy for electronic records management in 2012.

Research limitations/implications

This research is limited to the identification of comprehensive analysis on all documents of the ANRI on the management of electronic archives in the context of Indonesia E-government. From that, the gap between those aspects can be examined.

Social implications

This paper reveals the importance of legality in the form of regulation of electronic records management in Indonesia E-government. Findings from this research can be useful for the Indonesia E-government program.

Originality/value

Research with content analysis method on management of electronic archive on Law of Archiving in Republik Indonesia has never been done before. This also applies to the research on the relationship between the management of electronic archives with the application of Indonesia E-government.

Abstract

Purpose

This study aims to explore the key factors in achieving an efficient e-government portal management system from a citizen perspective. Accordingly, this study focuses on explaining how an e-government portal should manage its digital public services for citizens efficiently.

Design/methodology/approach

This study employs a qualitative research design. As a sample case, this study preferred to analyze the Turkish e-government portal. The data is based on available open access data and information from the Turkish e-government portal, which is called e-Government Gateway in practice. In addition, the data of TURKSTAT (Turkish Statistical Institute) were used to determine the general profile of citizens about Internet skills and usage. Then, the data is analyzed by descriptive content analysis.

Findings

As a result of descriptive findings, user type, digital platform options, security and access options, and digital public service classification are all found as important factors for providing a well-designed e-government portal system from a citizen perspective. Especially, citizens should be informed about using options and service categories and types to be accessed by the e-government portal. Social media tools are efficient factors when informing citizens about the e-government portal and communicating with them.

Research limitations/implications

This study provides an original model to explain how the Turkish e-government portal works from a citizen perspective. However, there are some limitations to the study. The findings and suggestions are based on the Turkish e-government portal and its digital public service management. Also, this study evaluates the efficiency of the e-government portal management from a citizen perspective. Future studies can investigate e-government portal management for different countries by different approaches or research designs.

Practical implications

Based on the Turkey case, it is determined that creating an e-government portal with having up-to-date public services, including both web-based and mobile-based platforms, will support the adoption and use of e-government portals.

Social implications

The digital transformation of government is almost the main issue for policymakers in the world. But, this transformation process has some risk factors as well as challenges. To overcome these challenges, policymakers should design flexible and adaptable digital portals and systems to provide easy-to-use and self-use options for the citizens.

Originality/value

This study reveals key factors for efficient e-government portal management by providing descriptive evidence from Turkey. The main contribution of this study is expected to give practical implications and to guide other countries about the adoption of efficient e-government portals by citizens.

Abstract

Purpose

Managing e‐government is invariably managing change. Despite plethora of literature on change management, the rate of success of e‐government projects is dismal, especially in developing countries. Deriving from strategy and change management literature, this paper seeks to present a new approach to strategize for better change outcomes in e‐government domain. A new construct of “continuity” is introduced and proposed to be managed concurrently with change forces to attain better delivery of strategic deliverables in e‐government projects.

Design/methodology/approach

Continuity and change forces affecting e‐government domain identified from the literature are statistically validated by conducting an “idea engineering” exercise. For this response from e‐government experts to a structured questionnaire is elicited to validate the forces, which are further modeled in the strategic framework proposed.

Findings

Drawing from strategy and change management literature, it is hypothesized that “managing change in e‐government can be better leveraged by consciously and concurrently managing continuity”. Based on expert survey, out of the initial six continuity and eight change forces proposed, only one continuity force has been dropped and the rest are further modeled in the framework. Propositions for future research and implications for policy makers and implementers are highlighted.

Practical implications

Given the low rate of success of e‐government initiatives, especially in developing countries, this framework may serve as an important approach to strategizing in e‐government domain and may be of value to not just the policy makers but also to other stakeholders like project planners, implementers and also the beneficiaries.

Originality/value

The value of this paper lies in the application of the concept of strategic management of continuity and change in e‐government domain; identification of continuity and change forces in e‐government; and proposing a model linking the “constructs of continuity and change” forces with strategic deliverables of e‐government.

Abstract

Government service delivery is undergoing change as a result of innovations in information technology (IT). Scholars and practitioners have paid attention to electronic-government (e-government) as a strategic tool for delivering services through the Internet and thus enhancing service quality, as well as streamlining internal operations (Council for Excellence in Government [CEG], 2000; Center for Technology in Government, 1999; Ho, 2002; Norris & Moon, 2005; West, 2004). Many local governments have also initiated e-government development and taken advantage of internet-based applications to facilitate community development and communication with constituents (Benjamin, 2001; Modesitt, 2002), as well as to provide online application services (Ho, 2002; Norris & Moon, 2005). E-government brings with it the potential for greater cost-efficiency, enhanced citizen involvement, improved service quality, and increased transparency. Although e-government has the potential to provide many benefits, little research has been conducted on e-government performance and the influence of public management on e-government performance in local government.

Abstract

Purpose

The purpose of this paper is to analyse and understand the contemporary management of electronic identification (e-ID) development to: identify and formulate challenges and reflect upon the use of a combination of perspectives. To generate knowledge on this issue, we investigate e-ID development in Sweden from: an e-government systems development lifecycle perspective and a project challenge and critical success factor (CSF) perspective.

Design/methodology/approach

This is a qualitative case study covering an analysis of the three years in a larger project focusing e-ID in a public e-service setting. Empirical sources have been face-to-face interviews; official documents and different kind of forums for presentations and discussions in, for example, hearings arranged by authorities; meetings with the coordinating agency, and practitioners’ networks events.

Findings

This study concludes that there are significant challenges involved in managing e-ID development because of its contextual and integrated character. Challenges involve the organization and management of the program and can be traced back to e-government, general project management literature and theory on path dependency. Based on this study, we can question, e.g. governance models, centralization and a narrow focus on the technical artefact. Our study is also an illustration of a possible way to analyse e-ID within an e-government initiative.

Research limitations/implications

The present study shows that an e-ID can be considered as a back office-enabler for launching e-services, but also highlights the need for management of the artefact as an integral part of e-service development because it is intertwined with the use of e-services from a user perspective. This aspect together with the insights related to challenges and success factors including path dependency provides implications for future practice of e-ID management and development in particular and information systems artefact development in general.

Originality/value

This paper addresses challenges related to the development of e-ID in a public e-service setting. Few studies have theoretically combined a lifecycle perspective on challenges and success factors related to e-ID development while also focusing different dimensions of path dependency as an example of a challenging area within a program frame. Studying e-ID as a contemporary phenomenon from a contextual perspective in line with sociomaterial thinking – with a focus on the interplay between technology and people –can also help us to understand and discuss artefact development in general.

Purpose

The purpose of this paper is to fill the research gap in online information and service adoption by small public organizations. According to the US Census, small municipalities with populations of 5,000 or less constitute 76 percent of all municipalities. Moreover, although these governments can benefit most from e-government adoption, their e-government activities are rarely studied.

Design/methodology/approach

The primary data collection is a state-wide survey of small municipalities along with collecting data on websites and other government documents. The data analysis utilized logistic regression for adoption decisions.

Findings

The findings suggest a distinct set of factors influencing e-government adoption by small municipalities as opposed to large ones. Moreover, management support for open access to government is critical for both e-government information and transaction services while transaction services are also driven by administrative capacity and citizen demand.

Originality/value

This study is original in several ways. First, it is comprehensive in incorporating capacity and network factors along with motivation for management support. Second, it focuses on small municipalities that are important but less studied. At last, it provides a rich understanding of the distinction between information and transaction e-government services.

Abstract

Purpose

The purpose of this study is to investigate the contributing factors to E-government disruptions in Malaysia public service. Researchers have highlighted that the main factors that contribute to IT service failure are the people, process and technology. However, relatively few empirical studies examine to what extent these factors contribute to E-government service disruptions. This study explores the level of contribution of each factor to the E-government service disruptions.

Design/methodology/approach

The research was conducted based on the hypothetical-deductive approach. Based on the synthesized literature review, a conceptual model is proposed and several hypotheses are developed. The study was undertaken using questionnaires via convenience sampling whereby eight frontline agencies, six departments and four ministries in Malaysian public service were selected. The selected agencies are frontline agencies (agencies that deal directly with citizens) and have implemented E-government. The respondents consist of IT department employees of those agencies. The data for this research were analyzed using the descriptive and inferential statistics analysis.

Findings

Statistically, both human error and process failure are significantly correlated with E-government service disruptions in the Malaysian public sector. More importantly for this research, the empirical results reveal that human action, decision, management, error and failure are the major causes to the E-government disruptions, followed by an improper process or procedures. In addition, it is found that technology failure is not significantly contributing to the E-government disruption frequency in the Malaysian public sector. Human error is an important factor and needs to be given more attention by the management, as human is the creator, who uses, manages and maintains the technology and process to enable the delivery of services as specified in the objectives, vision and mission of the organization. However, the approach used to address E-government disruptions is more toward technology-oriented and revolves around the recovery process.

Research limitations/implications

The study only focuses on three main factors, which are people, process and technology, and the target sample focuses only front-end service agencies. Further study can be extended by incorporating the other factor such as organizational environment, and the sample size could be expanded by including all agencies in public services. As human failure is a major cause of E-government disruptions, the proposed future research should also study the causes of human failure and how to address the problem by developing a resilient organization.

Practical implications

The results of this study have two implications: first is the discovery of the disruption factors that affect E-government service availability, and second is that the results of this study prioritized the factors that contribute to E-government service disruptions. This information would be beneficial to local, state and national governments for further action to ensure the availability and sustainability of E-government implementation.

Originality/value

This study identifies the factors that contribute to the service disruption of E-government and, thus, gives the priority of each factor based on its contribution to the E-government service disruption. This is an important finding because it enables public sector agencies to plan and implement improvements as needed and at the appropriate rate for each IT service component to ensure the E-government availability guarantee.
