Abstract

Purpose

This study aims to propose a model to examine the relationships between e-government development, cybersecurity commitment, business usage and economic prosperity of the country.

Design/methodology/approach

Structural equation modeling was used to analyze the country-level variables to explain the second-order impact of e-government development through the mediating role of cybersecurity commitment.

Findings

Findings suggest that e-government development demonstrated a stronger association with cybersecurity commitment and business usage. There is preliminary evidence that the improvement of cybersecurity measures initiated by e-government development will drive business usage and improve macroeconomic conditions.

Research limitations/implications

This paper has constructed a theoretical model and validated it using publicly available archival data. Further, this study hypothesizes and demonstrates empirically the direct, as well as indirect relationships between e-government development, cybersecurity commitment, business usage and economic prosperity. To summarize, the study unearths the role of a nation’s cybersecurity commitment and how it is associated with other macro parameters in a country.

Originality/value

As an initial step, the present study highlights the pivotal role of e-government and its positive influence on cybersecurity commitment at the country level. Further, this study also recognizes the role of cyber commitment to boost information communication and technology usage in business, the use of e-government services for the profitability of the business and effectively influence economic prosperity.

Abstract

Purpose

The purpose of this paper is to study the factors affecting the development of e-government by using a citizen-centric approach.

Design/methodology/approach

This paper is a mixed-methods study consisting of qualitative and quantitative research. Data were collected from government agencies using a structured interview and questionnaire about e-government services. The research was collected from the people responsible for the management of an e-government project in 75 government agencies. In addition, the researcher collected data from 1,400 citizens by using an e-Survey questionnaire that grouped participants by age.

Findings

By using a citizen-centric approach, the paper identified the factors affecting the development of e-government. There were five factors from the viewpoint of government agencies and citizen groups: quality of e-government services, policy and governance, information technology infrastructure, organization and economy and society.

Research limitations/implications

The research covered the development patterns of e-government for services from government to citizens only.

Practical implications

Seeing the importance of environmental factors for both service providers and service users would facilitate continuous improvement of e-government service provision by government agencies.

Social implications

The results reflect citizens’ need for e-government services; quality is their priority. Hence, government agencies must consider the quality of the delivery of information and e-government services as they relate to the lifestyles and needs of citizens.

Originality/value

The creation of knowledge from merging e-government concepts with citizen-centric principles is a modern government sector management theory. This research stresses the need for the government sector to see the need for e-government and to recognize the factors for its successful development. This means the design and development of e-government services should respond to the increasing needs of the citizens.

Abstract

Citizens are substantial stakeholders in every e-government system, thus their willingness to use and ability to access the system are critical. Unequal access and information and communication technology usage, which is known as digital divide, however has been identified as one of the major obstacles to the implementation of e-government system. As digital divide inhibits citizen’s acceptance to e-government, it should be overcome despite the lack of deep theoretical understanding on this issue. This research aimed to investigate the digital divide and its direct impact on e-government system success of local governments in Indonesia as well as indirect impact through the mediation role of trust. In order to get a comprehensive understanding of digital divide, this study introduced a new type of digital divide, the innovativeness divide.

The research problems were approached by applying two-stage sequential mixed method research approach comprising of both qualitative and quantitative studies. In the first phase, an initial research model was proposed based on a literature review. Semi-structured interview with 12 users of e-government systems was then conducted to explore and enhance this initial research model. Data collected in this phase were analyzed with a two-stage content analysis approach and the initial model was then amended based on the findings. As a result, a comprehensive research model with 16 hypotheses was proposed for examination in the second phase.

In the second phase, quantitative method was applied. A questionnaire was developed based on findings in the first phase. A pilot study was conducted to refine the questionnaire, which was then distributed in a national survey resulting in 237 useable responses. Data collected in this phase were analyzed using Partial Least Square based Structural Equation Modeling.

The results of quantitative analysis confirmed 13 hypotheses. All direct influences of the variables of digital divide on e-government system success were supported. The mediating effects of trust in e-government in the relationship between capability divide and e-government system success as well as in the relationship between innovativeness divide and e-government system success were supported, but was rejected in the relationship between access divide and e-government system success. Furthermore, the results supported the moderating effects of demographic variables of age, residential place, and education.

This research has both theoretical and practical contributions. The study contributes to the developments of literature on digital divide and e-government by providing a more comprehensive framework, and also to the implementation of e-government by local governments and the improvement of e-government Readiness Index of Indonesia.

Abstract

Purpose

The main purpose of this paper is to examine empirically whether national culture has an impact on e‐government development in 84 countries around the world.

Design/methodology/approach

We used statistic methods of correlation and multiple regression to analyze the two sets of indexes – E‐government Development Index from the United Nations E‐government Survey 2010 and Hofstede's culture dimension index scores of 84 countries.

Findings

We found that there is a correlation to a differing degree between e‐government development and the five culture dimensions defined by Hofstede, although only individualism, power distance and long‐term orientation are significantly correlated with e‐government development.

Practical implications

The findings of this study and most importantly, the strategies proposed based on the findings by this paper would help government policy and decision makers design and implement policies and strategies to improve e‐government services and their overall development.

Originality/value

The study not only provides empirical support and validates the findings of previous research but also extends the scope and updates the results of similar studies in the study field.

Abstract

Purpose

The purpose of this research is to investigate if, and in that case, how and what the e‐government field can learn from user participation concepts and theories in general information systems (IS) research. It aims to contribute with further understanding of the importance of citizen participation and involvement within the e‐government research body of knowledge and when developing public e‐services in practice.

Design/methodology/approach

The analysis in the paper is made from a comparative, qualitative case study of two e‐government projects. Three analysis themes are induced from the literature review; practice of participation, incentives for participation, and organization of participation. These themes are guiding the comparative analysis of our data with a concurrent openness to interpretations from the field.

Findings

The main results in this paper are that the e‐government field can get inspiration and learn from methods and approaches in traditional IS projects concerning user participation, but in e‐government, methods are also needed to handle the challenges that arise when designing public e‐services for large, heterogeneous user groups. Citizen engagement cannot be seen as a separate challenge in e‐government, but rather as an integrated part of the process of organizing, managing, and performing e‐government projects. Analysis themes of participation generated from literature; practice, incentives and organization can be used in order to highlight, analyze, and discuss main issues regarding the challenges of citizen participation within e‐government. This is an important implication based on this paper that contributes both to theory on and practice of e‐government.

Practical implications

Lessons to learn from this paper concern that many e‐government projects have a public e‐service as one outcome and an internal e‐administration system as another outcome. A dominating internal, agency perspective in such projects might imply that citizens as the user group of the e‐service are only seen as passive receivers of the outcome – not as active participants in the development. By applying the analysis themes, proposed in this paper, citizens as active participants can be thoroughly discussed when initiating (or evaluating) an e‐government project.

Originality/value

The paper addresses challenges regarding citizen participation in e‐government development projects. User participation is well researched within the IS discipline, but the e‐government setting implies new challenges that are not explored enough.

Abstract

Purpose

The purpose of this paper is to collect and articulate experiences acquired in implementation of e‐Government in Autonomous Province of Vojvodina (Serbia) aimed at speeding up diminution of the gap in the level of local e‐Government development when compared to the developed countries, while taking into consideration the main constraints that are attributable to underdeveloped countries.

Design/methodology/approach

Contemporary methodologies were used for the project design and implementation of the communication and information infrastructure, accompanied with international and domestic good practices related to the development of e‐Government.

Findings

Based on the strategic recommendations related to ICT policy and standards, and annual operating plans, in the first five‐year period (2005‐2010) the level of the ICT deployment in the operation of AP Vojvodina Assembly and Government was achieved that is close to the level of e‐Government in the developed countries in early 2006. The computer communication network was developed in the buildings of AP Vojvodina Assembly and Government and electronic communication was fully embraced within that network (2007). All activities pertaining to sessions of the Government of AP Vojvodina are conducted electronically, without paper documents (2007), and the electronic voting system was implemented in sessions of the AP Vojvodina Assembly (2009). Several public electronic services were implemented: Library (2006), Portal APV (2007), Records and Archives Office (2010), Legal Regulations and Judicial Practice (2009), Distance Learning (2009) and Access to Records from Sessions of AP Vojvodina Government (2010). Another important result is development of the system aimed at improving IT literacy for all employees in provincial administrative bodies. The results indicate that the creative leadership, careful planning and strict management of implementation plans which are based on precise goals could facilitate a speedy development of e‐Government even under severe constraints in financial and technical resources.

Originality/value

Recommendations were made for the development of e‐Government at the local level, to ensure interoperability with subordinate and superior e‐Governments. Recommendations contain models of computer communication networks, software architectures, programme platforms and the strategy for implementation of e‐Government.

Abstract

Purpose

The purpose of this paper is to contribute to a better understanding of the progress and the success vs failure in e‐government development, based on case studies of two inter‐organizational (IO) e‐service projects.

Design/methodology/approach

The analysis in the paper is made from an e‐government systems development life cycle perspective and a challenge and success factor perspective. The point of departure is theory and a comparative analysis of two e‐government projects.

Findings

The main results in this paper are: a combination of perspectives (in a project stage and analysis grid) that can serve as a support when managing e‐service development and a set of identified crucial success factors within an IO e‐government project including project manager skills and position in the agency organization as well as when and how systems maintenance issues are introduced into a project. Existing theory and perspectives are also criticised based on the present study.

Practical implications

Lessons to learn from a challenge and success factors perspective in two different e‐government projects, and suggestions to revise an e‐government development life cycle in order to perform a better practice in the field. The revised/developed project stage and analysis grid presented in the paper is one way to deal with the challenges related to the management of e‐service development in the public sector.

Originality/value

The paper addresses a number of challenges of complexity and risk that e‐government initiatives face. It is not an easy matter to realize such initiatives' potential. A key research issue for the e‐government field, as well as the information systems field in general, is to understand why some projects progress to success while others end in failure. This is the niche for the present paper.

Abstract

Purpose

This paper aims to investigate and comprehend the nature of the relationship between e-government development and the digital economy.

Design/methodology/approach

A multidimensional research paradigm is developed on the basis of the technology adoption model and Fountain’s technology enactment theory. The model is empirically examined using a regional study of 20 Asian countries.

Findings

A positive two-way relationship between e-government development and the digital economy has been indicated by the findings. Moreover, along with social, economic, political, technological and demographic factors, certain national cultural characteristics have significant effects on the digital economy and e-government development.

Research limitations/implications

One of the key limitations of the study is that it is based on publicly available secondary data. Therefore, some degree of caution should be kept in mind when making generalisations about the findings of this study.

Originality/value

The contribution of this study is that it provides a more accurate and comprehensive understanding of the dynamic association between e-government development and the digital economy by providing aid to policymakers in understanding the nature of dynamic relationships between the digital economy, government organisations and citizens’ adoption of technologies.

Abstract

Purpose

The purpose of this paper is to capture and understand the nature of the relationship between e-government development and the digital economy.

Design/methodology/approach

Drawing on the Technology Acceptance Model and Fountain’s technology enactment theory, a multidimensional research model was developed. The model was tested empirically through an international study of 67 countries using reputable archival data, primarily including the UN’s e-government survey and the Economist Intelligence Unit’s digital economy rankings.

Findings

The empirical findings indicate a strong positive reciprocal (two-way) relationship between e-government development and the digital economy. This finding provides empirical evidence to support the general notion of “co-evolution” between technology and organisations. The study also finds that along with social, economic, political, technological and demographic factors, certain national cultural characteristics have significant effects on the digital economy and e-government development.

Research limitations/implications

Relying on archival global data sets, this study is constrained by the coverage and formulation of the data set indices, the sample size (67 countries), and the impossibility of detecting errors that may occur in the process of data collection. Therefore, caution should be taken when making generalisations about the findings of this study.

Originality/value

The paper addresses a deficit of empirical research that is supported by sound and established theories to explain short-term dynamics and the long-term impact of the digital economy on public administration. The study contributes to a more accurate and comprehensive understanding of the dynamic relationship between e-government development and the digital economy.

Abstract

Purpose

The purpose of this paper is to examine the effects of the digital divide on e-government development.

Design/methodology/approach

The study takes a multidimensional and integrative approach in order to examine the various ways in which different contextual factors affecting the digital divide (i.e. economic, social, political, demographic, cultural and ICT infrastructure) interact to influence e-government development. To test the hypotheses, authors perform a correlation and multiple regression analysis using SPSS.

Findings

After analysing several global data sets such as those of the World Bank and the United Nations, the study finds that the digital divide is a multidimensional construct that has a significant impact on e-government development in various ways. In contrast to the consensus view of a correlation existing between economic status on the one hand, and the digital divide and e-government development on the other, this study finds that economic status is not a significant predictor of the digital divide or e-government development.

Practical implications

The findings should help inform public policy makers when developing strategies to deal with issues of the digital divide and e-government development by encouraging analysis in a holistic and integrative way. Simply addressing the digital divide alone is unlikely to be sufficient to stimulate an increase in the uptake of e-government. Moreover, our model helps identify areas of strengths as well as weaknesses for improvement.

Originality/value

The authors develop a multidimensional and integrative research model to study the digital divide and e-government development and the relationship between the two, and validate the model through systematically testing it with empirical data. This study is among the first to take such an approach.
