Abstract
Introduction: Governance is the management of various actions to improve human capacities and boost the efficiency with which services are delivered to the general public. The study analyses the relationship between two variables: geographic location and desire to switch to an E-governance system. The study also aims to explore the relevance of artificial intelligence (AI) in supporting E-Governance.
Objectives of study: (1) To investigate the notion of e-governance and the many approaches available. (2) To research various government E-Governance initiatives and raise awareness about the difficulties and opportunities facing India’s e-government system. (3) To study the acceptance of E-governance by the public from rural and urban districts.
Methodology: This study will use a descriptive research approach as its research strategy. Primary data was collected to check for the preference for an acceptance rate of E-Governance based on geographic location (URBAN and RURAL). The current investigation is conducted on 200 respondents from Northern India’s selected urban and rural districts.
Finding and implications: The report summarises the significance of e-governing system adoption in India and offers ways to improve the operation of these systems in the future. The results of the test show that both factors are highly significant. The study recommends that future research integrate our search for scientific studies with a search for non-scientific publications, as journal and conference publications may lag behind the most recent breakthroughs in the implications of AI use in public administration.

Abstract
Introduction: Interest and action concerning fiscal accountability have surged around the world in recent years, especially among Sub-Saharan African countries, because decision-making in the region has traditionally been shrouded in secrecy, with the general public having almost no access to knowledge on the management of public funds. Limited fiscal transparency has led to government fiscal crises where citizens have begun to call for better governance and participation in public funds.
Purpose: This study examines the impact of e-governance on the overall fiscal performance in SSA, while the specific objectives include the effect of e-governance on the central government’s primary balance and public external debt stock.
Methodology: The study employs annual data across 43 SSA countries to analyse the study from 2000 to 2018 using the panel-corrected standard error (PCSE) method for estimating the models. Overall fiscal performance is generated through principal component analysis (PCA), which involves a linear combination of public external debt stock and central government primary balance.
Findings: The results reveal that there is clear evidence of the effectiveness of e-governance on the overall fiscal performance, even though this is not the same for the public external debt stock in SSA, despite the success recorded in the region’s ICT and telecommunication sectors in recent times. In addition, all other control variables impact fiscal performance except population growth.

The digital divide refers to the gap among citizens of a country or across borders due to the lack of ease of access to digital means for some and the difficulty for others. The possession of electronic gadgets, smooth internet connectivity, and other forms of digital communication can have a wide gap in availability among countries. This gap is mostly influenced by factors that are of infrastructural, political, cultural, demographical, generational, and socioeconomic nature. On account of developed and developing countries, the gap is disseminated and thoroughly complex. Although the developed nations around the globe proved to have narrowed digital divide as a major source of development and advancement in respective countries, it is quite challenging for emerging economies to adhere to the same processes for development. For an emerging economy, the prudent cost-benefit analysis carried out by the government can have varying effects on undertaking projects related to minimizing the digital divide. Nevertheless, the importance of narrowing the gap of the digital divide is unparalleled, and governments of emerging economies are realizing the benefits of it and investing their resources accordingly. Furthermore, information technology can be a catalyst in facilitating processes that save a lot of costs, bring holistic quality improvements, and implement effective and efficient government policies that lead to digitalization and sustainable consumption of resources. Consequently, governments are getting actively involved in the digitalization of their respective countries to turn their smart cities into more intelligent ones. Even so, it is important to understand that taking one policy to address all citizens is not realistic. Hence, understanding the foundational knowledge of the citizens, the demand of the population under various sectors, framing well-rounded policies with alternatives, and effectively and efficiently implementing them are extremely crucial.

Abstract
Nonaka (1990) makes the distinction between generic knowledge that can be applied in many similar contexts, and local knowledge that can be best applied in a specific local context. Israel (1987) and Fukuyama (2004) point out that “high specificity” tasks (i.e. with clear objectives, and using well-defined technologies) with low transaction volume are more likely to be performed successfully by organizations across a wide range of cultural contexts. In this spirit, Friedman (2005, pp. 313–323) observes that countries can benefit from the “flat world” through a combination of “reform wholesale” and “reform retail”. The former entails market-centered reforms such as privatization, deregulation, reducing trade barriers, and adopting flexible labor laws. A handful of leaders in each country have pushed through such reforms in a wide range of cultural contexts including the developed OECD countries, plus many others such as Brazil, India, Mexico, Russia, China, and other East Asian “tiger” economies. The latter entails upgrading infrastructure, regulatory institutions, and education and health standards. Unlike the former, the latter reforms cannot be instituted by a handful of leaders, but require broad changes at many levels of society. Although the end results in countries successful at “reform retail” have many similarities (e.g. healthy, well-educated citizens) the steps toward achieving the results are very different, depending on culture and other contextual factors.

Abstract
As the size of the population is growing and the capacity of the planet Earth is limited, human beings are searching for sustainable and technology-enabled solutions to support society, ecology and economy. One of the solutions has been developing smart sustainable cities. Smart sustainable cities are cities as systems, where their infrastructure, different subsystems and different functional domains are virtually connected to the information and communication technologies (ICT) and internet via sensors and devices and the Internet of Things (IoT), to collect and process real-time Big Data and make efficient, effective and sustainable solutions for a democratic and liveable city for its various stakeholders. This chapter explores the concepts and practices of sustainable smart cities across the globe and explores the use of technologies such as IoT, Blockchain technology and Cloud computing, etc. their challenges and then presents a view on business models for sustainable smart cities.

Abstract
This chapter concludes the section on cross-innovation practices between audiovisual (AV) media industries and the health care sector. It suggests that the main case studies discussed in this section – Estonia in general and Aarhus Region in Denmark – tell of two different trajectories on how the emergence of cross-innovation systems can be facilitated by policies. Local policymakers in Aarhus have worked systematically to raise awareness and facilitate contacts between AV media and other sectors and this has resulted in an active start-up scene at the intersection between the media and the health care industries. Estonia, which is focusing on traditional cultural policymaking, has not recognised similar dynamics. Yet, Estonia may be still better prepared for the (global) platformisation of e-health services with its national e-governance systems, while Denmark’s health-related e-services remain fragmented and ripe for platformisation by multinationals, potentially undermining local cross-innovation systems.
