Abstract

Purpose

The purpose of this paper is to assess the information quality of e-government websites by university-education citizens of Bangladesh. It also investigated citizens' demographic and Internet related variables associated with perceived information quality ratings and the validity of the underlying factor structure of information quality dimensions.

Design/methodology/approach

An online survey was conducted to assess information quality of e-government websites among a sample of university-educated citizens in Bangladesh. Descriptive statistics were obtained to examine respondents' ratings on information quality of these websites on a five-point Likert scale. A multiple linear regression model was applied to determine the effect of demographic and Internet use variables associated with information quality ratings on e-government websites. Finally, a confirmatory factor analysis (CFA) was performed to determine the underlying factor structure of information quality dimensions.

Findings

The findings revealed that the ratings on most information quality items were close to 4.00 on a five-point scale, indicating a generally high information quality of Bangladesh e-government websites. Out of 20 information quality dimensions, value-added and authority were the two top-rated information quality dimensions while security, completeness, reliability, advertisement, relevance and ease of use were the least rated dimensions. The results of multiple regression suggested that gender, age and the device used for accessing the Internet were significantly associated with information quality of e-government websites. The CFA results indicated that information quality dimensions corroborate the factor structure of information quality dimensions used in earlier studies, although the model fit statistics were not fully validated.

Research limitations/implications

The focus of this study was confined to university-educated citizens in Bangladesh. Therefore, the results of this study may not be generalized to other demographic groups in Bangladesh or elsewhere.

Practical implications

This paper can provide guidelines for developing high-quality, informative and citizen-centric e-government websites and suggest ways on how these websites can be evaluated for information quality.

Originality/value

This study is the first to examine the information quality of e-government websites from the citizens' perspective in Bangladesh. The findings of this paper can assist responsible government agencies in making the websites more informative and useful for a diverse group of users.

Abstract

Purpose

Despite the fact that the success of e-government services is contingent on their continuous usage, the continuance intention to use e-government services has received extremely little scholarly attention. This study aims to investigate the determinants of the residents’ continuous intention to use e-government services.

Design/methodology/approach

The research model was developed based on the integration of technology continuance theory along with trust, transparency and habit constructs. The authors adopted a survey approach to collect the data. The data were collected using an online questionnaire from 260 residents of Penang in Malaysia.

Findings

Results revealed that transparency has a positive effect on both perceived usefulness and trust. Contrary to earlier studies on e-government, perceived ease of use was found to have no significant relationship with residents' perceived usefulness. Similarly, the results also demonstrated that habit was not significantly related to users’ continuous intention to use e-government services. This study also applied importance-performance analysis map analysis and discovered that perceived usefulness has the highest impact on continuous intention to use e-government services, whereas satisfaction was found to have the least effect.

Originality/value

This study used an integrative framework and presented an in-depth knowledge of the basic aspects that contribute to the post-adoption usage process and resident satisfaction, trust and attitude towards e-government services.

Abstract

Purpose

This paper aims to examine how information and communication technology (ICT) coordination, information reliability, social pressure, perceived usefulness and perceived ease of use affect citizens’ intentions to use e-government services.

Design/methodology/approach

The study is a quantitative type of study conducted through a causal study design. Noncontrived and cross-sectional methods were used, targeting Malaysian citizens who were 18 years of age or older. Due to an inaccessible sample frame, convenience sampling was used. After cleaning and removing necessary outliers, the final data set used for hypothesis testing consisted of 323 responses, which is considered sufficient as the study required a minimum sample size of 220.

Findings

A study has found that social pressure, perceived ease of use and perceived usefulness positively affect people’s intention to use e-government services. The impact of social pressure is influenced by perceived usefulness and ease of use, suggesting that government agencies can encourage usage by improving perceived usefulness and leveraging social pressure. The study emphasizes the significance of perceived usefulness and social pressure in promoting adoption. To enhance the user experience, agencies can use targeted marketing, improve service quality, collaborate with communities and develop mobile applications.

Originality/value

The study underscores the importance of examining the relationship between perceived usefulness, ease of use and the popularity of e-government services while emphasizing the need to comprehend the impact of ICT coordination, information reliability and social pressure on the adoption of e-government applications in developing countries.

Abstract

Purpose

Based on the technology acceptance model (TAM) and perceived risk theory (PRT), this study proposes a new model for exploring factors affecting citizens' intentions to use e-government in the Vietnamese context during the COVID-19 pandemic.

Design/methodology/approach

The current study takes the form of a case study of the Vietnam context and employs a quantitative method. An Internet-based survey was conducted in Vietnam and was completed by 441 respondents. Hypotheses were tested using a two-stage structural equation model. SPSS 22 and AMOS 20 software were used for primary data analysis.

Findings

The findings reveal that factors of TAM are still valuable in predicting citizens' intentions to use e-government services during the COVID-19 pandemic. In addition, the factor of PRT, namely, perceived risk of COVID-19 pandemic, also affects citizens' intentions to use e-government services. Attitudes toward e-government play a mediating role in the relationships between perceived usefulness, perceived risk and citizens' intentions to use e-government. Examining the predictive power of TAM and PRT factors, it can be seen that TAM factors have a higher total effect on citizens' intentions to use e-government, compared to PRT factor.

Originality/value

The present study demonstrates a new model for exploring factors affecting citizens' intentions to use e-government during the COVID-19 era. It explored the effectiveness of combining TAM and PRT as well as the predictive power of each factors in an integrated model aimed at predicting citizens' intentions in the emergency context like COVID-19. This study helps us improve our understanding of e-government usage and would be of particular interest to policymakers and service providers of e-system.

Abstract

Purpose

Despite the major information technology investments made by public institutions, the reuse of e-government services remains an issue as citizens hesitate to use e-government websites regularly. The purpose of this study is to investigate the cross-country determinants of e-government reuse intention by proposing a theoretical model that integrates constructs from (1) the Delone and McLean IS success model (i.e. system quality, service quality, information quality, perceived value and user satisfaction); (2) the trust and risk models (i.e. citizen trust, overall risk, time risk, privacy risk and psychological risks); and (3) Hofstede's cultural model (i.e. uncertainty avoidance, masculinity, individualism and cross-cultural trust and risk).

Design/methodology/approach

Based on data from interviews with 81 Kuwaiti citizens and surveys of 1,829 Kuwaiti and Polish citizens, this study conducted comprehensive, cross-cultural and comparative analyses of e-government reuse intention in a cross-country setting.

Findings

The results show that trust is positively associated with citizens' intention to reuse e-government services, whereas risk is negatively associated with citizens' perceived value. This study also found that masculinity–femininity and uncertainty avoidance are positively associated with the intention to reuse e-government services and that individualism–collectivism has no significant relationship with reuse intention. This study's findings have important implications for researchers and practitioners seeking to understand and improve e-government success in cross-country settings.

Originality/value

This study developed a parsimonious model of quality, trust, risk, culture and technology reuse that captures country-specific cultural contexts and enables us to conduct a comprehensive, cross-cultural and comparative analysis of e-government reuse intention in the cross-country setting of Kuwait and Poland.

Abstract

Purpose

This paper aims to examine the process for estimation of efforts for software development and suggests a framework for estimating software development costs and ensuring quality of code in e-Government projects from the Indian state of Andhra Pradesh. With no established processes for estimation of efforts, the Government relied on open bids from the market to develop these e-Government applications.

Design/methodology/approach

The paper adopts an exploratory case study approach to analyze the e-Government applications in Andhra Pradesh. Using data from the information technology department of the Government of Andhra Pradesh, the paper evolves a framework to compute costs of software development, based on the software development life cycle.

Findings

The framework helps in arriving at a hurdle price before the tender process. The study has shown that an e-Government application in AP state would cost Rs. 224,000, or US$2,969.25, for a simple application, and Rs. 33,60,000, or US$44,538.71, for a complex application over a five-year period, depending on the complexity and size of the application. This information would be useful to the Government decision-makers for expanding e-Government.

Research limitations/implications

Further research may assess the utility of this framework for e-Government support activities like automation of data centers, video conferencing facilities and ushering in financial technologies for encouraging cashless payments.

Originality/value

The paper provides information that could be of value at a national level (for India) and at the same time providing a guide for other countries that would like to adopt this framework.

Abstract

Purpose

The purpose of this study is to determine the factors that enable citizens to adopt e-government services at different maturity levels: information, two-way communication, transaction and political participation.

Design/methodology/approach

The study uses a grounded approach by conducting semi-structured interviews.

Findings

The study reveals that the factors influencing the adoption of e-government services vary at different levels. It identifies 27 influencing factors. In total, 13 of these factors influence adoption at the information level; 13 at the two-way communication level; 25 at the transactional level; and 16 at the political participation level. Auxiliary facilities, connectedness, corruption avoidance, transparency and fairness, customer support and forced adoption, not commonly discussed as influencing factors for e-government adoption in the extant literature, have been revealed in this study.

Research limitations/implications

This study uses qualitative research and rather than generalization, the focus is explicitly on obtaining an in-depth understanding. Although the sampling used is sufficient for the purpose of this study and allows reasonable conclusions to be drawn; however, it cannot be considered representative of a vast country like India. Academicians and information systems researchers can use these findings for further research.

Practical implications

This study advances the understanding of e-government adoption. The findings have potential implications for public administrators and policymakers in successfully designing, developing and implementing e-government services at different maturity levels.

Originality/value

Existing e-government adoption theories are of limited scope and do not capture and specify the complete essence of citizens’ adoption characteristics at different levels of e-government services. Hence, a theoretical gap exists, which this study aims to fill.

Abstract

Purpose

This study aims to examine the relationship between political regimes and e-government performance, with a focus on governments’ perspectives of e-government. First, the authors use United Nations (UN) E-government Development Index (EGDI) to establish the current patterns of e-government performance across different regime types, and then develop their own typology of the various perspectives of different political regime types to e-government adopted in the literature. The purpose of this study is to explore the relationship between e-government performance and regime types.

Design/methodology/approach

This study adopts a mixed-method research approach that involves quantitative (statistical databases) as well as qualitative (interviews) methods to go beyond the statistics and obtain interpretations of explored patterns of e-government performance and regime types. The research instruments for this study include the Jupyter open-source software used for drawing the relevant correlations, and validating the results using expert interviews.

Findings

The results of the analysis support the research hypothesis that democracies have better e-government implementation than autocracies. The findings suggest that the type of a political regime has an influence on the conceptualization of e-government, the implementation of its practices and subsequently the assessment of its performance.

Research limitations/implications

This study relies on the UN EGDI and data from previous literature. the UN Index only measures the supply side of government outputs without taking into consideration their impact on citizens, which does not provide a holistic view of the whole picture. Therefore, the UN EGDI rankings do not necessarily imply citizen satisfaction or improved e-government.

Practical implications

From a practice point of view, this study gives information to government leaders as well as technical experts on how the political regime influences the government’s performance in e-government. In fact, this paper bridges the gap between theory and practice by calling policymakers to take different regime worldviews and motivations into consideration before setting e-government strategies or even assessing e-government performance. Considering the current global digital transformation, it should be ensured that practitioners take these regime specifications into consideration. In the long term, the results of this research will prove that setting up e-government or e-participation platforms is not enough as technology alone is not enough to strengthen democracy or let alone stimulate citizen engagement. When dealing with e-government initiatives, the focus should be broadened beyond the technological aspect and take the social and political motivations of governments into consideration.

Social implications

From a theoretical standpoint, this study calls for a more holistic e-government performance indicator that could take the regime perspectives into consideration and integrate them into its evaluation process. An indicator that can accommodate the different objectives pursued by different regime types. This could also be achieved by setting two indicators with each one matching the perspective of the specific regime type, which takes us to Ashby’s “Law of Requisite Variety” (1991). The Law of Requisite Variety states that “the system must possess as much regulatory variety as can be expected from the environment” (Ashby, 1956). This law has some implications for this study. It implies that the regime worldview influences the requisite variety depending on the political context where e-government is being implemented. Because we have two regime worldviews, we need to have at least two responses (in this case indicators) that consider the variety of political contexts. Therefore, through appreciating the differences between these two worldviews, this study recommends using the Law of Requisite Variety to investigate the influence of political regimes on e-government. In the same way, in our repertoire of responses, we should not assume that one discipline has the answer but have a variety of cross-disciplinary responses.

Originality/value

The contribution of this study lies in going beyond the statistical analyses of the UN EGDI to come up with possible interpretations of the reasons why political regimes differ in their e-government performance and what could be the reasons behind such variations. Based on analyzing correlations between e-participation performance and regime types, and interviews with experts, two different e-government perspectives could be identified: one for democracies and one for autocracies. Through identifying the relationship between these perspectives and the e-government performance of each regime type, this study provides governments and policy makers with new evidence that different regime types have different motivations for developing their e-government performance. Hence, e-government policies and strategies ought to match particular political contexts.

Abstract

Purpose

Scholarly research on e-procurement has been limited and, like e-government, e-procurement has been researched primarily from the perspective of adoption/non-adoption. This paper aims to focus on public administration employees’ perceptions of the quality of národní elektronický nástroj (NEN) – the Czech national e-procurement tool they are required to use.

Design/methodology/approach

The paper is based primarily on statistical analysis of data obtained through two questionnaire surveys addressed to contacts from of all Czech central state administration bodies using NEN; 175 completed questionnaires were gathered in 2020 and 128 in 2022 and subjected to statistical analysis in SPSS.

Findings

NEN was launched as fully operational in August 2015. The research indicates that in 2022 there were still important gaps in the quality of NEN as perceived by public employees.

Social implications

The paper has important practical implications for e-procurement policymakers. It shows that making the e-procurement system compulsory is not sufficient. The government needs to guarantee that it would be competitive with tools that would otherwise be preferred. Otherwise, the application of the digital-by-default principle may lead to institutionalisation of services that are not user-friendly. This has important implications for e-government/e-procurement management and change management.

Originality/value

Little is known about public employees’ perceptions of the quality of e-government and e-procurement. Although e-procurement is an area where the digital-by-default principle was implemented rather early, the quality of e-procurement has still received limited attention in research.

Abstract

Purpose

The purpose of this study is to analyze the impact of the e-goverment on corruption in Mexico. Mexico, although it has fought corruption from different angles, continues to be among the most corrupt countries in the world. One possible tool to reduce corruption, or at least so-called bureaucratic corruption, is e-government. There are studies that confirm an inverse relationship between e-government and corruption; as e-government increases, corruption decreases. The purpose of this research is to analyze the impact of the development of e-government (electronic portals) on corruption.

Design/methodology/approach

To achieve the stated objective, the authors have used econometrics (clusters) as the main methodology to obtain a possible confirmation of such inverse relationship between e-government and corruption in the 32 states that make up the country, for the period 2015–2019.

Findings

In the states that make up the Republic of Mexico, as the development of e-government increases, the corruption variable does not decrease. There is no significant relationship between these two variables.

Originality/value

The relationship between the variables e-government and corruption has been extensively studied in previous articles. However, in Latin America, studies on the impact of e-government on corruption are scarce, and at the Mexican national level are almost nonexistent.
