Abstract
This paper develops a comprehensive multidimensional legitimacy model that provides a generic framework for exploring legitimacy in institutions – including the legitimacy of rules, codes, collective activities and organisations themselves. Through the use of 10 dimensions, covering concerns with fairness, efficacy, integrity, expectations, inclusive decision-making and more, the model aims to capture the full suite of distinct features that may be morally relevant in any given case. Each dimension is a continuum and can provide reasons for moral challenge, toleration or pro-active support. The model can be used to diagnose ethical risk areas, to compare reform initiatives and to inform empirical studies of descriptive legitimacy and the social licence to operate. It may also be used as an applied ethics methodology to evaluate overall institutional moral legitimacy; the paper discusses the contextual judgments required for this, including the way that some legitimacy factors can operate as defeaters, such that a serious failure on a pivotal dimension cannot be overcome by support from other dimensions.

Abstract
Purpose
The purpose of this paper is to explore the correlation among health outcomes, and civil and political rights (CPR) and also economic, social and cultural rights.
Design/methodology/approach
The study uses cross-sectional data from 161 countries. The authors use health outcomes and human rights variables in the model. In order to combine dimensions of human rights, this paper uses factor analysis and obtains proxy variables that measure economic, social and cultural rights and CPR. The two proxy variables are used as independent variables to explain variations in health in a regression model. The paper then classifies countries by cluster analysis and explores the patterns of different components of human rights and health outcomes across country clusters.
Findings
The regression model demonstrates that the economic, social and cultural rights variables explain variations in all health outcomes. The relationship between CPR and health is weaker than that of the economic, social and cultural rights. Cluster analysis further reveals that despite the country’s commitment to CPR, those that highly respect economic, social and cultural rights lead to superior health outcomes. The more respect a country has for economic, social and cultural rights, the better the health outcomes for the citizens of that country.
Practical implications
National policies should consider equal emphasis on all dimensions of human rights for further improvements in health.
Originality/value
The sole promotion of CPR such as democracy and empowerment, absence of adequate support of economic, social and cultural rights such as rights to housing, education, food and work can only contribute partially to health.

Abstract
Purpose
This paper aims to explore the links between multinational enterprises (MNEs) and human rights abuses and review the development of international business (IB) and human rights initiatives. Arguing that the focus of the business and human rights debate has shifted from responsibility to rights, and subsequently to governance, it proposes a framework for analysing IB and human rights governance issues in the context of social value creation.
Design/methodology/approach
The paper develops a framework for analysing business and human rights governance with respect to the business and human rights field and four business and human rights subfields (labour, consumption, community and environment).
Findings
The analytical framework is organised around the relationships between human rights duty-bearers (companies) and human rights-holders (e.g., employees, consumers). It emphasises the role of actors and their interests, the relationships between actors, the objectives of these relationships and the role of governance mechanisms and structures, which, for a particular human rights subfield, define the IB and human rights governance system.
Originality/value
The analytical framework can be used by IB researchers, practitioners and public policymakers to describe, analyse, discuss and address business and human rights issues and challenges. It can be used for comparing and evaluating characteristics and properties of alternative institutional arrangements in the field of business and human rights. Furthermore, it can be used to support the design corporate non-market strategies as well as public policies.

Firms are accountable for upholding worker rights and well-being in their supply base. The authors unpack the evolution in lead firm thinking and practice about how to assure labor conditions at suppliers.
Design/methodology/approach
The authors conducted interviews with the social sustainability leaders at 22 global corporations (“lead firms”) and their sustainability consultants to understand how they think about, and enact efforts, to support labor in their supply base. The authors complement this with an analysis of stated practice in proprietary supplier codes of conduct for the manufacturing and extractive-related firms in the S&P 500 and FTSE 350.
Findings
The authors’ interviews suggest firms follow two distinct and cumulative approaches: a transactional-based approach leveraging collective buyer power to enforce supplier compliance and a relational-based approach focused on mutual capacity building between lead (buyer) firms and their suppliers. The authors also see the emergence, in a small subset of firms, of a bottom-up approach that recognizes supplier workers as rights-holders and empowers them to understand and claim their rights.
Originality/value
The authors identify systematic convergence in supplier codes of conduct. While the transactional and relational approaches are well documented in the supply chain social sustainability literature, the rights-holder approach is not. Its emergence presents an important complement to the other approaches and enables a broader recognition of human rights, and the duty of Western firms to assure those rights.

Abstract
Purpose
The purpose of this paper was to assess the similarities and differences between the Political Parties and the Access to Information Acts in Malawi. While political parties are largely funded by donations that are frequently kept as a secret, the Access to Information Act does not include political party funding among the categories of non-disclosed information.
Design/methodology/approach
This paper is based on the qualitative content analysis of the legislation in Malawi. Content analysis of the two pieces of legislation was adopted. This paper is a review of the literature and an examination of Malawi's Political Parties and Access to Information Acts. The document study was supplemented by a review of related literature on the two legislations.
Findings
The Political Parties Act prohibits the government, ministries and departments from directly or indirectly funding political parties. The Access to Information Act to ensure information generated by Malawi government ministries, departments and agencies is readily made available by the citizens when needed or requested. The Access to Information Act does not exempt political parties from disclosing their funding sources. The two acts work in tandem to promote accountability and transparency in political party funding and sources.
Research limitations/implications
This study is limited to Malawi's Political Parties and Access to Information Acts. Only the South African related acts have informed the paper. However, several acts within developing countries would have greatly aided the paper.
Practical implications
The implementation of the two pieces of legislation has implications for the balance between disclosure and non-disclosure of political party funding. Oversight functions and credible human resource capacity are needed in both political parties and government enforcement institutions.
Social implications
Oversight functions by the Administrator-General through the Registrar of Political Parties and the Malawi Human Rights Commission are key to the implementation of Malawi's Political Parties and Access to Information Acts, respectively. Proper enforcement of the oversight functions is expected to result in an open, transparent and accountable Malawian society.
Originality/value
Various players are needed in the accountability chain to protect disclosure and non-disclosure of information. Very little information is known on the powers, functions and duties of office bearers capable of enforcing legislation to keep political parties' funding clean. Little is known on how the citizens can access information regarding political parties funding.

Abstract
The threat of climate change to life has provoked animated reactions through debates in academic and non-academic circles. It has also provoked research, regulations and campaigns across the globe. A notable area of concern has been people's awareness of, and consequent adjustment to, this pressing danger. This study begins from the critical perspective that there is little knowledge about the extent to which Africans, in general, and Ghanaians, in particular, are made aware of the climate change scourge and its implications. Thus, this study investigates the global discourse by providing knowledge on how the Ghanaian media inform people on climate change and the implications thereof. Underpinned by theories relating to the information function of the media, agenda setting and media effects, the study would draw data from in-depth interviews with key government and duty bearers, and from a qualitative content analytical approach using a broad spectrum of media outlets including online news portals. We theorise that the Ghanaian media grossly under-represent the climate change narrative, which could circumscribe people's awareness and knowledge of the phenomenon. The interventionist position the paper adopts is that a vigorous agenda focused on the specific Ghanaian and African media contexts be adopted to bring climate change issues to the doorstep of Ghanaians and Africans. Consequently, the study would present a number of critical ways to responding to the threat of regional and global climate change.

Abstract
Purpose
Modern slavery is a problem that international business (IB) research can no longer ignore. Multinational enterprises (MNEs) are often contributors to the persistence of modern slavery, by virtue of the regulatory challenge they pose to states and their insufficient oversight of supply chains. The purpose of this paper is to show that governance inadequacies with respect to modern slavery will be lessened if IB scholars give more attention to MNEs’ governing role within and beyond global value chains.
Design/methodology/approach
A set of arguments is presented in support of intensified effort in IB research with respect to studying the role of MNEs in transnational labour governance. The paper draws inspiration from IB theory and the conceptualisation of the MNE in neighbouring disciplines that regard it as a bearer of duties toward labour, consistent with its role in multilevel governance. Insights from the literature on global and multi-level governance are utilised.
Findings
The paper construes modern slavery as a multi-level governance challenge and argues that MNE capabilities and responsibilities with respect to labour governance and the deterrence of slavery exceed those identified on the margins of IB literature. MNEs are underappreciated as governors within the multilevel transnational labour governance system. The IB discipline is in a strong position to develop our understanding of the MNE’s different roles in governance and thereby contribute to the reduced incidence of modern slavery.
Originality/value
This paper represents an attempt to mobilise the IB academy to help eliminate slavery from workplaces that rely on MNE patronage or where labour rights abuses are made possible by MNE diversion of governance resources. It places particular emphasis on the use and abuse of MNEs’ governance capabilities in the sphere of international relations and calls attention to over-simplification of the MNE, IB’s primary unit of analysis.

Abstract
Purpose
The purpose of this paper is to examine the roles and responsibilities of non-state actors (NSAs) in contributing to disaster governance from an international human rights law (IHRL) perspective. In particular, it examines how non-governmental organizations (NGOs) and business enterprises are implicated.
Design/methodology/approach
The paper analyzes a range of IHRL instruments, particularly treaties and international soft-law documents, and it utilizes the concepts “human rights-based approaches” (HRBAs) and “direct”/“indirect” human rights obligations to frame and understand how IHRL responsibilities for NSAs arise from these instruments.
Findings
IHRL not only includes relevant standards for NSAs in the area of disaster management, but NGOs and businesses also actively engage with IHRL and HRBAs by means of (soft) self-regulatory instruments to further clarify their responsibilities.
Research limitations/implications
The findings are of interest to all actors involved in disaster governance, and are instructive for NGOs and businesses seeking to improve the design of disaster management activity. The research addresses only the responsibility of NGOs and private companies, but the framework of analysis set out is equally of interest to other actors’ activities.
Originality/value
The implications of IHRL for NSAs involved in disaster management are still poorly understood, despite their vast engagement. This study contributes by clarifying the roles and IHRL responsibilities of NGOs and businesses specifically, and articulates how applications of HRBAs may improve the protection of persons.

Abstract
This chapter reflects on the approach and learning of an innovative project in Bangladesh that addresses drinking water security issues of the poor and marginal communities through participatory research, innovation, and social mobilization. The people, living in the most difficult geophysical areas, are facing severe crisis of drinking water and associated health risks due to remoteness, seasonality, social isolation, and poor institutional links. The geophysical constraints such as growing salinity, arsenic, flood and drought, and drawdown of groundwater tables have aggravated the problems. The existing government services hardly reach to the most unserved and needy people because of remoteness and lack of responsiveness of the government departments. A participatory action research project led to collective understanding about the severity of the problems and associated health risks and vulnerability. This again built greater awareness and motivated the poor, women, and marginal communities to establish links with key actors and take various local and collective actions toward ensuring their greater access to drinking water, sanitation facilities, and health services from the relevant government departments and development agencies.
