Abstract

Presents findings from a case study looking at African medicine vendors in Durban, South Africa. Compares the culturally repressive apartheid period with the post‐apartheid explosion of self‐realization of the African population. Shows that street vending is still seen as an eyesore and a problem but still plays an important role in the post‐apartheid era as a form of resistance to simplistic African policies.

Abstract

A long period of capitalist crisis has amplified uneven and combined development in most aspects of political economy and political ecology in most parts of the world, with a resulting increase in the eco-social metabolism of profit-seeking firms and their state supporters. This is especially with the revival of extraction-oriented corporations, especially fossil fuel firms, which remain the world’s most profitable. What opportunities arise for as multi-faceted a critique of “extractivism” as the conditions demand? With ongoing paralysis of United Nations climate negotiators, to illustrate, the most critical question for several decades to come is whether citizen activism can forestall further fossil fuel combustion. In many settings, the extractive industries are critical targets of climate activists, for example, where divestment of stocks is one strategy, or refusing access to land for mining is another. Invoking climate justice principles requires investigating the broader socio-ecological and economic costs and benefits of capital accumulation associated with fossil fuel use, through forceful questioning both by immediate victims and by all those concerned about GreenHouse Gas emissions. Their solidarity with each other is vital to nurture and to that end, the most powerful anti-corporate tactic developed so far, indeed beginning in South Africa during the anti-apartheid struggle, appears to be financial sanctions. The argumentation for invoking sanctions against the fossil fuel industry (and its enablers such as international shipping) is by itself insufficient. Also required is a solid activist tradition. There are, in 2014, two inter-related cases in which South African environmental justice activists have critiqued multi-billion dollar investments, and thus collided with the state, with two vast parastatal corporations and with their international financiers. Whether these collisions move beyond conflicting visions, and actually halt the fossil-intensive projects, is a matter that can only be worked out both through argumentation – for example, in the pages below – and through gaining the solidarity required to halt the financing of climate change.

Abstract

This paper deals with the performance of port clusters. Port clusters are analyzed using a framework that draws from different schools that deal with clusters (see De Langen, 2004). Central to the framework is the identification of eight variables of cluster performance. Four of those-agglomeration and dis-agglomeration forces, internal competition, heterogeneity of the cluster and the level of entry and exit barriers-are related to the structure of a cluster and fourthe presence of trust, the presence of intermediaries, the presence of leader firms and the quality of collective action regimes-are related to the governance of clusters. The validity of these variables is confirmed in three case studies, of the port clusters of Rotterdam, Durban, and the lower Mississippi. The strengths and weaknesses of the three port clusters, the importance of the variables discussed above and opportunities for policy and management to improve the performance of clusters are discussed. The results of this study are relevant for cluster scholars and for scholars specializing in port studies and, since implications of this study for policy and management in (port) clusters are discussed, the study is also relevant for (port) cluster managers and for managers affirms in (port) clusters.

Abstract

Purpose

The appraisal of corporate reputation based on third-party corporate social responsibility (CSR) indices appears to have been institutionalized. The endorsement of such an approach by sustainability custodians and influencers undermines the uptake of the morality and legitimacy of CSR. This study takes a social realist perspective, which suggests that social phenomena such as CSR and corporate reputation are shaped by social structures and power relations. This study aims to contribute to a deeper understanding of the complex relationship between CSR and corporate reputation and understand ways in which the constructs are influenced by cognitive factors.

Design/methodology/approach

This study surveyed 411 respondents across five shopping malls and analyzed the data using path analysis of the structural equation modeling (SEM) technique. The mall-intercept survey sought to critically assess expectations of CSR vis-à-vis evaluation of corporate reputation. Based on a case study of three Johannesburg Stock Exchange listed companies, CSR expectations were measured along the philanthropic, economic, ethical and legal dimensions, while evaluation of corporate reputation was based on product quality, financial performance and social responsibility. SEM path analysis was used to extrapolate the predictive outcomes of CSR on corporate reputation.

Findings

Reputation for product quality and social responsibility is underpinned by the fulfillment of ethical CSR expectations, while philanthropic gestures enhance the evaluation of financial performance. Legal CSR significantly influences the reputation for social responsibility and product quality. Fulfillment of economic CSR expectations influences the reputation for product quality. However, no relationship was established between economic performance and social responsibility. Involvement in economic, philanthropic and particularly, legal CSR, are not indicative of the reputation for financial performance. Conversely, companies’ involvement in economic CSR does not suggest a higher propensity for social responsibility.

Research limitations/implications

The predictive outcomes of CSR expectations on corporate reputation can reveal situated understanding of actual perceptions of corporate behavior.

Practical implications

Ethical business conduct is synonymously associated with social responsibility while espoused corporate philanthropy signals strong financial performance. The awareness of consumers’ cognitive evaluation of corporate reputation can offer a pathway to corporate communication professionals, policy makers and agencies to rethink and reposition CSR efforts.

Social implications

Insensitivity to taken-for-granted cultural prescriptions and reliance on market-based reputational rankings undermine mutually beneficial stakeholder relationships and the social license to operate.

Originality/value

This study brings to the fore, cognitively dominated indicators of consumers’ perceptions of the reputation for CSR, to foster nuanced and halo-removed approaches to social responsibility. The authors show for the first time how companies’ skewed focus on corporate philanthropic giving paradoxically signals a capitalistic notion of social responsibility and unethical business conduct. This study offers a halo-removed orientation to the appraisal of CSR and corporate reputation.

Abstract

Purpose

The purpose of this paper is to determine whether the glass ceiling exists in organisations located in Durban. The study specifically concentrated on the barriers to the upward mobility of women, based on constructs such as social roles, personal characteristics and situational barriers. The study was intended to provide guidelines to South African organisations on how to facilitate the growth of women in senior management.

Design/methodology/approach

This study comprises a literature review which outlines the various theories related to the glass ceiling and is supported by an empirical study which tested some of the concepts that emerged from the literature. A survey was conducted using an online questionnaire distributed to a group of women who met the respondent specifications. In order to obtain a larger sample, snowball sampling was used.

Findings

It is evident that certain elements of the glass ceiling existed. Situational factors emerged as clear barriers to the progress of women which included gender discrimination, lack of respect from male colleagues and insensitive handling of the multiple roles played by women. Social roles such as family commitment and relocation also inhibited the growth of the respondents. At a personal level, the respondents were all confident, emotionally suited to progress, competitive and enjoyed the confidence of their subordinates.

Research limitations/implications

A larger sample would have ensured more generalisable results to organisations in Durban. Respondents had to evaluate their personal characteristics, which could have been exaggerated; the views of subordinates would present a more balanced view. This study needs to be replicated in other major centres in South Africa, in order to improve the gender equity across the country.

Practical implications

The study highlights the fact that unless all barriers are removed, women will not progress to higher levels in organisations. It also provides guidelines to break through the invisible barriers.

Social implications

This study will benefit women in the workplace, giving them due recognition, empowerment and prospects for upward mobility.

Originality/value

This paper highlights localised barriers to the advancement of women within a South African city.

Abstract

Purpose

This paper aims to examine the role of electronic governance (e-governance) in enabling asylum seekers’ access to public services in the city of Durban, South Africa. Because of COVID-19, the government scaled down its operations, limiting access to public services, including among migrants.

Design/methodology/approach

Because of COVID-19-related restrictions, a systematic review was conducted of the relevant academic literature as well as the information portals of relevant government departments, municipalities and research reports on migration and refugees in South Africa. A total of 320 peer-reviewed research articles were identified. These were filtered and 68 relevant articles were selected.

Findings

The study found that asylum seekers have limited access to public services via information communication technology-enabled mechanisms. Whilst the city government has embraced e-governance, it is still in its nascent stages.

Research limitations/implications

This study was limited to a desktop one because of COVID-19 restrictions and it focused exclusively on asylum seekers. Therefore, its findings can only be generalised to this category of people.

Practical implications

Future studies on this subject should gather data from all categories of migrants to gain in-depth perspectives.

Social implications

All spheres of governance in South Africa should recognise asylum seekers as a constituency that deserves access to public services. E-governance can facilitate easier access to these services, and policies need to be aligned with this reality.

Originality/value

This study examined the efficacy of e-governance in enabling access to government services by asylum seekers during COVID-19. To the best of the authors’ knowledge, no other study on this subject was conducted during this period.

Abstract

Purpose

This paper explores the perceptions and experiences of women and men who work as informal waste collectors in four different cities. The purpose of this paper is to map out how and to what extent occupational, political-legal, economic and social dynamics are experienced differently by gender in a highly vulnerable segment of the urban informal economy, and explore gender differences in these workers’ coping strategies and the levels of action they develop to protect their livelihoods.

Design/methodology/approach

The analysis is based on a mixed methods study which combined a quantitative survey of informal workers with a qualitative participatory methodology. Study participants were drawn from a purposive sample of informal workers who belong to, or are affiliated with, membership-based workers’ organisations. The sample consists of waste pickers (n=614) from Belo Horizonte, Brazil; Bogotá, Colombia; Durban, South Africa; and Nakuru, Kenya.

Findings

The data show that despite significant differences between women and men upon entry into (informal) employment, their perceptions of key drivers and impacts are largely similar, with the exception of concerns around various types of physical security among women. They also indicate that levels of action among men and women waste pickers are only moderately influenced by gender, but are strongly influenced by the degree of organisation in the sector and the symbolic assets held by workers. The findings also illustrate the way in which gendered power dynamics operate within the informal recycling sector and how different levels of sector organisation and development often contribute to opportunities for collective action and, in turn, a reduction in gendered vulnerabilities.

Originality/value

The study offers a new policy angle which connects the level of sector organisation and development with the levels of action taken by informal workers in adapting to different types of shocks, as well as what this means in terms of gender empowerment.
