Abstract
For over six decades, multilateral agencies in education have prompted the international community to embrace proposals for large-scale initiatives to solve once and for all the problems of illiteracy and the lack of universal schooling. Even with their highly contrastive policy frameworks, the major agencies can periodically be relied upon to call for military-like assaults to achieve basic education for all, usually over a 10–15-year time frame. Just as predictable have been inflated expectations, failures of analysis, strategy and financing, and the tendency of agencies to hold other actors to account for failing to meet agency expectations. The much-trumpeted World Conference on Education for All (WCEFA, 1990) is analyzed in the wider perspective of post-WW2 agency programs for universal literacy and primary education. Although expectations of success were high at the time, the WCEFA initiative quickly evaporated, although it remained for some time as a much-cited normative and political point of reference. The failure of WCEFA is analyzed in terms of the strains and stresses facing multilateral education at the end of the Cold War and in terms of more recent multilateral commitments to education for all.

Abstract
Widening participation (WP) has increasingly become part of the normal ‘business’ of English higher education (HE) providers during the last 25 years. WP entered the policy mainstream for the entire HE sector following the Dearing Review (NCIHE, 1997) and the election of a new Labour government wedded to notions of social justice but also concerned with ‘lifelong learning’ in the name of human capital growth. This book employs a dual usage of the term ‘business’ in relation to WP policy, practice and culture in the context of the marketised English HE system. The first, figurative, usage explores the ways in which WP has been drawn into institutional positionality as HE providers are encouraged to differentiate themselves in the market. The second, literal, usage explores the ways in which the business of WP has become ‘business as normal’ for the sector and institutions, increasingly intertwined with other activities and which play out variously, often in response to regulatory demands of the state. This introductory chapter first contextualises these developments with a brief overview of the evolution of the HE sector in England before proposing a multilevel model – the HE policy enactment staircase – as a way of thinking about how policy is made, enacted and implemented within the sector. This chapter then draws upon this model to acts as a structure for this book. It does this by moving from a macro-level exploration of ideological levels of policymaking, through National/Sectoral level right down to the issues at an institutional and operational levels. In doing so, this chapter creates a framework from which to understand how the various elements and levels of the business of WP play out within the English HE sector.

The African continent is filled with a textured history, vast resources, and immense opportunity. The landscape of higher education on such a diverse continent is extensive and complex. In this review of the landscape, four primary topics are evaluated. The historical context is the foundational heading, which briefly covers the evolution from colonization to independence and the knowledge economy. The second main heading builds upon the historical context to provide an overview of the numerous components of higher education, including language diversity, institutional type, and access to education. A third section outlines key challenges and opportunities including finance, governance, organizational effectiveness, and the academic core. Each of these challenges and opportunities is interconnected and moves from external influences (e.g., fiscal and political climate) to internal influences (e.g., administrative leadership and faculty roles). The last layer of the landscape focuses on leveraging higher education in Africa for social and economic progress and development. Shaping a higher education system around principles of the public good and generating social benefits is important for including postsecondary institutions in a development strategy.

Post-crisis policy measures in Asia have focussed on banking sector and market reform. The paper argues that in order to propel growth, banking and market reform in Asia must be undertaken with the view that they are not mutually exclusive competitive tradeoffs. Rather banks and markets must be viewed as complementary supportive pillars in a financial system. Additionally, legal and functional reform must be undertaken simultaneously. The paper proposes that a likely consequence of doing so will enable creating a four-pillared multi-dimensional growth paradigm in the region to help restore and promote growth.
