Abstract
Purpose
Higher productivity in the potato value chain in Rwanda requires good quality seed potatoes. The article analyzes how innovations were introduced in the framework of a development project resulting in a partnership between a firm and two educational institutions to produce better seed potatoes, using the Triple Helix approach.
Design/methodology/approach
In the Triple Helix model government, academia and the private sector work together to develop and introduce innovations. This led to producing and introducing improved seed potatoes at an affordable price through a public private partnership (PPP). Interviews with experts and a survey of local producers were carried out to identify factors influencing the success of the partnership.
Findings
A Service, Training and Innovation Center (STIC) has been created to produce the first clean potato seeds in Africa on a commercial scale, based on cultivation of in vitro potato plantlets and aeroponics to produce mini-tubers. It is called Seed Potato Advancement Centre, an education–enterprise partnership, using these plantlets to produce mini-tubers through aeroponics. Seed multipliers are responsible for the next three stages of seed multiplication. The final product is the certified potato, sold to ware potato farmers. The availability of disease-free seed potatoes in Rwanda gives a boost to the potato value chains and contributes to food security. The partnership was successful because of the support from the government and donors, with the private sector and the extension services helping to implement the innovations effectively.
Research limitations/implications
The limitation is that the number of experts interviewed is limited and the survey did not only deal with potato-related activities. The focus is on one region only, but the most important potato growing area in Rwanda.
Social implications
STICs function as a tool for cooperation between government, private sector and the knowledge sector to achieve commercial and development goals. They function as a channel for technology transfer. They allow applied research, including agronomic research; information collection; and dissemination, networking, training, organization of outreach activities. The model can be repeated in other sectors and countries.
Originality/value
The paper looks at a PPP in agriculture with educational institutions. Second, the Triple Helix and value chain literature is used to study the introduction and implementation of appropriate innovations, while factors determining the success of the partnership were identified. This concerns the first production of clean seed potatoes in Africa on a commercial scale.

Abstract
Purpose
The purpose of this paper is to investigate how certain characteristics of the university–industry–government collaboration facilitate knowledge creation and management, hence innovation focusing on particularities of the Brazilian scenario.
Design/methodology/approach
As a conceptual basis, there are correlations between theories of knowledge management and the Triple Helix, a model referenced to university–industry–government cooperation. The research was conducted through a multiple case study at two National Institutes of Science and Technology (INCTs in Portuguese).
Findings
The main results show the importance of participation in the INCT program, as it enables the creation of an organizational structure with the coordinator’s leadership, who directs the flow of knowledge among organizations and stimulates innovation.
Originality/value
The choice of the topic is justified by the lack of studies on the identification and analyses of the main aspects of this type of collaboration in an integrated way.

Abstract
This paper is premised upon an analysis of 26 cities within the UK regarding their smart city projects. Each city was analyzed through news articles, reports and policy documents to ascertain the level of each city's development as a smart city. Each was coded by separating the projects into five types, which were ranked on a scale from 0 (no plans for use) to 5 (project type in use). The most common types are the provision of open data and the creation of business ecosystems as the primary driver of the smart city. However, many councils and enterprises proclaim smartness before the technology is actually in use, making it difficult to separate what is utilised and what is under development. Therefore, this paper further carried out an analysis of 20 cities and their intended plans to usher in the smart city, to observe the expected emergence of smart city technology. This was achieved by interrogating various roadmaps and policy documents produced by the respective cities. It was found that the most prevalent form of emergent smart city technology is the rollout of 5G and increased educational programmes alongside a proliferation of internet of things and electric vehicle usage.

Abstract
Purpose
Since the first definition of open innovation (OI), the indivisible relationship between this concept and entrepreneurship was undeniable. However, the exact mechanisms by which an entrepreneurial approach may benefit OI processes and vice versa are not yet fully understood. The study aims to offer an accurate map of the knowledge evolution of the OI–entrepreneurship relationship and interesting gaps to be filled in the future.
Design/methodology/approach
The study adopted a bibliometric analysis, coupled with a systematic literature review performed over a data set of 106 peer-reviewed articles published from 2005 to 2020 to identify thematic clusters.
Findings
The results show five thematic clusters: entrepreneurial opportunities, organisational opportunities, strategic partnership opportunities, institutional opportunities and digital opportunities for OI. Investigating each of them, the authors created a framework that highlights future avenues for further developing the topic.
Originality/value
This study is the first of its kind to systematise, analyse and critically interpret the literature concerned with the topic of the OI–entrepreneurship.

Abstract
Purpose
The purpose of this paper is to identify whether the prior industry experience (IE) or industry leadership experience (ILE) of the head might influence the department’s publication output, the ability to acquire external research funds or its entrepreneurial activities (e.g. the commercialization of research results through patents).
Design/methodology/approach
The study is based on data from 208 Austrian university departments and combines data from different sources (CVs of the heads of departments, commercial register, funding data and publication data).
Findings
The results show a positive relationship between ILE and the patent output of the departments as one indicator for the commercialization of research activities. Low positive effects of IE on the extent of third-party funding were also found. Furthermore, the scientific experience of the head of department has a positive influence on the publication output of the whole department.
Practical implications
The findings suggest that the scientific ability of researchers should be key when selecting the head of a department, due to the fact that scientific performance is still essential for most of these units. However, when universities seek to focus more strongly on other, for example, entrepreneurial activities, then additional competencies come into play. As the actual focus of universities is currently subject to change, former IE and ILE will become increasingly more important and the heads of departments will play a decisive role in the transition toward becoming an entrepreneurial university. Therefore, universities are well advised to integrate these experiences in the job specifications and to establish processes that facilitate the change from an industrial to a university job or which allow “double lives” in university and industry.
Originality/value
Previous studies have mostly investigated the role of the scientific experience of academic leaders in the research performance of their institution in later decades. This study examines the actual relevance of previous entrepreneurial experiences of heads of departments to the departments’ research performance, the ability to acquire external research funds or their entrepreneurial activities.

Abstract
Purpose
The purpose of this paper is to analyse the development and evolution of industrial innovation ecosystems of Around-Tongji Knowledge Economy Circle from the three levels mentioned above, focusing on knowledge-producing populations, core populations and service-supporting populations, and to further develop this research framework by combining with the latest developments.
Design/methodology/approach
Based on the five-helix theory and economic census statistical data, this paper adopts geographic information system technology and examines the characteristics of the industrial innovation ecosystem and the synergistic evolution process in Around-Tongji knowledge economy circle.
Findings
The knowledge product populations lead the development of industries in Around-Tongji Knowledge Economy Circle. It contributes political capital output for the government. It innovates community cooperation and governance mode, and it improves the natural ecological environment. In the face of the changes and challenges in the development environment, the future development must be recognised from the height of the iterative development of the interaction mode between university knowledge production and economic and social development.
Originality/value
Based on the five-helix theory and economic census statistical data, this paper examines the characteristics of the industrial innovation ecosystem and the synergistic evolution process in Around-Tongji Knowledge Economy Circle. It further expands the research framework used to develop a synergistic evolution model, which reveals the interactive and synergistic relationship among the populations and the evolution characteristics of the entire industrial innovation ecosystem. This paper also provides useful perspectives for the study of the industrial innovation ecosystem.
