Abstract
Presents interim findings of a year‐long project examining disaster management policy and practices in British libraries and suggests areas which should be covered in a disaster training programme, having drawn on the experience of librarians, archivists, museum officers, heritage organizations, disaster salvage and recovery companies, commercial binders, fire service officers, loss adjusters and local authority insurers. Refers to the possibility of inter‐library co‐operation. Concludes that all libraries and information centres need to take practical measures to minimize the risk of disaster and be prepared to react quickly and effectively should a disaster occur. Disaster training is therefore an essential requirement of any disaster management programme.

Abstract
Purpose
This paper aims to identify the relationship between organizational learning culture, psychological contract breach, work engagement, training simulation and transfer of training, to examine the effect of transfer of training on organizational citizenship behaviour and to determine the mediating effect of transfer of training on the relationship between organizational learning culture, psychological contract breach, work engagement and training simulation with organizational citizenship behaviour. This study investigated these relationships in the context of public sector organizations in Malaysia.
Design/methodology/approach
The data for this study were collected by using the purposive sampling from Malaysian Civil Defence Force or Angkatan Pertahanan Awam (APM) employees who attended a disaster preparedness training programme between March to May 2015. The questionnaire was the main tool for the data gathering. The data were analysed using structural equation modelling technique using AMOS 22 version software.
Findings
The findings showed that work engagement and training simulation are the factors that influence the transfer of training, and there is a positive effect of the transfer of training on the organizational citizenship behaviour. The result also demonstrated that the transfer of training is the mediator in the relationship between work engagement, training simulation and organizational citizenship behaviour.
Research limitations/implications
This study focuses on public sector areas which is Malaysia Civil Defense Force (APM). No interview session was conducted due to the time constraint in completing this study.
Originality/value
This study extends the existing understanding of factors that influence transfer of training and the effect of transfer of training on employees and organization. In other words, through the positive transfer of training, organizations not only attain positive returns on their training investment but also improve the performance and the work attitude of the organization’s employees.

Abstract
Purpose
The purpose of this paper is to identify the challenges affecting disaster training in federal and state university libraries in Southwest Nigeria with a view to finding ways of overcoming them.
Design/methodology/approach
Having adopted the descriptive research design, 14 university libraries (seven each of federal and state) were selected from the Southwest geo-political zone of Nigeria. The total enumeration sampling technique was employed. Questionnaire and interview methods were used for data collection. The three research questions that guided the study were analyzed using descriptive statistics such as mean, standard deviation and ranking. Judgments were drawn using real limit of numbers and 2.50 as criterion mean.
Findings
Results emanated from the study showed that university libraries in the studied region are more equipped to fight fire disaster than any other emergency which is why fire drills and exercises are the prevailing disaster training received by library staff. It was also found that inadequate disaster facilities and equipment as well as poor funding were the greatest challenges confronting disaster training. The provision of adequate disaster facilities and equipment with the constitution of disaster prevention and response team was found as the most potent strategy for addressing the identified challenges.
Originality/value
The study lends strong empirical evidence for the underlining factors affecting disaster training in federal and state university libraries as well as academic libraries in general. The strategies for addressing the identified challenges are of more significance.

Abstract
Nepal is one of the most natural disaster prone countries in the world. Variable climatic conditions and active tectonic processes have made her vulnerable to various types of natural disasters. In addition, other man‐made factors such as unplanned settlement, lack of public awareness, increasing population, weak economic condition and low literacy rate have also made her vulnerable to various types of natural disasters. With these factors in view, advanced technology and sufficient resources are really needed to mitigate natural disasters in Nepal. Moreover, various types of training and other educational programmes are highly needed to raise disaster awareness among the vulnerable population. Hazard mapping, vulnerability assessment and risk analysis are to be developed. Being a developing and agriculture based country insurance has not yet been widely developed in Nepal except in some big establishments and households. Therefore, the role of insurance has to be recognised in the risk management in Nepal. The Department of Disaster Management in the Ministry of Home Affairs is the focal agency for disaster management in Nepal, which formulates national disaster management policies and implements them. The preparedness and mitigation, immediate rescue and relief work, data collection and dissemination, and the mobilisation of funds and resources are the main responsibilities of the Department. Despite various problems, the Department is gradually moving forward to improve the disaster management situation in Nepal. Being a developing country Nepal needs support from international communities and friendly nations to strengthen her capabilities for disaster mitigation programs.

Abstract
Purpose
The purpose of this paper is to investigate the impact of climate change on South Africa’s Mpumalanga Provincial Archives (MPA) and related records management activities.
Design/methodology/approach
A qualitative research approach/method was used to collect data from the source, including purposive sampling and expert knowledge solicited through semi-structured interviews. A review was undertaken to source climate data and related archival sector literature.
Findings
Recent extreme weather events in Mpumalanga seem to bear out climate change projections. The current absence of relevant strategies and plans implies that the MPA and provincial departments are not yet prepared for emergencies. The lack of a plan, an implementation strategy and related training may increase the impact of disasters on the provincial archives’ environment. Without disaster plans and robust preparedness, the question of how the MPA is going to preserve archives for future generations is raised. In addition, due to a lack of guidance for registry staff, appraisal is not allowing for identification and processing of archival materials, so combined with a lack of disaster management strategies and plans contributes to the loss of archives.
Research limitations/implications
This research is limited to the MPA; however, the findings may be extended to other South Africa provincial archives and parts of the world experiencing similar issues. There is a need to conduct similar research on a larger scale so as to explore the impact of climate change in other provincial archives to provide a wider context of the problem within South Africa.
Practical implications
When archivists accept holdings into their repositories, they take the responsibility for their archival custody. But, these efforts may come to nothing if the archives are lost. Disaster management is the key to the protection of the archives.
Originality/value
This paper contributes to the literature on the impact of climate change on archives. The results achieved should be seen as a first step towards identification of the issue.

Abstract
Purpose
The aim of this project is to modify and test the executive model of professional teacher training of disaster prevention education.
Design/methodology/approach
A three‐level teacher‐training program for disaster prevention education and training curricula is designed for campus disaster mitigation. The designed disaster prevention education in schools focus on the awareness of disasters, attitude toward prevention, preparation beforehand, appropriate countermeasures, scheduled drills, establishment of community‐based prevention units, participation, training programs for teachers, safety warning signs for public buildings, and research on disaster prevention.
Findings
The accomplishment of the project includes: the design of a systematic license procedure for disaster prevention for the leading‐level, county‐level, and campus‐level; the design of a systematic curricula for teacher training of disaster prevention and training campus‐level teachers; and the evaluation of the efficiency and performance of the teacher‐training program for disaster prevention education.
Originality/value
A three‐level teacher‐training program for disaster prevention education and training curricula is designed. Statistics analysis of training and learning efficiency evaluation by trainee shows that the designed courses are efficient and practical. The project cultured 310 campus‐level disaster prevention teachers and more than 1,000 licensed teachers trained that follow the training program in Taiwan.

Abstract
Purpose
As a result of awareness of the increasing school accidents in recent years and severe damage to school infrastructure by Typhoon Morakot, this paper seeks to discuss the current natural disaster prevention education strategy in Taiwan and investigates the seriously damaged schools from Typhoon Morakot.
Design/methodology/approach
Methods of analysis used in this paper include aerial photo interpretation of landslides and debris flows with the aid of field investigation and spatial rainfall distribution by GIS analysis. Additionally, the reasons attributed to the schools’ damages and disaster prevention education strategies in schools after Morakot are discussed.
Findings
After an overall review of the current disaster prevention education programs, the following items are to be stressed in disaster prevention education as a result of studying the effects of Typhoon Morakot: integration of disaster prevention education into formal school curricula; teacher training for campus disaster prevention education; development of a coalition of campus and community‐based disaster management; and study of the impact of climate change and school vulnerability. School infrastructure safety evaluation and risk assessment, education materials and design activities for psychological recovery after disasters, and the connection of school safety management and community‐based disaster prevention are deemed urgent after Typhoon Morakot in Taiwan.
Originality/value
The current achievements of disaster prevention education in Taiwan include the development of operation and support mechanisms, curricula development and experimental schools selection, development of teacher training program, the popularization of disaster prevention education, the development and use of learning materials, and the determination of an effective assessment mechanism. It is expected that disaster prevention education will become part of the formal school curricula. School safety and vulnerability assessments as a result of climate change and student psychological recovery following disasters are urgent lessons to be implemented after learning from the results of Typhoon Morakot in Taiwan.

Abstract
Purpose
Bantul in Central Java was the most severely damaged area by a devastating earthquake in May 2006. Even after being victims themselves, nurses and midwives at public health centers worked devotedly. The purpose of this paper is to identify the nurses’ and midwives’ perceptions and understanding of their roles, as well as the needs of training in disaster preparedness and management.
Design/methodology/approach
Focus group discussions and questionnaire survey were conducted with 11 nurses and 11 midwives of public health centers in Bantul. Content analysis was applied to analyze transcripts of the focus group discussions and the responses to questionnaire.
Findings
Health care for survivors and community were provided by highly committed health professionals supported in strong community resilience. Donors driven relief programs tended to be unorganized and insensitive for local health providers. Besides, organized disaster management trainings are strongly needed to develop disaster nursing and preparedness.
Research limitations/implications
Embedded problems of local health system and current nursing practice were highlighted.
Originality/value
Focus group discussions provided vital information that can and must be used to improve disaster response capabilities. Moreover, it was equally it is crucial to examine carefully what unfolded during post-disaster intervention.

Purpose
Teacher training is significant for effective school disaster management. The purposes of this paper are: first, to set items for analysis of teacher training program of Armenia through identification of teacher training program of Emergency And Rescue Team by school staff in Hyogo (EARTH) to understand the characteristics of teacher training program of Armenia; second, to identify common points and different points of school disaster management and teacher training between EARTH and Armenia to understand the characteristics of one of training program of Japan; and third, to propose improvement of teacher training of Armenia through identification of problems to give suggestions to improve teacher training program of Armenia.
Design/methodology/approach
One of teacher training program for school disaster management in Japan can be considered as a good practice. The objectives are achieved through the comparison of teacher training program between Armenia and Japan.
Findings
In Armenia, there are three training targets. Training contents should be developed after the clear concept development of training for each target. This paper proposed the concept based on EARTH training program. Normalization of school including psychological care is the main contents for school directors and deputy directors. Disaster management system and disaster management drill are the contents for military science teachers. Disaster education is the main contents for general teachers.
Originality/value
This paper considered mainstreaming school disaster management from the aspect of teacher training and application of training program to other countries.
