Rivers flowing through the land are a source of life. They have different importance and functions such as for drinking, sailing, irrigating crops, generating electricity, sightseeing, fishing, and so on. In addition, animals like amphibians, birds, and mammals also live and propagate near the river environment. Therefore, rivers are ecosystems for some animals and plants that are special, rare, or on the brink of extinction (Water Resources Agency, Ministry of Economic Affairs, 2006).

Tourism development is often seen as a tool to empower rural and peripheral communities. Problems can arise if there is an imbalance in the power relationship between local communities and external actors promoting development, including investors and Non Government Organisations (NGOs). This chapter examines the issues of leadership and power related to a hotel project operated by a private company in a small rural town in Timor-Leste. While there was initially substantial support for the project, the private company leading the project failed to adequately engage with community leaders creating feeling of loss of authority. Moreover, the members of the community who were not directly associated with the project felt that there was a gap between promises made to the community and the actual outcomes.

Tourism is considered today to be the leading economic activity, contributing more than 10% to the world's gross domestic product. Given its importance, especially in developing countries, it becomes significant to study ways to improve its competitiveness. This chapter discusses ways to enhance the development and competitiveness of tourism regions. It uses local or territorial economic development and empowerment as its theoretical frameworks in order to examine social capital. The focus will be on how the latter can be a factor supporting tourism development at local levels. Lebanese regions are used to show how social capital is affecting competitiveness.

Timor-Leste is a small, island country situated between South East Asia, Australia, and the Pacific, where it shares a unique mix of climates from all three neighboring regions (Kirono, 2010). The country achieved independence in 2002 having suffered over 400 years of colonialism and foreign occupation, first by the Portuguese and then by the Indonesians (Sandlund et al., 2001). The post-referendum troubles in 1999 left Timor-Leste with seriously damaged infrastructure and relatively little economic activity (Hill, 2001). However, since 1999, the country has made significant steps forward and despite some upheaval in 2006 has significantly developed in terms of infrastructure and economic activity. Nonetheless, Timor-Leste, as a Small Island Developing State (SIDS) also has a number of other vulnerabilities and challenges to contend with including its mountainous region, relative isolation, dependence upon agriculture, and high levels of unemployment. Timor-Leste has a land mass of 14,874km² with a population of approximately 1 million, which is rapidly increasing (Government of Timor-Leste, 2010). The country is dominated by the central Mountain range of Ramelau with as much as 44% of Timor-Leste's land having a slope of more than 40% and over 70% of the country's population dependent upon agriculture for their livelihood (Sandlund et al., 2001).

We analyze Lagrange Multiplier (LM) tests for a shift in trend of a univariate time series at an unknown date. We focus on the class of LM statistics based on nonparametric kernel estimates of the long run variance. Extending earlier work for models with nontrending data, we develop a fixed-b asymptotic theory for the statistics. The fixed-b theory suggests that, for a given statistic, kernel, and significance level, there usually exists a bandwidth such that the fixed-b asymptotic critical value is the same for both I(0) and I(1) errors. These “robust” bandwidths are calculated using simulation methods for a selection of well-known kernels. We find when the robust bandwidth is used, the supremum statistic configured with either the Bartlett or Daniell kernel gives LM tests with good power. When testing for a slope change, we obtain the surprising finding that less trimming of potential shift dates leads to higher power, which contrasts the usual relationship between trimming and power. Finite sample simulations indicate that the robust LM statistics have stable size with good power.

In many countries (Nigeria inclusive), major components of job creation and economic growth, are driven by small and medium-sized businesses that are mostly family-owned. However, over 50% of such businesses fail after intrafamily leadership transition. This chapter seeks to understand and explain the strategies that owners of medium-sized family-owned businesses explore in ensuring the sustainability of their business after a leadership transition from the founder. The focus is on three business leaders who sustained their family-owned businesses after a leadership transition from their founders. The conceptual framework is based on the transformational leadership theory. Data collection was from artefacts, company documents and semi-structured, face-to-face interviews. Analysis of data was supported by follow-up questions and member-checking to enhance the trustworthiness and credibility of the interpretations. Four themes that emerged were the founder's desire and support for transition, the preparation of successors or level of preparedness, trust and credibility of successors, and clarity of vision of both the founders and successors. Findings from this study may contribute to positive social change by providing leaders of African family-owned businesses with strategies for managing leadership transitions and ensuring the survival of the business after these transitions. Sustainability of family businesses might lead to job retention and creation, as well as enhance wellbeing and incomes of communities, family members and the African economy.

This book provides a deeper understanding of what it means to promote social justice and equity work in schools and communities around the world. Throughout this book, narratives describe how authors continue to reshape the agenda for educational reform. They remind us of the significance meaningful relationships play in promoting and sustaining reform efforts that address the injustices vulnerable populations face in school communities. Their voices represent the need for engaging with obstacles and barriers and a resistant world through a web of relationships, an intersubjective reality (see Ayers, 1996). As authors engaged in thinking about addressing injustices, they describe how their thoughts transformed into actions moving beyond, breaking through institutional structures, attempting to rebuild and make sense of their own situations (see Dewey, 1938).

In this chapter, increasing education civil society organization (CSO) and coalition participation in education and development policy processes is interpreted from the perspective of network governance theories. In 2015 “deadline” year for the Education for All and the Millennium Development Goals, I consider their significance and influences within the decolonizing and reorienting “policyscapes” that govern the region and/or sub-region that is variously known as Oceania and the Pacific. The chapter is based on continuing research begun in 2007 into education policy processes at multiple discursive and geographical levels of activity, with a focus on the Southeast Asia and the Pacific, and Melanesian sub-regions. A critical educational policy approach is taken, specifically drawn from the application of methods of Critical Discourse Analysis based in critical development and postcolonial theories. These analytical strategies are particularly salient in mapping and understanding how education policy actors, some “new,” have moved toward and through inclusive and protective regionalism(s). These had developed prior to and during the past quarter of a century of significant changes to governments, governing and governance in the Pacific, Oceania, and well beyond.
