Abstract

Purpose

The penetration of technology and the strengthening of evidence-based policies have paved the way for the automated delivery of social services. This study aims to discuss the inherent risks of this automatization, particularly those associated with the discrimination, exclusion and inequality problem, which the authors package under the theoretical umbrella of a digital welfare state (DWS).

Design/methodology/approach

This conceptual article reviews the literature on the welfare DWS, with an empirical focus on the recent experience of selected countries from India, Kenya and Sweden. These countries reflect three different types of welfare regimes but are connected by the same digital social risk. The authors’ exploration also includes questions about what this DWS has in common with and how it differs from the previous era. This article illustrates that there has been a very similar trajectory in regards to the development of the DWS and the associated risks in the examined countries.

Findings

DWS has triggered new social risks (e.g. discrimination, exclusion and inequality in welfare access) that are a result of data breaches experienced by citizens. Further, vulnerable groups in the digital age should be viewed not only as those who lack access to welfare services, such as education, health and employment, but also as those without internet access, without digital skills and excluded from the DWS system.

Originality/value

The article calls for the development of scholarly research into the DWS in particular and the contemporary one in general. The authors also predict that a critical aspect of the future regime typology rests in the ability to mobilize resources to address contemporary digital risks, as every country is equally vulnerable to them. Overall, this article can be considered to be one of the initial works that focus on cross-national comparison across different meta-welfare regimes.

Abstract

Purpose

Under uncertain circumstances, digital technologies are taken as digital transformation enablers and driving forces to integrate with medical, healthcare and emergency management research for effective epidemic prevention and control. This study aims to adapt complex systems in emergency management. Thus, a digital transformation-driven and systematic circulation framework is proposed in this study that can utilize the advantages of digital technologies to generate innovative and systematic governance.

Design/methodology/approach

Aiming at adapting complex systems in emergency management, a systematic circulation framework based on the interpretive research is proposed in this study that can utilize the advantages of digital technologies to generate innovative and systematic governance. The framework consists of four phases: (1) analysis of emergency management stages, (2) risk identification in the emergency management stages, (3) digital-enabled response model design for emergency management, and (4) strategy generation for digital emergency governance. A case study in China was illustrated in this study.

Findings

This paper examines the role those digital technologies can play in responding to pandemics and outlines a framework based on four phases of digital technologies for pandemic responses. After the phase-by-phase analysis, a digital technology-enabled emergency management framework, titled “Expected digital-enabled emergency management framework (EDEM framework)” was adapted and proposed. Moreover, the social risks of emergency management phases are identified. Then, three strategies for emergency governance and digital governance from the three perspectives, namely “Strengthening weaknesses for emergency response,” “Enhancing integration for collaborative governance,” and “Engaging foundations for emergency management” that the government can adopt them in the future, fight for public health emergency events.

Originality/value

The novel digital transformation-driven systematic circulation framework for public health risk response and governance was proposed. Meanwhile, an “Expected digital-enabled emergency management framework (EDEM model)” was also proposed to achieve a more effective empirical response for public health risk response and governance and contribute to studies about the government facing the COVID-19 pandemic effectively.

Abstract

Purpose

The purpose of this paper is to analyze the concepts attributed to the use of technology in the digital environment and its relations with consumer behavior in Brazil and Spain.

Design/methodology/approach

This paper discusses the concepts that cover the use of technology in the relations between technological changes in e-commerce and consumer buying behavior in a digital world, using the Technical Availability Index (Techqual), by Parasuraman (2000), applied to Brazilian and Spanish consumers.

Findings

Correlations between the concepts attributed to the use of technology by consumers have been identified which, in turn, may allow small- and medium-sized companies to develop strategies to improve engagement with their target audiences.

Research limitations/implications

This study explains how the understanding of these concepts can be continuously improved, proposing a continuous strategic review by the digital companies. The proposed approach to identify and measure assigned concepts can be tested in different performance sectors.

Practical implications

This study is unique in presenting concepts that can allow digital companies new ways of approaching their target audience, relationship with customers and positioning strategies.

Social implications

This research promotes a different look at how consumer behavior is understood, not only by companies, but also by individuals themselves, which may provide a better understanding of their behavior.

Originality/value

This study presents a comparative study among countries that are references in the digital consumer market, and links theory and practice in studies of consumer behavior.

Abstract

Purpose

The purpose of this paper is to investigate and understand China’s rural farmers’ financing intention of inclusive finance, and it examines related drivers like knowledge of inclusive finance, perceived benefits and perceived risks of ordering finance. Besides, the social enterprise embeddedness and digital finance are integrated into the conceptual model to further investigate their moderating impact.

Design/methodology/approach

The authors designed an inclusive finance intention model to examine the relations between dependent variable knowledge of inclusive finance, intermediary variables perceived benefits and perceived risks of ordering finance and the independent variable financing intention of inclusive finance. The embeddedness of social enterprise and digital finance were identified as modifying factors. Both exploratory and conclusive research strategies were applied. A structured questionnaire was developed to collect empirical data from the rural areas of China.

Findings

It suggests that knowledge of inclusive finance can strengthen both perceived benefits and perceived risk of ordering finance. Interestingly, the embeddness of social enterprise can significantly reduce risk perceptions and improve perceived benefits of ordering finance. Furthermore, perceived benefits of ordering finance can positively enhance rural farmers’ financing intention of inclusive finance, whereas perceived risks can negatively influence the financing intention. Moreover, digital finance as a modifying factor can significantly strengthen the positive correlation between perceived benefits of ordering finance and financing intention of inclusive finance.

Practical implications

The research indicates that a systematic inclusive finance educational project is needed to enhance rural farmers’ understanding of inclusive finance and its components. Moreover, the study reveals that it is crucial to promote social enterprise participation and digital finance to develop inclusive finance in rural China, as the service attributes of social enterprise and efficiency of digital finance can greatly reduce the existing transaction cost of farmers.

Originality/value

The conceptual model would potentially contribute to researchers interested in investigating the financing intention of inclusive financial services relating to rural population. The integration of social enterprise embeddedness and digital finance is the uniqueness of this research conceptual model.

Purpose

Digital natives have become significant users of social network sites (SNSs); therefore, their disclosed personal information can be misused by SNS providers and/or other users. The purpose of this paper is to understand how digital natives make their self-disclosure decisions on SNSs, as well as whether the concept of culture can still be relevant to digital natives.

Design/methodology/approach

The hypotheses were tested with survey data collected from the USA and China.

Findings

The results show that trust in SNSs and trust in SNS users are positively related to social rewards. Social rewards are positively related to intention to self-disclose, while privacy risk is positively related to privacy concerns. Further, culture significantly moderates the relationship between trust and social rewards.

Research limitations/implications

The study clarifies the effects of different types of trust on privacy in the context of SNSs. Further, the study shows the effects of culture when digital natives make self-disclosure decisions.

Practical implications

SNS providers also need to focus on different types of trust when operating in different cultural contexts. Further, SNS providers expanding their markets should emphasize social rewards to increase the likelihood of self-disclosure.

Originality/value

The results show that while culture can still be helpful to explain digital natives’ trust beliefs, digital natives have started to converge regarding their perceptions about privacy concerns and self-disclosure.

Abstract

Purpose

This research explores the implications for risk management of “People Risk.” In particular how online digital behaviors, particularly from young people entering the workplace for the first time, might impact on the work setting and how risk management might mitigate impact on the employee and organization.

Design/methodology/approach

A mixed methods approach was used to consider these implications and draws from a number of data sources in the United Kingdom including a database of self-review data around online safety policy and practice from over 2000 schools, a survey of over 1000 14–16 year olds and their attitudes toward sexting, and a survey of over 500 undergraduate students. In addition the work considers existing risk management approaches and the models therein and how they might be applied to people risk.

Findings

The dataset analyzed in this exploration show an education system in the United Kingdom that is not adequately preparing young people with an awareness of the implications of digital behavior in their lives and the survey data shows distorted social norms that might have serious consequences in the workplace.

Practical implications

This research should raise concerns for managers in the workplace who need to be aware of the changes in “normal” behavior and how these potentially harmful practices may be mitigated in the workplace.

Originality/value

The research provides a strong evidence base for a change in “acceptable” social behavior by children and young people alongside an education system not promoting effective awareness. These two datasets combined highlight potential new risks to the workplace.

Purpose

The purpose of this study is to find out if there is a sequence or pattern to digital frauds and whether the openness quotient of any individual has a meaningful role to play in them becoming victims of digital frauds. The legal and regulatory angle of digital frauds and relief measures for social media openness and frauds are discussed to examine the connection between openness, identity data, visibility, vulnerability, digital frauds and social media sharing of information.

Design/methodology/approach

This study is empirical and investigative research. Primary data was collected via questionnaires circulated among participants from various age groups to understand the implications of different demographic factors such as age, websites used, profiles created and data shared on the internet, social media and e-commerce websites.

Findings

The results exhibit that the openness factor does affect vulnerability and has an influence on the risk and legal component of inclination towards digital frauds.

Practical implications

This research study results in bridging the gap by increasing the level of understanding and awareness in users toward achieving proactive and regulated behaviour and comprehending the violation of various acts of digital frauds and its implications, especially in the Indian banking sector.

Originality/value

This study will be beneficial to all individuals alike in understanding the implications of excessive openness toward digital platforms and evaluating generic and legal solutions to avoid becoming victims of digital fraud.

Abstract

Purpose

This article aims to understand how social enterprises adopt crowdfunding in digital humanities by investigating the mission drifting, risk sharing and human resource practices.

Design/methodology/approach

This exploratory study uses a qualitative method by observing five different social ventures in Indonesia. The case study involves observation of social enterprises that concern digital humanities projects and interviews with those who manage the crowdfunding for financing the projects as the key respondents. The analysis uses an interpretative approach by involving the respondents to explain the phenomena.

Findings

(1) Adopting the crowdfunding platform encourages social enterprises to reshape social missions with more responsive action for digital humanities. (2) Crowdfunding allows social enterprises to share the risk with stakeholders who focus on fostering the social impact of digital humanities. (3) Crowdfunding stimulates social enterprises to hire professional workers with flexible work arrangements to attract specific donors and investors.

Originality/value

The result extends the principles of social enterprises by introducing some concepts of crowdfunding in digital humanities. This study also explains the boundary conditions of digital humanities projects and how crowdfunding can support the projects by adopting the principles of the social enterprise that works on digital humanities projects.
