Abstract

Purpose

Public policy requires effective identification of the current and emerging issues being faced in industry and beyond. This paper aims to identify a set of key issues currently facing digital communications and reviews their relevance for the strategic provision of infrastructure, particularly within the UK context.

Design/methodology/approach

The methodology focusses on taking a horizon-scanning approach to obtaining current information from a range of authoritative decision makers across industry, government and academia. After structuring the issues identified, these areas are explored by a multi-disciplinary research team covering engineering, economics and computer science.

Findings

Five key categories were identified including future demand; coverage and capacity; policy and regulation; economics and business models; and technology. The results are reported for both fixed and wireless networks. Shared issues affecting the wider digital ecosystem are also identified including Brexit, connecting remote areas and the degree to which the economics of infrastructure allows for building multiple overlapping infrastructures. The authors find that future demand uncertainty is one of the major issues affecting the digital communications sector driven by rigid willingness-to-pay, weak revenue and an increasing shift from fixed to wireless technologies. Policy must create the market conditions that encourage the entry of new competitors with innovative thinking and disruptive business models.

Research limitations/implications

A limitation of the analysis is that it is quite UK-focussed; hence, further research could broaden this analysis to assessing issues at a continental or global scale.

Originality/value

The value of this paper originates from the breadth of the expert elicitation exercise carried out to gather the initial set of issues, followed by the analysis of this data by a multi-disciplinary team of researchers. The results direct a future research agenda, as many issues are indicative of a lack of existing evidence to support effective decision-making.

Abstract

Purpose

The anticipated strong growth of the infrastructure industry over the coming decades will require more modern, digital approaches to create data-centric infrastructure that allows infrastructure to be monitored and managed throughout its lifecycle. Digital twins (DTs) are currently at an early stage in terms of their implementation on infrastructure projects across the United Kingdom (UK). The purpose of this paper is to evaluate the current uptake of DTs in delivering infrastructure sector projects and how DTs can help contribute towards strengthening the industry.

Design/methodology/approach

A systematic literature review approach has been conducted with the research questions derived from the Preferred Reporting Items for Systematic Reviews and Meta-Analysis (PRISMA) article screening tool. In addition to this, inclusion and exclusion criteria have been used to screen irrelevant information and help streamline research documents. Following a screening of relevant information, 36 pieces of literature were reviewed in order to identify the key drivers, barriers, enabling technologies and use cases.

Findings

DTs have the potential to transform asset design, production and maintenance. However, to further advance the digital innovation in the UK infrastructure sector, further study is necessary. An emerging technology must be considered on a broader scale than just its technical aspects, particularly when it comes to DTs. With enabling technologies such as the Internet of Things (IoT), sensors and artificial intelligence (AI), the uptake of DTs appears promising. While current literature indicates that DTs offer clear benefits in the infrastructure sector, the uptake is low and hindered by both technical and non-technical challenges.

Originality/value

This paper provides a rich insight into the understanding and awareness of the DTs in delivering infrastructure sector projects and how the infrastructure sector has evolved in order to develop new ways of designing, constructing, operating and monitoring infrastructure assets. This study contributes towards informing leaders in the sector of the current uptake of DTs within the UK's infrastructure sector as well as how DTs can contribute towards strengthening the industry.

Abstract

This chapter analyzes the link between the digital divide, infrastructure regulation, and disaster planning and relief through a case study of the flood in San Jose, California triggered by the Anderson dam’s overtopping in February 2017 and an examination of communication failures during the 2018 wildfire in Paradise, California. This chapter theorizes that regulatory decisions construct social and disaster vulnerability. Rooted in the Whole Community approach to disaster planning and relief espoused by the United Nations and the Federal Emergency Management Agency, this chapter calls for leadership to end the digital divide. It highlights the imperative of understanding community information needs and argues for linking strategies to close the digital divide with infrastructure and emergency planning. As the Internet’s integration into society increases, the digital divide diminishes access to societal resources including disaster aid, and exacerbates wildfire, flood, pandemic, and other risks. To mitigate climate change, climate-induced disaster, protect access to social services and the economy, and safeguard democracy, it argues for digital inclusion strategies as a centerpiece of community-centered infrastructure regulation and disaster relief.

Abstract

Purpose

Digital innovation requires organizations to reconfigure their information technology infrastructure (ITI) to cultivate creativity and implement fast experimentation. This research inquiries into ITI generativity, an emerging concept demoting a critical ITI capability for organizational digital innovation. More specifically, it conceptualizes ITI generativity across two dimensions—namely, systems and applications infrastructure (SAI) generativity and data analytics infrastructure (DAI) generativity—and examines their respective social and technical antecedents and their impact on digital innovation.

Design/methodology/approach

This research formulates a theoretical model to investigate the social and technical antecedents along with innovation outcomes of ITI generativity. To test this model and its associated hypotheses, a survey was administered to IT professionals possessing knowledge of their organization's IT architecture and digital innovation performance. The dataset, comprising responses from 140 organizations, was analyzed using the partial least squares technique.

Findings

Results reveal that both dimensions of ITI generativity contribute to digital innovation performance, with the effect of DAI generativity being more pronounced. In addition, SAI and DAI generativities are driven by social and technical factors within an organization. More specifically, SAI generativity is positively associated with the usage of a digital application services platform and IT human resources, whereas DAI generativity is positively linked to the usage of a data analytics services platform, data analytics services usability and data analytics human resources.

Originality/value

This research contributes to the literature on digital innovation by introducing ITI generativity as a crucial ITI capability and deciphering its role in digital innovation. It also offers useful insights and guidance for practitioners on how to build ITIs to achieve better digital innovation performance.

Abstract

Purpose

Digital technology is gaining attention among many scholars as a way to facilitate trade. This study aims to investigate three important digital dimensions (DD), namely, digital infrastructure, digital usage and digital security on trade using selected Asian countries and 20 selected trade partners. Digital infrastructure focussed on the availability and accessibility of digital infrastructure in exporting and importing countries. The second dimension, digital usage, highlights the importance of household usage of mobile phones, broadband data and the internet. Finally, the third dimension focusses on digital security as many online transactions occur across the globe.

Design/methodology/approach

The study uses the gravity model to investigate the impact of DD as tools to facilitate trade in selected Asian countries with selected trading partners between 2003 and 2017. The Hausman test is used to determine whether to use the random effect model or fixed effect model. However, for robustness, the Hausman and Taylor estimation is used to allow the time-invariant model to be included and at the same time to remove correlations between the error terms.

Findings

The result of this study confirmed that having digital infrastructure is not sufficient for trade facilitation, but it must be supported with an intensity of use by businesses and consumers and be accompanied by strong internet security for trade. The study also revealed that a narrowing digital divide in terms internet users and security will be a benefit to both trade partners in a transaction through better and efficient trade facilitation.

Originality/value

The study contributes to the literature in three ways. First, the classification of DD is used to identify which dimensions need to be addressed for policymakers. Most studies focussed on the first two dimensions without including security dimensions. Second, the authors estimate digital trade facilitation variables for both exporters and importers to ensure unbiased results between two trade partners. Finally, this study introduces new variables in the analysis of the digital user gap and the digital security gap as indicators for the digital divide.

Abstract

Purpose

The paper aims to explore the value generated by a specific configuration of a smart city's infrastructure by proposing a comparison between a silos configuration versus a crowd configuration at the data storage and processing level.

Design/methodology/approach

A system dynamics simulation is adopted to determine and compare the value created by the two configurations of smart city's infrastructure. The simulation outlines the flow of data and their positive and negative feedback that reinforce and hinder the smart city value generation.

Findings

The results demonstrate the huge impact of the availability of data for App developers when crowdsourcing configuration is adopted. Furthermore, results unveil the potential in value generation of a crowdsourcing smart city platform configuration compared to a silos architecture.

Originality/value

The authors have proposed a comparison between two alternative smart city digital platform configurations. The paper seeks to test the magnitude of the pros and cons of a crowdsourcing approach in setting up a smart city digital platform. The paper provides new guidelines for improving the data management of smart cities.

Abstract

Access to high-speed Internet is essential for full and consequential participation in the civic, economic, and education systems of modern life. Yet 30% of Californians continue to lack “meaningful Internet access” at home. This digital divide is worse among already disadvantaged communities and prevents rural, lower-income, and disabled individuals from fully participating in the civic, economic, and education systems of life in 2018. This chapter establishes the magnitude of the digital divide, examines the factors that contribute to the Divide, and looks at which groups are most affected. Successful government programs that invested in utility infrastructure and adoption, such as the Rural Electrification Act, the American Reinvestment and Recovery Act and the California Advanced Services Fund, are examined to provide a foundation for broadband specific policy recommendations. The chapter sets up a framework for policy recommendations by segmenting the population based upon the concepts of material and motivational access and establishing meaningful Internet access as the goal for policy-makers. The chapter puts forth a number of specific policy recommendations to address the technological disparity and prevent it from furthering the economic and educational divides.

Abstract

Purpose

The massive expansion of digital platform has been responsible for the widespread progressive engagement created amongst learners and educators. The practice of requiring student feedback on online learning services ensures that teacher education continues to advance its strategic approach to online learning. This paper aims to examine the level of accessibility and adaptability of digital technology with particular focus on Malaysia, by elaborating the value of superior learning service and practical adaptability of online learning during the pandemic era.

Design/methodology/approach

This study was conducted using qualitative approach of data collection, namely via structured interview. The listed respondents included 30 higher learners who participated in the study by providing feedback on the issues encountered during the research process.

Findings

The findings revealed that the strategic enhancement of digital accessibility continued with digital adaptability to sources of learning services would contribute to advancing achievement of digital learning pathway.

Practical implications

Increasing accessibility to digital platforms in digital learning system can help to shape the digital environment. Digital expansion can create unlimited boundaries for online knowledge acquisition.

Social implications

The social implication refers to acquiring the abilities developed through online engagement with peers by actualising and exploring information together with continuous inter-connectedness of sharing pathway in online platform. The instructor would need to give a proportional gateway to make learners experience the digital environment for future education.

Originality/value

This study aims to assess the value of developing accessibility of digital technology for students' online learning services during the pandemic and beyond. A well-structured plan would enable digital learning capabilities and mutual accessibility amongst learners. This can allow digital abilities to be transformed into collaborative teamwork amongst learners.

Abstract

Purpose

This study aims to test how three types of institutional pressure (normative, coercive, and mimetic) influence supply chain digital embeddedness (SCDE) and how SCDE benefits supply chain (SC) competences.

Design/methodology/approach

The authors develop and test hypotheses through structural equation modeling (SEM) based on data from 201 European firms. Institutional theory is applied to determine the reasons that lead SCs to embed digitally. SCDE is assessed through three dimensions: technology, infrastructure and culture. The data were analyzed using SEM-partial least squares (PLS-SEM) modeling with SmartPLS software.

Findings

The findings show a positive relationship of normative and coercive pressures to SCDE but no relationship between mimetic pressures and SCDE. Additionally, results confirm a positive relationship between SCDE and SC competences that contribute to SC competitive advantage obtaining.

Practical implications

The results underscore the importance of analyzing the environment when undertaking digital projects. Key issues include SC culture and infrastructure in these projects and the advisability of anticipating potential influence of digitalization projects on SC competences that support the chain’s competitive advantage.

Originality/value

This study contributes to institutional theory by providing empirical evidence of the individual effect of the three types of institutional pressure, with noteworthy lack of influence from mimetic pressures. The paper also contributes a conceptualization of SCDE composed of three dimensions: digital technologies, digital infrastructure and digital culture. Finally, the study advances the literature on SC competences.
