Abstract
This chapter studies Digital (or Electronic) Government in Latin American (LatAm) countries from a comparative perspective. It analyzes a group of countries with a significant degree of economic diversity and public administration heterogeneity. This chapter presents data about the development of the Information Society in Latin America, regarding the diffusion of Information and Communication Technologies (ICTs) and the Internet in the countries of the region and taking into account the digital divide phenomenon. It also analyzes Digital Government from a regional perspective, pinpointing intergovernmental institutions and international organizations devoted to design and define, and, in some cases, implement, shared perspectives and a common agenda within this region. This overview is brought forward by a comparative approximation to the development of e-Government readiness in LatAm countries, using data from the United Nations reports. Additionally, this chapter analyzes sectional e-Government dimensions, including digital public administration national agendas, electronic public service delivery websites, interoperability initiatives, social media technologies, open data and open government strategies, and the future of technology in public sector of the region. Therefore, this chapter is important to understand the role of ICTs as one of the most recent sources of innovation and reform in public administrations Latin America.

Abstract
Purpose
While information communication technologies (ICTs) are essential for social and economic development in today's emerging digital society, the problem of the digital divide persists. To close this gap, the European Union has proposed eInclusive policies. However, a general belief has emerged that this issue must be dealt with at the local level. The purpose of this paper is to report on such an effort, the Digital Local Agenda (DLA). It aims to show the DLA development in Europe and provide an example of its utilization in practice through a European initiative.
Design/methodology/approach
The paper explains the rationale for the DLA, and examines implementation of the DLA in pilot sites in five European countries to support civil servants in small municipalities, and empower them to develop and utilize their capacities to use ICTs and reach people most in danger of eExclusion.
Findings
Preliminary findings indicate that the DLA should be considered when looking for solutions to the persistent problem of digital exclusion in Europe. Implementing the DLA may improve public service provision and reduce the digital divide faced by disempowered groups.
Originality/value
Given the flexible and adaptable instruments provided for in the DLA, the paper argues that the DLA is an effective and strategic approach to translate policy frameworks into solutions that practitioners can deploy to overcome the barriers of accessing eGovernment, reduce the digital divide among marginalized groups in Europe and include all stakeholders in decision making processes.

Abstract
Purpose
This paper aims to present an impact analysis in the educational dimension of the European Institute of Innovation and Technology (EIT) and specifically on its “knowledge and innovation community” (KIC), focused on the information and communications technology sector named “EIT Digital” in the university field.
Design/methodology/approach
After reviewing the current situation on education in ICT-related engineering and the need to address new professional profiles and/or complement the current ones to increase the value of the new professionals in a globalised society, the principles behind the EIT model are analysed, taking the experience accumulated in EIT Digital as a basis for discussion at master level.
Findings
The conceptual framework on “what” and “how” of the EIT described from the educational perspective constituted sound bases for ensuring the value of the EIT KICs as drivers for institutional innovation and structural reform. As the practical experience of Universidad Politécnica de Madrid (UPM) shows, the policy experimentation space provided by EIT Digital has acted as an internal transformation driver for European universities. It has played a key role to accelerate structural reforms once partner universities assumed the need of modifying or reinterpreting “any internal regulation to participate better in the EIT”.
Originality/value
This analysis is used as a basis for the design of an institutional agenda of education transformation in the rest of the UPM where the innovation and entrepreneurship vision is inserted into the technical education to give future professionals the tools and capacities to serve as catalyser agents of the innovation system.

Purpose
This paper explores how policy-level stakeholders tackle digital inclusion in the context of UK rural communities.
Design/methodology/approach
Semi-structured interviews were conducted with stakeholders that operate nationally in government departments, government funded organisations and third sector organisations that provided a policy-level perspective on digital inclusion initiative provision across England, Scotland and Wales. Activity theory (AT) was utilised as a theoretical framework, where a variety of factors–tools, rules, community, division of labour and contradictions–were found to have an influence on digital inclusion initiative provision.
Findings
Digital inclusion initiative provision in UK rural communities is organised through the multi-stakeholder involvement of national organisations, and collaboration with intermediary organisations to provide digital skills training and support. The process is fraught with difficulties and contradictions, limited knowledge sharing; reduced or poor-quality connectivity; lack of funding; lack of local resources; assumptions that organisations will indeed collaborate and assumptions that intermediary organisations have staff with the necessary skills and confidence to provide digital skills training and support within the rural context.
Research limitations/implications
This study highlights the benefit of using AT as a lens to develop a nuanced understanding of how policy-level stakeholders tackle digital inclusion.
Practical implications
This study can inform policy decisions on digital inclusion initiative provision suitable for rural communities.
Originality/value
The contribution of this paper provides new insights into the understanding of how policy-level stakeholders tackle digital inclusion and the provision of digital inclusion initiatives; it builds on the use of AT to help unpick the complexity of digital inclusion initiative provision as a phenomenon; it reveals contradictions in relation to trust, and the need for knowledge sharing mechanisms to span and align different interpretations of digital inclusion across the policy-level; and reveals an extension of AT demonstrated through the “granularity of the subject” which enables the multi-actor involvement of the stakeholders involved in digital inclusion at policy-level to emerge.

Abstract
Purpose
Peru’s recent macro-economic success has not translated into significant changes in the capabilities of the state to shape economic activities like Information and Communication Technologies (ICT) through specific policies, even though the country has drafted a national action plan, Agenda Digital del Perú, with stakeholders’ participation, as well as a National Broadband Plan. While there are some state programs that have been considered successes and are potentially examples for Peru and the region, the intent of having a full set of “information society” policies, as in the European Union, has failed.
Findings
The paper explores two sets of issues: the diffusion of internationally sourced policies and the capabilities of governments to impact the use of ICT. In the Peruvian case, the state has not been capable of both designing its own set of policies while still following the lead proposed at international fora. To understand the lack of success, it is necessary to differentiate between the shortcomings of local policy-making and the international agenda. Policy makers’ insistence on an “information society” approach is particularly prominent, as the term has been ever present as a policy objective while still lacking actual meaning.
Originality/value
This paper will explore the role of policy-making and the failures of digital policies. It will also consider the contradictory nature of a policy-making process that privileges policies stemming from international bodies over locally driven understandings of ICT policy needs.

Digital preservation has been regarded as a matter of increasingly urgent priority in the UK for a number of years. The Joint Information Systems Committee (JISC) and the British Library hosted a Workshop at the University of Warwick in 1995 to determine what needed to be done to develop an agenda for the UK. Since then, there has been a great deal of effort and progress, coupled with a growing imperative to move beyond theoretical research and into practical digital preservation programmes. The Digital Preservation Coalition, launched in February 2002, aims to leverage maximum benefit from the activities being undertaken individually and co‐operatively by member institutions, and to provide a catalyst for further action.

Abstract
Purpose
Supported by a service ecosystem that is increasingly immersed into digital transformation, small- and medium-sized enterprises (SMEs) have access to turnkey information technology (IT) applications, which may come free of charge but not free of concerns. The purpose of this paper is to explore a group conceptualisation and associated perceptions of IT issues within an ecosystem that includes three subgroup profiles: entrepreneurs, IT professionals and socioeconomic support professionals.
Design/methodology/approach
Using group concept mapping, a bottom-up and participatory mixed methods-based approach, a concept map was estimated, based on a list of items, to define seven clusters pertaining to issues and challenges of adoption and use of turnkey IT applications in SMEs of less than 20 employees. Perceptions measures of relative importance and feasibility were obtained by subgroup profiles.
Findings
The relative importance and relative feasibility measures for the seven clusters indicate significant statistical differences in ratings among the subgroup profiles. A discussion on the importance of relational capital in addressing challenges of digital transformation in SMEs is developed.
Originality/value
Results highlight signifiant differences concerning key dimensions in the adoption and use of IT from the perspective of three subgroup profiles of actors within the ecosystem. First, the results stress the need to develop a shared understanding of IT challenges. Second, they suggest policymakers could use these conceptual representations to further develop and strengthen the IT-related support agenda for SMEs, especially the smaller ones (e.g. training programs, business support and coaching initiatives, etc.).

Abstract
Purpose
The purpose of this paper is to situate the activity of digitisation to increase access to cultural and heritage content alongside the objectives of the Open Access Movement (OAM). It demonstrates that increasingly open licensing of digital cultural heritage content is creating opportunities for researchers in the arts and humanities for both access to and analysis of cultural heritage materials.
Design/methodology/approach
The paper is primarily a literature and scoping review of the current digitisation licensing climate, using and embedding examples from ongoing research projects and recent writings on Open Access (OA) and digitisation to highlight both opportunities and barriers to the creation and use of digital heritage content from galleries, libraries, archives and museums (GLAM).
Findings
The digital information environment in which digitised content is created and delivered has changed phenomenally, allowing the sharing and reuse of digital data and encouraging new advances in research across the sector, although issues of licensing persist. There remain further opportunities for understanding how to: study use and users of openly available cultural and heritage content; disseminate and encourage the uptake of open cultural data; persuade other institutions to contribute their data into the commons in an open and accessible manner; build aggregation and search facilities to link across information sources to allow resource discovery; and how best to use high-performance computing facilities to analyse and process the large amounts of data the author is now seeing being made available throughout the sector.
Research limitations/implications
It is hoped that by pulling together this discussion, the benefits to making material openly available have been made clear, encouraging others in the GLAM sector to consider making their collections openly available for reuse and repurposing.
Practical implications
This paper will encourage others in the GLAM sector to consider licensing their collections in an open and reusable fashion. By spelling out the range of opportunities for researchers in using open cultural and heritage materials it makes a contribution to the discussion in this area.
Social implications
Increasing the quantity of high-quality OA resources in the cultural heritage sector will lead to a richer research environment which will increase the understanding of history, culture and society.
Originality/value
This paper has pulled together, for the first time, an overview of the current state of affairs of digitisation in the cultural and heritage sector seen through the context of the OAM. It has highlighted opportunities for researchers in the arts, humanities and social and historical sciences in the embedding of open cultural data into both their research and teaching, whilst scoping the wave of cultural heritage content which is being created from institutional repositories which are now available for research and use. As such, it is a position paper that encourages the open data agenda within the cultural and heritage sector, showing the potentials that exists for the study of culture and society when data are made open.
