Abstract
Purpose
This study aims to explore the policy‐making mechanism of the Organisation for Economic Co‐operation and Development (OECD) on innovation and the US practice in identifying policies on online copyright protection and innovation. The research findings provide valuable implications for emerging economies like China.
Design/methodology/approach
For data collection, this study adopted field observation of online interactions. Guided by the democratic paradigm of the civil society, state, and market and the theory of the government's roles as a broker, advocator, and facilitator, thematic analysis was applied to analyze the 150 purposively selected comments of US internet stakeholders for emerging themes and implications.
Findings
While the USA exemplified the OECD guidance by reaching out to all internet stakeholders, most of whom call for a neutral internet and reduce innovation barriers through technological and market solutions, the US online copyright protection policies are expected to bring incentives fairly to all internet stakeholders rather than the historically weighted copyright holders and content industries.
Originality/value
This study is the first academic effort in exploring the US practice of the OECD innovation guidelines by identifying online copyright and innovation policies. The implications of this study are valuable to not only the internet policy‐makers of the OECD member countries but also emerging economies, especially like China which desires long‐term innovation but keeps censoring the internet with its growing firewall.

Abstract
Purpose
The purpose of this paper is to explore the Chinese and American efforts in keeping the balance of innovation and copyright protection, with an emphasis on China's strategies under Western, especially American pressure. The research findings are expected to enhance mutual efforts from the two countries to protect copyright and boost innovation and facilitate genuine communication between both sides in their decade‐long intellectual property right (IPR) disputes.
Design/methodology/approach
For data collection, this study adopted in‐depth interviews of 45 participants who were either copyright holders as publishers and authors, or ordinary consumers in China. Under the theoretical guidance of strategies and tactics, thematic analysis was used to reveal the emerging themes in the transcripts concerning Chinese cultural perceptions of copyright in general and the relationship between innovation incentives and copyright protection in particular.
Findings
First, both countries used strategies for the calculation and manipulation of power in the enactment and implementation of their copyright laws. Second, in order to defend their own interests and obtain national advantages, both countries made full use of various tactics. It is promising for the large developing countries like China to implement and enforce their copyright law and other IPR regulations more effectively under global bargaining and collaborating.
Originality/value
Since little research has been done on the hidden agenda in the USA‐China copyright disputes, this paper attempts to fill this void by exploring the genuine intentions of both the USA and China in the enactment and implementation of their respective copyright laws and the strategies taken for their communication with the relevant parties at different stages of their own IPR development.

Abstract
Purpose
The present study aims at contributing to the knowledge of organizational communication and cross‐cultural female leadership by examining conflict management strategies between Taiwanese female presidents and their American counterparts in Rotary Clubs.
Design/methodology/approach
Data were collected through field observations and 25 in‐depth interviews with 14 Taiwanese female presidents and 11 American female presidents in Rotary Clubs. Theme analysis of the interpretive method was used in this research.
Findings
This study revealed that the female presidents in both cultures applied obliging and integrating strategies to handle management conflicts. Yet, due to the interference of past presidents, the Taiwanese women leaders are more likely to follow the traditional norms whereas women leaders in the United States tend to employ new approaches and adopt new conflict management strategies in different situations.
Research limitations/implications
This study has focused on exploring the conflict management strategies of only the female presidents in the Rotary Clubs in Taiwan and the USA rather than male presidents. There may be differences in conflict management between genders.
Practical implications
The application of conflict management strategies may be determined by the factors of face, in‐group relationships, and roles of the invited third party for Taiwanese subjects whereas American subjects usually adopt appropriate strategies according to the nature of the conflicts. That is, the Taiwanese female leaders would endeavor to keep relationships positive or/and keep positive relationships with their members while the American female leaders would strive do things right or/and do the right things for their conflict strategy application.
Originality/value
As the first study of its kind, this study fills a research gap by expanding female conflict management studies to cross‐cultural contexts, thus contributing to the body of human knowledge of cross‐cultural leadership in non‐profit organizations.

Abstract
Purpose
The purpose of this study is to analyze from multiple perspectives, so as to form an effective massive open online course (MOOC)personalized recommendation method to help learners efficiently obtain MOOC resources.
Design/methodology/approach
This study introduced ontology construction technology and a new semantic association algorithm to form a new MOOC resource personalized recommendation idea. On the one hand, by constructing a learner model and a MOOC resource ontology model, based on the learner’s characteristics, the learner’s MOOC resource learning preference is predicted, and a recommendation list is formed. On the other hand, the semantic association algorithm is used to calculate the correlation between the MOOC resources to be recommended and the learners’ rated resources and predict the learner’s learning preferences to form a recommendation list. Finally, the two recommendation lists were comprehensively analyzed to form the final MOOC resource personalized recommendation list.
Findings
The semantic association algorithm based on hierarchical correlation analysis and attribute correlation analysis introduced in this study can effectively analyze the semantic similarity between MOOC resources. The hybrid recommendation method that introduces ontology construction technology and performs semantic association analysis can effectively realize the personalized recommendation of MOOC resources.
Originality/value
This study has formed an effective method for personalized recommendation of MOOC resources, solved the problems existing in the personalized recommendation that is, the recommendation relies on the learner’s rating of the resource, the recommendation is specialized, and the knowledge structure of the recommended resource is static, and provides a new idea for connecting MOOC learners and resources.

Abstract
Purpose
This paper aims to propose and establish a set of new benchmark models to investigate and confidently validate the modeling and prediction of total stray-field loss inside magnetic and non-magnetic components under harmonics-direct current (HDC) hybrid excitations. As a new member-set (P21e) of the testing electromagnetic analysis methods Problem 21 Family, the focus is on efficient analysis methods and accurate material property modeling under complex excitations.
Design/methodology/approach
This P21e-based benchmarking covers the design of new benchmark models with magnetic flux compensation, the establishment of a new benchmark measurement system with HDC hybrid excitation, the formulation of the testing program (such as defined Cases I–V) and the measurement and prediction of material properties under HDC hybrid excitations, to test electromagnetic analysis methods and finite element (FE) computation models and investigate the electromagnetic behavior of typical magnetic and electromagnetic shields in electrical equipment.
Findings
The updated Problem 21 Family (V.2021) can now be used to investigate and validate the total power loss and the different shielding performance of magnetic and electromagnetic shields under various HDC hybrid excitations, including the different spatial distributions of the same excitation parameters. The new member-set (P21e) with magnetic flux compensation can experimentally determine the total power loss inside the load-component, which helps to validate the numerical modeling and simulation with confidence. The additional iron loss inside the laminated sheets caused by the magnetic flux normal to the laminations must be correctly modeled and predicted during the design and analysis. It is also observed that the magnetic properties (B27R090) measured in the rolling and transverse directions with different direct current (DC) biasing magnetic field are quite different from each other.
Research limitations/implications
The future benchmarking target is to study the effects of stronger HDC hybrid excitations on the internal loss behavior and the microstructure of magnetic load components.
Originality/value
This paper proposes a new extension of Problem 21 Family (1993–2021) with the upgraded excitation, involving multi-harmonics and DC bias. The alternating current (AC) and DC excitation can be applied at the two sides of the model’s load-component to avoid the adverse impact on the AC and DC power supply and investigate the effect of different AC and DC hybrid patterns on the total loss inside the load-component. The overall effectiveness of numerical modeling and simulation is highlighted and achieved via combining the efficient electromagnetic analysis methods and solvers, the reliable material property modeling and prediction under complex excitations and the precise FE computation model using partition processing. The outcome of this project will be beneficial to large-scale and high-performance numerical modeling.

Abstract
Purpose
The purpose of this paper is to solve the reactive power adjustment and the overvoltage suppression problems in the extra high voltage (EHV) long distance grid, which often appears transient overvoltage, light load loss and other issues.
Design/methodology/approach
One 800 kV EHV magnetically saturation controllable reactor (MSCR) used self-power supply control system is designed. The structure and the working mechanism of the novel MSCR are analyzed in detail. Then the control and capacity step adjustment characteristics are obtained by experiments. The harmonic characteristic is studied by theoretical analysis and low voltage test.
Findings
To solve the problem of harmonics in the working current of nets windings, the fifth and the seventh filers are equipped between the compensation windings and the control system. The effectiveness of the harmonic suppression method is proved by simulation and experiments.
Originality/value
It proves that the 800 kV EHV MSCR design in this paper can achieve the purpose of the reactive power continuous linear adjustment, and the capacity adjustment is sensitive. After filtering, the harmonics level of the working current meets the standard of the EHV grid.
