Abstract

In this article a practical framework is proposed, that can be used to organise the activities related to the selection‐process of technology development projects. The framework is based upon recent literature and application at DAF Trucks Company. A technology development project has a long way to go, before it contributes to the productivity of the company. This long lead‐time causes uncertainties and risks. Changes in market‐preferences and upcoming alternative technologies can prematurely make the developing technology become obsolete. In order to reduce the uncertainties and risks, the main technology opportunities and threats need to be identified as early as possible and submitted to a validation process. The technology opportunities and threats then have to be moulded into well‐defined project‐propositions. Out of the project‐propositions those projects should be selected that will best meet the long‐term objectives of the company. This paper is intended to be used as a reference for companies whowant to improve their technology development selection process.

Abstract

In the last 15 years, the high-growth economic rates of the Russian Federation (RF) have been caused by expansion of the country's participation in the world's raw and energy markets. Now the economic growth opportunities at the expense of these factors are generally exhausted, Russia is faced by problems of high-quality updating of all aspects of socioeconomic and sociopolitical life. These tasks are dictated as external “major challenges” of global character, and internal processes. To confront the challenges and to minimize risks, Russia needs to change the raw model of economic growth which poses the threats for stability of social and economic development.

First, the scientific, technological, and innovative policy which is carried out by industrially developed countries and some new industrial countries is to create the answer to a challenge of maintaining competitiveness and achievement of high productivity rates now. Its purpose is to stimulate development and deployment of advanced technologies, whose productivity significantly exceeds characteristics of traditional technologies.

The happening changes are so considerable that the world enters, perhaps, in the largest technological transition for all history when the richness of natural resources and low cost of work stop being major factors of growth. In total, these changes are estimated as “new industrial revolution” or, in narrower sense, as “technological revolution” which are based on the transition from mass production of the standardized production to the flexible high-performance production which is turning out the individualized products.

In this regard, the productive inclusion in new technological revolution, the implementation of the structural maneuver in economy and social system, can become one of the main objectives for Russia until 2035. The RF should pass a new development model which is based on high-tech industries. It is about the start of the big national project (program) “National Technological Initiative” (NTI).

The implementation of project-planning office functions of NTI is the priority direction of management and modern tool for business which is provided due to the development of NTI planning office, its full-scale expansion, and removal on operational power for support of development and implementation of the plans of measures (“road maps”) of NTI and projects for implementation of “road maps.”

Abstract

Inherent in MIS applications undergoing development are elements of risk and a potential for failure. A strategy for choosing a development approach based on project risk is presented. Project risk is examined in the light of project size, a development group's experience with a technology and project structure. Three development approaches are considered: SDLC, prototyping and end‐user development. The simple and joint outcomes of project risk vis‐à‐vis development approach are described along with the proposed strategy.

Abstract

This study proposes targeted modernization of the Department of Defense (DoD's) Joint Forces Ammunition Logistics information system by implementing the optimized innovative information technology open architecture design and integrating Radio Frequency Identification Device data technologies and real-time optimization and control mechanisms as the critical technology components of the solution. The innovative information technology, which pursues the focused logistics, will be deployed in 36 months at the estimated cost of $568 million in constant dollars. We estimate that the Systems, Applications, Products (SAP)-based enterprise integration solution that the Army currently pursues will cost another $1.5 billion through the year 2014; however, it is unlikely to deliver the intended technical capabilities.

Abstract

At any point in time, most companies have a myriad of internal development initiatives in progress, dealing with a broad spectrum of different activities with respect to time horizon, functional areas involved, and actors with different roles and interests.

This chapter sets forth to analyse how to manage this myriad of projects. Two ways of bringing several projects into a meaningful context will be presented. In the first way, a plurality of simultaneous development initiatives is organized in portfolios based on their mutual interdependencies. Four approaches to prioritizing projects in a portfolio will be discussed.

In the second way, a development program is formulated in which a strategic effort should be implemented by means of a number of different projects.

The last section will focus on company development under unpredictable and complex conditions, and we will present a framework for Agile company development.

Abstract

Purpose

This paper aims to explore the expertise level required in various kinds of business knowledge such as regulatory, domain, strategic, operation process and, business process to execute globally distributed software projects for development, re-engineering and maintenance projects in the Indian outsourcing software industry.

Design/methodology/approach

This study adopted a questionnaire survey method to collect the expert responses for a knowledge management framework which is suggested in the literature for software development work. The questionnaire survey findings were verified by expert interviews.

Findings

The research shows that there is a lot of similarity between re-engineering and maintenance projects for different kinds of business knowledge expertise requirements for execution. The development projects require higher expertise in all the business knowledge for execution.

Research limitations/implications

The research work studies the business knowledge required for the execution of development, re-engineering and maintenance projects in Indian outsourcing software projects. However, the project’s characteristics can vary drastically for a single kind of project. So the study cannot be generalized and instead should be used as a tool for learning.

Practical implications

The research findings can be used by software project managers to get insight into project planning, which can help the division of work between the onsite, offshore team and individual work allocation.

Originality/value

The research is novel as there are very few previous attempts to find the business expertise needed to execute various kinds of software projects in the Indian outsourcing industry.

Abstract

Purpose

This paper explores how task characteristics in terms of trigger type and task topic influence individual participation in community-based free/libre open source software (FLOSS) development by considering participation in individual tasks rather than entire projects.

Design/methodology/approach

A quantitative study was designed using choose tasks that were carried out via the email discourse on the developers' email fora in five FLOSS projects. Choice process episodes were selected as the unit of analysis and were coded for the task trigger and topic. The impact of these factors on participation (i.e. the numbers of participants and messages) was assessed by regression.

Findings

The results reveal differences in participation related to different task triggers and task topics. Further, the results suggest the mediating role of the number of participants in the relationships between task characteristics and the number of messages. The authors also speculate that project type serves as a boundary condition restricting the impacts of task characteristics on the number of participants and propose this relationship for future research.

Research limitations/implications

Empirical support was provided to the important effects of different task characteristics on individual participation behaviors in FLOSS development tasks.

Practical implications

The findings can help FLOSS participants understand participation patterns in different tasks and choose the types of tasks to attend to.

Originality/value

This research explores the impact of task characteristics on participation in FLOSS development at the task level, while prior research on participation in FLOSS development has focused mainly on factors at the individual and/or project levels.

Abstract

Purpose

The purpose of this study is to develop a model for the selection of optimal development projects for an industrial complex (IC), aimed at improving its competitiveness.

Design/methodology/approach

Selection of optimal projects for IC development is carried out within the framework of a methodical approach to assessing and forecasting the competitiveness of IC based on the phased implementation of the following steps: assessment of the current level of competitiveness of an IC; optimization of the project portfolio aimed at improving the IC competitiveness; forecasting the IC competitiveness. The methodology for assessing the IC competitiveness is based on a comparative analysis of its activities against those of its leading competitors and evaluates two integral characteristics, namely, the level of current competitiveness and the indicator of the competitive potential. The methodical approach to the selection of the optimal portfolio of projects for the development of competitiveness is based on a step-by-step optimization of the portfolio using a dynamic programming procedure, which takes into account the implementation conditions of the projects, resource constraints and the prioritization of these projects. The targeted benchmark for the optimization is an integral indicator of IC competitiveness, comprising various aspects of its activities.

Findings

Method for multi-factor evaluation of IC competitiveness and the impact of a set of factors driving competitive advantage; set of benchmarks of IC competitiveness; the model for the selection and step-by-step optimization of the portfolio of IC development projects, aimed at increasing competitiveness in the context of resource constraints.

Practical implications

Methodology described in this paper was used to assess the competitiveness and optimize the project portfolio of Uralelektrotyazhmash Group of Enterprises (UETM), one of the largest power engineering complexes in Russia. The assessment was carried out in comparison with the leading domestic and global manufacturers of electrical equipment, which form UETM’s primary competition in the marketplace.

Originality/value

The study establishes a method for the comprehensive assessment of IC competitiveness based on the comparison of IC activity indicators with those of leading competitors. The proposed method defines an integral competitiveness index to allow for the quantitative assessment of IC competitiveness, development of measures to improve IC competitiveness and producing a methodology to forecast the impact of such measures; the study proposes a methodical approach to selecting the optimal portfolio of projects for the development of IC based on the stepwise optimization of such a portfolio while taking into account the conditions of their implementation, resource constraints and the impact on the indicator of competitiveness. This approach allows the IC to prioritize the implementation of the development projects and maximize its competitiveness in the context of available resources.
