Abstract

Purpose

Agency involves dynamic socio-cultural processes that facilitate development. This paper is written in three parts. In Part 1, there are two purposes, the first purpose is to intimately connect agency and institutional theory, and the second purpose is to explore the relationship between agency development and growth and globalisation. In Part 2, the purpose will be to explore development with respect to the political context by explaining in terms of culture under what conditions political groups may come to power. Using political frames intended to define their nature and realities, political groups seek to attract agents in their political sphere to gain administrative power. In Part 3, the purpose will be to model, using cybernetic agency theory, the nature of development and its reduction to instrumentality.

Design/methodology/approach

In this part of the three-part paper, development theory is explained as a multidisciplinary field in which research and theories are clustered together and set within an adaptive institutional activity system framework. An adaptive activity system has a plural membership of agents represented by agency. Agency represents an activity system that will be argued to operate through its institutional metasystem. This enables activity system development to be explained as a process of institutional evolution. In Part 1, the problem will be addressed of how the relationship between agency and institution enables institutional change. To resolve this agency will be shown to be institutional in nature, and agency development as a process of institutional evolution. To distinguish between development and growth/globalisation, agency will be taken to have an internal and external context. Distinction will then be made between development as an internal attribute of agency and its consequences, which may include the external attributes of growth/globalisation. It will also be explained that development may have a less desirable condition when it becomes liquid.

Findings

The three-part paper develops a political development theory that identifies the conditions under which formal political groups are able to promote frames of policy to attract support from autonomous agents that constitute the membership of the activity system, and hence gain agency status. Furthermore, Bauman’s theory of liquid modernity is connected to Sorokin’s theory of socio-cultural dynamics and cultural stability. One result is the notion of liquid development, an unstable condition of development in adaptive activity systems.

Research limitations/implications

The implication of this research is that, given additional appropriate measurement criteria, it will allow conceptual and empirical methods to be used that will potentially enable political outcomes in complex socio-political environments to be anticipated.

Originality/value

The synergy of agency and institutional theories to explain the process of development is new, as well as its application to the political development process in a political landscape. As part of this synergistic process, Bauman’s concept of liquidity is shown to relate to Sorokin’s ideas of socio-cultural change.

Agency is inherently an institution and involves dynamic socio-cultural processes that facilitate development. This paper is written in three parts. The purpose in Part 1 was to represent agency theory as an institutional theory, and consideration was made of the relationship between development, growth and globalisation. In Part 2, the purpose was to explore development with respect to the political context, explaining in terms of culture under what conditions political groups may come to power. Using political frames intended to define their nature and realities, they seek to attract agents in their political sphere to gain administrative power. In this Part 3, the purpose of this paper is to model, using cybernetic agency theory, the nature of development and reduction to instrumentality.

Design/methodology/approach

Development theory is a multidisciplinary field in which research and theories are clustered together and set within an adaptive institutional activity system framework. An adaptive activity system has a plural membership of agents represented by agency. In Parts 1 and 2 of this paper, agency was shown to have an institutional basis. Activity system development was also explained as a process of institutional evolution, and its potential was shown to provide power acquisition in a political landscape by competitive political frames which vie for support in a place of potentially susceptible agents. Here in Part 3, agency theory will be used to model the dynamic relationships between political frames and the agents that they wish to attract by projecting both cognitive and emotional structures, this enabling the anticipation of behaviour.

Findings

These relate to the three parts of the paper taken together. Agency is an evolutionary institutional system that can represent socio-political development. A model for political development has been created that identifies the conditions under which formal political groups are able to promote frames of policy to attract support from autonomous agents that constitute the membership of the activity system, and hence gain agency status. On the way to this, it connects Bauman’s theory of liquid modernity to Sorokin’s theory of socio-cultural dynamics and cultural stability. One result is the notion of liquid development, an unstable condition of development in adaptive activity systems. Agency theory can usefully explain detailed changes in agency, the relationships between agency agents, and interactions between agencies, this embracing institutional processes.

Research limitations/implications

The implication of this research is that it will allow empirical methods to be used that potentially enables political outcomes in complex socio-political environments to be anticipated, given additional appropriate measurement criteria.

Originality/value

Regional development agencies (RDAs) have recently been established in Turkey as a policy vehicle to support local governments and coordinate stakeholders’ activities. In compliance with the European Union policy guidelines, regional-level planning and policymaking are introduced for the first time in Turkey. Within the new system, tourism is designated as one of the critical development tools and thus the RDAs have become actively involved in tourism planning and development. The purpose of this chapter is to analyze the role of these organizations in the enhancement of tourism in less developed areas, examining the case of Thrace and North Anatolia regions in Turkey, and the activities of these respective agencies.

Abstract

Purpose

Seeks to understand the inter‐organisational networks that influence events tourism strategy making by public‐sector event development agencies in Australia.

Design/methodology/approach

A qualitative methodology of convergent interviews, followed by multiple case research across six Australian states and territories, was employed. The inter‐organisational relationships and networks of events agencies that impact on their strategy processes for events tourism were the “cases” in focus.

Findings

Strategies of a reactive‐proactive nature mostly guide events tourism development by Australia's corporatised event development agencies. These agencies maintain “soft”, loosely formed networks that consist of relatively stable clusters of intra‐governmental and corporate membership with a peripheral, ad hoc membership of other stakeholders.

Research limitations/implications

Although the paper studies perceptions of strategy making at a single point in time, it provides valuable insights into the public sector environment, institutional settings and key relationships that impact on events tourism strategies.

Practical implications

Event development agencies should consider how the unique requirements of event bidding, event development and expansion might facilitate different types of stakeholder engagement and network formation. Integration of regional, metropolitan and state strategies for events tourism may also widen the network of influence on strategies.

Originality/value

The paper informs public sector operatives establishing or managing event development agencies, where tourist generation is a primary marketing goal. It contributes new knowledge in a tourism field that is under‐researched.

Abstract

This article summarizes a study that identified and described federal information inventory/locator systems. Such locator systems provide an important means of accessing a range of government information not previously available to the public or other government officials. Overall, the study's goal was to improve access to and use of U.S. government information. The study produced a final report describing study efforts, identifying issues and conclusions, and recommending the design of an networked‐based government‐wide information inventory/locator system (GIILS) (Volume I), the Federal Locator Database (FLD) — a machine‐readable database of descriptive information on some 250 federal databases, of which fifty‐three met the study's criteria as a locator, and a user's guide to that database (Volume II includes a machine‐readable version of the database and the user guide and codebook). The study recommends that the U.S. Office of Management and Budget develop a policy framework requiring agencies to design and maintain machine‐readable locators, meeting certain requirements and standards and that these be accessible over the Internet/NREN.

Abstract

This chapter grapples with questions of agency in the development of African higher education, with a special focus on the Association of African Universities (AAU), an organization outside of formal education policymaking on the continent. Through the lens of rhetorical institutionalism, findings illustrate how the AAU has adopted and adapted competing institutional logics to exert influence over development policymaking. Next, I will discuss how systems of persuasion were cultivated and symbols employed to establish the legitimacy of the organization in a heterogeneous institutional field that includes universities, development agencies, nongovernmental organizations, supranational arrangements, and the influence of international financial institutions. This enabled the AAU to extend institutional logics into African higher education. This case study seeks to upend the pervasive crisis narrative that perpetuates both the impotence of African institutions and the stewardship of outside development elites. Finally this chapter considers the implications of this critical case study for development discourse and practice.

Abstract

Purpose

Leadership plays a key role ensuring the achievement of desired outcomes in both formal and informal groups. Insufficient leadership in policing can result in significant negative consequences for agencies and their personnel. Despite the importance of effective leadership within police organizations little is known about the process of developing effective leaders and leadership behaviors. The paper contributes to the limited available empirical knowledge using data collected from police supervisors. The intent is to assess supervisors' perceptions of how leadership abilities might best be developed and to identify the barriers inhibiting such efforts.

Design/methodology/approach

Open‐ended surveys are administered to students attending the FBI's National Academy, a career development program for mid‐career police supervisors. Respondents report their experiences with and perceptions of leadership development. The purposive sample of respondents provides insights from supervisors representing police agencies of various sizes and types from around the world.

Findings

Respondents indicate leadership skills are best developed through a combination of education, experience, and mentorship. Developing more effective leadership is dependent on the ability to overcome barriers, both within the profession and within individual officers. Finite resources, macro and local aspects of police culture, and failures of leadership by current executives are all viewed as working against the growth of effective leadership practices.

Research limitations/implications

Given the dearth of empirical research considering dimensions of police leadership, myriad implications for future research are identified and discussed.

Originality/value

The findings provide important preliminary insights into the experiences and beliefs of police supervisors.

While many states have adopted renewable portfolio standards (RPS), they have employed agencies with very different missions to manage these programs. These organizational differences are important in understanding how agencies are approaching the policy implementation. However, there is little research on the comparative effectiveness of these implementation approaches. This article begins with a background of RPS programs, and presents a typology of RPS implementation agencies. The effectiveness of RPS implementation approaches is tested with a pooled state-level dataset covering 14 years of program adoption and implementation. The results indicate implementation approach is substantively important in explaining policy outcomes and the growth of renewable energy. More specifically, the findings suggest using an economic development approach is the most effective way of producing growth in renewable energy generation.
