Abstract

Purpose

The purpose of this study is to examine the impact of COVID-19 on the Latin America and the Caribbean (LAC) region and to discuss imperative engines for potential regional recovery.

Design/methodology/approach

This study conceptually discusses the effects of COVID-19 on the LAC region and highlights potential areas for recovery.

Findings

The LAC region have a history of facing structural development challenges – due to digital inequality, environmental degradation, erosion of democracy and financial debt – which have led to a profound discontent among people in the LAC region and this dissatisfaction has been intensified by the crises stemming from the COVID-19 pandemic. LAC region can increase its resilience and recover its path to sustainable development by consolidating impact-based regional value chains, attracting sustainability-themed foreign direct investment and nurturing structural development to facilitate LAC companies to expand into international markets (“multilatinas”).

Research limitations/implications

There are some preliminary studies on the economic and social impact of COVID-19 on the LAC region, however, the strategies that emerging and developing economies might pursue to promptly recover are still a matter of discussion. The uncertainty and heterogeneity of the developing and emerging economies and the multidimensional needed actions require local adaptations and adjustments.

Originality/value

The LAC COVID-19 crisis recovery requires shared responsibility, global solidarity, urgent and immediate cooperation and structural transformations to enable deeper regional integration. This integration should focus on impact-based value chains to be resiliently adaptable to changing global realities and arduous local contexts. This paper provides integrative avenues for potential regional recovery within the region.

Objetivo

el propósito de este manuscrito es examinar el impacto de COVID-19 en la región de Latinoamérica y el Caribe (LAC) y discutir los motores imperativos para una posible recuperación regional.

Metodología

Este estudio analiza conceptualmente los efectos del COVID-19 en la región de LAC y destaca áreas potenciales de recuperación.

Resultados

la región de LAC tiene un historial de enfrentar desafíos de desarrollo estructural debido a la desigualdad digital, la degradación ambiental, la erosión de la democracia y la deuda financiera, que han llevado a un profundo descontento entre las personas de LAC, y esta insatisfacción se ha visto intensificada por las crisis derivadas de la pandemia de COVID-19. La región de LAC puede aumentar su resiliencia y recuperar su camino hacia el desarrollo sostenible mediante la consolidación de más cortas cadenas de valor regionales basadas en el impacto, la atracción de Inversión Extranjera Directa (IED) con temas de sostenibilidad y el fomento del desarrollo estructural para facilitar la expansión de las empresas de LAC en los mercados internacionales (“multilatinas”).

Originalidad/valor

la recuperación de la crisis del COVID-19 en LAC requiere de responsabilidad compartida, solidaridad global, cooperación urgente e inmediata y transformaciones estructurales que permitan una integración regional más profunda. Esta integración debe centrarse en las más cortas cadenas de valor basadas en el impacto para que se adapten con resiliencia a las cambiantes realidades globales y los arduos contextos locales. Este manuscrito proporciona vías integradoras para una posible recuperación regional dentro de la región.

Implicaciones/limitaciones de la investigación

Existen algunos estudios preliminares sobre el impacto económico y social del COVID-19 en la región de LAC, sin embargo, las estrategias que las economías emergentes y en desarrollo podrían seguir para recuperarse rápidamente son aún un tema de discusión. La incertidumbre y heterogeneidad de las economías en desarrollo y emergentes y las acciones multidimensionales necesarias requieren adaptaciones y ajustes locales.

Abstract

Purpose

There is widespread agreement that the tourism sector should address the issue of sustainability. The purpose of this study is to analyze the digital accessibility of the cities awarded as European Capitals of Smart Tourism for their innovative, accessible and sustainable practices by the European Commission.

Design/methodology/approach

An analysis of the digital level of accessibility of 50 uniform resource locator (URL) of European cities was undertaken. The analysis followed the international evaluation requirements of the World Wide Web (W3C).

Findings

The results show that none of the official Web pages analyzed obtained 100% in relation to the digital accessibility requirements. The main factors that pose barriers to communication and interaction were identified.

Practical implications

The paper encourages smart tourism destinations to overcome the challenge of matching both dimensions of accessibility to obtain barrier-free information to ensure cities are inclusive and sustainable in line with Agenda 2030 (sustainable development goal [SDG] 11).

Originality/value

The concept of tourism for all receives special attention in the sector, and this notion is reflected in the UN SDGs. However, accessibility has not been extensively analyzed in relation to the cohesion between the digital and the physical dimension. Tourism research tends to focus on accessible experiences within destinations. This paper introduces a new insight into the key issue of digital accessibility, which can promote destination choice and influence the tourism experience.

Objetivo

Existe un acuerdo generalizado en el sector turístico para abordar la cuestión de la sostenibilidad. Este estudio pretende analizar la accesibilidad digital de las ciudades premiadas como Capitales Europeas del Turismo Inteligente por sus prácticas innovadoras, accesibles y sostenibles por la Comisión Europea.

Diseño/metodología/enfoque

Se realizó un análisis del nivel de accesibilidad digital de cincuenta (50) URL de ciudades europeas. El análisis siguió las normas internacionales de evaluación de la World Wide Web (W3C).

Resultados

Los resultados muestran que ninguna de las páginas Web oficiales analizadas obtuvo el 100% en relación con los requisitos de accesibilidad digital. Se identificaron los principales factores que suponen barreras para la comunicación y la interacción.

Originalidad

El concepto de turismo para todos recibe especial atención en el sector y esta noción se refleja en los Objetivos de Desarrollo Sostenible (ODS) de la ONU. Sin embargo, la accesibilidad no se ha analizado ampliamente en relación con la cohesión entre la dimensión digital y la física. La investigación turística tiende a centrarse en las experiencias accesibles dentro de los destinos. Este artículo introduce una nueva perspectiva sobre la cuestión clave de la accesibilidad digital, que puede promover la elección del destino e influir en la experiencia turística.

Implicaciones prácticas

El documento anima a los destinos turísticos inteligentes a superar el reto de hacer coincidir ambas dimensiones de la accesibilidad para obtener información sin barreras que garantice que las ciudades sean inclusivas y sostenibles en línea con la Agenda 2030 (ODS 11).

Abstract

Purpose

The pandemic caused by COVID-19 has brought us a serious economic, health and social problem worldwide crisis. In this context, there has been an increase in inequality between men and women throughout the world. In this situation of home confinement, uncertainty, stress and fear, women have been the most affected, regardless of their education level. The purpose of this study is to know the impact on the perception of academic women who suffered from a lack of gender equality (sustainable development) during the pandemic (SDG 5) and, therefore, the increase in the gender inequality gap (SDG 10) in Latin America (LA).

Design/methodology/approach

This qualitative, exploratory-descriptive study has a nonexperimental field and cross-sectional design that uses the field technique of focus groups.

Findings

This study revealed the deepest feelings of women researchers on this issue, leading to a deep reflection on the need to build the basis to transform unequal gender relations and introduce the gender perspective in a cross-sectional manner in a university context.

Originality/value

This study, analyzed from a gender perspective, aimed to unravel the complexity in which the majority of LA women academics live and to explain the gaps and differences in their lives caused by the inequalities that have increased due to the pandemic in Latin American societies.

La pandemia provocada por el COVID-19 nos ha traído una grave crisis económica, sanitaria y social a nivel mundial. En este contexto, se ha producido un aumento de la desigualdad entre hombres y mujeres en todo el mundo. En esta situación de confinamiento domiciliario, incertidumbre, estrés y miedo, las mujeres han sido las más afectadas, independientemente de su nivel educativo. Los mayores impactos en la percepción fueron la falta de equidad de género (ODS 5) y, por tanto, el aumento de la brecha de desigualdad de género (ODS 10) durante la pandemia en América Latina (AL).

Diseño/metodología/

Este estudio cualitativo, exploratorio-descriptivo, tiene un diseño no experimental de campo y transversal que utilizó la técnica de grupos focales.

Resultados/Hallazgos

Este estudio reveló los sentimientos más profundos de las mujeres investigadoras sobre este tema, lo que llevó a una profunda reflexión sobre la necesidad de construir las bases para transformar las relaciones desiguales de género e introducir la perspectiva de género de manera transversal en un contexto universitario.

Originalidad/valor

Este estudio, analizado desde una perspectiva de género, tuvo como objetivo desentrañar la complejidad en la que vive la mayoría de las académicas latinoamericanas, y explicar las brechas y diferencias en sus vidas provocadas por las desigualdades que se han incrementado a causa de la pandemia en las sociedades latinoamericanas.

A pandemia causada pelo COVID-19 nos trouxe uma grave crise econômica, sanitária e social em todo o mundo. Nesse contexto, houve um aumento da desigualdade entre homens e mulheres em todo o mundo. Nesta situação de confinamento domiciliário, incerteza, stress e medo, as mulheres têm sido as mais afetadas, independentemente do seu nível de escolaridade. Os maiores impactos na percepção foram a falta de igualdade de gênero (ODS 5) e, portanto, o aumento da lacuna de desigualdade de gênero (ODS 10) durante a pandemia na América Latina (AL).

Metodologia

Trata-se de um estudo qualitativo, exploratório-descritivo, de campo não experimental e delineamento transversal que utilizou a técnica de grupo focal.

Resultados

Este estudo revelou os sentimentos mais profundos de mulheres pesquisadoras sobre o tema, o que levou a uma profunda reflexão sobre a necessidade de construir as bases para transformar as relações desiguais de gênero e introduzir a perspectiva de gênero de forma transversal no contexto universitário.

Originalidade

Este estudo, analisado a partir de uma perspectiva de gênero, teve como objetivo desvendar a complexidade em que vive a maioria das acadêmicas latino-americanas e explicar as lacunas e diferenças em suas vidas causadas pelas desigualdades que aumentaram devido à pandemia nas sociedades latino-americanas.

Abstract

Purpose

This paper aims to provide a comparative analysis of sustainable tourism development across the Anglophone Caribbean region from the post-independence period of 1962 to the 2020s. The perspective explores the implications of insularity, tourism investment and the pace of technology adoption on the potential realisation of the sustainable development goals (SDGs) in the islands of Jamaica, Barbados, Trinidad and Tobago and the Eastern Caribbean States.

Design/methodology/approach

The viewpoint uses secondary data from grey literature such as government policy documents, academic literature, newspapers and consultancy reports to explore the central themes and provide a conceptual framework for the paper.

Findings

The findings reveal that Caribbean Small Island Developing States (SIDS) are nearer to the light-green single-sector approach to sustainable tourism development. The overarching findings reveal that the region’s heavy focus on economic priorities results in less attention to competitiveness challenges such as environmental management, social equity and technological innovations.

Research limitations/implications

The research presents a comprehensive overview of the tourism development trajectory of other tourism-dependent island-states. The research offers lessons and cross-learning opportunities that may be useful to decision-makers within SIDS. The main limitation is that the findings may only be transferable and generalised to the extent that other jurisdictions bear similar macroeconomic governance structures and cultural characteristics to Caribbean SIDS.

Practical implications

This paper provides a meaningful discussion and contributes to the body of knowledge on the history of Caribbean tourism development, the challenges and future potential of sustainability and lends itself to opportunities for future research in the Caribbean and other SIDS.

Social implications

The study outlines the social implications for inclusive, responsible and sustainable tourism that can potentially take Caribbean SIDS from slow growth to efficiency in developing the tourism product, including the technological environment. This can reduce inequalities, contribute to socio-economic development and improve the region’s human capital.

Originality/value

This paper provides a comprehensive comparative analysis of Caribbean tourism development specific to Jamaica, Trinidad and Tobago, Barbados and the Eastern Caribbean States. No previous work has been done to compare tourism development within this grouping. Hence, this paper is essential in informing decision-makers and providing the foundation for continuing research in this area.

Propósito

Este trabajo ofrece un análisis comparativo del desarrollo del turismo sostenible en toda la región del Caribe anglófono desde el período posterior a la independencia de 1962 hasta la década de 2020. Se explora las implicaciones de la insularidad, la inversión turística y el ritmo de adopción de la tecnología en la posible realización de los Objetivos de Desarrollo Sostenible (ODS) en las islas de Jamaica, Barbados, Trinidad y Tobago y los Estados del Caribe Oriental.

Diseño/metodología/enfoque

El análisis se basa en datos secundarios bibliográficos a partir de documentos de política gubernamental, literatura académica, periódicos e informes de consultoría para explorar los temas centrales y proporcionar un marco conceptual en este documento.

Conclusiones

Las conclusiones revelan que los pequeños estados insulares en desarrollo (Caribbean Small Island Developing States, SIDS) están más próximos del enfoque del turismo como único sector económico o sostenibilidad débil para el desarrollo del turismo sostenible. Las conclusiones generales revelan que la fuerte concentración de la región en las prioridades económicas hace que se preste menos atención a los retos de la competitividad, como la gestión medioambiental, la equidad social y las innovaciones tecnológicas.

Limitaciones/implicaciones de la investigación

La investigación presenta una visión global de la trayectoria de desarrollo turístico de otros Estados insulares dependientes del turismo. La investigación ofrece lecciones y oportunidades de aprendizaje que pueden ser útiles para los responsables de la toma de decisiones en los SIDS. La principal limitación es que las conclusiones sólo pueden ser transferibles y generalizadas en la medida en que otras jurisdicciones tengan estructuras de gobernanza macroeconómica y características culturales similares a las de los SIDS del Caribe.

Implicaciones practices

Este documento ofrece un análisis significativo y contribuye al conjunto de conocimientos sobre la historia del desarrollo del turismo en el Caribe, los retos y el potencial futuro de la sostenibilidad, y se presta a oportunidades para futuras investigaciones en el Caribe y otros SIDS.

This chapter historicizes the social construction of racism in Brazilian society and its relation to the development of the library and information science (LIS) field. It is a theoretical-reflective research built on the scientific literature of the field of LIS and related areas that aims at reflecting on social justice in Brazilian libraries and creating strategies to confront institutional racism. The authors develop five main points to understand Brazilian racism: the myth of racial democracy, structural and institutionalized racism, the whitening ideology, whiteness, and the epistemicide of black knowledge. The authors then discuss racism and the promotion of white supremacy in library teaching and professional action in libraries. Black US American and Black Brazilian Librarianship movements show that the activism and political action of black librarians advance the development of informational counter-narratives. Finally, the authors recommend three strategies for social, racial, and informational justice in the LIS field: including ethnic-racial studies in basic university courses curricula; building diverse, inclusive collections that account for ethnic-racial themes and authors; and considering “Pretuguese” keywords while indexing, in order to counter exclusion and promote epistemic repair. The authors conclude by advocating for these strategies to steer LIS professional and educational spheres toward contributing to forward an anti-racist society.

Abstract

The sexual division of labor remains a strong, discriminatory aspect of Brazilian society, with a high percentage of women engaged in precarious, caregiving, and service work that is devalued within the traditional patriarchal family and school socialization. This chapter relates and analyzes the development of a multidisciplinary, intersectional, and interinstitutional project, Fast Girls, which addresses this situation of inequality and exclusion by promoting and strengthening learning in STEM and psychosocial dimensions for adolescent female students. It is currently deployed in three public schools on the outskirts of Brazil’s capital, Brasilia, but the focus here will be on the pioneering initiative, in one high school which has reached 150 participants since 2013. This project was conducted by professors and researchers from the engineering, social sciences, and humanities departments of the University of Brasilia (UnB) in Brazil and France’s Sorbonne Paris North University who are the authors of this autoethnography, which is based on interventions, interviews, and field observations. Principle academic results included articles, dissertations, and expositions at related national and international events characterized by the integration of various scientific fields. The intervention prepared participants for college attendance who was both unprecedented in their families and contributed to their occupying a social and subjective place quite different from the majority of youths in black and poor communities around the capitals of Brazil.

Purpose

The paper presents final results of a comparative research on young Brazilian collegians in the 18–24-year-old age bracket. The objective was to understand the interactions and ways in which they transit within the physical and digital Web spaces and, within their transits, set up “circulatory territories,” deepen and enrich their secondary socialization setups and sociability, as well as their processes of individuation within the historic condition in which youth lives.

Methodology/approach

The study is supported by conceptual contributions offered by the sociology of youth, circulatory territory, socialization, sociability, and individuation. Research was carried out with students of two different universities: a public/state one and a public/municipal/foundational one situated in different urban centers of the southeastern region of the country. Procedures were qualitative and quantitative – closed questions forms, interviews, registries in field notebooks, etc.

The results of the investigation demonstrate: (a) that the representatives of the two student collectives studied circulate in physical and digital territories, setting up circulatory territories; (b) there are also different youth lifestyles, either due to social positions and the fact that they possess social capital, or because of differences and inequalities referring to gender, race/ethnicity (whites and non-whites), living situations.

Originality/value

In this manner, the study indicates the importance of questioning the homogenized image of connected youth since some collegians’ lives are limited due to their condition as young workers, while others live their youth condition as a social moratorium, being able to produce other manners of being and of living in the world.

Abstract

Purpose

Using sentiment analysis (SA), this study aims to examine the impact of COVID-19 on mental health and virtual learning experiences among 1,125 students at a public Argentinean faculty.

Design/methodology/approach

A study was conducted during the COVID-19 pandemic, surveying 1,125 students to gather their opinions. The survey data was analysed using text mining tools and SA. SA was used to extract the students’ emotions, views and feelings computationally and identify co-occurrences and patterns in related words. The study also examines educational policies implemented after the pandemic.

Findings

The prevalent emotions expressed in the comments were trust, sadness, anticipation and fear. A combination of trust and fear resulted in submission. Negative comments often included the words “virtual”, “virtual classroom”, “virtual classes” and “professor”. Two significant issues were identified: teachers’ inexperience with virtual classes and inadequate server infrastructure, leading to frequent crashes. The most effective educational policies addressed vital issues related to the “virtual classroom”.

Practical implications

Text mining and SA are valuable tools for decision-making during uncertain times, such as the COVID-19 pandemic. They can also provide insights to recover quality assurance processes at universities impacted by health concerns or external shocks.

Originality/value

The paper makes two main contributions: it conducts a SA to gain insights from comments and analyses the relationship between emotions and sentiments to identify optimal educational policies. The study pioneers exploring the link between emotions, policies and the pandemic at a public university in Argentina. This area of research still needs to be explored.

Abstract

This chapter aims to advance the dialogues between academia and economics on gender gaps in organizations, identifying the progress that has been made in this area in Latin America and the challenges that remain,in accordance with the provisions of the Sustainable Development Agenda. The importance of the academy and its role as facilitator is recognized, so that it is there where policies aimed at reducing gender gaps in organizations can be promoted and advanced, and the opportunity that exists in the academy to contribute to gender equity. Emphasis is made on the contributions made by different Colombian universities, which have included gender equity and the linkage of the UNESCO Chair in favor of equal rights, duties, responsibilities, and opportunities. Finally, the challenges that still exist are recognized and must become a commitment on the part of the organizations, if gender equity in the organizations is really to be achieved.
