Abstract
Purpose
This research explores how to design service delivery systems to facilitate a customer experience that enables the realisation of prevention-oriented goals.
Design/methodology/approach
Case-based research is undertaken to inform the design of service delivery systems for prevention-oriented consumption goals. Data from multiple informants, from both the provider and customer perspective, in two in-depth case studies, provide empirical insights.
Findings
Drawing on customer and provider perspectives, a model of service design for prevention-oriented goals is presented. The model is informed through the identification of service delivery system characteristics (facility layout, staff service orientation, facility appearance and staff presence/appearance) and perceived experience quality dimensions (control, duration, privacy and reliability impressions) that contribute to the fulfilment of prevention-oriented consumption goals.
Practical implications
The research affirms that it is critical for organisations to comprehend the goals they want their service delivery systems to enable in the customer experience. Specific attention should be given to the design of facility layout, staff-service orientation, facility appearance, staff presence/appearance to positively impact perceived quality dimensions and to facilitate the realisation of customer prevention goals.
Originality/value
The main research contribution lies in the articulation of the design characteristics of the service delivery system that enables a customer experience supporting the fulfilment of prevention goals. The empirical study draws on both customer and organisational perspectives to identify prevention-oriented goals, and corresponding experience quality dimensions, to inform service delivery system design.

Abstract
Purpose
The aim of this project is to modify and test the executive model of professional teacher training of disaster prevention education.
Design/methodology/approach
A three‐level teacher‐training program for disaster prevention education and training curricula is designed for campus disaster mitigation. The designed disaster prevention education in schools focus on the awareness of disasters, attitude toward prevention, preparation beforehand, appropriate countermeasures, scheduled drills, establishment of community‐based prevention units, participation, training programs for teachers, safety warning signs for public buildings, and research on disaster prevention.
Findings
The accomplishment of the project includes: the design of a systematic license procedure for disaster prevention for the leading‐level, county‐level, and campus‐level; the design of a systematic curricula for teacher training of disaster prevention and training campus‐level teachers; and the evaluation of the efficiency and performance of the teacher‐training program for disaster prevention education.
Originality/value
A three‐level teacher‐training program for disaster prevention education and training curricula is designed. Statistics analysis of training and learning efficiency evaluation by trainee shows that the designed courses are efficient and practical. The project cultured 310 campus‐level disaster prevention teachers and more than 1,000 licensed teachers trained that follow the training program in Taiwan.

Abstract
Purpose
This paper aims to understand the delivery of crime prevention through environmental design (CPTED) across Europe – from European-wide procedures through national schemes to effective local strategies.
Design/methodology/approach
The findings come from a review of published literature and reports, case studies and site visits conducted primarily during COST Action TU1203 (2013-2016).
Findings
Innovative approaches and methods to integrate crime prevention into urban design, planning and management have been generated by multi-agency partnerships and collaborations at European, national and city levels. Methods and procedures developed by the European Committee for Standardization (CEN) Working Group on “Crime Prevention through Urban Planning and Building Design” are pioneering. However, findings show that implementation is best achieved at a local level using methods and procedures tailored to the specific context.
Research limitations/implications
In-depth research is required to appreciate subtle differences between local approaches and conceptual models developed to better understand approaches and methods.
Practical implications
Practitioners and academics working to prevent crime benefit from participation in focused, multi-agency collaborations that, importantly, facilitate visits to urban developments, discussions with local stakeholders responsible for delivery “on the ground” and structured and sustained exploration of innovations and challenges.
Originality/value
The authors hope that this paper will contribute to developing a new direction for CPTED practice and research that builds on significant progress in creating safer environments over previous decades.

Abstract
Purpose
The purpose of this paper is to critically review the core findings from recently published place‐based crime prevention research. The paper aims to critically evaluate the available evidence on the contribution of crime prevention through environmental design as a crime prevention strategy.
Design/methodology/approach
Large‐scale evaluations of crime prevention through environmental design (CPTED) are reviewed with a view to clarifying current knowledge on the evidence of crime prevention through environmental design.
Findings
The review concludes that there is a growing body of research that supports the assertion that crime prevention through environmental design is effective in reducing both crime and fear of crime in the community.
Research limitations/implications
Although the paper may not review all the evaluations of CPTED, it nonetheless provides a detailed compilation and overview of the most significant research in the area, including an extensive and modern bibliography on the subject. Research implications will be the subject of a forthcoming paper.
Practical implications
CPTED is an increasingly fashionable approach and is being implemented on a global scale. Additionally, individual components such as territoriality, surveillance, maintenance, access control, activity support and target‐hardening are being widely deployed. However, the evidence currently available is inconclusive and much criticised, which effectively prevents widespread intervention and investment by central government. The paper details the difficulties associated with demonstrating the effectiveness of CPTED.
Originality/value
The paper concludes that although empirical proof has not been definitively demonstrated, there is a large and growing body of research, which supports the assertion that crime prevention through environmental design is a pragmatic and effective crime prevention tool. This review provides an extensive bibliography of contemporary crime prevention through environmental design and a follow‐up paper will discuss the future research priorities for it.

Abstract
Purpose
The purpose of this study was to co-design a falls prevention education programme with aged care home residents and staff and evaluate its feasibility. The intention of providing the education programme was to assist residents to stay safe and mobile whilst reducing their risk of falling.
Design/methodology/approach
A two-phase mixed methods participatory design using a resident (n = 6) and care staff (n = 5) consumer engagement panel, pre- and post-programme resident (n = 35) survey and semi-structured care staff interviews (n = 8) was undertaken in two countries.
Findings
A poster, brochure, video and staff education guide featuring 12 safety messages depicting fall prevention behaviours were co-designed. Residents, supported by staff, perceived the falls prevention education programme as enjoyable and informative, but there were no significant differences in capability, opportunity or motivation. However, several residents were observed enacting fall prevention behaviours such as “If I feel unwell, I'll ring the bell” and waiting for staff assistance. Challenges to programme demand, acceptability and implementation which may have impacted residents' exposure and engagement with the programme were identified, along with recommendations to improve feasibility.
Practical implications
When developing falls prevention education programmes partnering with residents and staff, providing choices to meet personal and aesthetic preferences along with frequent, shorter duration learning opportunities are important for translating education messages into actions.
Originality/value
The use of bespoke resources, novel rhymes, positive messages emphasising safety and co-designing with residents themselves was a welcomed point of programme difference.

Abstract
Purpose
Recognising current, significant rates of youth sexual violence and abuse (YSVA) and the need for more comprehensive prevention approaches to combat this social issue, new approaches are required to ensure that agency is given to the people who are most affected and who know their lives the best. This paper aims to report a youth-led (Young Voices United [YVU] Committee) participatory design approach aimed at delivering the highest level of engagement to understand what people agree is needed to reduce YSVA in their own communities.
Design/methodology/approach
The seven-step co-design (Trischler et al., 2019) process was implemented following ethical clearance. Over five months, 13 group co-design sessions involving 102 young people aged 12–25 years, 17 parents/caregivers (including young mums) and 9 teacher/guidance officers were conducted. Purposive sampling was undertaken to ensure that young people who had previously experienced YSVA or were most at risk of experiencing YSVA were overrepresented. Convenience sampling was used to gain wider community involvement in co-design. Four sessions were facilitated by YVU members, who were aged between 12 and 25 years, and more than 66 people helped the design team. Inductive thematic analysis identified emergent themes across completed co-design sessions.
Findings
New ideas and solutions to prevent YSVA can be identified by young people who have previously experienced violence, carers, other young people and community members. A core finding in this study is the need for positive relationship role models and an enhanced understanding of consent. Education and training, a community promotional campaign, sector involvement, capacity-building and consideration of the unique needs of different target audiences were key ideas emerging from youth-led co-design. The YVU Committee provided recommendations for resource prioritisation.
Social implications
This youth-led co-design process empowered the community. Project stakeholders have since formed partnerships won funding and used that funding to co-design and trial a new programme aiming to provide a safe haven for young people at risk of YSVA. The pilot programme delivers a safe and supportive environment for young people delivered at a time when it is needed most. Other geographical areas are now seeking to replicate the programme. The co-design processes and tools detailed in this study can be adapted to the design of programmes for those already engaged with the youth justice system and should be considered as part of a public health approach to effectively prevent and respond to YSVA and other youth crimes.
Originality/value
This paper advances understanding, providing a practical approach that ensures youth views are given weight [audience and influence described in Lundy’s (2007) participatory framework]. This paper explains how the YVU Committee, established at the commencement of the project, oversaw the community co-design effort, which followed Trischler et al.’s (2019) seven-step co-design process. Ideas were generated, and consensus views were consolidated, delivering the highest level of engagement according to Willmott et al.’s (2022) methodology, agent of change, training and engagement taxonomy. The participatory design method led to high levels of community engagement, and the success of the project is attributed to the establishment of the YVU Committee and stakeholder support.

Abstract
Purpose
This purpose of this study is to outline an inclusive development strategy for crime prevention interventions. Crime prevention interventions are delivered to the target audience to convey an evidence-based message to dissuade would-be offenders from carrying out crimes. However, rarely is the target audience involved when designing crime prevention interventions.
Design/methodology/approach
Using the Delphi method, this paper documents the design of an intervention aimed at improving young drivers’ compliance with road rules, incorporating feedback from both a panel of experts and the target audience of the intervention. While expert feedback guided the content and the context of the intervention, the feedback from the target audience was critical in ensuring that effective delivery and messaging of the crafted intervention would occur.
Findings
By drawing on expert and experiential insights, this exploratory method of intervention design provided a simple and effective way of ensuring the effective delivery of a crime prevention message.
Research limitations/implications
Although this study focussed on a road safety intervention, the crime prevention applications of this method are broad.
Originality/value
This paper outlines a collaborative methodology that utilises expert and experiential knowledge towards the design and development of a crime prevention intervention, in this case, targeted at young drivers.

The contribution is focussed on the question of which logic and which distinctive lines of development have shaped the discourse on urban crime prevention and will probably shape it in the future.
Design/methodology/approach
Comparing the line of development in thinking about urban crime prevention: starting with the approaches of the rational choice theory and of architectural determinism that were integrated in the practical approach of crime prevention through environmental design (CPTED). Looking on the continuation in the recent past: aspects of social cohesion and disorganization in the neighbourhood – represented by the collective efficacy – were integrated with the traditional lines of argumentation. Continuing to the present, the actor network theory opens up advanced perspectives of the integration and development of urban crime prevention.
Findings
Comparison of the approaches of the rational choice theory and of architectural determinism. Their combination in the practical approach of CPTED. Integration of these lines of argumentation with aspects of social cohesion and disorganization in the neighbourhood represented by the collective efficacy and the absorption in the concept of second-generation CPTED in the recent past. Opening up for advanced perspectives of the integration and development of urban crime prevention by the actor network theory.
Originality/value
The process analysis by linking the rational choice theory, the architectural determinism, the collective efficacy theory and the actor network theory to a continuous development represents an innovative perspective on the discourse on urban crime prevention.

Abstract
Purpose
The purpose of this paper is to investigate the impact of Crime Prevention Through Environmental Design (CPTED), a crime prevention tool, on reducing rates of sexual assault. In addition, the study attempts to understand if CPTED results in crime displacement in non-target areas.
Design/methodology/approach
This research utilizes a Weighted Displacement Quotient (WDQ) model to analyze the effects of CPTED, which is an appropriate tool in fields of regional-scale crime prevention and on sexual assault prevention. WDQ is capable of analyzing policy effectiveness while controlling for geographical crime displacement, a known side effect of CPTED in the literature.
Findings
The analysis results show that CPTED is an effective tool to prevent sexual assaults in South Korea. The sexual assault occurrence rate decreased in the CPTED implementation zone of Yeomri-dong Mapo-gu. WDQ showed that crime displacement occurred in adjacent areas in Daeheung-dong and Ahyun-dong. But, crime displacement was lower than the policy effectiveness in the target zone.
Originality/value
The policy implications of this research are immense. First, CPTED for the prevention of sexual assaults should be considered as a pre-control tool. Second, a strategic method for more effectively implementing CPTED is required. Third, because CPTED is a policy done on a regional scale, provisions need to be in place to manage crime displacement.

Abstract
Purpose
The purpose of this paper is to respond to the need for comparative studies on methodologies for implementing Crime Prevention through Urban Design and Planning (CP-UDP) at the local level, particularly in peripheral Europe where CP-UDP’s top-down standards have poor dissemination and acceptance. This paper debates how local partnerships can help reduce crime and how a CP-UDP-based model can be introduced into municipal planning.
Design/methodology/approach
The paper discusses the challenge of CP-UDP in the framework of a post-crisis Europe and Europe 2020. Because there is a large gap between theory and practice, lack of a shared holistic approach, and scepticism, or lack of knowledge, of public authorities, at local-level planning professionals and the police have devised bottom-up initiatives based on interdisciplinary partnerships with the community. The paper describes, discusses and compares the implementation of such approaches in Lisbon (Portugal) and Vilnius (Lithuania).
Findings
The paper addresses the processes and challenges of establishing synergies and working relationships between police officers, public officials and the community, and it discusses six main causes for its (un)success. When these conditions were met, crime and social constraints reduced.
Practical implications
Lessons learned are deemed crucial to disseminate knowledge and best practices, paving the way for proper top-down policies and planning legislations in these and other countries.
Originality/value
This paper analyses the potentialities and shortcomings of local-level implementation of CP-UDP strategies as an alternative to failed top-down strategies in two realities mostly unknown of the international scientific community. The case study material is previously unpublished internationally.
