Abstract

Purpose

This article presents an introduction to the Delphi method and review of Delphi studies published in the literature of library and information science (LIS).

Design/methodology/approach

A review of Delphi studies published between the years of 1971 and 2019 is performed, using studies retrieved from the Library and Information Science Source database. A total of 122 articles were retrieved and evaluated based on the population studied, means of identifying experts, number of participants for each study round, type of Delphi, and type of findings.

Findings

General librarians (any type), academic librarians, and information science researchers are the most common populations in LIS Delphi studies. On average (middle 50 percent of studies), 14–36 experts are used in the first round of LIS Delphi studies (median n = 23). Employment in a specific role and publications in scholarly journals are the most common means of identifying experts. Variants of the e-Delphi (online survey/email) method are increasingly common, particularly in LIS Delphi studies that focus on general information science, rather than library, topics. Though LIS Delphi studies are relatively few in number, they have a consistent record of being published in some of the most prestigious LIS journals.

Originality/value

This paper provides an introduction to the Delphi method for LIS research and presents an overview of existing literature in LIS that utilizes the research method. No overview of this extent exists in the LIS literature, and, thus, this paper may serve as an important information source about the method for LIS researchers.

Abstract

This chapter focused on presenting the result of the Delphi study from the questionnaire distributed to the experts. The Delphi technique was used for modelling the construction supply chain management (CSCM) practice in the fourth industrial revolution (4IR) era. The technique was also used to predict the supply chain management's (SCM) possible trends in the construction industry. A total of 15 experts were selected for this study based on their working experience. The Delphi study also validated the gaps (organisational culture and 4IR component) identified from the existing CSCM model. The findings from the Delphi study revealed that organisational culture has a significant impact on the practice of CSCM in the 4IR era. Regarding adopting the 4IR component for the CSCM in Nigeria, the Delphi study revealed that smart management and virtualisation are the most adopted. Unfortunately, the cyber-physical system, the heartbeat of the 4IR, is yet to be fully implemented for CSCM practice in the Nigerian construction industry.

Abstract

Purpose

The purpose of this paper is to identify and rank the most important topics for research in the field of public relations. An associated outcome was to propose the research questions most closely linked to the prioritised topics.

Design/methodology/approach

An international Delphi study on the priorities for public relations research, conducted in 2007 amongst academics, practitioners and senior executives of professional and industry bodies was used to investigate expert opinion on research priorities for public relations. This choice of qualitative methodology replicated earlier studies by McElreath, White and Blamphin, Synnott and McKie, and Van Ruler et al.

Findings

The role of public relations in the strategic operation of organisations, and the creation of value by public relations through social capital and relationships were ranked most highly. Some outcomes were comparable with earlier studies; for instance, evaluation of public relations programmes ranked third in this study and was amongst the leaders in the Synnott and McKie study. Only the topic “management of relationships” was wholly new, whereas “impact of technology on public relations practice and theory” ranked much lower than a decade ago.

Research limitations/implications

The Delphi study method is a small scale qualitative process which limits generalisability, unless the choice of “experts” and their active participation can demonstrate that there is validity in its outcomes.

Practical implications

The research gives valuable insight into the main public relations research areas and will allow academics and practitioners to work closely together to improve understanding of public relations.

Originality/value

This is the first completed Delphi study into public relations research priorities since Synnott and McKie.

Abstract

Purpose

Big data poses as a valuable opportunity to further improve decision making in supply chain management (SCM). However, the understanding and application of big data seem rather elusive and only partially explored. The purpose of this paper is to create further guidance in understanding big data and to explore applications from a business process perspective.

Design/methodology/approach

This paper is based on a sequential mixed-method. First, a Delphi study was designed to gain insights regarding the terminology of big data and to identify and rank applications of big data in SCM using an adjusted supply chain operations reference (SCOR) process framework. This was followed by a questionnaire-survey among supply chain executives to elucidate the Delphi study findings and to assess the practical use of big data.

Findings

First, big data terminology seems to be more about data collection than of data management and data utilization. Second, the application of big data is most applicable for logistics, service and planning processes than of sourcing, manufacturing and return. Third, supply chain executives seem to have a slow adoption of big data.

Research limitations/implications

The Delphi study is explorative by nature and the questionnaire-survey rather small in scale; therefore, findings have limited generalizability.

Practical implications

The findings can help supply chain managers gain a clearer understanding of the domain of big data and guide them in where to deploy big data initiatives.

Originality/value

This study is the first to assess big data in the SCOR process framework and to rank applications of big data as a mean to guide the SCM community to where big data is most beneficial.

Abstract

Purpose

Business process management (BPM) requires a holistic perspective that includes managing the culture of an organization to achieve objectives of efficient and effective business processes. Still, the specifics of a BPM‐supportive organizational culture have not been examined so far. Thus, the purpose of this paper is to identify the characteristics of a cultural setting supportive of BPM objectives.

Design/methodology/approach

The paper examines the constituent values of a BPM‐supportive cultural setting through a global Delphi study with BPM experts from academia and practice and explore these values in a cultural value framework.

Findings

The paper empirically identifies and defines four key cultural values supporting BPM, viz., customer orientation, excellence, responsibility, and teamwork. The paper discusses the relationships between these values and identifies a particular challenge in managing these seemingly competing values.

Research limitations/implications

The identification and definition of these values represents a first step towards the operationalization (and empirical analysis) of what has been identified as the concept of BPM culture, i.e. a culture supportive of achieving BPM objectives.

Practical implications

Identifying these cultural values provides the basis for developing an instrument that can measure how far an existing cultural context is supportive of BPM. This, in turn, is fundamental for identifying measures towards achieving a BPM culture as a necessary, yet not sufficient means to obtain BPM success.

Originality/value

The paper examines which cultural values create an environment receptive for BPM and, thus, specifies the important theoretical construct BPM culture. In addition, the paper raises awareness for realizing these values in a BPM context.

Abstract

Purpose

Despite the variety of supply chain management (SCM) research, little attention has been given to the use of Big Data Analytics for increased information exploitation in a supply chain. The purpose of this paper is to contribute to theory development in SCM by investigating the potential impacts of Big Data Analytics on information usage in a corporate and supply chain context. As it is imperative for companies in the supply chain to have access to up-to-date, accurate, and meaningful information, the exploratory research will provide insights into the opportunities and challenges emerging from the adoption of Big Data Analytics in SCM.

Design/methodology/approach

Although Big Data Analytics is gaining increasing attention in management, empirical research on the topic is still scarce. Due to the limited availability of comparable material at the intersection of Big Data Analytics and SCM, the authors apply the Delphi research technique.

Findings

Portraying the emerging transition trend from a digital business environment, the presented Delphi study findings contribute to extant knowledge by identifying 43 opportunities and challenges linked to the emergence of Big Data Analytics from a corporate and supply chain perspective.

Research limitations/implications

These constructs equip the research community with a first collection of aspects, which could provide the basis to tailor further research at the nexus of Big Data Analytics and SCM.

Originality/value

The research adds to the existing knowledge base as no empirical research has been presented so far specifically assessing opportunities and challenges on corporate and supply chain level with a special focus on the implications imposed through Big Data Analytics.

Abstract

Purpose

Through its advanced computational capabilities, cyber–physical systems (CPS) proffer solutions to some of the cultural challenges plaguing the effective delivery of facilities management (FM) mandates. This study aims to explore the drivers for the uptake of CPS for FM functions using a qualitative approach – the Delphi technique.

Design/methodology/approach

Using the Delphi technique, the study selected experts through a well-defined process entailing a pre-determined set of criteria. The experts gave their opinions in two iterations which were subjected to statistical analyses such as the measure of central tendency and interquartile deviation in ascertaining consensus among the experts and the Mann–Whitney U test in establishing if there is a difference in the opinions given by the experts.

Findings

The study’s findings show that six of the identified drivers of the uptake of CPS for FM were attributed to be of very high significance, while 12 were of high significance. Furthermore, it was revealed that there is no significant statistical difference in the opinions given by experts in professional practice and academia.

Practical implications

The study’s outcome provides the requisite insight into the propelling measures for the uptake of CPS for FM by organisations and, by extension, aiding digital transformation for effective FM delivery.

Originality/value

To the best of the authors’ knowledge, evidence from the literature suggests that no study has showcased the drivers of the incorporation of CPS for FM. Hence, this study fills this gap in knowledge by unravelling the significant propelling measures of the integration of CPS for FM functions.

Abstract

Purpose

Due to the absence of industry and region-specific implementation guides, change efforts, in particular continuous improvement implementations, continue to report high failure rates. The purpose of this paper is, therefore, to present a finalised implementation framework specifically tailored for manufacturing companies.

Design/methodology/approach

A conceptual framework derived from the existing literature is validated, through a Delphi study, by an expert panel to review its content and suitability for a practical application.

Findings

This paper proposes a finalised framework tailored to the practical needs of users. The results of the Delphi approach offer a phased implementation framework that provides an overview of the implementation process of continuous improvement initiatives and the key activities involved. The framework is suitable for use by both business leaders and continuous improvement practitioners with varying degrees of previous implementation experience.

Research limitations/implications

The research was carried out in the UK and is specifically focused on the manufacturing industry. It is therefore not clear the applicability of the framework presented to other regions and industries. The framework, although validated through several phases of research, still requires practical application and testing.

Originality/value

Business leaders and continuous improvement practitioners will benefit from having the necessary content presented in a manner that will promote its practical application. It has also been demonstrated that the framework is robust in its content, incorporating the literature findings as well as the experience of an expert panel encompassing 20 people.

Abstract

Purpose

This article seeks to present approaches on the utilisation of expert information in strategic planning practices.

Design/methodology/approach

The article emphasises alternative scenario development for the bases of decision making. This is done through an evaluation of Delphi studies and their feasibility for scenario construction. As an application of the information processes, both narrow and broad expert information processes are presented as alternative sources for solutions in public sector strategic planning.

Findings

Basically, there are two alternative ways to utilise Delphi studies in strategic planning and decision making: a broad expert information process (BEIP) model; and a narrow expert information process (NEIP) model.

Practical implications

As a broad process, an example is presented of the alternative future outcomes and the argumentation around it in the share of genetically modified plant varieties in commercial farming in Finland.

Originality/value

This theoretical review contributes to the discussions of the linkages between the use of expert information, the scenario planning and the strategic planning processes.

The objective of this paper is to examine the impact of cross-docking on the retail out of stock (OOS).

Abstract

Purpose

The objective of this paper is to examine the impact of cross-docking on the retail out of stock (OOS).

Design/methodology/approach

The research is based on a three-phase Delphi study consisting of a seeding/literature review phase, a pre-testing phase and a three-round Delphi study. The Delphi study used in this paper brings together leading supply chain management experts with leading academics.

Findings

The findings of the paper show that cross-docking may impact the retailers OOS drivers positively or negatively. The study demonstrates that cross-docking has a negative impact on ordering, placement, delivery, handling, DC handling and receipt. On the other hand, cross-docking has a positive effect on supplier ordering. Finally, academics and supply chain managers disagreed on the effect of cross-docking on the promotions driver. Academics consider that cross-docking has a positive impact on promotions OOS driver, while supply chain managers believe the opposite.

Research limitations/implications

The Delphi study was administrated to supply chain managers from a single major FMCG company, which is a supplier of grocery retailers. By including supply chain managers from the retailers' side, more perspectives on the impact of cross-docking on the OOS drivers can be investigated.

Originality/value

The study develops an original instrument to investigate the impact of cross-docking on OOS drivers. This is the first scholarly work to investigate the relationship between a distribution strategy and the OOS drivers.
