Abstract

Purpose

The purpose of this study is to develop a map for the holistic business process management (BPM) diagnosis in order to guide the choice of techniques that encompass all dimensions of the business process.

Design/methodology/approach

The design science research method was used, with the elaboration of seven steps to project solutions to empirical problems: (1) identification of the problem, (2) awareness of the problem, (3) definition of expected results, (4) design and development, (5) demonstration, (6) evaluation of artifacts and (7) communication. These steps were organized in different analyzes: descriptive, experimental and observational. The descriptive analysis comprised steps one to three (identification of the problem, awareness of the problem, definition of expected results) and made use of the systematic literature review procedure for proposing artifacts. The experimental analysis comprised steps four to five (design and development, and demonstration), where the consultation with specialists' procedures and then the Delphi procedure for the construction of the artifacts were carried out. In the observational analysis, steps six (evaluation of artifacts), where two case studies were performed, and step seven (communication), in which the map for the holistic BPM diagnosis was presented were carried out.

Findings

The article systematizes the BPM diagnostic techniques scattered throughout the literature and relates how these techniques relate to dimensions. A map for the holistic BPM diagnosis is generated containing 21 techniques and 9 dimensions, with 45 relationships between these techniques and tools. Another aspect is that the map shows that in BPM promotion projects, techniques are not restricted to any specific phase of the life cycle.

Practical implications

Professionals can use the map to form a blend with selected techniques and use them for holistic BPM diagnosis according to the skills and other resources of the project team.

Originality/value

The map developed is innovative because it relates a set of consolidated techniques for each dimension of the process to provide the holistic diagnosis for the organization. It is important to highlight that these techniques and dimensions were scattered in the literature.

Abstract

Purpose

This paper aims to assess information technology (IT) managers' perception of the strengths, weaknesses, opportunities and threats (SWOT) of using social networking sites (SNS) for group work at government organizations. According to the research, SNS provide considerable potential and can be a valuable technology for group work in government, public and/or non-profit organizations.

Design/methodology/approach

This study adopted a Delphi technique to assess the SWOT from IT managers in government organizations in Oman, a developing Middle Eastern country. One of the main roles of IT managers is to develop a short-term and long-term IT strategy, and identify opportunities in new technologies. SWOT analysis is a very useful tool to strategically analyze and understand an organization's current position in any IT deployment. As an exploratory study, Delphi technique is utilized as it produces the most reliable consensus of a group of experts. Data was collected through a web-based questionnaire.

Findings

The results suggest that there are more strengths than weaknesses and more opportunities than threats. However, some weaknesses and risks are critical as they relate to security and privacy controls and breaches. The study illustrates IT managers' perception about the use of SNS in government organizations.

Originality/value

For government organizations, prior research was mainly on the use of SNS to improve communication between government organizations and citizens. Not much is known about organizations' use of public technologies for a challenging process such as group collaboration. Results can be utilized by researchers and practitioners to improve SNS use for group work and to raise organizations' and individuals' awareness about implementing some controls that eliminate the critical threats. Results also can be utilized by IT policy and strategy makers in Oman and government organizations to develop overall national policy and guidelines for the use of SNS by government organizations.

Abstract

Purpose

The purpose of this paper is to empirically evaluate the critical factors for successful quality engineering (QE) implementation in automotive-related companies in Malaysia and Indonesia. The existence of these critical factors for the successful application of QE would help the automotive industries, especially in Malaysia and Indonesia, to be able to investigate their current QE practices and how they could be improved.

Design/methodology/approach

Delphic hierarchy process (DHP) methodology is used in this study. The DHP method is a combination of the Delphi method and the analytic hierarchy process (AHP) approach for determining the ranking of the factors and sub factors needed for successful QE implementation. The Delphi method is employed to gather data from automotive experts in both countries and the AHP approach is used to rank the critical factors for success of QE practices.

Findings

The findings of this study showed that the automotive industries in Malaysia and Indonesia stressed the importance of management responsibility and people management for the successful implementation of QE. Strategic quality planning, continuous improvement, and technology- and production-related resources are the most important sub factors for successful QE in both countries.

Research limitations/implications

The series of rounds that took place during the Delphi method increased the length of time required for data collection and the follow-up process. On the basis of the consideration given, the limited resources included time, financial resources, and technical availability for this study, which resulted in the small sample sizes used.

Practical implications

The ranking of the critical factors and sub factors for QE implementation could be useful for automotive-related companies in Malaysia and Indonesia to create action plans for improving their QE implementation.

Originality/value

The instrument that was developed is a contribution toward characterizing critical factors for QE. Using DHP methodology, nine factors and 31 sub factors have been validated through a series of rounds of the Delphi method. It was developed based on industry experts’ inputs. Therefore, the critical factors represent actual situation for QE success.

Abstract

This article attempts to ascertain the future scenario of the Singapore tourism industry through the use of the Delphi technique. Two panels were established for the purpose of this study. The first panel consisted of key individuals in the local tourist industry. The second panel comprised an international group of executives participating in an executive development programme in Singapore. The panels were asked to examine a host of events related to the tourism industry in Singapore and to provide their assessments on the likelihood of these events happening in different time horizons. Based on the findings, events with higher probability of occurrence and crucial to tourism development are identified. Marketing implications of these events are discussed and strategies for tourism planning suggested.

Purpose

From last few decades, logistics management (LM) constitutes a global concern among organization’s supply chain (SC) to improve their business effectiveness. The purpose of this paper is to uncover and analyze the critical factors (CFs) related to the implementation of effective LM concept and benchmark the SC performance.

Design/methodology/approach

The most common (16) CFs were identified and selected through literature and use of the Delphi method. Subsequently, the selected most common CFs were analyzed to distinguish their causal relations using the fuzzy Decision Making Trial and Evaluation Laboratory (DEMATEL) technique under unclear surroundings. A case example of Indian Logistics Company is also discussed to reveal the practical applicability of the research.

Findings

Provision of the effective information communication and technological developments in the system and Management dedication, support and involvement CFs are found to have the top most influences in the effective implementation of LM. This paper also groups the CFs into cause and effect relationship which provides valuable insights for analyzing the factors in successful implementation of LM.

Practical implications

This work attempts to understand the different CFs, their relative position and the importance rating in the system, due to which, managers can differentiate the factor which greatly affects the concepts of implementing LM, and thus, improvements can be made accordingly.

Originality/value

First, this work offers 16 CFs to LM implementation from a SC scenario. Second, in the context of contributing to the theory, the combined Delphi and fuzzy DEMATEL-based model is provided that helps in managing the logistic related issues effectively.

Purpose

This paper aims to facilitate the joint assessment of issues related to the agricultural systems, i.e. agriculture, aquaculture and climate change (CC) response strategies, in the coastal districts with a panel of stakeholders; and to evaluate the level of agreement on the topics under consideration and potentially identify the most promising approaches to assessing CC affecting agricultural systems in the area and identify relevant and adequate response strategies.

Design/methodology/approach

Stakeholder Delphi technique – its assessment is an interactive method of qualitative research used to facilitate the interactive participation of varied and conceivably hierarchical and antagonistic stakeholder groups.

Findings

The most important result for the province is that the impact of climate change on agro-ecological landscapes (poverty and near river areas) is the duration of cold weather, more frequent and extreme. Moreover, Kendall’s W test gave a score of 0.547, which indicates a “strong” stakeholder agreement and the “confidence in ranks” being “high” in Thai Binh (Vietnam).

Originality/value

The scientific results in this study are intended to serve as relevant knowledge-inputs and direct contributions to capacity-building for the local partners (stakeholders and local authorities). These local partners are engaged in policy-making and effective planning and implementation of climate response measures in the districts in the province of Thai Binh.

Abstract

Purpose

Cambodia's tourism sector has increasingly been playing a crucial role and is the key to the country's socio‐economic development. The purpose of this paper is to investigate how value changes in Cambodian society affect development of the tourism industry and to evaluate the events having potential impact on tourism market development.

Design/methodology/approach

The Delphi qualitative forecasting technique has been utilized in a variety of settings as a powerful market research tool. In this empirical study, the Delphi method is utilized to predict the future tourism and hospitality scenarios for Cambodia from 2005 through 2020, as well as their marketing policy implications at regional and national levels. A representative sample of diverse groups of Cambodia tourism and hospitality industry experts were pooled for data collection.

Findings

The study results indicate that experts predict more structural changes will be taking place in the tourism and hospitality industry. An interesting study finding is that most of the tourism and hospitality events will take place in the medium and long‐term horizon. It is predicted that there will not be much change in value orientations of Cambodians, except for significant change in high value of materialism and interactive learning and cultural exchanges.

Practical implications

The research offers implications for tourism researchers, the Cambodian government tourism ministry, as well as tourism industry actors.

Originality/value

The paper offers greater insights into the working of qualitative forecasting in the development of tourism market planning in emerging markets.

Abstract

Purpose

This study aims to develop an inclusive, multidisciplinary, flexible and organizationally adaptable safety risk management framework, including diversity management, that will be implemented to ensure safety is and remains at the desired level. If the number of incidents and potential incidents that could lead to accidents and their impact rates are to be reduced operationally and administratively, aviation safety risks and sources of risk must be better understood, sources of risk identified, and the safety risk management framework designed in an organization-specific and organization-wide sustainable way. At this point, it is necessary to draw the conceptual framework well and to define the boundaries of the concepts well. In this study, a framework model that can be adapted to the organization is proposed to optimize the management of risks and provide both efficient and effective resource allocation and organizational structure design in its operations and management functions.

Design/methodology/approach

The qualitative research method – triple techniques – was deemed appropriate for this study, which aims to identify, examine, interpret and develop the situations of safety management models. In this context, document analysis, business process modeling technique and Delphi techniques from qualitative research methods were used via integration as the methodology of this research.

Findings

To manage dynamic civil aviation management activities and business processes effectively and efficiently, the risk management process is the building block of the “Proposed Process Model” that supports the decision-making processes of aviation organizations and managers. This “Framework Conceptual Model” building block also helps build capacity and resilience by enabling continuous development, organizational learning, and flexible structuring.

Research limitations/implications

This research is limited to air transportation and aviation safety management issues. This research is limited specifically to a safety-based risk management framework for the aviation industry. This research may have social implications as source saving, optimum resource use and capacity building will make a contribution to society and add value besides operational and practical implementation.

Social implications

This research may contribute to more safe operations and functions in the aviation industry.

Originality/value

Management and academia may gain considerable support from this research to manage their safety risks via a corporate-tailored risk management framework, both improving resilience and developing corporate capacity. With this model presented, decision-makers will have a guiding structure that can optimally manage the main risk types that may be encountered in the safety risk in the fields of suppliers, manufacturers, demand changes, logistics, information management, environmental, legal and regulatory. Existing studies in the literature are generally in the form of algorithms and cannot be used as a decision-making support tool. This model aims to fill the gap in the literature. In addition, added value may be created by applying this model to optimum management safety risks in the real aviation industry and its related sectors.

Abstract

Purpose

The objective of this paper is to build an understanding of how to bring about change, improve relationships, facilitate knowledge creation and sharing, and support coherence and sense‐making among clinical faculty with little or no background in medical education.

Design/methodology/approach

In this process the conventional Delphi approach was used, as it was believed that it would help in gaining the most reliable agreement of opinions of a diverse group of faculty members in the shortest time.

Findings

The paper finds that the instructional and assessment tools and approaches that were being used were mostly traditional. The challenge was to get them to a consensus as most of the faculty/teachers were unsure about replacing the traditional approaches which were “time tested” to newer “evidence‐based” methodology. This paper demonstrates that four features – namely, anonymity, iteration, controlled feedback and cumulative statistical group response – are the key contributory factors to moving the “unsure group” to an agreement.

Research limitations/implications

Conventional silent technique shows promise in getting the “non‐educationists” on the same page without much friction, but has limitations as it was limited to a specific group and a single university setting.

Practical implications

This process created connections between the faculty members that carry a long‐lasting effect and not just the resolution of the problem of the day.

Originality/value

This paper establishes that this exercise will bring about a positive change in the attitude and practices of the faculty /teachers and can help them to implement “evidence based” methodology for teaching and learning.

Abstract

Purpose

The purpose of this study is to reveal the similarities and differences between the manufacturing and service industries in their prioritization of technologies and public research and development (R&D) roles, along with the complementation of properties of technology and public R&D role in the context of Fourth Industrial Revolution.

Design/methodology/approach

Two rounds of Delphi surveys were designed to meet the purpose of this study, which used rigorous triangulation techniques. The Delphi method was combined with the brainstorming method in the first-round Delphi survey, while the second-round Delphi survey focused on experts’ judgments. Finally, language network analysis was performed on the properties of technology and public R&D roles to complement the data analyses regarding prioritization.

Findings

This study identifies different prioritizations of five similar key technologies in each industry, so that it can note different technological impacts to the two industries in the Fourth Industrial Revolution. Smart factory technology is the first priority in the manufacturing industry, whereas artificial intelligence is the first priority in the service industry. The properties of the three common technologies: artificial intelligence, big data and Internet of things in both industries are summarized in hyper-intelligence on hyper-connectivity. Moreover, it is found that different technological priorities in the service and manufacturing industries require different approaches to public R&D roles, while public R&D roles cover market failure, system failure and government failure. The highest priority public R&D role for the service industry is the emphasis of non-R&D roles. Public R&D role to solve dy-functions, focus basic technologies and support challenging areas of R&D is prioritized at the highest for the manufacturing industry.

Originality/value

This study of the different prioritizations of technologies in the manufacturing and service industries offers practical lessons for executive officers, managers and policy-makers. They, by noting the different technological impacts in the manufacturing and service industries, can prepare for current actions and establish the priority of technology for R&D influencing the future paths of their industries in the context of the Fourth Industrial Revolution. While managers in the service industry should pay greater attention to the technological content of hyper-intelligence and hyper-connectivity, managers in the manufacturing industry should consider smart factory and robot technology.
