Abstract

Purpose

Mobile communication has grown beyond its original scope and scale, and mobile operators have played a significant role in this phenomenon. Since the mobile operator business is highly regulated, the authors aim to analyze the effects of regulation on the industry during the period 1985‐2009. They also aim to consider its potential effects in the years 2010‐2015.

Design/methodology/approach

The method selected for this research was the Delphi method. The challenge was that this method was originally created to assess experts' opinions about the course of development of a certain technology or phenomenon in the future, and then by using for example a scenario technique, to draw conclusions about its possible futures. Here the authors used the Delphi method for estimating past development also, i.e. experts' opinions of the causes and effects of laws and other regulations in the past few decades.

Findings

According to this research the ultimate goals of the regulator, set as early as in the middle of the 1980s, have been actualized: in Finland there are several competing nationwide mobile operators and the use of mobile phones is cheap compared to many other countries. One significant finding of this study is that the regulatory framework for the mobile operator business has become more complex over the years and that this complexity is also likely to grow in the future.

Practical implications

Dynamic regulation has enabled strong competition in Finland's mobile operator market and at the same time a very high service level for subscribers. The Delphi method is proven to be a powerful tool also when examining past events, and the authors recommend Delphi for use in studies related to other sectors of administration and fields of business.

Originality/value

This paper enables better monitoring of the changes in regulatory framework over a long period in which several changes have been made, compared to previous studies which focus on a single regulatory action.

Abstract

Purpose

The purpose of this paper is to propose a new assessment methodology for the African Peer Review Mechanism (APRM) using fuzzy comprehensive evaluation method (FCEM) and the Delphi technique. The proposed approach by its design simplifies the review processes and also quantifies the outcome of the assessment result for easier interpretation and benchmarking among member countries. The proposed hybrid method demonstrates how the subjective APRM thematic areas and their objectives can be efficiently tracked country by country while addressing the key identified challenges.

Design/methodology/approach

Using a numerical example, a demonstration of how the APRM assessment could be carried is shown using the FCEM and the Delphi method. The APRM's own thematic areas are used as the evaluation factors and the weights are assigned using Delphi technique. A novel remark set is constructed to linguistically describe the performance of a country against each or all of the thematic areas. Then in line with the maximum membership degree principle, the position of the maximum number would correspond to its respective remark element to indicate the level of performance.

Findings

The result shows a hybrid method of FCEM and Delphi used to determine whether a member country has “achieved”, “on track”, “very likely to be achieved”, “possible if some changes are made” or “off-track” on the four focus areas of the APRM. The method provides a well-organized way of tracking progress of member countries. It is also an ideal method of tracking progress of individual thematic areas and objectives. Moreover, the simplicity of the proposed method, the preciseness of the final result it generates and the clear interpretation of the result makes it a stronger alternative to the current approach for assessing member countries.

Practical implications

The APRM is a respected body with the backing of the heads of state in Africa. As most African countries become conscious of the pressure to meet international standards as far as governance performance is concerned, this proposed assessment methodology if adopted would go a long way in improving performance evaluation on the continent.

Originality/value

The proposed methodology is unique in its simplicity and its ability to evaluate any of the APRM thematic areas independent of the others. This means an overall performance can be tracked as well as that of individual evaluation factors.

Purpose

To anticipate science and technology (S&T) changes and shifts in the competitive environment for the preparation of strategic development in an organization, this paper aims to address a structured analysis method for future technology trajectories and interactions by mapping and associating the future technology themes in foresight reports with a state‐of‐the art technology classification system. The objective of this paper is to develop an integrative method for systematically clustering, analyzing and visualizing the path for technology development and transformation.

Design/methodology/approach

Delphi topics related to sustainable energy were collected from strategic foresight reports of Japan, South Korea and China, and used as sources for future technology themes analysis. A standard mapping taxonomy based on international patent classification system was used to map out the technology concept described in these future technology themes. Technology interactions can be identified through a causal effect analysis during the mapping, and the results among selected countries are cross‐compared and visualized in an aggregated view.

Findings

By this standard mapping taxonomy and structured analysis, future technology themes in strategic foresight reports from countries in focus are systematically mapped and integrated for viewing future technology options and interactions. Similarities and discrepancies for prospecting the future technology trajectory among these countries are also identified.

Research limitations/implications

It would be a significant contribution if this structured analysis could be applied more broadly across different geographic regions or across research areas in foresight reports. This research may help to solve the practical difficulties faced during the secondary analysis of foresight studies in foresight preparatory studies by providing a consistent classification framework to make comparison and aggregation of future technology options from different countries/regions. Also, this classification framework can provide a bridge for linking with current technology performance such as patent productivity or quality and help in identifying the gaps between the probable future changes in S&T and the current capability.

Originality/value

The integrative method in this research provides a way to combine both the advantage of strategic technology foresight and competitive technology intelligence by utilizing the results deriving from the former as targets for analysis and the analytic practice deriving from the latter to identify the possible competitive or cooperative landscapes in the future.

Abstract

Purpose

The purpose of this paper is to focus on the combination of Delphi and focus group techniques and on the utilization of qualitative content analysis in this context. Moreover, it illustrates the potential of this hybridized methodology for gathering information from experts on multilingual practices in the primary school context in Germany in order to conceptualize a teacher training.

Design/methodology/approach

Based on a structured guideline, two group discussions with experts from the scientific community, schools and educational institutions (n=13; n=12) focused on language diversity in the school context, multilingualism, the heritage languages of children as well as on the role of language reflection and metalinguistic awareness in (second) language acquisition and development in primary school. Both group discussions were qualitatively analyzed, and inductive categories were framed.

Findings

The main aspects derived from the data were: teaching actors, their language awareness, their knowledge about multilingualism and attitudes toward it, characteristics of the materials and methods used in language lessons as well as students’ own experiences with both heritage and second language(s).

Practical implications

Following these domains derived from the analyses of the data, the authors developed a teacher training, systematically considering multilingual teaching practices and implications resulting from the modified Delphi-study.

Originality/value

Due to the fact that knowledge and experience of experts from research and school context had been taken into account, the teacher training measure achieved higher acceptance and efficacy.

Abstract

The last 20 years have seen increasing interest in the use of Delphi in a wide range of health‐care applications. However, this use has been accompanied by attempts to codify and define a “true Delphi”. Many authors take a narrow view of the purpose of Delphi and/or advocate a single prescriptive approach to the conduct of a Delphi study. However, as early as 1975, Linstone and Turoff pointed to the danger of attempting to define Delphi as one would immediately encounter a study that violated that definition. Through critical examination of some of the controversies and misunderstandings that surround Delphi, this paper aims to dispel some of the myths and demonstrates the wide scope and potential of this versatile approach.

Presents a case which suggests that companies in new‐technology‐based industries have a greater need for long‐term planning than those in other industries at other stages of development. During the period of an industry′s infancy, there is also a greater need for an industry, rather than a company, perspective. Judgemental forecasting techniques are suggested to be more suitable in new industries because of the problems associated with other forecasting methods. However, problems such as time pressure on executives and the need for confidentiality are more acute when using judgemental forecasting techniques in new industries. The Delphi technique has been used many times as a method of forecasting the future of established industries, but it has never been used to consider the future of a new industry. Discusses ten problems which can be encountered when Delphi is used in this situation and provides practical hints on procedures to overcome them, gained from its use to forecast changes in one new industry, the market analysis industry. Since new industries rarely have established trade organizations to carry out such Delphi studies, the role could be played by institutes of management education.

Abstract

Purpose

The purpose of this paper is to determine best practices of aid agencies for outsourcing logistics to commercial logistics service providers (LSPs) in disaster relief. Moreover, it evaluates the application of the Delphi method for research in humanitarian logistics.

Design/methodology/approach

The paper is based on a two-round Delphi study with 31 experts from aid agencies and a complementary full-day focus group with 12 experts from aid agencies and LSPs.

Findings

The study revealed 12 best practices for outsourcing logistics in disaster relief and a compilation of more than 100 activities for putting these practices into action. Experts consider a proper balance between efficiency and compliance, a detailed contract and a detailed service request most important. Additionally, the Delphi method was found to be a promising technique for research on humanitarian logistics.

Research limitations/implications

By critically examining the Delphi method, this study establishes the basis for a wider application of the technique in the field of humanitarian logistics. Furthermore, it can help to prioritize future research as the ranking of practices reflects the priorities of practitioners.

Practical implications

The paper provides guidance to practitioners at aid agencies in charge of outsourcing logistics.

Originality/value

This research is one of the first in the field of humanitarian logistics to apply the Delphi method. Moreover, it addresses the lack of literature dealing with approaches for building successful cross-sectoral partnerships.

A company is developing a new product and wants an accurate estimate of the investment's ROI. For that the money in-flows and out-flows for the project have to be forecasted. And to develop those forecasts, the resulting product's life cycle must first be forecasted.

In this chapter, we are considering a real company. The company was in the process of developing a new product – a special purpose computer. In June of a year, the company wished to predict the product's future life cycle before the product had been fully developed. The product would be introduced into the market in January of the following year. However, to predict the locus of a product's future life cycle before the product has been fully developed is known to be very difficult.

This chapter presents a method for predicting a new brand's life cycle trajectory from its beginning to its end before the brand is introduced into the markets. The chapter also presents a combination of two methods to use current information to revise the entire predicted trajectory so it comes closer and closer to the true life cycle trajectory. The true trajectory is not known till the product is pulled from the market. The two methods are the Delphi method and Kalman filtering tracking method.

The company, which this application originates with, and the problem we discuss are real. However, we are prepared to identify neither the company nor the product. This chapter discusses the approach, but the data and the time scale have been masked, so that no identification from the data is possible.

Abstract

Purpose

The purpose of this paper is to utilise the collective opinion of a group of Finnish experts to identify the most important learning outcomes of secondary-level school-based health education, in the specific domains of physical activity and nutrition.

Design/methodology/approach

The study uses a Delphi survey technique to collect the opinions of a group (panel) of Finnish experts. A list of learning outcomes was compiled via an extensive literature review of documents from all levels of health education (physical activity and nutrition) policy development and implementation. A general inductive analysis method was conducted, resulting in education themes which were then compiled into health literacy-constructed learning outcomes to present to the panel in the two Delphi rounds.

Findings

The study question is answered in the form of a ranked list of the 24 most important learning outcomes of physical activity and nutrition education in Finnish schools. The analysis of variance pair-wise comparisons with Bonferroni indicated that six items were statistically possibly more important than the 18 others. The three most important items being: first, understand the importance of a varied and balanced diet; second, the ability to analyse their own lifestyle; third, understand the link between physical activity and health. The study also identified topics/themes which could be either under-represented or over-represented in the current literature and teaching.

Originality/value

This study is the only one of its type, and researches an as yet unknown area of health education. The value of this study lies in its role in the further development of school health education, in terms of identifying the “most important” contemporary issues to teach in the classroom, and may also be used as a topic prioritisation and curriculum planning tool.

Abstract

Purpose: The study is designed to investigate internal audit functions in banks’ cyber security governance processes by assessing the pros and cons of blockchain technology through swot analysis.

Need of the Study: The study is needed to clarify the complexities in internal audit fields integrated into cyber security governance and explore the blockchain application opportunities.

Methodology: Blockchain technology is explored from the point of technical concepts and policy framework by swot analysis to propose a set of solutions for continuous audit methods in cyber security governance.

Limitations: The sample of this study is limited to the personal ideas and evaluations of academicians, experts in the banking sector and legal regulators of Türkiye, with the data received between March and December 2021.

Findings: Blockchain technology can be applied as an alternative to conventional risk control methods as a mechanism of continuous audit methods to reduce human mistakes and special causes.

Practical Implications: The control of risk management operations for cyber security processes should be performed with the support of audit units of the banks. Therefore, innovations are being implemented to cyber-risk controls to drop the defects that cause technical and ethical issues with blockchain technology as a way of using automation. So, this advancement can be applied in audit operations practically for unanticipated events which can emerge in cyberspace to mitigate inherent risk to residual levels. However, there is ample room to adapt this technology for cyber security management and audit practices from the point of view of the labour force, regulations and environmental issues.
