Abstract

Purpose

The purpose of this paper is to provide project management (PM) students with an example of the Delphi research approach that was applied to a recent doctoral research thesis. The objective is to provide both a description of the approach and an explanation of how it was successfully applied so that researchers in PM may become more aware and expand their perceptions of methodological options available to them.

Design/methodology/approach

The paper sets out a literature review of the Delphi approach and explains this research method as it was experienced as a research tool. The paper also provides reflection on the experience of being a researcher undertaking a doctoral study.

Findings

The Delphi approach is one of many that may be selected for researching PM issues and problems. It is appropriate for researching complex issues where larger scale quantitative “hard data” fails to unearth richness in tacit knowledge to help the research understand subtle expert opinion. It does not offer the rigor of clinical testing or quantitative analysis, but it provides a scientific methodology that is well suited to issues that require the insights of subject matter experts. The use of Delphi in this context was successful in that the thesis was passed and so its use in this context may be now considered as proved through rigorous examination.

Originality/value

The paper provides a solid literature review that may be used or referred to by researchers wishing to adopt this research approach. It also describes the protocols and processes adopted in the doctoral study. Thus, this paper provides the opportunity for PM researchers to expand their repertoire of research tools. Practitioners may also benefit from this paper as it provides a useful approach to assess and validate expert knowledge that could be contestable in a range of practice situations.

Abstract

Purpose

There are latent fears that in a Delphi exercise, the opinions of participants might be impaired due to the proximity of other participants. However, the thoughtful selection of participants and effective communication during the process can guarantee the independence of the participants’ opinions. The paper aims to discuss these issues.

Design/methodology/approach

The single site case study method was adopted and the participants for the Delphi exercise were chosen from the strategic and tactical levels of leadership. The professional, positional experience and responsibilities of the participants guaranteed the quality of their opinions.

Findings

Although some of the facilities management participants are from the same division, the data collected demonstrate the opinions of independent minds, thus guaranteeing that consensus was achieved without complicity.

Originality/value

The research shows that it is possible to achieve consensus of opinion in a Delphi exercise without complicity, even when the participants know each other. This can be achieved through the painstaking selection of appropriate participants, the skills of the research coordinator and transparent communication between the rounds and in the final report.

Background The Delphi technique was developed by a research group at the Rand Corporation in the 1950s. Its main aim was to achieve consensus whilst stifling the effect of those who, regardless of position, could be expected to influence planning decisions. Delphi is used to deal with uncertainty in an area of imperfect knowledge. As there are no “correct” answers, a consensus of opinion is an acceptable second choice.

Abstract

Purpose

The study aims to build up knowledge for collateral exploration of the classical Delphi survey method for assessing the industrial sustainability-related correction factor using a real field study in Nigeria.

Design/methodology/approach

The paper elicits the character and the operational approaches using an example study to provide a critical review of the method. It estimates the correction factor for appraisal purposes by transforming expert opinion into a valid group consensus.

Findings

The work considers the specific parameters of the method, design and analysis for interpretation to prove the reliability and the validity for the research results. Moreover, it emphasises that the validity of the traditional Delphi research demands cautious theoretical and practical applications by the coordinating researcher. The paper establishes the current validity and effectiveness of the classical Delphi method of foresight and streamlines their efficient implementation for theory building despite its numerous weaknesses.

Originality/value

It explores desirable futures for the method while analysing what is possible and probable.

Abstract

Purpose

The purpose of this paper is to improve overall healthcare maintenance (HM) service performance in NHS infection control (IC). Hence, the authors identify critical success factors (CSFs) and key performance measures in maintenance-associated infections. These infections occur because of the poor performance of HM service in IC.

Design/methodology/approach

In the first Delphi exercise, complete CSFs and performance measures were presented to the Delphi participants for refinement and modification. Delphi round 1 data were analysed manually and used to refine the rounds 2 and 3 Delphi instruments. In subsequent Delphi rounds, the results were analysed through descriptive statistics.

Findings

In total, eight CSFs and 53 key performance measures were identified for reducing maintenance-associated infections in hospitals. For example, establishing clear communication between the infection control team (ICT) and HM unit is important for preventing maintenance-associated HAIs. Dust prevention is also identified by the healthcare experts as an important measure to prevent maintenance-associated HAIs in high-risk patient areas.

Originality/value

The findings provide CSFs and key performance measures for measuring performance in HM in IC. Reducing the rate of maintenance-associated infections will have important socio-economic and health ramifications for hospitals. It will reduce cost and free up additional resources for alternative projects. It will also raise confidence among healthcare users about the quality of services provided by hospitals.

Abstract

Purpose

This paper's aim is to critically review the use of Delphi techniques in qualitative research for utilising “expert” opinions and to explore through a detailed example how Policy Delphi can be used by hospitality researchers as an alternative to the more widely used Normative Delphi.

Design/methodology/approach

The paper reflects on the research methodology of a project that explored organisational crisis signals detection using Policy Delphi with a criterion sample comprising 16 senior hotel executives involved in crisis management.

Findings

The main methodological concerns regarding Delphi are the definition of consensus, the expertise of the panel, its lack of scientific rigour, and – due to its lack of uniformity – reliability and validity of findings. Policy Delphi by default addresses the first since it does not seek consensus and can, through its design and execution, address the remaining concerns.

Research limitations/implications

Carefully designed Policy Delphi can offer a powerful research tool for exploratory research in hospitality, particularly for development of policies and strategies within an organisation. Unlike Normative Delphi, it is not intended as a decision making tool, but rather as a tool to generate options and suggest alternative courses of action for consideration.

Originality/value

The paper presents a valuable research tool that has evaded the attention of many hospitality researchers offering an illustrative example of its use in exploratory research to deliver credible, transferable and confirmable findings.

Abstract

The last 20 years have seen increasing interest in the use of Delphi in a wide range of health‐care applications. However, this use has been accompanied by attempts to codify and define a “true Delphi”. Many authors take a narrow view of the purpose of Delphi and/or advocate a single prescriptive approach to the conduct of a Delphi study. However, as early as 1975, Linstone and Turoff pointed to the danger of attempting to define Delphi as one would immediately encounter a study that violated that definition. Through critical examination of some of the controversies and misunderstandings that surround Delphi, this paper aims to dispel some of the myths and demonstrates the wide scope and potential of this versatile approach.

Purpose

Engaging with heritage to support mental health and wellbeing has become a focus of research and policy, more recently moving towards social prescription of heritage interventions. While there are benefits to active participation, there are potential risks to those taking part and to the non-renewable historic remains and landscape that form the core of these projects. The purpose of the current research paper was to develop best practice guidelines for organisations offering heritage projects as interventions for people who live with mental health issues to protect both participants and heritage.

Design/methodology/approach

There were two research phases; a Sandpit with World Café discussions to produce a set of research priorities, and a Delphi Consultation, using three questionnaires distributed over six months, to develop best practice guidelines. The panel in both phases comprised experts through lived experience, policy, practice and research.

Findings

The Authentic and Meaningful Participation in Heritage or Related Activities (AMPHORA) guidelines cover three stages: project development, project delivery and project follow-up, with a set of action points for each stage. Of particular importance was authentic participation and expertise to ensure appropriate management of heritage/ historic environment assets and support for participants.

Social implications

The AMPHORA guidelines can assist all organisations in the delivery of safe projects that support the mental health of those involved, as well as enhancing and protecting the historic environment.

Originality/value

To the best of the authors’ knowledge, these are the first research-led guidelines that help heritage organisations support those living with mental health issues.

Purpose

The challenges faced by China's high-end equipment manufacturing (HEEM) industry are becoming clearer in the process of global supply chain (GSC) reconfiguration. The purpose of this study is to investigate how China's HEEM industry has been affected by the GSC reconfiguration, as well as its short- and long-term strategies.

Design/methodology/approach

The authors adopted a multi-method approach. Interviews were conducted in Phase 1, while a three-round Delphi survey was conducted in Phase 2 to reach consensus at the industry level.

Findings

The GSC reconfiguration affected China's HEEM supply chain (SC). Its direct effects include longer lead times, higher purchasing prices and inconsistent supply and inventory levels of key imported components and materials. Its indirect effects include inconsistent product quality and cash flows. In the short term, China's HEEM enterprises have sought to employ localized substitutes, while long-term strategies include continuous technological innovation, industry upgrades and developing SC resilience.

Originality/value

This study not only encourages Chinese HEEM enterprises to undertake a comprehensive examination of their respective industries but also provides practical insights for SC scholars, policymakers and international stakeholders interested in how China's HEEM industry adapts to the GSC reconfiguration and gains global market share.
