Abstract
Purpose
The purpose of this paper is to introduce cybernetic systems in defence management applications, to meet new challenges of the information society and use of system modelling for decision making.
Design/methodology/approach
The paper defines basic terms for understanding the complexity of the defence management applications, which is simplified using input‐output modelling.
Findings
The paper illustrates the interdisciplinary nature of cybernetics, systems and management sciences. The defence system is analysed and a general input‐output model for defence system development recommended.
Research limitations/implications
New data technology and data availability provide perspective for applied research using scientific approach.
Practical implications
Cybernetic systems for defence provide analytical modelling for management applications.
Originality/value
The paper presents a concept and empirical evidence for defence system analysis and a new way of thinking that affects defence planning and defence management. A cybernetic, systemic and input‐output methodology provides solutions for defence management applications.

Abstract
The British Government is driven by the concept of value for money and is seeking ways in which to fund projects in the public sector. In the defence sector, this is resulting in the formation of public‐private partnerships and a close working relationship between the Government and defence companies. As well as placing the UK’s defence capability within the context of national security, it also needs to be placed within the context of the Government’s foreign policy which is focused on international conflict prevention. The UK Government remains committed to encouraging international collaboration as this should witness technology transfer from the defence sector to the civil sector. Makes reference to nine factors which underlie collaboration in the defence sector and draws on the expertise of defence sector experts who provide insights into the defence industry. Refers to a postal survey which was undertaken in 1999 in order to establish which areas of defence management would receive increased attention in both the short term and the long term. Finally, highlights the Executive Intelligence Alliance Policy and Strategy (EIAPS) Charter which can be used by defence company personnel as a framework to develop long‐term working relationships with other defence companies, government departments and universities.

Abstract
Estimates a three‐equation model to test various economic hypotheses regarding the relationship between unemployment rate and defence spending in 18 OECD countries during the period 1962‐1988. Reveals that the relationship which exists between unemployment rate and defence spending is not uniform across countries. Defence spending has a favourable impact on unemployment rate in Germany and Australia, whereas in Denmark it worsens the employment situation. In Australia, Germany and Belgium, non‐defence spending and the unemployment rate are causally independent. Defence spending appears to act as a stablization tool in response to changes in the unemployment rate only in the UK. No significant causal relationship between unemployment rate and either type of spending is revealed in Japan, The Netherlands, Italy, Spain, Austria, New Zealand, Sweden, Canada and the USA. Observes a few cases of bi‐directional causality between unemployment rate and defence/non‐defence spending. Gives possible explanations for the observed cross‐country variability in causal relation.

Abstract
Purpose
A deteriorating security situation and an increased need for defence equipment calls for new forms of collaboration between Armed Forces and the defence industry. This paper aims to investigate the ways in which the accelerating demand for increased security of supply of equipment and supplies to the Armed Forces requires adaptability in the procurement process that is governed by laws on public procurement (PP).
Design/methodology/approach
This paper is based on a review of current literature as well as empirical data obtained through interviews with representatives from the Swedish Defence Materiel Administration and the Swedish defence industry.
Findings
Collaboration with the globalized defence industry requires new approaches, where the PP rules make procurement of a safe supply of defence equipment difficult.
Research limitations/implications
The study's empirical data and findings are based on the Swedish context. In order to draw more general conclusions in a defence context, the study should be expanded to cover more nations.
Practical implications
The findings will enable the defence industry and the procurement authorizations to better understand the requirements of Armed Forces, and how to cooperate under applicable legal and regulatory requirements.
Originality/value
The paper extends the extant body of academic knowledge of the security of supply into the defence sector. It serves as a first step towards articulating a call for new approaches to collaboration in defence supply chains.

Abstract
Purpose
The total defence (TD) concept constitutes a joint endeavour between the military forces and civil defence structures within a TD state. Logistics is essential for such joint collaboration to work; however, the mismatch between military and civil defence logistics structures poses challenges for such joint collaboration. The purpose of this paper is to identify logistics concept areas within the TD framework that allow for military and civil defence collaborations from a logistics operations perspective.
Design/methodology/approach
Pattern-matching analysis is used to compare patterns found in the investigated case with those prescribed from the literature and predicted to occur. The study seeks to identify logistics concepts within TD from the literature and from the events describing the Swedish response to the Covid-19 pandemic. Pattern matching thus allows for the reconciliation of logistics concepts from the literature to descriptions of how the response was handled, albeit under a TD framework.
Findings
Findings show quite distinct foci between the theoretical and observational realms in terms of logistics applications. While the theoretical realm identifies four main logistics concepts, the observational realm identifies five logistics conceptual themes. This goes on to show an incongruence between the military and civil parts of the TD.
Research limitations/implications
This study provides basis for further research into the applications and management of logistics activity within TD and emergency response.
Originality/value
Logistics applications within TD have not, until now, received much attention in the literature. Given this knowledge gap, this study is of original value.

Abstract
Although the Cold War is over, the dangers of international armed conflict remain. Multinational talks about restricting the arms trade stalled in 1992. If they resume, what should the British attitude be towards participation in a multilateral agreement to limit arms exports when such exports apparently make a significant contribution to the UK economy? Sensible public debates and choices need information on the likely economic impacts of alternative scenarios. This paper examines the likely effects of a one‐third reduction in the value of UK arms exports. It finds that between 13,333 and 40,000 jobs would be lost and that of those that remain in the labour force over half will find new work within a year. The South‐West would be the worst affected region losing 0.3 per cent of all jobs; defence sales would be cut by between 3 and 8 per cent; aerospace output would be cut by between 5 and 9 per cent , and total exports would fall by 0.5 per cent. There would be initial adverse effects but, over time, resources would be re‐allocated to other industries and regions.

Reports on research into the relationship between European defence manufacturing firms and their experience of cross‐border strategic alliances. The research takes in 135 cross‐border strategic alliances involving UK and European defence manufacturing firms, ranging from firms heavily dependent on defence contracts to firms whose defence interests make up less than 10 per cent of overall business. These firms manufacture telecommunications, transport, information, lethal platforms and components for the operation of these platforms for military organisations. A main aim is to ascertain the extent of participation in strategic alliances, the types of alliances being used and the major problems experienced by the partners.

Abstract
Observes that the published literature on resistance to organisational change has focused more on organisational issues rather than individual psychological factors. The present study investigated the role of both adaptive and maladaptive defence mechanisms in individual resistance. Surveys were conducted in nine organisations undergoing major change and responses were obtained from 615 employees. The results indicate that five maladaptive defence mechanisms are positively correlated with behavioural intention to resist change, namely, projection, acting out, isolation of affect, dissociation and denial. The adaptive defence mechanism of humour was found to be negatively correlated with resistance intention. Identifies two intervention strategies which can be used by management to address the effects of defence mechanisms on resistance during periods of change in organisations.

Abstract
Purpose
The purpose of this paper is to investigate the internationalisation of enterprises by specific forms of foreign direct investments (FDI) and international technical cooperation in the defence sector.
Design/methodology/approach
The effects of defence FDI and international technical cooperation activities on the Slovenian economy are investigated using the input‐output modelling approach.
Findings
The author finds important direct and indirect effects on the Slovenian economy from the FDI and international technical cooperation inflows into enterprises. These positive effects are directly and indirectly linked to enterprises in different statistically classified industrial activities by predominance of the civil sector, which is important for the development of defence and civilian high‐technological base products in different regional parts of Slovenia.
Originality/value
The presented findings can be used to arrange industrial and regional development strategy and policy measures aimed at accelerating the internationalisation of enterprises and different industrial activities.

Abstract
Purpose
This paper aims to provide a meta-analysis of the main themes emerging from public domain foresight studies on the defence and security environment undertaken in the decade since the 9/11 attacks on the USA. The authors focus mainly on foresight studies undertaken in Europe.
Design/methodology/approach
The paper is based on a content analysis of public domain foresight studies.
Findings
Foresight studies on the defence and security environment reflect a shift in security thinking away from a focus on state-centric threats towards a much broader view of security risks that includes risks presented by the vulnerability of European society to the failure of critical infrastructure, to pandemics, environmental change and resource based conflicts. The authors place a particular emphasis on the treatment of technological change in these defence and security foresight studies and argue that the growing importance of dual-use technologies is likely to mean that defence will play a declining role as a sponsor and lead-user of advanced technologies in the future.
Originality/value
Foresight studies on the defence and security environment have grown in number since 9/11 not least in Europe. However, they have been the subject of little systematic analysis. This paper makes a contribution to such an analysis.
