Abstract

Purpose – This chapter reviews the approaches to the decentralization of services and the devolution of decision-making to local structures outlined by the New Labour government in the United Kingdom. The chapter draws upon earlier attempts by Town Halls in urban areas to introduce new forms of governance and decision-making as a way of providing a context to New Labour's plans.

Methodology/Approach – The chapter provides a detailed review and analysis of the literature and discusses the different models of governance and concepts of power and uses this analysis to identify 10 key lessons for policymakers.

Findings – The 10 key lessons for policymakers and practitioners that are identified and discussed include the role of local political leaders; the convergence of political and managerial leadership; defining the level and pace of community participation; and stressing the importance of continual training, learning, and evaluation.

Research implications – The chapter sets out a possible framework for review, research, and evaluation including cultural change, civil renewal, policy connectivity, and commitment and pace of change. The chapter defines these terms and the terms offer a way of looking at different initiatives and approaches at the level of City Hall.

Originality/Value of the chapter – The chapter sets the framework for a conceptual and empirical study of different approaches to double devolution within the United Kingdom and also outside of it.

Abstract

Purpose

This paper aims to deal with the coordination problem of the supply chain through cost sharing of corporate social responsibility (CSR) and government subsidy.

Design/methodology/approach

With respect to the coordination problem of the supply chain with CSR, this paper constructs a three-stage game model consisting of a dominant retailer, n suppliers and government. From the perspective of cost sharing and government subsidies, this paper discussed the decentralized and centralized decision-making, respectively. On this basis, this paper designed a coordination mechanism considering both cost sharing and government subsidies and explore the impact of cost sharing rate and government subsidy rate on CSR efforts, members’ profits and social welfare.

Findings

CSR can improve the profits of supply chain members and the overall performance of the supply chain. Then the profits of supply chain nodal enterprises will be affected by the fulfillment level of CSR of their partners. Furthermore, excessive CSR will erode the supply chain profits and cause resource waste. High CSR costs often make retailers low CSR effort level, while a high CSR cost sharing rate can reduce the profits of suppliers and the supply chain. In addition, excessive government subsidies will lead to the decline of social welfare. Excessive government subsidies will cause the dependence of enterprises and affect their operating efficiency.

Practical implications

The proposed coordination mechanism can effectively do with the coordination problem of the supply chain.

Originality/value

The proposed coordination mechanism considering cost sharing and government subsidies simultaneously can effectively deal with conflict problems and guarantee the supply chain members and the supply chain to maximize their profits and social welfare.

Abstract

Recent public sector management reform efforts have focused on the decentralization of managerial discretion and the empowerment of operational managers. To what extent have purchasing functions been decentralized in municipal governments in the wake of these efforts? What are the organizational factors associated with the decentralization of purchasing? On the basis of a national survey of municipal governments in the United States, this research finds that decentralization of the responsibility for purchasing has been limited. The decentralization that has occurred is associated with decentralization of budgeting and personnel systems, an organization=s analytical capacity to employ administrative and analytical tools, and an organization=s commitment to and support of enhanced performance and accountability.

Abstract

Purpose

The purpose of this paper is fourfold: first, to provide the first systematic study on the ethics of blockchain, mapping its main socio-technical challenges in technology and applications; second, to identify ethical issues of blockchain; third, to propose a conceptual framework of blockchain ethics study; fourth, to discuss ethical issues for stakeholders.

Design/methodology/approach

The paper employs literature research, research agenda and framework development.

Findings

Ethics of blockchain and its applications is essential for technology adoption. There is a void of research on blockchain ethics. The authors propose a first theoretical framework of blockchain ethics. Research agenda is proposed for future search. Finally, the authors recommend measures for stakeholders to facilitate the ethical adequacy of blockchain implementations and future Information Systems (IS) research directions. This research raises timely awareness and stimulates further debate on the ethics of blockchain in the IS community.

Originality/value

First, this work provides timely systematic research on blockchain ethics. Second, the authors propose the first research framework of blockchain ethics. Third, the authors identify key research questions of blockchain ethics. Fourth, this study contributes to the understanding of blockchain technology and its societal impacts.

Abstract

How are we to make sense of the attitudes of Social Democratic parties towards decentralisation? What do they think about what is a legitimate territorial allocation of power? What factors shapes this view? And what makes Social Democratic parties change their minds? This article addresses these questions by way of competing ideological traditions, the external strategic incentives and internal constraints. Empirically, the article presents a comparative case-study analysis of Social Democratic parties in four countries (Belgium, Italy, Spain and United Kingdom). On the basis of this analysis, I argue that the positioning of Social Democratic parties on decentralisation is influenced by strategic incentives created by the structure of political competition, whereas the policy shifts are more often produced by factors that are internal to the party. A decentralist policy shift is always associated with the capacity of regionalist parties to set the agenda by exerting pressures on Social Democratic parties. In addition, Social Democratic parties tend to shift their policy while in opposition to distinguish themselves from their centralist mainstream rival in government. The dominant mechanism found across four countries was one in which regional branches persuade the central party leadership to adopt a pro-decentralist position. This chapter illustrates how Social Democratic parties have an instinct for ‘adaptation and control’ in the face of social-structural changes, and it demonstrates that the prevalence of different ideological traditions will vary according to external strategic incentives and, crucially, by the party's internal ability to follow those incentives.

Abstract

Purpose

This paper aims to consider the suitability of Anglo‐American new public management (NPM) practices in the context of public sector reform in Japan.

Design/methodology/approach

The paper examines the two principal alternative approaches that have been taken to public sector reform in the UK and the USA. These comprise in the case of the UK the setting of targets by politicians and the monitoring by quasi‐autonomous non‐governmental organisations of the extent to which these are delivered upon. This is in contrast to the USA, where reform has been founded upon “market‐oriented populism”. Reforms implemented by successive Japanese administrations since the end of the Second World War are considered and the extent to which these manifested a philosophical preference for either approach.

Findings

The research finds that the Anglo‐American (occidental) versions of NPM may not be appropriate in the context of public sector reform in Japan. Attempts to achieve a decentralised and deregulated form of NPM, philosophically rooted in the 1945 Constitution as written by the post‐Second World War Occupying Power, the United States, and mimicked from its Anglo‐American contexts by Japan's political elite may, paradoxically, delay achievement of more culturally accommodating reform of the bureaucracy acceptable to all the country's principal democratic stakeholders.

Practical implications

The need for Japan's public sector reformers to evolve a unique form of NPM which accommodates the cultural and historical traditions of the country instead of mimicking occidental approaches is identified. Specifically, the paper provides policy proposals as to how this alternative to the UK and US models may be developed.

Originality/value

The paper suggests an alternative approach to public sector reform in Japan, which may be suitable for other countries looking to implement NPM but finding the USA and UK policies unsuitable in the context of their own traditions. Accordingly, the paper should be of value to public sector managers and policy makers generally who are looking to innovate upon traditional models of NPM.

Abstract

Costa Rica is recognized as one of the two countries with the longest continuous democracy in Latin America. After a short civil war, the country dissolved its armed forces and adopted a new constitution that established the basis of a Welfare State and a meritocratic public administration. The aim of this chapter is to analyze the characteristics of the Costa Rican public administration since the end of the 1990s. We discuss the dilemmas presented by its high level of fragmentation and the actions that have been taken—based mainly on the neo-Weberian paradigm—to modernize the traditional public apparatus so that it becomes more efficient, transparent, and responsive to citizens.

Abstract

National governments took responsibility for expanding their economies and providing public services during the 1950s and 1960s for many reasons. In North America and Western Europe the strength of central government bureaucracies grew from their crucial roles in mobilizing resources during World War II and, afterward, they took on expanded responsibilities for economic and social reconstruction. Strong central management in industrialized nations offered convenient models for new governments in developing countries. In the post-colonial period, many newly independent governments in Africa and Asia saw local jurisdictions as colonial institutions or as strongholds of ethnic or religious minorities that could be sources of political opposition. Weakening their powers and concentrating resources and authority in the central government was a crucial instrument for nation building.
