Abstract

There are several small territories in the Caribbean that have not yet gained their independence and remain under the control of a metropolitan power. These include the territories governed by the United Kingdom (UK) and the Netherlands. This chapter analyses the way in which education policy and reform are enacted in these quite unusual circumstances – with pressures and influences both from the territories and their respective metropoles. The chapter is constructed around two interlinked parts. The first considers the broader political and economic relationships that exist, and the place that education has within them. Both the UK and the Netherlands use language, such as, “partnership,” “prosperity,” and “renewal” to describe their approach to the territories, including in relation to the education sector. However, both governments have used different mechanisms to facilitate change – the British have a slightly more detached approach, while the Dutch are more hands-on. This has important implications for the way in which education is managed in their territories and the consequences that result – and these issues are explored further in the second part of the chapter. By focusing particularly on the Dutch BES (Bonaire, Saint Eustatius, and Saba) islands and Bermuda (a UK Overseas Territory), the chapter traces the contours of recent education reforms, and evaluates the advantages and disadvantages of the particular approaches taken. The more flexible approach of the UK is perhaps preferable, but here too concerns are raised about neocolonialism and the lack of sensitivity when it comes to local norms and practices.

Abstract

This chapter focuses on researchers as knowledge workers in higher education in England as an illustration of what Katznelson (2003, p. 189) identifies as the ‘professional scholar’ undertaking intellectual work as a public intellectual. I begin by examining the challenges to intellectual work and its location in a university, particular from the media and the popularity of what Bourdieu calls Le Fast Talkers 1 – those who talk a lot but have nothing much to say. After drawing out the tensions within knowledge production, I then locate the analysis of what it means to do research in a period of education policymaking in England between 1997 and 2010, when New Labour called on researchers to produce evidence to support radical reforms. In particular, I argue that school effectiveness and school improvement (SESI) knowledge workers in Schools of Education in higher education in England are an interesting case for investigating the public intellectual positioning as ‘detached attachment’ (Melzner, 2003, p. 4), particularly through their attachment to New Labour governments and the subsequent detachment following a change of government in May 2010.

Abstract

Purpose

This chapter discusses the project to investigate, recommend, and create user-focused solutions for opening and operating Severn Library, a high-density storage facility, at the University of Maryland in College Park, MD.

Methodology/approach

This chapter takes the case study approach, discussing the practical application of project management techniques to various stages of a large-scale project to plan for a high-density storage facility.

Findings

Although the Severn Library project began with a large project team, lack of formal project management expertise and the massive nature of the project led to its breakdown into smaller constituent projects, with the two authors filling the roles of “accidental project managers” to complete the work on time. Although this approach was ultimately successful, the overall success of the project could have been improved through more formal application of project management techniques.

Research limitations/implications

This chapter discusses the experience of the authors at one large, public state university. The experience of other libraries and library managers may vary based on institutional context.

Practical implications

This chapter will be valuable to library managers interested in project management techniques in libraries, and/or in planning for high-density library storage facilities.

Originality/value

To the authors’ knowledge, this is the only writing on the application of project management techniques to construction and operation of a high-density library storage facility.

Abstract

The ‘Transition Town’ (TT) movement pioneered by Rob Hopkins initially in Kinsale (Ireland) and Totnes (United Kingdom) has become the fastest growing environmental movement in the global north (Hopkins, 2008). With over 30 official TT initiatives in the United Kingdom, the concept is now spreading into New Zealand, Canada, and many more countries.1 The movement starts from two premises: (i) the reality and implications of rapid and potentially catastrophic climate change; (ii) the reality of ‘peak oil’ – an imminent, permanent short fall in oil supply, increasing year on year with massive geo-political, economic and social consequences.2 Whilst supporting national and multilateral efforts to reduce emissions and to develop new energy technologies and infrastructures, TT leaves climate change protest to environmental campaigning groups, NGOs and activists oriented towards a global civil society. Acknowledging the need for ‘government and business responses [to climate change and peak oil] at all levels’, the role of TT is to ‘create [a] sense of anticipation, elation and a collective call to adventure’ and that this grass-roots bottom-up, local activism could potentially prepare the way for more directly political action at the level of national government (Hopkins, 2008, p. 15).
