Abstract

This article reports an experimental golf programme initiated for people with severe and enduring mental health problems partly to promote physical activity and partly as a socially inclusive activity. The programme was organised for a small, pilot group and evaluated using qualitative case study data collected during the programme. The success of the programme was indicated by the high attendance rates of participants, their voiced enthusiasm for the sessions and for the social interaction after the games, and the fact that many members of the first group continue to play and new members have joined the group, even though sessions are no longer being organised and paid for.

Abstract

On 24th January this year the new and long‐promised legislation for public libraries in England and Wales made its bow in the shape of the Public Libraries and Museums Bill. Its first reading took place in the House of Commons on that day, and the unopposed second reading was on 5th February. As we write, future timing is uncertain, and it may be that by the time our readers are perusing these pages that the Bill will hare been passed in all its stages. The 23 clauses of the Bill occupy only 12½ pages. Briefly, the Bill will place the development of the public library service under the superintendence of the Minister of Education, and will set up two advisory councils as well as regional councils for interlibrary co‐operation. Non‐county boroughs and urban districts of less than 40,000 population which are existing library authorities will have to apply to the Minister for approval to continue as such. Clause 7 states that every library authority has a duty to provide a comprehensive and efficient library service, while the succeeding clause provides that, apart from certain exceptions, no charges shall be made by public library authorities. The Bill places considerable powers upon the Minister. Like most Bills, there is much in it which is open to interpretation. Does, for instance, clause 8, subsection (1) mean that those library authorities which are at present charging for the issue of gramophone records will have to cease doing so? This would seem to be the case, and we hope it is the case. On the other hand, which precise facilities are meant in subsection (4) of the same clause? Librarians will be disappointed that there is no reference to the need for library authorities to appoint separate library committees, nor is there a duty placed upon them to appoint suitably qualified persons as chief librarians. The Minister is given the power of inspection, and few library authorities or librarians will fear this. On the other hand no state financial assistance to library authorities is mentioned. In the 1930s and 19405 many wanted state aid but feared the consequential inspection. Now we have got the inspection without the money! When the Bill appeared, The Library World asked several librarians for their brief first impressions and in the following symposium will be found the views of a city librarian, a county librarian, two London librarians, a Welsh librarian, the librarian of a smaller town, and a member of the younger generation whose professional future may well be shaped by this new legislation.

Abstract

Purpose

The purpose of this paper is to apply grounded theory methodology to report on an empirical case which develops emergent theories on the human complexities of managerial decision‐making and the synonymous task of managing.

Design/methodology/approach

A structured research approach was applied in gathering and analysing data from all actors within a small private sector enterprise. The key objective was to discover what the owner‐manager and all employees perceived as important issues with regard to the managing of the business during a period of post‐takeover. In‐depth on‐site and off‐site interviews were carried out over an extended period.

Findings

Emergent theory exposes actors' disputed perceptions of how the business had been managed and ought to be managed, and, the judgments and decisions that had been made and consequently should be made. Revealed is a complex cognitive and behavioural web of human interactions and deep‐seated management‐employee discord that whilst threatening the actual survival of the business appears not to impede questionable practices, both by management and staff. Through the application of grounded theory methodology emergent constructs are discussed against existing knowledge that exposes new insights into management decision theory and the managing of an enterprise.

Research limitations/implications

The process of theory generation whilst grounded in a substantive inquiry has the capacity to generate further research and tentative explanations at higher levels of understanding. From the research reported, questions beyond the substantive case can develop a broader theoretical and practical agenda – for example, issues of other actors' involvement in management decision making and the intrinsic part psychological factors play in the structuring of decisions.

Practical implications

Based on the finding from an empirical study the paper reveals significant practical managerial issues in the day‐to‐day and strategic managing of an enterprise. From a researcher's perspective, the paper critically demonstrates the functionality of grounded theory in management inquiry.

Originality/value

This paper advances the theoretical and practical necessity for the enlargement of the stock of qualitatively bounded research that focuses on grounded theory applications, management practice and decision theory.

Abstract

Purpose

The purpose of this paper is to develop a model using resource‐based‐view theories of competitive advantage for application to the private sector as a basis for understanding managers' perceptions of high performance in a local authority. The model is evaluated as a substantive case against an English local authority.

Design/methodology/approach

The study investigated senior managers' perceptions of the capabilities and assets that their organisation required to achieve high performance relative to government performance criteria. Data were collected using a questionnaire that asked managers to indicate their notions of drivers for change. The key resources required for successful responses to these drivers were related to one of the four types of generic capabilities a priori outlined in the model, i.e. regeneration, leverage, transformational and privileged access. Subsequent interviews with the respondents explored further issues in greater depth.

Findings

Managers indicated their beliefs that “capabilities” based on “intangible organisational‐assets” are necessary for “sustained high‐performance”. This is consistent with the model proposed. Nevertheless, the findings also indicated that some assets, historically based, such as “reputation” and “partnerships”, are also important.

Research limitations/implications

The paper critically demonstrates the usefulness of resource‐based‐view and dynamic‐capability theories when applied in a new context, i.e. English local government.

Practical implications

The paper reveals significant organisational development and senior management leadership issues for English county councils, in this case, in developing and sustaining high performance.

Originality/value

The paper is innovative in reviewing, developing and applying a resource‐based‐dynamic‐capability model to research local government organisational management.

Abstract

Purpose

To provide a qualitative, in‐depth, naturalistic, empirical inquiry into entrepreneurial decision‐making, through the application of grounded theory methodology.

Design/methodology/approach

Application of original Glaser and Strauss grounded theory methodological approach and subsequent works are situated in the comparatively new context of entrepreneurship and small business management. Gathered data are iteratively analysed to produce emergent conceptual categories and their underpinning properties. Emergent substantive theories of entrepreneurship and entrepreneurial decision making are discussed against existing decision and entrepreneurship theories.

Findings

First, the examination of the appropriateness of applying grounded theory to investigating complex entrepreneurship issues, as analysed through conceptual categories drawn from an empirical study. Second, the theoretical exploration of emergent entrepreneurship bounded practices and associated tasks of decision‐making. Finally, through the revelation of what is inductively achievable, what can be practically learned by researching naturalistic entrepreneurship.

Research limitations/implications

This process of iterative theory building, whilst grounded in a substantive inquiry, holds the capacity to generate further research questions and tentative explanations at broader formal levels. By cross cutting the boundaries of units of analyses – the entrepreneur or associated actors, for example – this results in the maturation of a complex web of human interactivities. From the research reported, questions beyond the substantive case can develop a broader theoretical and practical agenda. For example, issues such as: buying‐in to an established business, the managing of key skills workers in small enterprises, and, entrepreneurial decision‐making in conjunction with other actors’ involvement.

Practical implications

The application of grounded theory emergent research objectives, whilst originating from particular inductive investigations, can become foundations for better understanding broader entrepreneurship questions and practice‐based researched endeavours.

Originality/value

This paper contributes to the identified need for developing the stock of qualitatively bounded research within entrepreneurship and small business inquiry. It develops understanding of both the theoretical and practical nature of entrepreneurship, the managing of an enterprise and the synonymous task of making decisions.

Abstract

Doxing refers to the intentional public release by a third party of personal data without consent, often with the intent to humiliate, intimidate, harass, or punish the individual concerned. Intuitively, it is tempting to condemn doxing as a crude form of cyber violence that weaponizes personal data. When it is used as a strategy of resistance by the powerless to hold the powerful accountable, however, a more nuanced understanding is called for. This chapter focuses on the doxing phenomenon in Hong Kong, where doxing incidents against police officers and their family members have skyrocketed since 2019 (a 75-fold increase over 2018). It contends that doxing for political purposes is closely related to digital vigilantism, signifying a loss of confidence in the ruling authority and a yearning for an alternative form of justice. The chapter therefore argues that public interest should be recognized as a legal defense in doxing cases when those discharging or entrusted with public duty are the targets. Equally, it is important to confine the categories of personal data disclosed to information necessary to reveal the alleged wrongdoer or wrongdoing. Only in this way can a fair balance be struck between privacy, freedom of expression, and public interest.

Abstract

Purpose

To examine the relationship that athletes establish with their bodies within sport and through their transitions out of sport, with a special focus on risk, injury and pain.

Approach

This chapter is an explanatory review of the literature focusing on the embodied and sensory experiences of athletes as they depart sport.

Findings

This chapter explores definitions and conceptualizations of the retirement process, highlights how the body is experienced during the sporting exit (as fragile and out of control) and makes connections between how bodily breakdown during sporting exits impacts an athlete’s sense of self and identity.

Implications

Through practical recommendations, this chapter highlights some of the ways in which psycho-education and an expanded focus on the body could be useful to athletes as they attempt to reconcile their new lives and bodies post-sport.
