Abstract
Purpose
By examining types of literacies taught by public libraries and the modes through which these programs were offered, this study aims to explore how public libraries might integrate data literacy training for the general public into existing library educational programs.
Design/methodology/approach
This study examined programs offered in 30 US public libraries during 2019 and 2020 to better understand types of literacy education announced to the public through library website listings and Facebook Events pages.
Findings
While public libraries offered educational programs in literacy areas ranging from basic reading and writing to technology, vocational skills, health literacy and more, data literacy training was not widely offered. However, this study identified many already-existing programs highly compatible for integrating with data literacy training.
Originality/value
This study offered new insights into both the literacies taught in public library programs as well as ways for public libraries to integrate data literacy training into existing educational programming, in order to better provide data literacy education for the general public.

Abstract
Purpose
This article advocates that privacy literacy research and praxis mobilize people toward changing the technological and social conditions that discipline subjects toward advancing institutional, rather than community, goals.
Design/methodology/approach
This article analyzes theory and prior work on datafication, privacy, data literacy, privacy literacy and critical literacy to provide a vision for future privacy literacy research and praxis.
Findings
This article (1) explains why privacy is a valuable rallying point around which people can resist datafication, (2) locates privacy literacy within data literacy, (3) identifies three ways that current research and praxis have conceptualized privacy literacy (i.e. as knowledge, as a process of critical thinking and as a practice of enacting information flows) and offers a shared purpose to animate privacy literacy research and praxis toward social change and (4) explains how critical literacy can help privacy literacy scholars and practitioners orient their research and praxis toward changing the conditions that create privacy concerns.
Originality/value
This article uniquely synthesizes existing scholarship on data literacy, privacy literacy and critical literacy to provide a vision for how privacy literacy research and praxis can go beyond improving individual understanding and toward enacting social change.

Abstract
Purpose
Data literacy empowers college students, equipping them with essential skills necessary for their personal lives and careers in today’s data-driven world. This study aims to explore how community college students evaluate their data literacy and further examine demographic and educational/career advancement disparities in their self-assessed data literacy levels.
Design/methodology/approach
An online survey presenting a data literacy self-assessment scale was distributed and completed by 570 students at four community colleges. Statistical tests were performed between the data literacy factor scores and students’ demographic and educational/career advancement variables.
Findings
Male students rated their data literacy skills higher than females. The 18–19 age group has relatively lower confidence in their data literacy scores than other age groups. High school graduates do not feel proficient in data literacy to the level required for college and the workplace. Full-time employed students demonstrate more confidence in their data literacy than part-time and nonemployed students.
Originality/value
Given the lack of research on community college students’ data literacy, the findings of this study can be valuable in designing and implementing data literacy training programs for different groups of community college students.

Abstract
Purpose
The purpose of this study is to explore open data portals as data literacy learning environments. The authors examined the obstacles faced and strategies used by university students as non-expert open data portal users with different levels of data literacy, to inform the design of portals intended to scaffold informal and situated learning.
Design/methodology/approach
The authors conducted an observational user study, in which 14 student participants grouped by self-reported data literacy measures carried out assigned tasks in an open data portal. Data were collected through screen capture, think-aloud protocols and post-session interviews.
Findings
Participants experienced numerous challenges in finding and using data, with some variation shown between the different literacy groups. The higher data literacy group primarily faced challenges using unfamiliar tools, which may be addressed by improving system usability, while the lower data literacy group struggled due to gaps in basic understanding, which may be addressed by increasing point of need instruction and guidance. Participants used several learning strategies but primarily relied upon trial and error, which was less effective for low data literacy users.
Originality/value
This study is unique in comparing open data portal use among adult students across data literacy levels through an empirical user study. It contributes methodologically by proposing an instrument for data literacy assessment. It offers a novel perspective on information systems as sites for informal learning and skills development, beyond the immediate goals of system use, and offers concrete suggestions for the future design of open data portals for students and non-expert, citizen users.

Purpose
A wide choice of varied information and data-based tools is reviewed in order to determine their ability treating symptoms of the COVID-19 infodemic. Several literacies and derived literacies, presumably having the ability to fulfil these roles are enumerated. There is also a review of the impact of applying deconstruction, understanding, and anticipation as well as of tools for mitigating overload phenomena, and communication overload.
Design/methodology/approach
The article reviews literacies deemed to promise reducing the impact of the information crisis, caused by the COVID-19 pandemic.
Findings
A non-exhaustive review of literature, taken from sources of varied disciplines, resulting from reverse snowballing and forward citation mining confirmed that there is a wide choice of solutions from among literacies, derived literacies and other approaches that have the potential to combat annoyance and anxiety, caused by the infodemic.
Originality/value
No other, published research has looked at such a wide range of literacies and derived literacies, as well as other, related approaches linked them to the COVID-19 infodemic.

Abstract
Purpose
The purpose of this paper is to describe and analyze the confluence of data literacy with information literacy in an experimental one‐unit course taught in the UCLA Department of Sociology, and present the literature on, rationale for, and future of integrating these interrelated literacies into social science courses.
Design/methodology/approach
The course was co‐taught twice by a librarian and a data archivist using a syllabus and assignments that reflect sociological research problems and tools and information literacy competencies in the social sciences.
Findings
The need for information and data skills in sociology is well‐established, and their integration into a sociology course (rather than in a stand‐alone information literacy course) would produce more opportunities for students to apply what they learn and for the instructors to assess learning in the context of doing sociology coursework.
Research limitations/implications
The class sizes were too small for full‐scale assessment and pre‐tests/post‐tests were not given. Assessment of student learning was based on work produced in and outside class and on course evaluations.
Practical implications
It is suggested that librarians and data archivists work with faculty to innovate curricular approaches based on recommendations and outcomes in key documents on learning sociology from professional library and sociology organizations. Attaching the lab to an existing course and promoting the data literacy modules for faculty to adopt in other courses are also suggested.
Originality/value
This paper invites social science librarians to examine the value to students and faculty of collaboration with professional data services staff to teach and merge information and data literacy within the social sciences curricula.

Purpose
A literature review of 28 data literacy, education articles from 2010 to 2018 was conducted to gain a better understanding of the current state of data literacy research.
Design/methodology/approach
A systematic literature review of ERIC, Education Source, and JSTOR was conducted. Articles were included in this literature review if they focused on “data literacy” for K-12 teachers or leaders.
Findings
Results demonstrated that the concept of data literacy has become more concrete, but there is still disagreement about the parameters of the construct. While data literacy was shown to be gaining in importance, training from schools of education were focused heavily on assessment literacy. Four recommendations are made as follows: (1) create skill-focused educator prep programs, (2) encourage opportunities for collaboration, (3) model data use from both quantitative and qualitative sources and (4) investigate the role of technology and big data on data literacy.
Research limitations
The scope of this literature review was very narrow and, as such, does not fully encapsulate data-driven decision-making in K-12 education overall.
Originality/value
Data literacy is important for both teachers and leaders, as educational environments strive to better understand individual learners and improve learning outcomes. This literature review looks to pull together the current status of data literacy research with hopes of inspiring more targeted research that influences training practices for both teachers and leaders.

Abstract
Purpose
Representations of time are commonly used to construct narratives in visualisations of data. However, since time is a value-laden concept, and no representation can provide a full, objective account of “temporal reality”, they are also biased and political: reproducing and reinforcing certain views and values at the expense of alternative ones. This conceptual paper aims to explore expressions of temporal bias and politics in data visualisation, along with possibly mitigating user approaches and design strategies.
Design/methodology/approach
This study presents a theoretical framework rooted in a sociotechnical view of representations as biased and political, combined with perspectives from critical literacy, radical literacy and critical design. The framework provides a basis for discussion of various types and effects of temporal bias in visualisation. Empirical examples from previous research and public resources illustrate the arguments.
Findings
Four types of political effects of temporal bias in visualisations are presented, expressed as limitation of view, disregard of variation, oppression of social groups and misrepresentation of topic and suggest that appropriate critical and radical literacy approaches require users and designers to critique, contextualise, counter and cross beyond expressions of the same. Supporting critical design strategies involve the inclusion of multiple datasets and representations; broad access to flexible tools; and inclusive participation of marginalised groups.
Originality/value
The paper draws attention to a vital, yet little researched problem of temporal representation in visualisations of data. It offers a pioneering bridging of critical literacy, radical literacy and critical design and emphasises mutual rather than contradictory interests of the empirical sciences and humanities.

Abstract
Purpose
The purpose of this paper is to analyse data literacy in the new Digital Competence Framework for Citizens (DigComp 2.2). Mid-2022 the Joint Research Centre of the European Commission published a new version of the DigComp (EC, 2022). This new version focusses more on the datafication of society and emerging technologies, such as artificial intelligence. This paper analyses how DigComp 2.2 defines data literacy and how the framework looks at this from a societal lens.
Design/methodology/approach
This study critically examines DigComp 2.2, using the data literacy competence model developed by the Knowledge Centre for Digital and Media Literacy Flanders-Belgium. The examples of knowledge, skills and attitudes focussing on data literacy (n = 84) are coded and mapped onto the data literacy competence model, which differentiates between using data and understanding data.
Findings
Data literacy is well-covered in the framework, but there is a stronger emphasis on understanding data rather than using data, for example, collecting data is only coded once. Thematically, DigComp 2.2 primarily focusses on security and privacy (31 codes), with less attention given to the societal impact of data, such as environmental impact or data fairness.
Originality/value
Given the datafication of society, data literacy has become increasingly important. DigComp is widely used across different disciplines and now integrates data literacy as a required competence for citizens. It is, thus, relevant to analyse its views on data literacy and emerging technologies, as it will have a strong impact on education in Europe.
