Abstract

Purpose

There is a growing interest in climate change action in the higher education sector. Higher education institutions (HEIs) play an important role as property owners, employers, education and research hubs as well as leaders of societal transformations. The purpose of this paper was therefore to benchmark how universities globally are addressing climate risks.

Design/methodology/approach

An international survey was conducted to benchmark the sector’s organisational planning for climate change and to better understand how the higher education sector contributes to local-level climate adaptation planning processes. The international survey focused especially on the assessment of climate change impacts and adaptation plans.

Findings

Based on the responses of 45 HEIs located in six different countries on three continents, the study found that there are still very few tertiary institutions that plan for climate-related risks in a systematic way.

Originality/value

The paper sheds light on the barriers HEIs face in engaging in climate adaptation planning and action. Some of the actions to overcome such hindering factors include integrating climate adaptation in existing risk management and sustainability planning processes, using the internal academic expertise and curriculum to assist the mapping of climate change impacts and collaborating with external actors to guarantee the necessary resources. The higher education sector can act as a leader in building institutional resilience at the local scale.

Abstract

Purpose

This paper aims to highlight the localised shelter solutions to fulfil adequate and disaster resilient housing needs of urban informal settlers of Honiara, the capital city of Solomon Islands, in a way that is sensitive to their unique challenges, values and aspirations, is gender- and disability-inclusive, and considers housing from the complete lifecycle of a disaster (pre-, during- and post-).

Design/methodology/approach

Qualitative data was gathered through empirical research through five community workshops at five hotspot settlements, two stakeholder workshops and a stakeholder interview. Semi-structured questions as well as photographs of housing and settlement were used for data collection. With an emphasis on self-recovery, the identified shelter needs were then matched with the roles and responsibilities of the Government to support a process of “assisted” self-preparedness and recovery.

Findings

The output of the research was the Solomon Islands Shelter Guide. This paper draws from the Guide to present some of the findings. One of the key findings was an emphasis on shelter self-preparedness and self-recovery. However, in order for them to do that, they needed a combination of assistance – technical knowledge, materials and financial support – which is tailored to their settlement’s specific needs and based on hazard damage assessment. While the Guide provides one form of the assistance (i.e. technical), this paper is a call for action from the Solomon Islands Government and shelter responders to fulfil the rest of the community needs for shelter adequacy.

Research limitations/implications

The paper contributes to existing scholarship on shelter after disasters by adding “assisted” in front of self-recovery, in line with the limited access to resources by the most vulnerable to recover, despite housing being” a human right and definition of adequate housing (UN-Habitat, 2015, 2021), which includes freedom of choice, entitlements and meeting minimum adequacy criteria.

Practical implications

There are many implications of this research. Since the publication of the Shelter Guide, there is excitement among most humanitarian and development agencies, government authorities and the local communities in Honiara. The Guide forms the first step in contributing to identified needs and strengthening community capacities to self-build, self-recover or self-retrofit one’s house based on their own choice of materials, design, social and economic circumstance. However, it provides one of the three elements identified as needs by the communities, as i) technical guidance, and a kit-of parts for multi-hazard safe housing, ii) financial and economic assistance and iii) a political voice or being supported and heard by the government. The research team are working with the same five urban informal communities in 2022–2023 to develop and operationalise local disaster plans (in partnership with local non-government organisations), capacity-building activities and translation of the Shelter Guide into technical posters (for local builders) and graphic novel in local pidgin language, as part of the Climate Resilient Honiara project (funded by the United Nations framework convention on climate change (UNFCCC) Adaptation fund and administered by UN-Habitat). In the longer term it would be worth evaluating the practical implications of the Guide or to examine whether the proposed socio-technical and governance guidance will find roots in the local culture.

Originality/value

While the Guide adhered to internationally agreed concepts of self-recovery, incremental shelter and core space, it contributes to existing scholarship on shelter after disasters by adding “assisted” in front of self-recovery, in line with housing as a human right and adequate housing (UN-Habitat, 2015, 2021), including freedom of choice, entitlements and meet minimum adequacy criteria, all of which require materials and financial assistance by the relevant in-country authorities.

Abstract

Purpose

After the 2004 Indian Ocean Tsunami, major resettlement programmes were implemented in the affected countries including Sri Lanka and India. New settlements were built from scratch on vacant land, which consisted of building new houses and provision of infrastructure and services. Some of these programmes in Sri Lanka and India were reviewed in an Australian Research Council (ARC) funded research and this paper presents and analyses some of the findings of the research. The paper aims to discuss these issues.

Design/methodology/approach

The research is based on interviews of residents and representatives of agencies involved in planning and implementing the resettlement programmes, and on-site observations. The investigation examined critical aspects of settlement development including site planning, transport, drainage, water supply, sanitation, waste management and security.

Findings

Very little site planning guidelines were available specifically for resettlement programmes; in both the case study countries, general planning guidelines were applied. Provision and management of infrastructure and services presents great challenges in developing countries as high capital investment and good technical skills for design, implementation and maintenance are required. Some of the resettlement schemes had the advantage of being centrally located and hence had access to schools, health centres and other facilities. However, others were in isolated locations and beneficiaries faced problems in accessing basic facilities. Drainage was a problem – most schemes did not have any surface drainage plan; low areas had not been elevated, slopes not levelled, and land not compacted before construction. Electricity and water supply had been provided in all the programmes, but conditions and quality varied. In many of the schemes, sanitation presented a problem. However, in Chennai, the sewage system worked well and this was one achievement all interview respondents praised. Solid waste management and security posed additional problems.

Originality/value

In the global context of increasing frequency and intensity of disasters due to climate change, adequate planning and implementation of reconstruction and resettlement programmes has become more important than ever. In this regard, the lessons gained in this paper should be of value and can provide guidance to post-disaster resettlement programmes in developing countries.

Abstract

Purpose

The purpose of this paper is to identify and critically examine a framing of key characteristics for climate change adaptation learning and action in the context of urban Pakistani local government.

Design/methodology/approach

The research employed a combination of approaches; predominantly literature review and interview methodologies. Recognising the need to understand climate change adaptation as an iterative learning process, the literature review concentrated on organisational and policy learning, with special consideration given to those characteristics most pertinent to urban governance in the Pakistani context. This analysis was then furthered through primary data collated through a series of interviews, with the City District Government of Lahore as the chosen case study for this piece of research. Initial scoping interviews were followed up by a series of in‐depth, semi‐structured, interviews with local government officials, an assessment process used to examine conceptual evidence and findings in the Pakistani urban context. A total of 21 Pakistani professionals, working in a variety of roles for local government, were subject to the interview process.

Findings

From a critical analysis of conceptual and real world evidence, the authors identified six discrete characteristics that could be used to frame the context of climate change adaptation learning and action in the Pakistani urban local government context. These have been categorised as: leadership for adaptation, vision for adaptation, culture for adaptation, good governance for adaptation, innovation and creativity for adaptation and resources for adaptation.

Originality/value

The value of this paper is several‐fold: it applies a learning perspective to the climate change adaptation debate, identifies a framing of key characteristics for climate change adaptation learning and action, and uses an actor‐based approach to examine some of the key conceptual ideas in the Pakistani urban context.

Abstract

Research was undertaken within the Irish Environmental Protection Agency (EPA) Environmental RTDI Programme during the six‐month period from March to August 2001 by a partnership formed by the Centre for Environmental Research (CER), University of Limerick, and the Centre for Urban and Regional Ecology (CURE), University of Manchester. This project aimed to inform the development of spatial policies emerging from the National Spatial Strategy (NSS) aimed at finding optimal ways in which to accommodate Ireland’s growing population in a manner consistent with balanced regional development and environmental sustainability. To obtain data and information on settlements, three modes of analysis were adopted. First, for a single city and two villages, both quantitative and qualitative data were collected to provide a comprehensive analysis of the local social, economic and physical environments, track record in enhancing sustainability, current policies in place, and the likelihood of these policies proving successful. Second, for 11 Irish settlements selected to include a range of functions and locations, 29 quantified sustainability indicators were developed and used to compare the level of sustainability achieved by settlements of differing sizes. Third, a review of international literature was undertaken to search for comparable data, models and case studies, so as to provide a context for analysis of Irish data. The framework of significant environmental themes adopted here is taken from recent Irish EPA publications. Results based on all three research methods suggest that on balance larger settlements in the recent past, at present and in the foreseeable future are more likely to create conditions in which sustainability is enhanced. This work provides the basis for a large‐scale three‐year study which commenced in March 2002, which examines the sustainability and future development patterns of settlements in Ireland.

Abstract

Purpose

While there are many such toolkits on community-based participatory methods, the key considerations and principles of conducting a participatory capacity and vulnerability analysis (PCVA) are less covered, yet they are central to the effective conduct of a PCVA, the reason why this paper focuses on such issues.

Design/methodology/approach

This paper is derived from a toolkit that was produced for Oxfam Australia. Disasters and climate change are major drivers of poverty and significantly affect the communities that development programs of Oxfam Australia aim to assist. Recognising the importance of building its organisational capacity to address these risks, Oxfam Australia initiated and commissioned the production of a PCVA toolkit to support disaster risk reduction and climate change adaptation programs; the production of the toolkit was led by the author. The methodology of producing the toolkit consisted of discussions with experts and a review of similar toolkits.

Findings

Details of the PCVA process and how to conduct one in a community setting are provided including PCVA concepts, briefing, logistics and management and principles of working with communities. Importantly, the different stages of conducting a PCVA are explained, and some selected tools are presented as illustrative examples. In conclusion, the importance of the PCVA considerations and principles are reaffirmed vis-à-vis the sensitivity and soft skills required in a low-income developing country setting.

Originality/value

The participatory development approach, which the toolkit follows, has been widely advocated for the past few decades and most non-governmental organisations involved in community development espouse this approach. Consequently, a wide range of participatory development toolkits have been developed, many of which relate to disasters and climate change. The PCVA toolkit discussed in this paper draws on the repertoire of toolkits already available and used over a long time. Nonetheless, effort was given to assembling a range of tools that were most suitable for the purpose of this particular PCVA toolkit. Instead of focussing on the tools, which are available from the freely downloadable toolkit and available in the public domain, in this paper, the PCVA process and its main principles are explained, and the key considerations to carry out an effective PCVA is discussed. Perhaps even more than the actual tools, these considerations and an understanding of the PCVA principles are significant because they underpin the utilisation of the toolkit.
