Abstract

The Scandinavian states are universally seen as very well-functioning bureaucracies with some of the lowest levels of corruption in the world. In scholarly debates on state building, Francis Fukuyama has used the Scandinavian countries and the phrase ‘getting to Denmark’ as a metaphor for the apparent mystery of how states can come to be governed by well-developed bureaucracies and highly functioning state institutions. This chapter presents a study of state institutions and bureaucracy in Denmark–Norway and Sweden over a 250-year period from the mid-seventeenth to the end of the nineteenth century. The study demonstrates how bureaucracies conforming to Weber’s later model were gradually established in the Scandinavian monarchies in this period. The chapter also presents the results of three empirical studies of Denmark, Norway and Sweden, which indicate how the level of corruption in the state administration had been limited by the middle of the nineteenth century. In Denmark, the institutional framework set up after the establishment of the absolute monarchy in 1660, along with continuing reforms to improve the administration in the period of absolutism between 1660 and 1849, came to form an important basis for an administrative culture based on the rule of law. In Sweden the rule shifted between absolutism and constitutionalism, but both the Danish–Norwegian and the Swedish monarchies saw the establishment of strong and comprehensive state hierarchies with a king at the top level who set out to guarantee the rule of law and attempted to be merciful to his subjects. Lutheranism played a decisive and durable role as moral backbone in Scandinavian societies and in the establishment of a shared political culture. These elements, in combination with the establishment of Weberian-type bureaucracy, had, by the end of the nineteenth century, worked to limit corruption in the state administration of the Scandinavian countries.

Abstract

Neutrality has traditionally been considered a key trait of the civil service in Western democracies. The conception of the neutral bureaucracy is closely linked to the notion of the prominent politics–administration dichotomy of the two spheres of politics and administration, as advocated by Max Weber (1980) and Woodrow Wilson (1887). According to conventional wisdom, the firm and encompassing implementation of the merit principle realises the idea of a neutral bureaucracy. In that respect, neutrality and merit-based recruitments are often considered the opposite of politicisation. Conventionally, a neutral bureaucracy is considered to assure competence and immunity against opportunistic ideas brought in by volatile, sometimes erratic political leadership. Because elected politicians come and go with elections, they cannot ensure that political decisions are carried out based on the ‘best’ available knowledge. In that sense, bureaucrats are conceived as neutral, obedient servants that subordinate their behaviour to the will of political masters, to the law and the common good. However, there is no strict politics–administration dichotomy in contemporary politico-administrative systems. Empirical findings from the late 1970s onwards demonstrated that bureaucrats are by no means as neutral and ‘apolitical’ as assumed, but rather remarkably involved in political processes. This chapter discusses the literature on neutral competence and presents an empirical analysis of Danish and British civil servants’ accounts of neutrality. This chapter concludes by suggesting the concept of competent neutrality and discussing implications for our understanding of bureaucratic neutrality.

Abstract

Despite Max Weber’s assertion that bureaucracy is domination on the basis of knowledge, mainstream public administration literature has paid little attention to the role of experts and expertise in bureaucratic organisations. A particular blind spot concerns the academic professions or disciplines that supply the experts and expert knowledge used in government bureaucracies. It is well known that the educational composition of the civil service varies across countries and over time. However, knowledge about what explains the varying position of expert professions within state bureaucracies is scarce. The chapter examines this issue through a comparative-historical investigation of the role in government of a particular expert profession, namely economists. Focusing on a small set of countries – Norway, Denmark, New Zealand and Ireland – over the period from 1930 to 1990, it poses the question: How can we account for the variation in the position of economists within government bureaucracies across countries and over time? To answer this question, the chapter draws on theory from the sociological literature on professions and historical-institutionalist work on the influence of economic ideas.

Addresses the cultural dimension of uncertainty avoidance (UA), of US and German staffing decisions – but uses a different viewpoint. Discusses and challenges the hitherto accepted meaning of individual positions of countries UA, using Höfstede’s guide. Adumbrates the concept of UA at the two levels of society and organization, linking the two levels. Concludes that low Höfstede UA index does not necessarily mean no or little need for certainty even in France and Denmark.

Abstract

Purpose

The purpose of this paper is to explore the defining characteristics of an interdisciplinary culturally sensitive approach to family therapy with traumatized refugee families affected by family violence. Furthermore, the paper aims to explore the mechanisms of change as seen from the perspective of the therapists.

Design/methodology/approach

Based on qualitative analysis of semi-structured interviews with therapists working in an interdisciplinary team as well as observations of treatment conferences, the study identified the ways in which therapists perceive the challenges faced by their patients, the ways in which positive change is facilitated within therapy and the characteristics of a culturally sensitive interdisciplinary approach to family therapy with traumatized refugee families.

Findings

The study identified a number of defining characteristics of the treatment model, which includes the interdisciplinary approach, treatment objectives and concrete interventions targeting these objectives.

Originality/value

Through a theoretically informed critical analysis of the data, the present study examined the defining characteristics of the treatment model as well as the mechanisms of change as perceived by the therapists.

Abstract

Purpose

The purpose of this paper is to critically explore why a diversity agenda in favor of equal opportunities failed despite apparent organizational support and commitment to diversity.

Design/methodology/approach

Drawing on data from a municipal center, this study inquire into how organizational dynamics of power and hierarchy influence change efforts to alter practices of inequality. The study is positioned within critical diversity research and structured around an analysis of the researcher’s fieldwork experiences.

Findings

The analysis examines into why change efforts failed despite organizational approval of a diversity agenda, open-mindedness toward change and legitimacy in regard to diversity. Paradoxically, change efforts designed to alter the status quo were, in practice, derailed and circumvented through power dynamics reproducing organizational inequality.

Research limitations/implications

A single case study in a particular type of organization constrains the generalizability but point to new directions for future research.

Practical implications

This study aims at sensitizing researchers and diversity practitioners alike to the organizational embeddedness of diversity initiatives. Accordingly, change efforts must necessarily address diversity in a situated perspective and as intersecting with key organizational power dynamics gaining impetus from macro discourses on diversity and difference.

Originality/value

Few critical diversity scholars engage with practitioners and reflect on the impact of their studies. In doing so, this paper contributes by developing diversity research, exploring the limitations and possibilities for increasing its relevance and impact.

Abstract

Purpose

The purpose of this paper is to explore and problematizes one of the oft-cited reasons why the implementation of public policy and other development initiatives goes wrong – namely that there is a mismatch or antagonistic relationship between street-level worker’s decisions and priorities on the one hand and on the other hand the policy-makers’ or administrators’ directives and priorities.

Design/methodology/approach

The paper builds on seven months of ethnographic fieldwork set in a Danish municipal unit which administered the sickness benefit legislation.

Findings

Through the reading of an ethnographic example of implementation of labour market policy this paper suggests that when policy invariably is distorted at the administrative level it is not necessarily due to lack of will among street-level workers to comply with legislation or centrally devised directives but rather because: in practice, planning and implementation are concurrent processes that continuously feed into each other; and that the concerns and the “local knowledge and practice” that guide planning-implementation do not belong to individual people but are dynamic perspectives that individual people might take up in certain situations.

Originality/value

This challenges conventional descriptions of street-level workers as a distinct group of people with distinctive concerns and attitudes to their work. The paper suggests instead the metaphor “vector of concern” to capture the way street-level workers’ changes of perspectives might cause interventions to disintegrate and evolve in potentially conflicting directions.

Abstract

Purpose

The present study seeks to investigate female entrepreneurship in turbulent times (COVID-19) and contexts (emerging markets).

Design/methodology/approach

An in-depth, multiple-firm (five SMEs), cross-country (2 countries – Brazil and Tunisia), cross-region (Latin America and the MENA region) case study based on a mixed embeddedness perspective.

Findings

The study highlights how challenges and uncertainties are managed, what inspires female entrepreneurs and what frightens them. We capture these entrepreneurs' insecurities, self-doubts and creative survival strategies. Our findings reinforce the need for self-efficacy and resilience, as well as the importance of a support network and the ability to “reboot” whenever needed. Despite persistent patriarchal norms and cultures, the women surveyed did not see themselves as female entrepreneurs but as successful entrepreneurs, akin to their male counterparts.

Research limitations/implications

Academically, the study contributes to the fields of entrepreneurship, female entrepreneurship and crisis management with empirical evidence in new contexts (LATAM and MENA regions) and times (collected during a crisis). The results also contribute in a practical way to female entrepreneurs, policy makers and global agencies.

Originality/value

The study's originality arises from a qualitative cross-country comparison of findings from internationally minded companies from under-researched developing countries and regions at an especially interesting and turbulent time: the pandemic of 2020.

It has been suggested that “space and artifacts constitute systems of communication which organizations build up within themselves” (Gagliardi, 1992a, b, p. vi) and reflect the cultural life within that organization. This is a study of how the “landscape” of a public library (“Library X”), as an information retrieval system, relates to the values of the people who created it. The efforts here are geared towards understanding the physical instantiation of institutional culture and, more specifically, institutional values as they are reflected through the artifact.
