Abstract

Purpose

The purpose of this paper is to present a method for evaluating vulnerability of rural houses to cyclonic wind for countries where systematic documentation and analysis of damage data are inadequate. The effects of important parameters such as the ratio of non‐engineered to semi‐engineered houses, types of houses like old, new, etc. wind speed and damage states on the overall probability of failure are investigated.

Design/methodology/approach

A systematic procedure is presented for estimating the vulnerability of a cluster of rural houses to cyclones by performing a fragility analysis for different predefined damage states. The method is illustrated with the help of an example in which a hundred rural houses are considered in a region.

Findings

The results of the study show that the ratio (ns) has significant effect on the probability of failure for the middle range of the percentile value. The number of different types of houses does not have significant effect on the probability of failure and for high value of ns, a large number of houses have nearly the same probability of failure.

Originality/value

The method is useful in finding an initial estimate of the overall probability of failure of a cluster of houses for different damage states and accordingly, in deciding the optimal allocation of resources for cyclone disaster mitigation.

Abstract

Purpose

The purpose of this paper is to give an outline of existing laws that regulate each area of the Commons. With specific reference to the growing international concern for the protection of the global commons, this paper aims to re-examine to what extent present legal regime for global commons is successful. Finally, it proceeds with some way outs and suggestions that may, if adopted, play significant role to protect common areas from environmental damage.

Design/methodology/approach

This paper is purely analytical. Analytical approach has been applied to proceed with the write-up which is basically based on the review of primary and secondary literature studies including books, scholarly articles and laws. Internet-browsing is being used for collection of most recent literature on the subject. Relevant case studies in this regard are evaluated.

Findings

Transboundary damage is a practical and contextual matter requiring concrete rules and principles, both procedural and substantive. Here, priority is to establish minimum standards of conduct for such activities that affect the environment of global commons, at the national and international level. An expertly designed treaty with balanced contents, which are strong enough to hold the state parties liable for their activities and, at the same time, motivating enough to be bound by obligation by ratification, is to be adopted.

Originality/value

This paper is original in calling for the full participation of all states, rich and poor, to address damage to global commons effectively and efficiently.

Abstract

Investigates the differences in protocols between arbitral tribunals and courts, with particular emphasis on US, Greek and English law. Gives examples of each country and its way of using the law in specific circumstances, and shows the variations therein. Sums up that arbitration is much the better way to gok as it avoids delays and expenses, plus the vexation/frustration of normal litigation. Concludes that the US and Greek constitutions and common law tradition in England appear to allow involved parties to choose their own judge, who can thus be an arbitrator. Discusses e‐commerce and speculates on this for the future.

Abstract

The use of “schedules of damages” to establish compensation amounts for injured parties appears to be more common in European personal injury or death compensation situations than in the similar legal situations in the United States. The major exception to this statement is the state-based system of workers’ compensation covering employer liability in personal injury and death claims in the United States. Other chapters in this book largely concentrate on comparisons between the uses of Ogden Table multipliers in awarding pecuniary damages in the United Kingdom compared to actuarial methods for calculating such damages in the United States. The two chapters dealing with non-pecuniary damages and scheduled awards deal with methods used to award such damages in the United States and in Europe in individual civil torts. This chapter provides an overview of a number of scheduled damages schemes in both the United States and Europe for the purpose of comparison. The schemes selected address both general and special damages.

Abstract

Purpose

The purpose of this paper is to discuss the characteristics of several stochastic simulation methods applied in computation issue of structure health monitoring (SHM).

Design/methodology/approach

On the basis of the previous studies, this research focusses on four promising methods: transitional Markov chain Monte Carlo (TMCMC), slice sampling, slice-Metropolis-Hasting (M-H), and TMCMC-slice algorithm. The slice-M-H is the improved slice sampling algorithm, and the TMCMC-slice is the improved TMCMC algorithm. The performances of the parameters samples generated by these four algorithms are evaluated using two examples: one is the numerical example of a cantilever plate; another is the plate experiment simulating one part of the mechanical structure.

Findings

Both the numerical example and experiment show that, identification accuracy of slice-M-H is higher than that of slice sampling; and the identification accuracy of TMCMC-slice is higher than that of TMCMC. In general, the identification accuracy of the methods based on slice (slice sampling and slice-M-H) is higher than that of the methods based on TMCMC (TMCMC and TMCMC-slice).

Originality/value

The stochastic simulation methods evaluated in this paper are mainly two categories of representative methods: one introduces the intermediate probability density functions, and another one is the auxiliary variable approach. This paper provides important references about the stochastic simulation methods to solve the ill-conditioned computation issue, which is commonly encountered in SHM.

Abstract

Purpose

Although mechanical behavior of rigid frame pier has been clearly recognized, their time-varying seismic performance are yet to be well characterized due to some offshore piers that are eroded by chloride ion and located in earthquake-prone area. In this study, the time-variant seismic fragility analysis was conducted to evaluate seismic performance of rigid frame pier under four damage states with considering the time-varying characteristics of the material.

Design/methodology/approach

This paper establishes the nonlinear finite element model for the investigated offshore reinforcement concrete (RC) pier with considering the time-varying durability damage of the materials and defines the damage state, damage position and damaged index of the offshore RC pier. It also analyzes the time-varying seismic fragility of the offshore RC pier by using the capacity demand ratio method in the whole life cycle.

Findings

The results show that chloride induced corrosion has a significant effect on the rigid frame pier and bending capacity of top section is less than that of bottom section. The rate of decline accelerates after the service life reaching 30 years under the coupling of the earthquake and the environmental erosion. In the early years of service, the seismic fragility of the structure changed slowly.

Originality/value

This paper analyzes the influencing factors of seismic performance of rigid structure pier, and analyzes the seismic capacity and seismic performance of rigid structure pier under different service periods.

Abstract

Purpose

For coastal bridges, the ability to recover traffic functions after the earthquake has crucial implications for post-disaster reconstruction, which makes resilience become a significant index to evaluate the seismic behavior. However, the deterioration of the material is particularly prominent in coastal bridge, which causes the degradation of the seismic behavior. As far, the research studies on resilience of coastal bridges considering multiple degradation factors and different disaster prevention capability are scarce. For further evaluating the seismic behavior of coastal bridge in the long-term context, the seismic resilience is conducted in this paper with considering multiple durability damage.

Design/methodology/approach

The fuzzy theory and time-varying fragility analysis are combined in this paper to obtain the life-cycle resilience of coastal bridges.

Findings

The results show that durability damage has a remarkable impact on the resilience. After 100 years of service, the seismic resilience of bridge with poor disaster-prevention capability has greatest reduction, about 18%. In addition, the improvement of the disaster prevention capability can stabilize the resilience of the bridge at a higher level.

Originality/value

In this paper, the time-varying fragility analysis of case bridge are evaluated with considering chloride ion erosion and concrete carbonization, firstly. Then, combining fuzzy theory and fragility analysis, the triangular fuzzy values of resilience parameters under different service period are obtained. Finally, the life-cycle resilience of bridge in different disaster prevention capability is analyzed.

Abstract

Purpose

For the difference of the change law of material memory performance and the influence of damage state on memory performance, this paper aims to establish a general model of fatigue damage accumulation based on dynamic residual S–N curve and material memory characteristics.

Design/methodology/approach

This paper introduces the material memory characteristics, combined with the residual S–N curve method, and uses the exponential decay function of the load cycle to construct the material memory performance function. While considering the damage state, the loading order can be fully considered. The parameter d in the function not only represents the variation of the material's memory property, but also considers the influence of the damage state.

Findings

According to the test data of welding joints of common materials, alloy materials and other materials, the validity and feasibility of the fatigue cumulative damage model constructed were verified. The numerical results show that under the grading load, the fatigue cumulative damage model can be used to predict the fatigue life of welded structures and has high prediction accuracy and more approximate to the actual experiment results. It can be directly applied to the fatigue life prediction and design of actual engineering welded structures.

Originality/value

The model not only considers the effect of damage state and loading order on damage accumulation, but also contains only one material parameter, which is easy to obtain. The prediction accuracy and engineering practicability of fatigue were significantly improved.

Abstract

Purpose

In developing countries such as India, it is common practice to use low‐quality building materials, the strength of such materials reduce with time, which affects the lifespan of buildings. The wind, rain, seepage, and surface runoff are other key factors responsible for building damage and exterior degradation. The increasing industrial growth in and around urban areas is responsible for increasing industrial and anthropogenic emissions that are found to accelerate degradation of the buildings that affects their physical appearance. In an area prone to natural hazards such as earthquakes, volcanoes, subsidence, floods, lightning, tornados, and cyclone/hurricanes, huge amounts of damage throughout the globe has been experienced. For the purpose of assuring safety due to natural hazards, it is necessary to monitor the damage for its existence, its location and extent. Undetected damage may potentially lead to risk of vulnerability caused by natural hazards and eventually to catastrophic failure. Hence, rapid structural damage detection is essential and important to save human life due to failure of structures or buildings. Most of the time, human loss occurs due to damage to the buildings. This paper aims to address these issues.

Design/methodology/approach

In the present study, numerous experiments have been carried out on two reinforced concrete building test specimens and on seven existing reinforced cement concrete structures.

Findings

The results presented here in this study show that the vibration measurements can be used to monitor the health of framed reinforced cement concrete buildings.

Originality/value

The present study is part of doctoral thesis of Varinder S. Kanwar, an original research work.
