Abstract

Central America is exposed to a variety of natural hazards such as earthquakes, volcanic eruptions, landslides, and floods. The region, located on four connected tectonic plates with 24 active volcanoes and in the path of hurricanes, has experienced 348 major disasters from 1981 to 2010, resulting in 29,007 deaths and US$16.5 billion in direct economic losses. Therefore, all six Central American countries rank among the top 35 countries in the world at high mortality risk from multiple hazards. The countries in this region, including Costa Rica, began paying attention to the disaster risk management (DRM) initiative recently, after Tropical Storm and Hurricane Mitch in 1998, which was the region’s worst catastrophe of the century. After the devastation by Mitch, several local DRM capacity development projects were implemented in the region. By reviewing these project profiles of local DRM implemented in the region, this chapter identifies outcomes, lessons, and challenges of DRM at the local scale, from Mitch to the present, as a baseline for incorporating climate disaster risk reduction into local development planning.

Abstract

The impact of climate disasters (e.g., floods, storms, or landslides), which are generally of low intensity and high frequency, should not be overlooked in developing countries. Global experiences related to the damage due to these disasters indicate that such events can be devastating in communities that are vulnerable to hazardous impacts. Cumulative effects of climate disasters are a sign of a potential catastrophe. Moreover, the recent increase in these events poses additional issues that increase the cost of local public administration, including emergency operation and infrastructure recovery. This chapter explains key problems related to climate disasters that are increasing, particularly in the local area of developing countries, and clarifies the need to incorporate climate disaster risk reduction into public development planning and practice. The chapter also provides descriptions of the research location, approaches of the study, and the structure of this book.

Abstract

As South Africa (SA) increasingly becomes overwhelmed by natural disasters, understanding disaster risk reduction (DRR) policies, institutions, processes and practices and their effects on disaster risk management (DRM) are incumbent The study reviews and empirically analyses policies, institutional frameworks and processes for disaster management in SA. Content analysis is applied to review topical secondary data, while a structured questionnaire informed by the Sendai Framework for Disaster Risk Reduction is used to collect quantitative data from a random sample of 228 disaster policy actors from five disaster-stricken metropolitan cities in five provinces in SA, namely North-West, Free State, KwaZulu-Natal, Limpopo and Mpumalanga. Empirical data were analysed using the Statistical Package for the Social Sciences (SPSS) software. Research findings reveal that SA is endowed with rich institutional policy and legal frameworks for DRM, based on the concepts of decentralisation and stakeholder participation. A positive and strong correlation between institutional framework, disaster risk identification and prioritisation, knowledge creation and management (KCM) as well as the disaster governance and DRM in SA (p = 0.000). Although the coefficient of KCM is not statistically significant, DRM behaviour was influenced at 87.2% by all four variables. Based on the recent disaster experiences and the above results, we advocate for DRR to be continuously prioritised at national and decentralised levels, to enhance effective preparedness, mitigation, disaster response and resilience building practices in SA.

Abstract

Purpose

Data represents a critical resource that enables construction companies’ success; thus, its management is very important. The purpose of this study is to assess the benefits of construction data risks management (DRM) in the construction industry (CI).

Design/methodology/approach

This study adopted a quantitative method and collected data from various South African construction professionals with the aid of an e-questionnaire. These professionals involve electrical engineers, quantity surveyors, architects and mechanical, as well as civil engineers involved under a firm, or organisation within the province of Gauteng, South Africa. Standard deviation, mean item score, non-parametric Kruskal–Wallis H test and exploratory factor analysis were used to analyse the retrieved data.

Findings

The findings revealed that DRM enhances project and company data availability, promotes confidentiality and enhances integrity, which are the primary benefits of DRM that enable the success of project delivery.

Research limitations/implications

The research was carried out only in the province of Gauteng due to COVID-19 travel limitations.

Practical implications

The construction companies will have their data permanently in their possession and no interruption will be seen due to data unavailability, which, in turn, will allow long-term and overall pleasant project outcomes.

Originality/value

This study seeks to address the benefits of DRM in the CI to give additional knowledge on risk management within the built environment to promote success in every project.

Abstract

Cameroon’s contemporary legislative and institutional frameworks for disaster risk management (DRM) encapsulate the concept of Civil Protection (CP). Diverse disaster risk profile and high incidence/frequency of co-occurring natural and human-induced hazards are intimately linked to increasing vulnerability and fragile economy, transforming hazards into emergencies, crises and disasters, with dire livelihood consequences. To curb growing disaster risks, the Cameroon government instituted basic legislative and institutional frameworks for DRM, through top-down hierarchical, and ex post decision-making processes. Existing frameworks combine multi-hazard, multi-stakeholder and multidisciplinary/agency approaches. Inertia, limited foresight and proactiveness, innovation capacity and limited stakeholder involvement have rendered DRM ineffective. Existing DRM instruments are vague and not explicit. DRM lags behind a rapidly evolving disaster risk profile, and implementation is scattered across ministries/agencies, rendering cross-sectoral cooperation and coordination difficult. Although Cameroon is a signatory to many international disaster risk reduction (DRR)/DRM frameworks, and frequently participates in international DRR/DRM events, implementation of international agreements leaves much to be desired. The Directorate of Civil Protection – Cameroon’s sole legislative DRM institution is marred by bureaucracy, centralisation and insufficient power to perform. There is an urgent need to overhaul existing legislation and institutional frameworks for effective DRM in Cameroon.

Abstract

Purpose

A series of “learning lab” projects on disaster risk management for sustainable development (DRM-SD) have been accomplished from 2014 to 2016 in Malaysia, Vietnam, Lao PDR and Cambodia by the Centre for Global Sustainability Studies. The project is designed for professionals from the disaster risk management field to encourage integration of sustainable development (SD) concerns into the larger planning framework for DRM. As a case study for capacity building (CB) evaluation, the central purpose of this study is to explore the approaches, feedbacks and implications of the DRM-SD CB project that have been developed and carried out.

Design/methodology/approach

Three methods have been used which are participation observations, surveys and document analysis. The results show that the project had successfully applied seven different tools to enhance analytical skills and professional knowledge of development practitioners in specific areas of DRM-SD.

Findings

Based on the survey, the project received positive response and valuable information from participants for future project development. Regarding the perspective of outcomes, the result indicates that south–south, ASEAN regional and triangular cooperation and role of higher education in DRM-SD are significant impacts from this project which can bring several benefits and should be promoted as an approach for the DRM-CB project as a whole.

Originality/value

It is hoped that this study will serve as a transfer learning initiative to provide approach guidelines and innovative mechanisms for DRM practitioners who will have the know-how and potential for leadership in DRM-SD.

Abstract

Purpose

In sharp contrast to television, various sources of market failure currently prevent market forces fulfilling the promise of digital switchover in radio markets. The purpose of this paper is to review the strengths and weaknesses, business models and market deployment of the two main platforms, with a view to establishing the economic case for higher regulatory involvement in digital radio markets.

Design/methodology/approach

The paper analyses the relevant broadcaster, engineering and regulatory literature, with particular emphasis on technical compatibilities among terrestrial radio broadcast technologies, and the technological and economic difficulties they face. The exercise is the first of its kind to scope and bring together these multidisciplinary contributions.

Findings

The highly uncoordinated development and deployment of terrestrial digital radio platforms is leading this new digital industry to an impasse. There is a legacy of uncertainty and scepticism amongst market players. Furthermore, prevailing technology and business models have marginalised community radio services and regional audiences.

Research limitations/implications

The analysis does not cover the demand side (contents, culture) nor developments in non‐terrestrial digital platforms, nor in the US‐based IBOC standard.

Practical implications

There is considerable scope, particularly in large, sparsely inhabited countries with sizeable rural audiences to remedy the failings of the current fragmented approach through regulatory intervention through platform integration.

Originality/value

There is a lack of coherent information published on the potential benefits that the new digital platforms are bringing to the audio broadcasting market, and on the current market difficulties they face. The article remedies this gap.

Abstract

Purpose

This paper aims to evaluate the risk‐adjusted performance of the management styles of Malaysian mutual funds using nine modified performance evaluation measures generated by the maximum drawdown risk measure (M‐DRM) based on the modern portfolio theory. The purpose is to report the findings in a manner which is realizable by the average investors and portfolio managers.

Design/methodology/approach

This paper evaluates the performance of more than 400 Malaysian mutual funds using risk‐adjusted returns over the two sub‐periods of 2000‐2005 and 2006‐2011. The M‐DRM, as a different measure from downside risk, is applied to improve nine risk‐adjusted performance measures of Sortino, Treynor, M‐squared, Jensen's alpha, information ratio (IR), MSR, upside partial ration (UPR), FPI, and leverage factor. It proposes a new single‐factor model to test the maximum drawdown beta and alpha in the M‐DRM framework.

Findings

The evidence clearly indicates that the replacement framework in terms of MDB, the maximum drawdown beta, and the maximum drawdown CAPM can be replaced by the conventional frameworks in terms of MVB, beta, and the CAPM and also MSB, downside beta, and D‐CAPM for modifying nine performance evaluation measures from the management styles of Malaysian mutual funds.

Practical implications

The research evidence reported in this paper can be applied as input in the process of decision making by small and average investors and portfolio managers who are seeking the possibility of participating in the global stock market through mutual funds.

Originality/value

This paper is the first study to estimate a new regression model in the M‐DRM framework to evaluate the performance of Malaysian mutual funds. In addition, it proposes nine modified performance evaluation measures in the M‐DRM framework for the first time.

Abstract

Purpose

The purpose of this paper is to explore the relationship between factors of socio-cultural contexts and disaster risk. Recent efforts by international organizations and research scholarship have emphasized that applying contextual understandings of human behavior can improve the effectiveness of disaster risk management (DRM).

Design/methodology/approach

The research employs multiple correlation analysis to find significant relationships between two sources of socio-cultural data and the World Risk Index scores.

Findings

There are interesting relationships between various measures of socio-cultural context and disaster risk, such as correlations with levels of individualism, self-expression, and secular-rational values.

Research limitations/implications

While using the broadest sample available with the data sources, generalizations about the relationships must be tempered as inherently anecdotal and needing greater depth of study. The national level of analysis is controversial.

Practical implications

Emergency managers can extend the knowledge about socio-cultural influences on disaster risk to tailor policy for effective practices.

Social implications

Societies may recognize their behaviors as being conducive or obstructive to DRM based on their socio-cultural characteristics; governments may operationalize the findings into policy responses for more nuanced mitigation efforts.

Originality/value

This research adds to the momentum for considering non-technical approaches to DRM and expands the potential for social science derived variables in DRM.

Abstract

Purpose

Digital rights management (DRM) is often promoted as the technical basis for solutions to enterprise security problems requiring persistent protection. Yet to date, DRM has failed to take hold within the enterprise sphere. This paper aims to examine some possible reasons for the slow adoption of enterprise DRM.

Design/methodology/approach

It is argued that contrary to the common perception current DRM technology is sufficiently robust for use in enterprise applications. Then three problems that may serve as barriers to enterprise DRM adoption, namely, trustworthy authentication, access policy management and the lack of compelling enterprise applications that require DRM are discussed. Finally, brief examples are presented drawn from the real world that illustrate that the first two barriers can be overcome, and it is argued that regulatory compliance is the “killer app” that will drive enterprise DRM adoption.

Findings

Finds, amongst other things, that technical weakness in enterprise DRM systems, especially regarding authentication and authorization, can be addressed with relatively simple mechanisms.

Originality/value

This paper points up the need for more sophisticated enterprise DRM solutions.
