Abstract

Purpose

This study aims to examine whether the introduction of wine or regular strength beer (B) sales in Tennessee grocery stores significantly increased the number of alcoholic beverages (AB) consumed or excise taxes collected in the state.

Design/methodology/approach

This study uses both a time series and a model-based approach to assess if a significant change in alcoholic beverage excise tax collections occurred after the natural experiment. The study evaluates monthly tax collections from B, mixed drinks and AB between January 1968 and September 2018 published by the Tennessee Department of Revenue.

Findings

The findings suggest that neither alcoholic beverage consumption nor excise taxes collected increased substantially in Tennessee as a result of the introduction of wine and regular strength B in grocery stores. It is likely, however, that some changes inside the industry were significant.

Originality/value

This study assists policymakers and analysts in determining whether allowing the sale of wine and regular strength B in grocery stores will have a substantial impact on the total amount of AB consumed or excise taxes collected by the jurisdiction.

Abstract

Purpose

The purpose of the paper is to model the modern global practice of social management of human capital – at the state and corporate levels – to determine the perspectives of its optimization and to develop the basic principles of a new methodological approach to social management of human capital, which is preferable in the conditions of social market economy.

Design/methodology/approach

The author uses mathematical tools, including correlation and regression analysis. These are applied to determine the influence of each of the 12 indicators for the labor market that are presented as part of The World Economic Forum's (WEF’s) ”The Global Competitiveness Report 2019” on The United Nations Development Programme's (UNDP) Human Development Index. The research objects are countries from each of the four categories of nations, as distinguished by UNDP, in the Human Development Index. By unifying the 2019 data from UNDP and WEF, a data set is formed.

Findings

It is substantiated that in modern economic practice, it is impossible to achieve the “ideal” conditions necessary for applying existing methodological approaches to the social management of human capital, which reduces how effectively current approaches function. Foundation on the existing methods leads to uncertainty as to management of human capital, which is social by 95.14% in 2019. Though the achieved value of the social management of human capital is close to being optimal, it is still not enough to achieve a high level of human development, which was 0.685 on average for the global economy in 2019 and is likely to increase by 31.43% until 2025, for acknowledging the social market status of the modern economy.

Originality/value

It is proven that there is a need for a new, mixed, methodological approach to the social management of human capital, which would optimally combine the best practices of both state and corporate management. The principles for the practical implementation of such an approach are offered, and proposals are developed to substantiate the contribution of this approach to the achievement of the global goals of sustainable development.

Abstract

Purpose

The purpose of the research is to determine the social consequences of economic globalization based on experience of developed and developing countries and to determine the perspectives of optimization of this process through regulation.

Design/methodology/approach

The research method is correlation analysis, for it allows determining dependencies between the indicators without requirements to their close mutual dependence. The research objects are top ten developed and top ten developing countries as to the KOF globalization index in 2019.

Findings

It is determined that, contrary to high economic risks, social risks of globalization are very low. Instead of this, in the course of globalization the social advantages increase – they are expressed in the form of harmonization of the labor market, development of digital society and increase of population's quality of life – in particular, provision of balance of the global society by leveling the social disproportions between developed and developing countries. It is substantiated that consequences that stimulate the increase of population's quality of life in developing countries are more expressed than in developed countries. This means that developing countries, which are traditionally more inclined to limiting the influence of globalization on them due to economic reasons, have to reconsider their foreign economic policy and include the measures on stimulation of globalization in the interests of social development. Other than that, the differences in consequences for developed and developing countries are minimal. There is no imbalance of consequences that is peculiar for the economic sphere, in which the main advantages are obtained by developed countries, and developing countries bear most of the costs. From the social point of view, globalization could be characterized as a positive phenomenon of modern times.

Originality/value

The offered authors' recommendations will allow optimizing the influence of globalization on the social environment in developed and developing countries and ensuring usage of economic globalization as a mechanism of implementation of the global goals in the sphere of sustainable development.

Abstract

Purpose

The main purpose of this paper is to explore size of the shadow economy of 31 European Countries in 2014 and size of the shadow economy of 28 European Union countries over 2003-2014 (in per cent of official GDP). An additional objective is to identify tax evasion, as the problem of all the EU countries, answering the questions how better combat the tax fraud.

Design/methodology/approach

Estimates of the shadow economy for all 28 European Union countries and other three countries from Europe, i.e. Norway, Switzerland and Turkey – MIMIC method was applied.

Findings

The average size of the shadow economy in 28 EU countries was 22.6 per cent in 2003 and decreased to 18.6 per cent (of official GDP) in 2014. We also consider the most important driving forces of the shadow economy. The biggest ones are with 14.6 per cent unemployment and self-employment, followed by tax morale with 14.5 per cent and GDP growth with 14.3 per cent. The proportion of tax evasion (accounting for indirect taxation and self-employment activities) was on average 4.2 per cent (of official GDP) in Poland, 1.9 per cent in Germany and 2.9 per cent in the Czech Republic.

Research limitations/implications

The MIMIC statistics do not address a large part of the wholly illegal economy (of typically criminal nature) and, accordingly, it is not an absolute magnitude of the whole unofficial economy. However, it does not seem that other, alternative, methods of measuring the unofficial economy are better in individual terms.

Practical implications

Current statistical research should lead to practical acceptance in the framework of need for developing better organizational & legal ways for multi-level governance within the European Union, leading to effective methods of counteracting – in particular intra-Union fraud. In addition, the presentation of a review of typology of the main theories and studies regarding the unofficial economy aspects relating to tax evasion constitutes a practical review of the pursued research areas.

Social implications

Safeguarding the national economy as a whole, by seeking ways of reducing the scope of shadow economy.

Originality/value

Both regarding presentation of the latest shadow economy estimates and typology of its main studies and theories.

Abstract

Purpose

The purpose of this paper is to provide new empirical evidence on the relationship between social expenditure and poverty in Turkey.

Design/methodology/approach

There are voluminous studies in the literature and many of which contain condradictory results. The authors use panel error correction models and employ Turkish statistical territorial units data (26 regions) covering the period 2004-2011 in the analysis.

Findings

The authors have found that in the short run, there is a negative relationship between social expenditure and poverty, as expected. In the long run, however, there exists a positive relation between them. The authors utilize expenditure on education as one component of social expenditure, and the authors obtain a negative relationship between education expenditure and poverty, both in the short run and in the long run.

Social implications

Poverty is an important social problem that more studies on this subject should examine various aspects and find policies to alleviate it.

Originality/value

Literature on poverty and social spending are growing and their results are contradictory. However, this paper clearly and significantly provides new empirical evidence on the effect of social spending on reducing poverty using Turkish data. This kind of study is hardly found for developing countries like Turkey. It contributes to the literature.

Abstract

Purpose

The purpose of the paper is to model and develop recommendations for regulating the development of social market economy under the influence of noneconomic factors.

Design/methodology/approach

The authors determine the existing examples of social market economies, in which quality of life clearly correlates with economic growth – and the research objects are thus determined. Then, the list of noneconomic factors, which could be quantitatively characterized based on the official statistics, is formed. The econometric model of dependence of the rate of economic growth of the selected noneconomic factors is created, and it is determined at which combination of these factors' influence it is possible to reach the target rate of economic growth of social market economy. Data are processed automatically by compiling the descriptive statistics and conducting regression analysis within the method of imitation modeling and multiparametric nonlinear optimization.

Findings

It is shown that, unlike the classical market economy (pure capitalism), in which economic factors dominate, social market economy (mixture of capitalism and socialism) is also influenced by noneconomic factors. This changes the view on economic growth as one of the most significant processes in the economic practice and one of the key research objects in economics. It is substantiated that there's a necessity not for micro- (as in the classical market economy) but for macroeconomic view on economic growth through the prism of factors that are external to entrepreneurship.

Originality/value

The results of imitation modeling allowed reducing the uncertainty and reflecting the specifics of economic growth of social market economy. The compiled model of multiple linear regression allowed narrowing down the circle and outlining four main noneconomic factors of economic growth of social market economy. The authors' recommendations for regulation of these factors are offered, and a mechanism of regulation of development of social market economy based on noneconomic factors management is offered.

Abstract

Purpose

The purpose of the paper is to study the problem of socio-economic inequality from the positions of the neo-institutional economic theory, to determine the causal connections of emergence and manifestation of this problem as a barrier on the path of sustainable development and to develop institutional measures for its solution based on state regulation.

Design/methodology/approach

The scientific and methodological basis of this research is based on regression analysis, which is used for creating and analyzing the regression curves. For the fullest coverage of countries of the world and provision of high representation of the research results, the objects of the research are countries from each category that were distinguished according to their position in the global rating of countries as to the index of sustainable development, calculated and compiled by Sustainable Development Solutions Network (2019).

Findings

It is substantiated that financial inequality is a result of violation of the principles of social justice—primarily, in the labor market. The institutional approach, which is used for studying the problem of socio-economic inequality, allows presenting this problem as a result of the action of social institutes with own system of rules and norms and offering the institutional measures of regulation, which are to influence the rules and norms in society in the labor market. Due to this, the object of regulation is not the consequence but the reasons—and better and long-term results are achieved.

Originality/value

It is proved that social justice is the key condition of overcoming socio-economic inequality, formation of inclusive society and achievement of balance of the global economic system—thus opening a path to sustainable development. Four “institutional traps” are determined, which establish the practices of violation of the principles of social justice in the system of norms and rules of behavior of the labor market's participants. The authors determine perspectives and directions and offer measures of state regulation of the institutes of socio-economic inequality for its overcoming and provision of sustainable development of national economy and the global economy.

Analyses how money made from entrepreneurial crime is disbursed through Canada’s legitimate economy; this is one of the first quantitative studies of money laundering using a survey of police cases, and the exclusive source of primary data was the Royal Canadian Mounted Police proceeds of crime files. Finds that drug trafficking is the largest single source of these proceeds, that banks and real estate are the main destinations of the revenues, and that methods used involved hiding their true ownership and source by using nominees and establishing legitimate companies, avoiding suspicion by using “smurfs”, and avoiding reporting requirements by structuring transactions. Describes the design of the research and gives a typology of money laundering operations.

Abstract

Purpose

In this paper, the author develops a game theoretical model to understand why Union Government of India, as a third party, has used different schemes at different times in history to assist the State Governments in fighting the Naxalite insurgency. Comparing across schemes, it was found that though Matching Security Grants scheme was preferred in general, during asymmetric information scenario it led to an emergency situation wherein the Union Government had to provide the less preferred Bulk Security Grants. Later, it became difficult to withdraw these grants as the State Governments free rode by reducing own security contribution. The author finds that instead, in this scenario, Matching Development Grants are more suitable, as they incentivize the State Governments to reveal private information and help the Union Government exit its third-party role. For a practitioner involved in conflict resolution, these conclusions imply that as the desirability of policies can change diametrically overtime, Union Government must spend resources only on those heads of expenditure that provide both security and development benefits provided they aid in preventing flow of resources to Naxalites. Further, to end its assistance, the Union Government’s expenditures should also complement the capabilities of the State Government rather than substituting them. These results can also guide policy in other protracted civil wars with substantial third-party intervention, which are common these days.

Design/methodology/approach

The paper is an historical analysis of strategies used by Union and State Governments and Naxalites. The analysis is based on game theoretic tools supported with examples.

Findings

The Union Government must provide matching grants instead of bulk grants such as Central Armed Police Forces, and the grants should be aimed at building complementarities with the state governments’ security contributions. Under asymmetric information scenario, the Union and State Governments reduce their expenses incurred to fight the Naxalites. A Matching Development Grants scheme would have done better. Union Government must spend resources on heads of expenditure that provides both Development and Security benefits, to curb flow of resources to Naxalites, besides complementing the Security Contributions of the State Government.

Research limitations/implications

The research is limited by disaggregated data to test the hypotheses. It is also limited by the data on hidden variables like the contribution of the Naxalites to fighting. The research is also limited to the extent that individual groups in the war like police commanders, politicians and Naxalite commanders are not incorporated. Multiple asymmetric parties are also not considered; that may generalize the model to other theaters of insurgency.

Practical implications

Certain heads of expenditure such as roads, mobile communication, improving quality of investigation, preventing human rights violations by the security forces, etc. are both security and development enhancing. The Union Government's expenditures must be directed toward this end. Therefore, from a practitioner's perspective, the debate between greed and grievances exists not as a limitation but as a guide. The relevant articles of Constitution of India must be redrafted on these principles. Third-party interventions in other insurgencies may be revisited under these conclusions.

Social implications

Security and Development policies are tools for controlling Naxalite insurgency, which can also be used to prevent flow of resources to Naxalites. Security and development policies to resolving insurgencies are useful at different information scenarios. Therefore, information neutral policies should be preferred.

Originality/value

This paper has contributed theoretically in modeling continuing conflicts like Naxalite insurgency, explicitly. The author also shows that though the field of civil wars may have evolved along the Greed vs Grievance debate (Collier and Hoeffler, 2004), for a practitioner, the lines blur when it comes to solutions, as many heads of expenditures have features of both security and development. This paper also shows that when the Union Government faced asymmetric information scenario, the policy of matching development grants would be beneficial in long run though of limited value in short run. This is an important conclusion as the most intense period of violence was preceded by the asymmetric information scenario. Besides, it has relevance for the other civil wars with third-party intervention, such as NATO in Afghanistan.

Abstract

Purpose

Because of the renewed interest in public purchasing and the strategic use of public funds under the requirements of sustainable development, the question arose once again as to how to curb the fall of institutional quality once criteria other than price are inserted into the decision-making in public purchasing. E-procurement has been repeatedly named as one of the most efficient tools to that effect and the present paper sets out to discover whether the implementation of e-procurement in a particular country per se entails also higher institutional quality, allowing for a wider implementation of green and sustainable procurement at the national, regional and municipal level without the fear of worsening the country’s institutional quality. By analyzing the implementation of e-procurement in Denmark, the Netherlands and in Portugal, this paper aims to verify the hypothesis that the implementation of e-procurement implies better institutions in terms of public purchasing. As such, the conclusions will be used in further research on the prerequisites for a successful implementation of green public procurement across the European Union.

Design/methodology/approach

Gathering data on institutional quality of three early e-procurement adopters (Denmark, the Netherlands and Portugal) allows for comparison of institutional quality pre- and post-e-procurement implementation. By using difference-in-differences comparison the paper seeks to answer the question how doesmandatory e-procurement influence institutional quality on the national level.

Findings

The paper finds that the reform is generally associated with a relatively stronger control of corruption in the Netherlands and Denmark, while a similar reform in Portugal failed to translate into a stronger control of corruption. Furthermore, while using the quality of regulation as a dependent variable, a positive and robust effect on the quality of regulation in Denmark was shown, while the quality of reputation in the Netherlands and Portugal declined in the post-reform period, with the drop in the quality of regulation in Portugal being considerably greater, a two-fold higher amount than the estimated drop in the Netherlands. The paper suggests that in spite of the same aims, the reform yielded substantially different or even opposing effects compared to Denmark.

Research limitations/implications

By examining three examples of early adopters, further research with broader impact is needed to deduce general implications for e-procurement implementation. Furthermore, implementation of e-procurement at the regional or local level can also yield distinct results.

Social implications

Understanding the actual impact of e-procurement on institutional quality is indispensable for further study on the matter. The present study argues that e-procurement needs to be accompanied by additional measures or variables to yield a positive impact on institutional quality in public procurement.

Originality/value

As to originality, the present paper uses a law and economics approach, originating or better said drawing motivation from green public procurement concerns, trying to provide an insight in terms of tools that can be used to eliminate concerns regarding institutional quality when implementing green public procurement practices.
