Abstract
Sets out the issues peculiar to the Scottish workforce in sport and fitness, play and the outdoor sectors. Provides an exploration of the development of vocational education in the form of sector skills training for these sectors in opposition to that formal education provided at further and higher education level. Draws on empirical research gathered as part of a report produced on each of the above sectors and written by the above authors. The report was supported by the Scottish Skills Fund in a grant to SPRITO, the national training organisation for these sectors. Although labour market intelligence suggests there are various skills shortages in these sectors and a lack of qualified personnel, the tension between the role of formal education and vocational work‐based learning qualifications is palpable. Solutions to apparent incommensurability of the two positions are offered, designed to ensure that these sectors achieve competitive advantage from a workforce that is both competent and reflective in their work practice.

Abstract
Purpose
Place-based community events fulfil important functions, internally and externally. They provide opportunities for people from diverse communities and cultures to encounter each other, to participate in pleasurable activities in convivial settings and to develop mutual understanding. The purpose of this paper is to investigate the value of such events as a means of resisting or challenging the deleterious effects of territorial stigmatisation.
Design/methodology/approach
The authors explore two place-based community events in areas that have been subject to territorial stigmatisation: Govanhill in Glasgow, Scotland, and South Dunedin, New Zealand. They draw on in-depth case study methods including observation and interviews with key local actors and employ inductive analysis to identify themes across the datasets.
Findings
The demonstrate how neighbourhood events in both Glasgow and Dunedin actively seek to address some of the deleterious outcomes of territorial stigmatisation by emphasising strength and asset-based discourses about the areas they reflect and represent. In their planning and organisation, both events play an important mediating role in building and empowering community, fostering intercultural encounters with difference and strengthening mutuality within their defined places. They make use of public and semi-public spaces to attract diverse groups while also increasing the visibility of marginalised populations through larger showcase events.
Research limitations/implications
The empirical element focuses only on two events, one in Glasgow, Scotland (UK), and the other in South Dunedin (New Zealand). Data generated were wholly qualitative and do not provide quantitative evidence of “change” to material circumstances in either case study community.
Practical implications
Helps organisers think about how they need to better understand their communities if they are to attract diverse participation, including how they programme public and semi-public spaces.
Social implications
Place-based community events have significant value to neighbourhoods, and they need to be resourced effectively if they are to sustain the benefits they produce. These events provide an opportunity for diverse communities to encounter each other and celebrate what they share rather than what divides them.
Originality/value
This paper is the first to examine how place-based community events help resist narratives of territorial stigmatisation, which produce negative representations about people and their environments. The paper draws on ethnographic insights generated over time rather than a one-off snapshot which undermines some events research.

Abstract
Purpose
There are two main aims of this conceptual paper. The first is to explore the issues associated with staging events in public spaces, and to produce a typology of different event spaces. The second is to explore if and how events should be designed into parks, streets and squares and whether this might reduce some of the negative impacts and associated user conflicts.
Design/methodology/approach
The paper analyses the history, drivers and effects of using public spaces as venues and examines the reciprocal relationships between events and the spaces that host them. To explain the range and dynamics of contemporary events, a typology of event spaces is developed. This typology highlights nine different types of event spaces which are differentiated by the level of public accessibility (free entry, sometimes free, paid entry), and the mobility of event audiences (static, limited mobility, mobile). Using this typology, the paper discusses ways that public spaces might be adapted to make them better suited to staging events. This discussion is illustrated by a range of examples.
Findings
The paper finds that it makes practical sense to adapt some urban public spaces to make them better equipped as venues, but designing in events presents new issues and does not necessarily resolve many of the problems associated with staging events. Disputes over events are inevitable and constituent features of public spaces.
Originality/value
This paper makes an original contribution by developing a new classification of event spaces and by synthesising ideas from urban design with ideas from the events literature.

Looks at the trend in the UK towards workplace health promotion (WHP) and, in particular, with one facet of WHP, namely workplace fitness provision (WFP). Contends that the state, organisations and individuals each fail to maximise their benefits from provision. Draws attention to inherent tensions between governmental policy rhetoric and the organisational and individual reality within the workplace. Concludes that WFP currently represents a missed opportunity. Governmental aims for improved public health are misguided given the instrumental approach taken by organisations towards WFP, especially as WFP has tended to reinforce inequalities found in the public leisure sector with regard to user profiles. If there is indirect discrimination in employment because of non‐participation in such initiatives then the achievement of public health objectives, reductions in employee absence rates or the achievement of healthy workforces will remain a pipedream.

Abstract
Purpose
Public schools in a democracy should educate young people to develop the knowledge and dispositions of citizenship in order to foster a more inclusive society and ensure the continuation of the democratic republic. Conceptualizations of citizenship must be clearly framed in order to support civic engagement, in particular, civic engagement for social justice. Rarely do educational technology scholars or educators interrogate the International Society for Technology in Education definition of digital citizenship. Educational technologists should connect notions of civic engagement and conceptions of digital citizenship. Instead, the field continues to engage in research, policy and practice which disconnects these ideas. This suggests that a gap exists between educational technologists’ conceptualizations of citizenship and the larger implications of citizenship within a democracy. The paper aims to discuss this issue.
Design/methodology/approach
This paper uses a between-study analysis of the literature to answer: How does the field of educational technology discuss and research digital citizenship? The data were coded using constant comparative analysis. The study adopted a theoretical framework grounded in Westheimer and Kahne’s (2004) What Kind of Citizen, and Krutka and Carpenter’s (2016) digital approach to citizenship.
Findings
The findings suggest that educational technologists’ uncritical usage of the term digital citizenship limits the authors’ field’s ability to contribute to a fundamental purpose of public schooling in a democracy – to develop citizens. Further, it hampers imagining opportunities to use educational technology to develop pedagogies of engaged citizenship for social justice.
Originality/value
Reframing the conception of digital citizenship as active civic engagement for social justice pushes scholarship, and its attendant implications for practice, in a proactive direction aimed at dismantling oppression.

Abstract
Purpose
Despite the recognition that citizens' perceptions of mega sport events' social impact is critical for the sustainable development of these events and host cities, most previous studies have not taken into consideration how these perceptions may change over time. This study examines citizens' social impact perceptions of the 2016 Rio Olympic Games before and after the event.
Design/methodology/approach
Data were collected amongst local residents of Rio de Janeiro pre- and post-event (n = 256). A confirmatory factor analysis (CFA) analysed the psychometric properties of the proposed social impact constructs. Subsequently, a multigroup analysis and latent mean comparisons were conducted to test social impact perceptions pre- and post-event.
Findings
The multigroup CFA showed factorial stability of the social impact model in both periods, while the latent mean comparisons revealed significant differences in the dimensions of social experiences, city image and community pride enhancement, public infrastructures and social conflicts. Results indicated that the perception of positive impacts tends to increase, while perceived negative impacts decrease from pre- to post-event.
Social implications
The social effects of hosting sport mega events result in a short-term change in attitudes towards the local community, leading to a better comprehension on how communities perceive the event's impact on their lives.
Originality/value
In a highly complex mega event such as the Olympic Games, any change may influence residents' perceptions. The findings of this study demonstrate the importance of residents for determining support or opposition in hosting the event, allowing a better understanding of the exchange effects.

Abstract
Purpose
The aim of this study is to analyse teachers’ perceptions of information and communication technologies (ICT) and the effect they have on their students, comparing male and female teachers in rural and urban areas of Mexico.
Design/methodology/approach
This is a quantitative study with a validated questionnaire that records the perception of school teachers from a state in the northeast of Mexico. The questionnaire was designed by interviewing 20 teachers who have had problematic situations in the use of technology by students. The main problems that were perceived in their students were cyberbullying, cyberviolence, online pornography, excessive use of videogames and also lack of ability to use digital technology. Hypothesis testing was applied to identify differences between gender (female or male) and region (rural or urban), considering these problems and the efforts made by the school to address these issues.
Findings
Both the gender of the teaching staff and the region where the school is located are variables that are influencing the willingness to incorporate ICT issues that are affecting the well-being of students into the educational agenda. While teachers are the main actors in preparing their students on how to face these challenges, students in schools with mostly male teachers, or located in rural areas, will be in a situation of greater vulnerability to be victims of the problems that arise as part of ICT risks in a digital society
Research limitations/implications
This article only offers a first approach to ICT and teachers’ perceptions. It is necessary to broaden the scope of this type of research to include different educational contexts and to ask questions that reveal in greater detail how schools are dealing with ICT and its possible risks and the factors that have influenced the successes or failures they are having in these attempts.
Practical implications
This finding can help schools to promote programs focused to apply ICT for student flourishment and help them to deal with the risk that digital technology is generating in young students.
Originality/value
Although multiple research have been conducted to address teachers’ perception about diverse topics, there has been no specific research on the self-perception of teachers in dealing with technology and preparing students for the problems presented by ICT and its risks. This research contributes to the literature on the impact that teachers’ perceptions can have on the adoption of technology in education, and how this can be different by gender and region.

Purpose
This phenomenological study aims to explore how media promote and should promote wheelchair rugby.
Design/methodology/approach
Semi-structured interviews were conducted with 31 athletes at National Wheelchair Rugby Championship. In using a reflective thematical analysis approach, three themes were identified – media coverage: the promise of an unknown quantity; the battle of inspiration and athleticism; and leverage marketing and promote the “wow”.
Findings
Lacking fair representation from media resulting in the perception and reception gap between the general public and spectators was identified and explained by most of the athletes. Besides urging increased coverage with a shifting focus on athleticism, the important role of marketing was highlighted.
Originality/value
In short, the “wow” factor of the sport is its aggressiveness which can be its bestselling feature and used by stakeholders for maximum impact when marketing wheelchair rugby.

Purpose
The paper aims to give an interesting insight into the rise in event bidding and delivery of sports mega‐events from Qatar and the Middle East. This paper seeks to examine the shift in government policies and citizen relationships in the Middle East and Gulf Region, focusing on the specific case of Qatar from its staging of the 15th Asian Games in 2006 to present.
Design/methodology/approach
The paper begins with an overview of the main literature on the importance of sport events as a vehicle for securing global profile for cities and nations. The paper draws upon the authors' participation at the 15th Asian Games and interviews conducted there and latterly, desk‐based research involving scrutiny of Qatar's recent policy pronouncements and published materials pertaining to sporting events in the intervening period since the 2006 Games.
Findings
The findings are presented in the form of a case study, using the Asian Games as a starting point and finishing with Qatar's latest bids for sporting mega‐events. The paper presents a conceptual analysis of the situation in Doha and reveals a ten‐year strategy from Qatar to set itself apart from its neighbors in bidding to host mega‐sporting events and in its progress in terms of civil rights for women. This has allowed wider participation in sport and ensured Qatar can bid for the most prestigious global sporting events.
Research limitations/implications
This paper adds to the wider public policy discussion and contributes to the body of knowledge in this area. The authors have written extensively on events policy but believe issues of democracy versus ruling states, emotional bidding and awarding to such states will continue to rise over the coming years and these have significant implications for both event owners in awarding such bids but also for policy makers in legitimizing bidding for such events in this context.
Originality/value
The paper reveals that the currency of awarding events to countries in the Middle East, Africa and South America is politically and socially important and of major interest to both the public and academics at present.
