Abstract

Purpose

By adopting a multilevel approach, this paper aims to examine the relationships among employee creativity and creative personality, domain expertise (i.e. individual-level factors), non-controlling supervision style and organizational learning culture (i.e. team-level factors). It also investigates the cross-level interactions between individual differences and organizational context influencing employee creativity.

Design/methodology/approach

Hierarchical linear modeling was performed to test the hypotheses using multisource data with 416 employees and their supervisors in 86 research and development teams.

Findings

This paper found that domain expertise and non-controlling supervision style are positively associated with employee creativity. Also, a positive moderating role of non-controlling supervision style was found in explaining the relationship between domain expertise and employee creativity. However, no significant relationship was found between creative personality and employee creativity, and there was no moderating effect of organizational learning culture. The paper discusses the theoretical implications of these findings and provides practical suggestions based on the findings.

Originality/value

This paper has begun to address the significant gap in the extant employee creativity literature and has departed from the common research practice of investigating creativity at a single level. It has expanded understanding of the antecedents of creativity with empirical evidence, as it revealed domain expertise and non-controlling supervision as influential factors. Further, domain expertise has generally positive effects on creative performance, whether non-controlling leadership is high or low. Additionally, this study brings an interesting insight in interpreting the contribution of organizational learning culture as measured by the Dimensions of Learning Organization Questionnaire to creativity and also affirms the importance of autonomy that increases intrinsic motivation and creativity. Another theoretical contribution of this study can be found from an intriguing contradiction in the literature that understands the role of expertise in creative performance. Moreover, the finding on non-controlling supervision supports the effectiveness of a freedom approach.

Abstract

The employee-organization relationship (EOR) has increasingly become a focal point for researchers in organizational behavior, human resource management, and industrial relations. Literature on the EOR has developed at both the individual – (e.g. psychological contracts) and the group and organizational-levels of analysis (e.g. employment relationships). Both sets of literatures are reviewed, and we argue for the need to integrate these literatures as a means for improving understanding of the EOR. Mechanisms for integrating these literatures are suggested. A subsequent discussion of contextual effects on the EOR follows in which we suggest that researchers develop models that explicitly incorporate context. We then examine a number of theoretical lenses to explain various attributes of the EOR such as the dynamism and fairness of the exchange, and new ways of understanding the exchange including positive functional relationships and integrative negotiations. The article concludes with a discussion of future research needed on the EOR.

Abstract

The idea of ‘identity politics’ has become quite prominent in news commentary. It has been referred to in explaining the 2016 US Presidential election result, the 2016 Brexit vote and a variety of other events in contemporary social life. The idea emerged under that title in the late twentieth century, and refers to political conflicts where groups unite and act on the basis of some shared identity. While the term initially referred to action by groups seeking to remedy past oppression, ‘identity politics’ may now refer to a wider range of cases where there is contestation based on recognition of some shared identity. Individuals’ identity is central to resurgent modern virtue ethics, but it has been suggested that virtue ethics is less relevant to political conflict than utilitarian views or theories of justice. However, an important distinction can be made between narrative identity, on the one hand, and social identity that emerges from individuals’ self-perceived group membership, on the other hand. It is narrative identity that figures in major accounts of virtue ethics. In many situations, narrative identity is importantly affected by group identity, but it is still only narrative identity that has intrinsic ethical weight. This suggests that virtue ethics has relevance to identity politics just because it urges attention to individuals’ narrative identity rather than to group identity.

Abstract

Purpose

Reform of local political management continues to be part of the international agenda for change as governments seek to create the conditions for better performance in local government. The purpose of this paper is to investigate the impact of changes in political management upon the performance of local government, with England as a case study, and the implications for local government reform elsewhere.

Design/methodology/approach

Using statistical data derived from the system of comprehensive performance assessment (CPA), the analysis uses Kendall's tau to correlate CPA score per local authority against the respective political governance arrangement of each local authority in England.

Findings

As the correlation coefficient did not reach the level of statistical significance, the principal finding is that the relationship between different political governance arrangements and local authorities' performance is not demonstrated. The implications of this for governments' reforms of political management are discussed.

Research limitations/implications

The data are based upon English sources and point to the importance of conducting comparable analysis in other societies that have undergone similar changes in local political management.

Practical implications

In instituting reforms of local governance, governments rarely pay serious attention to measurable outcomes and the paper suggests the value in so doing.

Originality/value

The specific relationship between local political management and performance has not previously been measured in precisely this way.

David Marquand (2004) opens his celebrated book on the ‘decline’ of public service by arguing (pace Tawney) that there is a fundamental tension between capitalism and democracy – the former dedicated to an essential economic inequality (competition); the latter dedicated to rights-based equity derived from civic ideals. His book highlights public sector institutions as the arena in which the inevitable tussle between the two is played out. The neo-liberal movement provides the ideological vehicle for reform of public institutions, designed to ‘root out the culture of service and citizenship’ (p. 2) – i.e., those civic ideals. At the heart of the struggle is professionalism, the combination of competence, judgement and principle, and neo-liberalism takes careful aim at it.

Abstract

Purpose

To provide new observations about dynamic strain ageing in medium carbon microalloyed steels which are used for automotive applications.

Design/methodology/approach

The present work aims to provide theoretical and practical information to industries or researchers who maybe interested in the effects of dynamic strain ageing on mechanical properties of microalloyed steel. The sources are sorted into sections: introduction, experimental procedure, results and discussion, conclusion.

Findings

Microalloyed medium carbon steel was susceptible to dynamic strain ageing where serrated flow is observed at temperatures between 200 and 350°C. In this temperature regime, ultimate tensile strength and proof stress exhibit maximum values, however, elongation to fracture showed a decrease until 250°C, after which it increased. Above 350°C, a sharp decrease in tensile strength and proof stress were observed. Abrasive wear resistance of the microalloyed medium carbon steel was also increased at temperatures between 200 and 350°C due to dynamic strain ageing.

Research limitations/implications

A search of the literature indicated that although there is considerable volume of information related to dynamic strain ageing in mild steel or in low‐carbon steel no extensive investigation has been made of dynamic strain ageing in microalloyed steel due to the ease with which nitrogen is combined AlN, VN, NbN, etc. which perhaps increase its implications.

Practical implications

A very useful source of information for industries using or planning to produce microalloyed steels.

Originality/value

This paper fulfils an identified resource need and offers practical help to the industries.

Abstract

Citizens are substantial stakeholders in every e-government system, thus their willingness to use and ability to access the system are critical. Unequal access and information and communication technology usage, which is known as digital divide, however has been identified as one of the major obstacles to the implementation of e-government system. As digital divide inhibits citizen’s acceptance to e-government, it should be overcome despite the lack of deep theoretical understanding on this issue. This research aimed to investigate the digital divide and its direct impact on e-government system success of local governments in Indonesia as well as indirect impact through the mediation role of trust. In order to get a comprehensive understanding of digital divide, this study introduced a new type of digital divide, the innovativeness divide.

The research problems were approached by applying two-stage sequential mixed method research approach comprising of both qualitative and quantitative studies. In the first phase, an initial research model was proposed based on a literature review. Semi-structured interview with 12 users of e-government systems was then conducted to explore and enhance this initial research model. Data collected in this phase were analyzed with a two-stage content analysis approach and the initial model was then amended based on the findings. As a result, a comprehensive research model with 16 hypotheses was proposed for examination in the second phase.

In the second phase, quantitative method was applied. A questionnaire was developed based on findings in the first phase. A pilot study was conducted to refine the questionnaire, which was then distributed in a national survey resulting in 237 useable responses. Data collected in this phase were analyzed using Partial Least Square based Structural Equation Modeling.

The results of quantitative analysis confirmed 13 hypotheses. All direct influences of the variables of digital divide on e-government system success were supported. The mediating effects of trust in e-government in the relationship between capability divide and e-government system success as well as in the relationship between innovativeness divide and e-government system success were supported, but was rejected in the relationship between access divide and e-government system success. Furthermore, the results supported the moderating effects of demographic variables of age, residential place, and education.

This research has both theoretical and practical contributions. The study contributes to the developments of literature on digital divide and e-government by providing a more comprehensive framework, and also to the implementation of e-government by local governments and the improvement of e-government Readiness Index of Indonesia.

Abstract

Purpose

As e-HRM systems move into the ‘smart’ technology realm, expectations and capabilities for both the automational and informational features of e-HRM systems are increasing. This chapter uses the well-established DeLone and McLean (D&M) model from the information systems literature to analyze how a smart workforce management system can create value for an organization.

Methodology/approach

The chapter is based on an exploratory case study conducted with a North American industrial products firm. We review three systems-level predictors of success from the D&M model (system quality, information quality, and service quality) and evaluate the company’s systems on these attributes.

Findings

The company’s e-HRM systems fall short on the information quality dimension, which limits potential for overall system success related to smart workforce management.

Research limitations/implications

The e-HRM literature focuses on individual-level factors of system success, while the D&M model uses more macro factors. Blending these may help researchers and practitioners develop a more complete view of e-HRM systems. Conclusions from this chapter are limited due to the use of a single, exploratory case study.

Practical implications

Companies must pay attention to all three predictors of system quality when developing smart workforce management systems. In particular, implementation of a data governance program could help companies improve information quality of their systems.

Originality/value

This chapter adds to the literature on smart workforce management by using a model from the information systems literature and a practical example to explore how such a system could add value.

Abstract

Purpose

The purpose of this paper is to describe the evolution of the field of personality disorder since the publication of “Personality disorder: no longer a diagnosis of exclusion” in 2003.

Design/methodology/approach

A review of both the academic literature contained within relevant databases alongside manual searches of policy literature and guidance from the key stakeholders was undertaken.

Findings

The academic and policy literature concentrates on treating borderline and antisocial personality disorders. It seems unlikely that evidence will resolutely support any one treatment modality over another. Criticism has arisen that comparison between modalities misses inter and intra patient heterogeneity and the measurement of intervention has become conflated with overall service design and the need for robust care pathways. Apparent inconsistency in service availability remains, despite a wealth of evidence demonstrating the availability of cost-effective interventions and the significant inequality of social and health outcomes for this population.

Research limitations/implications

The inclusion of heterogeneous sources required pragmatic compromises in methodological rigour.

Originality/value

This paper charts the recent developments in the field with a wealth of wide-ranging evidence and robust guidance from institutions such as NICE. The policy literature has supported the findings of this evidence but current clinical practice and what patients and carers can expect from services remains at odds. This paper lays bare the disparity between what we know and what is being delivered. The authors argue for the need for greater research into current practice to inform the setting of minimum standards for the treatment of personality disorder.
