Abstract

Purpose

The purpose of this paper is to investigate how active labour market policy (ALMP) training programmes and hiring subsidies increase or decrease differences in the unemployment risk between lesser and higher educated people during an economic downturn. A focus is put on potential job competition dynamics and cumulative (dis)advantages of the lesser and higher educated.

Design/methodology/approach

The paper uses multi-level data. The fifth wave (2010) of the European Social Survey was used and combined with macro-level data on labour market policies of the OECD. The sample consisted of 18,172 observations in 19 countries.

Findings

The results show that higher levels of participation and spending on training policies are related to a smaller difference in the unemployment risks of the educational groups. Higher training policy intensity is associated with a lower unemployment risk for the lesser educated and a higher unemployment risk for the higher educated. This implies that the lesser educated are better able to withstand downward pressure from the higher educated, thereby, reducing downward displacement during an economic downturn. Hiring subsidies do not seem to be associated with the impact of education on unemployment.

Originality/value

The paper adds to the discussion on ALMP training and hiring subsidies that are primarily rooted in the human capital theory and signalling theory. Both theories ignore the social context of labour market behaviour. The job competition theory and cumulative (dis)advantage theory add to these theories by focussing on the relative position of individuals and the characteristics that accompany the social position of the individual.

Abstract

The purpose of this chapter is to reconsider the five principles of Elder et al.'s (2003) life course theory while centering disability status as an axis of inequality. We use existing research from the fields of the sociology of disability, disability studies, and aging and the life course to reflect on ways in which each life course principle can better attend to the experiences of disabled people. We start with the principle of time and place and discuss how cohort and period effects facilitate a deeper understanding of disabled people's experiences historically. Next, we analyze the principle of timing with an emphasis on cumulative dis/advantage to establish how disability status is an axis of inequality that contributes to the accumulation of social disadvantage and intersects with other axes of inequality (e.g., race, class, and gender). Then, we discuss the two principles of agency and linked lives and employ the concept of “bounded agency” to describe how ableism limits the agency of disabled people. Finally, we examine the principle of life-span development and discuss how adaptation and resilience are contextual and an ordinary part of human experiences. We conclude by offering recommendations for both life course and disability scholars to consider in hopes of broadening our theoretical and empirical knowledge about the lives of disabled people at every stage of the life course and the mechanisms by which resources are stratified by disability and age.

Abstract

Purpose

Negotiation is important for career success. Therefore, this study draws from social expectancy and self-regulation theories to develop a model proposing that social class background (SCB) influences the ease with which achievement striving translates into propensity to negotiate. Specifically, the authors examine how SCB moderates the relationship between achievement striving and negotiation propensity via a key mediator—status-based identity uncertainty—reflective of one's (un)certainty about their societal standing.

Design/methodology/approach

The authors collected data across three surveys over a four-week period from 460 participants. The authors assessed negotiation propensity by asking participants to rank-order behavioral reactions, representative of different degrees of negotiation engagement, in response to three scenarios.

Findings

The positive effects of achievement striving on negotiation propensity are attenuated for individuals with lower SCBs, in part, because achievement-oriented individuals with lower SCBs experience a heightened sense of status-based identity uncertainty. Although achievement striving is an asset for initiating negotiations, it appears to disproportionately benefit those with higher SCBs.

Originality/value

Individuals higher in achievement striving and with lower SCBs may approach the negotiation process differently than those with higher SCBs. This dynamic serves as another mechanism through which cumulative (dis)advantage processes in career success may occur over time.

Abstract

Purpose

To uncover age inequalities in participation in higher education (HE) in Spain, the socio-demographic profile of Spanish adult undergraduates is compared to that of the general population of the same age group (25–54). Specific attention is devoted to differentials between face-to-face and distance adult students.

Design/methodology/approach

The study is mainly based on a comparative analysis of quantitative data generated by an online survey conducted by the authors among students over the age of 25 enrolled in Spanish public universities. Concurrent secondary sources have been considered as well.

Findings

Employment and family obligations appear as powerful conditioners of adults' access to HE, their choice of study mode (face-to-face or distance) and their area of study. The possession of previous HE qualifications also appears as an important factor differentiating adult undergraduates from the general population.

Research limitations/implications

The online survey is intended to reveal the main socio-demographic barriers to adult access to HE in Spain, rather than to draw a statistically representative profile of the target universe. The standard methodological recommendations have been followed to control the expected low response rate for the online questionnaire.

Practical implications

The study points to the need to deeply articulate current university-level compensatory mechanisms with macro-level age-sensitive social policies.

Social implications

Life course policies aimed at reducing age educational inequalities are advanced.

Originality/value

The social conditioners of adult participation in HE are addressed through a conceptual framework combining the life-course perspective with the prevalent research approach, centred on the notions of lifelong learning and non-traditional learners' unequal access.

Abstract

Purpose

In this contribution to EDI's professional insights, the authors develop practical and evidence-based recommendations that are developed for bias mitigation, discretion elimination and process optimization in panel evaluations and decisions in research funding. An analysis is made of how the expectation of “selling science” adds layers of complexity to the evaluation and decision process. The insights are relevant for optimization of similar processes, including publication, recruitment and selection, tenure and promotion.

Design/methodology/approach

The recommendations are informed by experiences and evidence from commissioned projects with European research funding organizations. The authors distinguish between three aspects of the evaluation process: written applications, enacted performance and group dynamics. Vignettes are provided to set the stage for the analysis of how bias and (lack of) fit to an ideal image makes it easier for some than for others to be funded.

Findings

In research funding decisions, (over)selling science is expected but creates shifting standards for evaluation, resulting in a narrow band of acceptable behavior for applicants. In the authors' recommendations, research funding organizations, evaluators and panel chairs will find practical ideas and levers for process optimization, standardization and customization, in terms of awareness, accountability, biased language, criteria, structure and time.

Originality/value

Showing how “selling science” in research funding adds to the cumulative disadvantage of bias, the authors offer design specifications for interventions to mitigate the negative effects of bias on evaluations and decisions, improve selection habits, eliminate discretion and create a more inclusive process.

Abstract

Purpose

The purpose of this paper is to contribute to a better understanding of the complex relationship between ethnic diversity, social capital, and objective career success in upward mobility systems over time. The authors conceptualize the underlying process of why intra-organizational career boundaries are more permeable for dominant ethnics compared to minority ethnics.

Design/methodology/approach

The authors conceptually explore and model this relationship by elaborating on three mechanisms of social capital return deficit proposed by Lin (2000), building the argument based on four underlying principles (stereotype fit, status construction, homophily, and reciprocity).

Findings

Based on a proposed reciprocal relationship between social capital and objective career success, the authors suggest the development of an upward career spiral over time, which is continuously affected by ethnic group membership. Consequently, the authors argue that dominant ethnics do not only advance to a higher level of objective career success, but that they also advance exponentially faster than minority ethnics.

Research limitations/implications

The conceptualization provokes the question to what extent the permeability of intra-organizational boundaries constrains careers of some, while enabling careers of others.

Originality/value

The contribution lies in the exploration of the relationship between social capital and objective career success over time, of the permeability of intra-organizational career boundaries, and how both are affected by ethnic group membership.

Abstract

Purpose

The purpose of this paper is to examine the gendered processes of ageing at work in Switzerland, a country already characterised by particularly high employment rates for seniors of both sexes, and where the notion of “active ageing” has recently appeared on the policy agenda. The study illustrates the mechanisms through which men and women accumulate dis-/advantage across the life course, and the influence that critical events in different life domains have on the conditions under which they prepare the transition to retirement.

Design/methodology/approach

The data used in the paper were collected with a mixed methods approach, including secondary statistical data analysis, expert interviews (with human resource and line managers), company case studies and 63-biographical interviews with male and female seniors employed in three different sectors (food distribution, health, transport) of the Swiss labour market. The interview guide covered issues relating directly to the employment histories and working conditions of the over 50s, but also enabled respondents to reflect on the influence of past or recent events in their private lives on their experiences of ageing at work (and vice versa).

Findings

The study shows that, in the Swiss context, ageing at work is a social experience, that is profoundly marked by societal-level normative “gender scripts” and by the gendered nature of major life-course transitions. However, rather than producing a clear distinction between the experiences of men on the one hand and women on the other, studying the accumulation of dis-/advantages (Dannefer, 2009) enables us to elaborate a more nuanced typology, mapping the Swiss experience of ageing at work according to four alternative ideal-type models: confident, resentful, determined and distressed.

Social implications

In a context characterised by prolonged life expectancy and restricted welfare budgets, a clearer understanding of the conditions under which men and women make decisions about the continuation, interruption or adaptation of their professional activities (and care commitments) in the second half of their adult lives has clear implications, both for patterns of “active ageing” and for gender equality.

Originality/value

The paper sheds new light on the gendered variations in the experience of ageing at work in the Swiss context; it examines the implications of the dis-/advantages accumulated by different categories of men and women during various transitions in the employment and family spheres on their autonomy, well-being and satisfaction during this critical period of their adult lives.

Abstract

Purpose

This paper aims to contribute to the understanding of the effects of active political engagement in port-of-entry jobs and employment pathways for graduate students in a post-communist context which is characterized by clientelism. The data are derived from a structured survey of a small local labour market where political clientelism is pronounced due to the strong network ties. Controlling for both demand and supply factors, the authors identify a profile for those who are more prone to engage politically in exchange for public sector jobs, which are in turn vulnerable to regime changes.

Design/methodology/approach

The authors use data from a sample of 191 students that records month-to-month employment states for three consecutive years (2012–2014). The method attempts to replicate an experimental design with repeated measures before and after the June 2013 government elections. The data is analysed using sequence analysis with optimal matching and difference-in-difference methods.

Findings

The analysis provides evidence of links between political engagement and selection onto different employment pathways under conditions of political clientelism. The pathways themselves are also shown to be differentially impacted by the 2013 election (positively or negatively). Together, these results are supportive of claims that jobs in Albania, particularly those in the public sector, are linked to the short-term presence of vote-buying. This is shown to be the case even for this sample of educated members of the labour force (i.e. university graduates). The analysis also finds evidence of accumulative disadvantages over time, in relation to subjective perceptions of life satisfaction, migration intentions, employability and success in life, as a result of active political engagement.

Originality/value

The study uses a unique data set and a novel methodological approach, sequence analysis. Occupational history calendars were used to capture quantitative information recording detailed work histories. To the best of the authors’ knowledge, this innovative method has not been used before to measure the temporal effects of political engagement on employment pathways.
