Abstract

Purpose

The purpose of this article is to present a research project on public libraries in urban development focusing on how libraries contribute to culture‐led urban regeneration as icons, placemakers and community vitalization.

Design/methodology/approach

The research project is based on case studies of new “cutting‐edge” public libraries in Europe and North America. These case studies have been conducted through analysis of documents, observation and qualitative interviews with key informants.

Findings

The article finds that new public libraries have re‐conceptualized their design, brand and functions as an answer to strategies of culture‐led urban regeneration, and at the same time they have actively contributed to urban development by changing the image and identity of urban places, contributing to urban diversity and addressing social and economic problems.

Practical implications

The article provides a framework for development of strategies and legitimization for public libraries and a point of departure for the discussion of the library's contribution to urban development.

Originality/value

This is the first public presentation of the findings of the results of the research project Public Libraries in Urban Development – Creativity, Innovation and Experience outside the Nordic countries.

This chapter discusses how an urban regeneration process, with culture as an economic asset, can contribute to creating a city brand and identity for the city of Mestre, a new habitat, and economic opportunities for the local community, as well as helping neighboring Venice tackle overtourism. This chapter highlights that places suffering from undertourism often are located closely to those suffering from overtourism. Urban regeneration policies driven by culture can be a key solution for both places, by creating a new future, identity, and economic opportunities for one community and for the other, in helping to regulate their touristic flows.

Abstract

Purpose

In spite of controversies in academia, various nations around the world have been propounding the importance of cultural and creative industries (CCIs) as the driving force in economic growth and development strategies. Accordingly, this research aims to understand how these industries could contribute to forming a cultural and creative policy scheme in an urban context that is structured based on local cultural assets.

Design/methodology/approach

The case analysis of Rasht city, a UNESCO Creative City, assesses the planning policies from the national to the regional level to determine the cultural policy planning platform of Creative Rasht in four phases of urban cultural resources, municipal objectives, festival urban branding and the role of stakeholders, which are fashioned by the integrated cultural identity and sustainable city. This is followed by semi-structured interviews with experts and young researchers in the field of culture-led urban regeneration to evaluate different phases of the policy planning process.

Findings

By means of the qualitative method and ethnographic research, this paper argues that managerial regulations for local cultural industries contribute not only to the reinforcement of cultural resources but also to urban cultural sustainable development.

Originality/value

Building on empirical research, this paper attempts to argue the significant role of local CCIs alongside social values in creating a creative city platform, given the necessity for an urban cultural platform in Iran. It also emphasises the importance of local communities’ participation in the decision-making process and awareness-raising among different groups of stakeholders.

Abstract

Purpose

The Light Night initiative currently under development in the UK offers an innovative approach to revitalising town and city centres by involving residents and visitors through culture and the arts. This initiative is based on the successful Nuit Blanche (White Night) culture‐led urban revitalisation model tested in cities like Brussels, Madrid, Montreal, Rome, São Paulo, Skopje and Toronto, where the Nuit Blanche programme alone resulted in an estimated $4.9 million economic impact on the city and attracted 800,000 people (Toronto). This paper aims to review elements of good practice internationally in the implementation of this concept and suggest a way forward for its realisation in the UK.

Design/methodology/approach

This case study builds on the 24‐hour city concept and provides a practical example of how culture‐led urban revitalisation through the Light Night programme can be implemented in Birmingham, Leeds, Liverpool, Nottingham and Sheffield based on successful international experiences.

Findings

Evidence gathered through a review of the literature provided in this case study would suggest that community involvement through creative culture‐led urban revitalisation initiatives can be instrumental in developing sustainable places and communities. Furthermore, it may provide a pathway towards overcoming some of the negative perceptions associated with the night‐time economy in many British town and city centres. The Light Night programme provides an opportunity for key social stakeholders to implement this through its focus on shared culture, history and identity.

Originality/value

This paper reviews the evolution of the European Nuit Blanche initiative using a case study approach, and its interpretation in the UK through the Light Night programme. It further explores the economic, cultural and social benefits of Light Nights and Nuit Blanche on community cohesion, tourism and regeneration. This paper is of value to practitioners and policy‐makers in place marketing, town centre management, local authority economic development officers, business managers, urban regeneration consultants, academics, tourism officers, community leaders and town centre residents.

This chapter investigates the importance of fashion houses in the progressive redefinition of tourism geography within a metropolitan context. The purpose is to highlight how these brands manage both to integrate marginal urban areas into the tourist circuits and to co-construct market-oriented heritage policies. Through the case of Fendi Roma and the EUR district (Rome, Italy), this chapter explores their degrees of involvement in the processes of requalification and estheticization of peripheral urban areas. The study found that the involvement of the luxury brand in Roman urban governance is symptomatic of evolutions in the political strategies pursued by public actors in their relations with private investors.

Abstract

Purpose

The purpose of this paper is to evaluate the relationship between culture and tourism, and the urban re‐development process in Istanbul.

Design/methodology/approach

The paper focuses on the case of Istanbul and reviews the city's goal of being a financial, tourism, culture and innovation center.

Findings

The paper first points to the facts and main attractions of tourism as being tangible and intangible, and to the effects of national and local policies on cultural tourism development. In the second part, the review focuses on existing and ongoing projects in order to discuss their strengths and weaknesses, and the role of culture and tourism. Moreover, the paper presents a discussion of the conflicts based on main concepts such as consumption‐led, production‐led, economic development or quality of life goals, inclusive or exclusive processes, uniqueness or serial reproduction.

Originality/value

The findings of the paper contribute to the literature by considering regeneration along with culture and tourism.

Abstract

Purpose

The main objective of this paper is to analyse the roles of the artists’ collective in the creation of socially shared knowledge, concerning Gdansk Shipyard's heritage protection during the urban regeneration process over last ten years, since 2002.

Design/methodology/approach

The empirical section of the paper is based on a single case study concerning the artists collective’ ability to build a complex network of social relations, to research cultural heritage of the Gdansk Shipyard, to translate this knowledge into symbolic languages through art-based work and to transmit knowledge to the wider public with an aim to engage in an open dialogic public communication.

Findings

The case study draws on insights from participant observation carried out on the premises of the Gdansk Shipyard between years 2000 and 2008 and interviews with individual artists from the collective, conducted between years 2004 and 2006. Data was also drawn from archival research. The exposure in public media was also examined over last ten years, including Internet websites as well as newspapers and magazines’ content.

Research limitations/implications

The case study research indicates that methods and techniques applied by the artists’ collective in researching the shipyard's historical heritage and communicating their findings to the wider public have been more effective than the official planning methods of expert-led post-industrial urban regeneration. Over the last ten years, the artists have succeeded to transform the negative perceptions about the values of the shipyard's cultural heritage and engaged local citizens in the preservation of the historical identities of the place. In 2012, the Mayor of Gdansk has invited representatives of the artists’ collective to the newly established Young City Stakeholders’ Board in order to utilize their knowledge of the shipyard's cultural heritage and their capacity to mediate between various groups involved in urban regeneration planning process as well as to communicate with the wider public.

Practical implications

Despite persistent views in literature that equate public engagement in the planning process of urban regeneration with a kind of “modern utopia”, we argue that participatory process is not only possible in practice but also can be highly effective and democratically ethical.

Abstract

The chapter addresses the issue of contemporary public space. In the urban setting, social groups form different publics that become mutually inter-visible in public spaces: relational arenas, in which it is possible to learn living with strangers, recognizing the right to the city for all people. In contemporary city, some theories argue that we would assist to the crisis of public space. Indeed, the forming of a public realm is more difficult, because social groups build separate and self-segregating routes, and urban public spaces are increasingly privatized, controlled, and reorganized to be more compatible with the global city, the city-users, and the hypermobile upper classes.

Shifting the attention to Sala Borsa (a public library in the centre of Bologna), the authors argue that the changes in the socio-spatial morphology of contemporary cities do not prevent the forming of a public arena, accessible also to the marginal groups, as the homeless. Because of its centrality, its free access, its innovative and multimedia environment, Sala Borsa is a crowded, lively, and symbolic public space. In this public library, social groups appropriate different spaces and times through the production of porous boundaries. Nevertheless, the identity of public-library-user taken once in Sala Borsa produces an inclusive regime of inter-visibility, where also homeless people are present.

Abstract

Purpose

The purpose of this paper is to investigate the role of intersectoriality within the cultural, creative and tourism industries in Italian local development.

Design/methodology/approach

The research design builds on the literature on culture-led development and adapts the established body of empirical research on industrial districts to tourism and cultural development. The quantitative analysis of intersectoral specialization and the clustering of cultural, creative and tourism industries in Italian local labour systems (LLSs) combines specialization indexes with principal component analysis and cluster analysis.

Findings

About 50 per cent of Italian LLSs specialize in the economy of culture and tourism, mostly in material culture, although tourism has the highest level of specialization. There are three main patterns of agglomeration and clustering. The largest cluster is that of the cultural heritage and content and information industries, which coincides with the systems of medium-sized and large cities, followed by systems of tourism monoculture. The smallest is made up of material culture, typically made-in-Italy sectors. The tourism and material culture industries are monocultures – where tourism agglomerates, but material culture does not.

Research limitations/implications

The analytical approach is quantitative and based on Istat’s Industry and Trade (2012) data set. Further studies are needed on the interaction between agglomerated specialized industries.

Originality/value

This paper contributes to the theoretical and political debate on the value generation and innovation potential of culture and creativity, and bridges the knowledge domains of local development and managerial studies. Novel statistical evidence on intersectoral specialization and the clustering of the cultural, creative and tourism sectors in Italy at the inter-municipal level is provided. This study helps to identify an Italian model of the economy of culture and tourism.
