Abstract

Purpose

The number of cultural centres in South China shows an increasing trend. However, there is still a lack of research of this public building type and its related design strategy. This paper aims to identify general characteristics and presents design principles of cultural centres and thus enriches the theory of compact design strategies.

Design/methodology/approach

In total, 66 cases of cultural centres in South China have been investigated. The design patterns of these cultural centres projects are analysed by Statistical Product and Service Solutions (SPSS). The theory of compact design strategies is thus used to emphasize the systemic characteristics of cultural centres.

Findings

Cultural centres mostly have an overall floor area between 20,000-40,000 square metres (m2). Much cultural centres consist of three to four functional components. Different functional blocks are intensively organized in parallel or in series along a horizontal or vertical direction. The combination of multiple functions is divided into four usual composition types. The most common type is the “synthetical integration”. There are a total of four different distribution modes of integrated layout. Each of these modes can express different narrative themes according its needs, and four kinds of narrative themes are summarized.

Practical implications

Appropriate compact design strategies may be applied to improve the quality of public buildings in a region with the problem of land use limitation. Applications of results of this paper may enhance design efficiency or lead to more appropriate works.

Originality/value

Compact design strategies can be a guide for appropriate architectural design. The findings of this research provide regular design patterns for designers and engineers to streamline their design process.

Abstract

Purpose

This research paper sets up a typology of libraries managed by cultural centers abroad. Nearly 2,200 libraries linked to a tens of different cultural organizations not only provide traditional services such as loan and access to printed and audiovisual materials but also approach local citizens, offering help and services in matters of education, literacy, cooperation, social issues or development. These actions may fit under the label of cultural diplomacy actions. This paper aims to analyze the relevance of those cultural centers and offer a classification through a table including networks of institutions of the 30 most significant cultural centers worldwide.

Design/methodology/approach

This study includes the analysis of all foreign cultural centers in the world, as well as the situation, description and analysis of libraries belonging to the centers. Enumeration of the 30 largest libraries in the world is also included.

Findings

The findings help to view and share with the community the importance and necessity of libraries belonging to cultural centers abroad. Library networks are analyzed, and more than 2,000 institutions that help local communities are discovered.

Research limitations/implications

There is some difficulty to list and describe the dozens of library centers. There is no association that brings together this type of institutions.

Practical implications

The most important implication, written in the Conclusion section, is need for the International Federation of Library Associations and Institutions to help such libraries with a specific section.

Social implications

Libraries abroad are institutions able to help the local citizens and enable basic and essential services for the growth of society, as you can read in the article, some essential services are limited in some countries. Libraries abroad could work many times as public centers.

Originality/value

It is the first time that all library networks abroad are analyzed, and, thus, the value and originality of the article is maximum. The author has focused on the 30 most important libraries that more value give to the society and help citizens.

Abstract

Purpose

This paper seeks to make people aware of the condition of Chinese cultural information resources sharing through the case of the National Cultural Information Resources Sharing Project (NCIRSP). The paper seeks to provide an overview of NCIRSP, and summarize its achievements.

Design/methodology/approach

This paper first indicates that cultural information resources sharing is a kind of special resources sharing, and NCIRSP in China is a good example of the realization of this kind of resources sharing. The author introduces NCIRSP in general, and analyzes the operation and its achievements. The author considers that there are some problems which exist in the practice of NCIRSP which will hinder its development and proposes measures to solve those problems.

Findings

NCIRSP is a project which is advanced by the Chinese government as well as governments at other levels, which means the project has a strong organization and powerful support. The operation of NCIRSP is made up by four aspects: the network, the construction of digital resources, the implementation of technology, and the websites of services. These four aspects determine the effective operation of NCIRSP and promote the project to make great achievements. Meanwhile, there are problems which hinder NCIRSP from developing further, including the unbalanced collection of cultural information resources in various areas, the scattered storage of resources, and the absence of a sophisticated training mechanism for professionals engaged in the project. Measures to solve the problems are suggested.

Originality/value

NCIRSP is an innovative project supported by the Government of China, even though it is rarely known about by people outside China. This paper introduces NCIRSP in detail, and makes people aware of the situation of cultural information resources sharing in China.

Abstract

Purpose

Libraries, museums and cultural centers have long served as cultural ambassadors and foreign policy instruments, bridging diplomatic relationships among nation-states and institutions. The purpose of this scoping review is to ascertain and understand the emerging areas of research on libraries, museums and cultural centers in foreign policy and cultural diplomacy within broader research paradigms of international relations, social sciences, education and library and information studies by systematically mapping key concepts and identifying the types of studies and knowledge gaps.

Design/methodology/approach

Using the Joanna Briggs Institute’s (JBI) Manual for Evidence Synthesis, relevant peer-reviewed journal articles, books and book chapters that were published over a wide time period in any language from various databases were systematically examined. Two reviewers worked independently to extract the data and reached a consensus regarding the inclusion criteria using the JBI’s data charting template.

Findings

In total, 6,436 citations were screened, and 57 documents were identified as eligible for inclusion. The following sequences were reviewed and explored: study characteristics, theoretical approaches and research themes. The research themes were grouped into broader ones that included goals, actors, strategies and instruments. Finally, the concentration and clusters of ideas and gaps that emerged in the identified studies were investigated, resulting in a discussion of the recommendations and directions for future research.

Originality/value

This first scoping review is a useful tool for investigating the changing and novel roles of libraries, museums and cultural centers in cultural diplomacy and foreign policy. Although substantial work exists on the topic, the potential remains for interdisciplinary research to challenge and extend the current knowledge about cultural diplomacy practices in libraries, museums and cultural centers.

Abstract

Purpose

The purpose of this paper is to examine the potential of cultural centres to be spaces that foster interaction between tourists and locals, and thereby meet the demands of new cultural tourists. This is done through conducting a case study of Katuaq Cultural Centre in Nuuk, Greenland. Combining theories of cultural contact and placemaking, the paper analyses how locals and tourists make use of and experience the centre. The paper then goes on to conduct a broader discussion about how future placemaking in tourism can respond to the emerging demands of cultural Arctic tourists, and to suggest ways to encourage positive interaction on both a local community level and a resident-visitor level.

Design/methodology/approach

A series of anthropological research methods were used, including participant observation in the cultural centre itself, and informal and semi-structured interviews with relevant stakeholders.

Findings

Concluding that, from multiple perspectives, Katuaq fails to perform as a “centre of culture”, the study offers innovative insights into how cultural centres can be operated more inclusively in the future, as spaces in which members of different cultural groups can achieve positive interaction. It is argued that the future of successful and fulfilling cultural tourism offerings in the Arctic lies at the intersection of tourism and leisure studies.

Originality/value

The originality of this paper lies first in its deepening of the academic discussion of cultural centres. Second, and on a broader level, the paper identifies an emerging trend of “community–tourism spaces” as cultural tourism offerings, and provides some insights into the conflicts experienced in these kinds of spaces, as well as some suggestions as to how further research on these spaces should continue.

Abstract

This chapter came about, after five years of working with the Ngadjuri community on speculative student cultural centre designs. Ideation for those conversations and studio-based interactions, in addition to time and cultural tours spent on Country, revealed a variety of opinions and hopes that exist within the Ngadjuri community for a place to celebrate their cultural heritage. This heritage has an incredible history, and the idea of a cultural centre has been topical since the late Uncle Vince Copley Senior worked with other Ngadjuri community members such as Robert Rigney, on Country and in an advocacy role for Ngadjuri more than 30 years ago. This series of yarnings from a two-part transcription process re-awakens those desires of Elders now passed. The transcriptions are complemented with literature around yarning as a research methodology that delivers current, immediate, and insightful personal thoughts, although only as personal as the lead yarner wishes to share. In addition, the literature contextualises the key themes of which the yarnings divulge. Research has indicated how yarning interactions and interrelationships create a unique dynamic between the researcher and the community members. It is these rich experiences where knowledge is shared in a two-way exchange that is noteworthy for the galleries, libraries, archives, and museums [GLAM] sector. GLAM sector priorities must implement policy to pursue future Indigenisation of their epistemological methods and ontological systems. To address any future data curation of Ngadjuri cultural heritage materials on Country or in GLAM, hearing the personal stories and desires seemed timely and necessary.

It identified the kinds of co‐operation that existed between self‐help ethnic minority organisations and public libraries and other relevant official agencies. A series of models for co‐operation that could take place between public libraries, other relevant agencies and self‐help organisations was constructed.

Abstract

Purpose

This paper aims to investigate the contribution of cultural intelligence (CQ) to the interaction involvement and job performance of call center agents in the Philippines.

Design/methodology/approach

Data were collected from 213 call center agents from five business process outsourcing firms in the Philippines. Partial least squares structural equation modeling was used for data analysis.

Findings

CQ was found to be positively associated with the quality of interaction involvement and job performance of the call center agents. Moreover, the positive contribution of CQ to interaction involvement and job performance was significantly greater for those that had less call center work experience than those that had more work experience.

Originality/value

This study indicates that CQ not only matters in face-to-face communication but also is beneficial for non-personal communication, as with telephone conversation for example. In addition, this study showed new evidence –possessing high CQ tends to be more beneficial for agents that have less work experience.

Abstract

Purpose

The purpose of this paper is to formulate and validate a measurement model to evaluate the service quality of cultural centers. This study aims to expand the domain of service quality measurement models by extending the SERVQUAL model to an alternative measurement tool called the ARTQUAL model based on three different preferences and scenarios including concert halls, theater halls and art galleries.

Design/methodology/approach

The data were collected from 15 cultural centers. Structural equation modeling (SEM) was utilized in the current research to study the association between aesthetic environments and service quality. An exploratory factor analysis took place to formulate the fundamentals of the measurement model. The validation process is based on a hybrid framework integrating the covariance-based SEM along with the partial least square technique to present a robust validity of the ARTQUAL model. Ultimately, an extensive managerial analysis has been established to show the practicality of the ARTQUAL model.

Findings

This study provides empirical evidence that the ARTQUAL instrument is proven to be valid, reliable and appropriate to evaluate the service quality of cultural centers. Based on the real-world managerial analysis, the ARTQUAL model showed a significant practicality in quality evaluation of aesthetic environments.

Research limitations/implications

One of the most important limitations of quantitative studies, based on aesthetic features, is the cultural preferences. This limitation is due to the nature of cultural preferences and partialities applied in different countries based on the definition of quality involving aesthetic aspects such as age, sex and culture. Meanwhile, the findings of this study can guide the service management experts to better understand and improve customers’ perceptions and orientations of service quality in aesthetic environments.

Originality/value

This paper presents a novel service quality measurement model in order to evaluate the service quality of cultural centers. The originality of the current study is not merely limited to the suggestion of a new quality measurement model, a hybrid statistical validation framework has been provided as well. Therefore, this study provides valuable guidelines to both practitioners and academics to enhance the quality of service measurements in cultural centers.

Abstract

Purpose

The purpose of this paper is to examine the impact of economic development on culture and the significance of cultural change on the evolution of offshoring of services and knowledge‐based activities.

Design/methodology/approach

The paper offers a conceptual model that links economic development, national cultural predispositions, and the future of offshoring service and knowledge functions. It builds on a range of academic literatures within these core areas to derive a set of propositions that offer insights into the manner in which the relative success and evolution of offshoring service and knowledge work would be impacted by a country's economic development posture and its cultural roots and value systems. The model presented here is also well complemented by examples from real offshoring projects to offer the reader a comprehensive picture of the central propositions put forth.

Findings

Several propositions, formulated at the multidisciplinary intersection of service operations management, strategy, and international studies, provide ample opportunities for further discipline‐specific and cross‐disciplinary examination of complex interactions of economic development, culture, and offshoring approaches.

Research limitations/implications

This form of conceptual research provides the basis for more rigorous theory development and testing. The aim of the conceptual analysis was to begin linking nascent research in the area of service and knowledge offshoring to an area of research that examines the links between economic development and culture.

Practical implications

Global operations managers dealing with extended service value chains that include offshore service providers must not only focus on dealing with cultural differences but they must also identify requisite cultural attributes for evolving service center roles.

Originality/value

By integrating perspectives from service operations management, strategy, and international studies, the paper provides new perspectives on offshoring of service and knowledge operations.
