Abstract

Purpose

The main objective of the study is to analyse the perception of accessibility to cultural for different age groups (children, teenagers, adults and seniors) in the city of Novi Sad (Serbia). Additional goals were to reveal which cultural contents in the city are the most important to which particular age group and to measure the level of compatibility with their needs.

Design/methodology/approach

The study sample consisted of 170 respondents of different age groups used for comparison purposes. Data were collected through an online questionnaire and analysed by IBM SPSS Statistics (descriptive statistical analysis and ANOVA test).

Findings

The results of this research showed that a gap is evident between the current cultural offer and the needs and preferences of visitors of different age groups. One of the significant obstacles that emerged is the inadequate promotion of cultural contents in the city to different age groups of visitors (children, teenagers, adults and seniors). The study also identified the age groups of visitors to whom the cultural offer was least adapted, as well as mapping the cultural institutions which are least accessible to audiences of different ages.

Originality/value

The paper addresses the knowledge gap related to accessibility to cultural for different generations. It focuses on topics that have not been previously researched – comparison of the needs of different generations concerning the actual offer in cultural institutions, addressing the importance of certain elements of a cultural offer to different age groups and the level of accessibility of such features to different age groups.

Abstract

Purpose

Access to culture is a fundamental right of people with disabilities and a significant aspect in the development of accessible tourism. A visit to a monument provides an authentic experience which cannot be substituted by any representation. However, any interventions to improve accessibility should be made carefully, so as not to alter the monument’s character, or damage it visually or structurally. The paper aims to discuss these issues.

Design/methodology/approach

A theoretical approach model was defined in the PROSPELASIS project for the improvement of accessibility in monuments which was applied in Byzantine monuments of Thessaloniki. This approach contains the following steps: evaluation of existing accessibility level; definition of alternative solutions; creation of final studies, approval by archaeological authorities and implementation of interventions.

Findings

In six major Byzantine monuments significant improvements were realized which include: installation of two lifts and creation of a new staircase at Acheiropoietos; creation of a metal bridge, a new staircase and installation of a lift at Rotunda; opening of the secondary gate and creation of a ramp at the Heptapyrgion fortress; creation of an accessible toilet at the Saint Demetrios church; installation in the six monuments of a WiFi system providing text and audible information as well as information in Greek and International Sign Language; creation of two tactile models; creation of a “cultural route” connecting three major Byzantine monuments.

Originality/value

For the first time, to the knowledge, a set of interventions has been realized in Byzantine monuments focusing on various categories of people with disabilities, i.e. motor, visual, hearing and cognitive.

Abstract

Purpose

The purpose of this paper is to evaluate and compare the current trends in development of the second largest cities in each Baltic state – Tartu (Estonia), Kaunas (Lithuania), and Daugavpils (Latvia) – as smart destinations, based on publicly available tourism information.

Design/methodology/approach

The study uses a case study employing a descriptive research method, and the authors reached their conclusions based on this material. Furthermore, the paper primarily focuses on literature and new research which deals with tourism in the 21st century, its innovations, changes, and trends.

Findings

The levels and directions of development of Tartu, Kaunas, and Daugavpils as a smart tourism destination are different. Although all three are the second largest cities in each Baltic State, their initial historical development, availability of resources, locations, and strategic development of the country show differences in development. Tartu conforms to the standards in all four categories. However, the category of digitalization receives the most attention and contributes to the positive smart destination result in the other three categories. Comparatively, Daugavpils records fewer current achievements according to the STDC, although the authors believe that there is potential that can be seen in the strategic policy documents. However, judging by all four categories, Daugavpils, similarly to Kaunas, currently demonstrates the greatest achievements in the culture heritage and creativity category.

Originality/value

This paper presents data and compares smart tourism development trends in the second largest cities in each Baltic country.

Abstract

Purpose

The effects of disability are well recognised by the social security systems worldwide. This study aims to examine the disability and health-related costs of Syrian migrants in Turkey using the standard of living (SoL) approach.

Design/methodology/approach

The empirical analysis relies on primary data collected from 1,067 Syrian migrants in Turkey, and the author applies the ordered Probit model. The SoL is operationalized by frequency of attendance to a Turkish theatrical play or movie, inviting Turkish friends for food and attending a theatrical play or movie with Turkish friends.

Findings

The findings show that health problems and disability are negatively related to the frequency of participation in socio-cultural activities. Moreover, employed, wealthier and educated Syrian migrants participate more frequently in the social and cultural activities explored.

Practical implications

The results show that the costs range between 9% and 38%, which translates in monetary values between 3,700 and 10,700 Turkish Liras (TL) per annum or between US$530 and US$1,530 expressed in 2020 values. These findings highlight the significant cost and burden that disability and health problems may put in migrant households.

Social implications

Policies encouraging immigrants to participate in socio-cultural events, particularly those with disabilities and health issues, may promote their integration into the host society’s social and cultural values. Furthermore, policies improving employment opportunities, income and educational attainment of Syrian migrants may enhance their participation in socio-cultural activities.

Originality/value

To the best of the author’s knowledge, this is the first study exploring the disability and health costs of migrants related to integration and participation in cultural activities.

Abstract

Purpose

The purpose of this paper is to examine how national culture influences individuals’ subjective experience of tension when confronting paradoxical demands that arise during their day-to-day organizational experience. The paper further explores two types of paradoxical demands (task oriented and relational oriented) and two mediating mechanisms (tolerance for contradictions and harmony enhancement concerns) that exhibit contrary cultural effects.

Design/methodology/approach

Drawing from a sample of white-collar workers in China and the USA, the authors first inductively generated scenarios with task-oriented and relational-oriented paradoxical demands and then conducted three studies where participants rated the perceived tension from the scenarios. In Study 1, they examined cross-cultural differences in perceived tension and the mediating role of tolerance for contradictions. In Study 2, they primed Americans with proverbs that promoted tolerance for contradictions. In Study 3, they examined the indirect effects of harmony enhancement concerns in China in relational-oriented paradoxical demands.

Findings

The results found that for task-oriented paradoxical demands, Chinese participants were less likely than American participants to experience tension and the effects were mediated by a higher tolerance for contradictions. Americans exposed to proverbs that promoted tolerance for contradictions also experienced less tension. For relational-oriented paradoxical demands, on the other hand, the authors found no cross-cultural differences, as the indirect effects of a tolerance for contradictions were mitigated by negative indirect effects of greater harmony enhancement concerns.

Originality/value

This paper demonstrates that culture can influence the tension that individuals subjectively experience when they confront paradoxical conditions, suggesting that individuals learn implicitly how to cope with tensions associated with paradoxes from their broader cultural environment. However, the authors also found different cultural effects within different paradoxical conditions, suggesting that the knowledge that individuals acquire from their broader cultural environment is multifaceted.

Abstract

Purpose

This research delves into the realm of Business Model Innovation (BMI), integrating it with the human-centric, sustainable, and resilient principles of Industry 5.0, proposing a new theoretical framework.

Design/methodology/approach

An abductive approach has been chosen to expand existing knowledge developing new ideas based on emerging phenomena. Data were gathered via semi-structured interviews with directors, managers and curators of public institutions in Italy, Switzerland, Germany and Spain encompassing Galleries, Libraries, Archives, and Museums (GLAM). These data were subsequently subjected to thematic analysis.

Findings

The findings indicate that the main enablers for Business Model Innovation (BMI) in combination with Industry 5.0 encompassed stakeholder, customer and organizational engagement, collaborative environment, knowledge and innovation management, and sustainability. These drivers were effectively leveraged through three pivotal facilitators-inhibitors: technology, resources, and leadership.

Research limitations/implications

The principal constraints are rooted in the narrow contextual focus and the limited participants number. However, upcoming research efforts may broaden the horizons of this multifaceted and extensive investigation.

Originality/value

This study is groundbreaking as it fills a significant gap in the existing literature by integrating Business Model Innovation (BMI) with the Industry 5.0 paradigm, a novel approach that has not been explored previously. Additionally, the inclusion of GLAM institutions in this research adds a unique dimension, as they have been largely overlooked in both research domains.

Abstract

Purpose

The dramatic population growth of Hispanics and immigrants, combined with the issue of diversity, in the United States population raises several important questions about the future role of public administration and the delivery of culturally appropriate and culturally responsive public programs and public services in the post modern era of diversity. What is cultural competency in public programs and public service delivery? Can public agencies become culturally competent organizations? What is a cultural competency model for public administration and public service delivery? Aims to answer these questions that point to the need for a “new” kind of public servant and public service agency provider– one who possesses explicit cultural competency skills to work with racial/ethnic and cultural/linguistic groups in the delivery of public programs and public services.

Design/methodology/approach

Utilizing a literature review approach, the paper examines the concept of culture in public administration and argues that “culture” and “competency” must be tied together thereby leading to a contemporary standard and operational framework for advancing cultural competency in public administration and public service delivery. The article argues that cultural competency can enhance public administration/public service delivery normative values by increasing an agency's ability to work efficiently, effectively, and equitably in the context of cultural differences.

Findings

The paper concludes that there are five reasons for incorporating cultural competency into the study and practice of public administration/public service delivery and moving a public agency toward cultural competence.

Practical implications

Embracing cultural competency in public service delivery recognizes the salience of understanding the cultural context in which any direct public service encounter occurs. Advancing cultural competency presents an opportunity to address the incomplete and often times inaccurate public services and public programs provided to minority populations. A focus on cultural competency increases the relevancy of a public agency's administration, services and programs to the groups that can best utilize them. Having knowledge, awareness, and skills in cultural competency, service delivery professionals are better prepared to do their jobs.

Originality/value

This paper should be of value to both academics and practitioners as they grapple with diversity and immigration issues, public administration, public programs and public service delivery.

Abstract

Purpose

The purpose of this paper is to contribute to the scholarship of diversity, equity and inclusivity in higher education. The focus is to advance an understanding of the issues concerning student admissions and access in higher education. The paper will contribute to the debate on student admissions and access in higher education. Among others, the author argues that in the context of higher education, access has different meanings.

Design/methodology/approach

This paper is conceptual in approach and draws from extant literature and the review was used in compiling the paper. Interpretivist approach was used in understanding the topic. Relying on capabilities approach (CA) as a lens in understanding student admissions and access, the author argues that higher education institutions (HEIs) should consider opportunities (capabilities) for all students to live the lives that they have reason to value (valued functionings). CA works from the premise that human beings share universal capabilities and students’ life can be fulfilling if given the opportunity to exercise their capabilities by universities.

Findings

Universities can rely on students’ racial and ethnic backgrounds, socioeconomic status and students’ disabilities in admitting them. Diversity characteristics can be used as a tool to ensure the heterogeneity of the student population or as an unfair advantage given to students who might otherwise be deemed inadmissible on the basis of their academic or test performance. Factors such as changing demographics, public policy, institutional practices and marketing techniques seem to have a subtle influence on the process of admission. Students may experience challenges because of the “invisibility” of their disabilities due to a breakdown in communication within higher education systems.

Research limitations/implications

The paper relied on literature review only and this is its limitation. Literature review may have been influenced by selection bias of the author and is likely to include only those sources that are most consistent with the author’s personal opinion. Selection bias can arise when the inclusion and exclusion criteria for the review are not clearly stated and that might bias the findings.

Practical implications

Admission officials in HEIs are expected to conduct a diversity needs assessment before admissions with the aim of using the data to identify student population. The needs assessment can look at aspects such as the students’ racial and ethnic backgrounds, socioeconomic status and students’ disabilities to ensure access and success of all students.

Social implications

Inequities around access and admission for diverse groups of students in higher education are a reality worldwide. There is a worldwide trend within countries to see universities as contributors to economic growth, and many institutions are now increasingly attuned to the money economy. A student’s decision to apply on where to study may be influenced by the reputation of the institution.

Originality/value

This concept is relative and has different meanings depending on the nature of the work in question. The paper was compiled through literature review, all the sources used have been acknowledged, and the paper conveys the thoughts, interpretations and ideas of the author.
