Abstract

Purpose

Since the 2008 financial crisis, state retrenchment has added to the harshness of life for marginalised groups globally. This UK study suggests community activism may promote human capacity and resilience in innovative ways. The purpose of this paper is to address the relationship between non-normative understandings of time and resilience.

Design/methodology/approach

This research paper is based on qualitative study of the work of a third sector organisation based in an urban area in the UK which provides training in mediation skills for community mediators (CMs). These CMs (often former “gang members”) work with young people in order to prevent conflict within and between groups of white British, South Asian and Roma heritage.

Findings

CMs are reflexively developing temporalities which replace hegemonic linear time with a situationally “open time” praxis. The time “anomalies” which characterise the CMs’ engagement appear related to aesthetic rationality, a form of rationality which opens up new ways of thinking about resilience. Whether CMs’ understandings and enactments of resilience can point to broader changes of approach in the delivery of social care is considered.

Practical implications

This paper contributes to critical understandings of resilience that challenge traditional service delivery by pointing to an alternative approach that focusses on processes and relationships over pre-defined outcomes.

Social implications

Hegemonic understandings of time (as a linear process) can delegitimise potentially valuable understandings of resilience developed by members of marginalised communities.

Originality/value

This paper is original in developing a critical analysis of the relationship between resilience and time.

Abstract

Purpose

In international business (IB), the discussion of COVID-19-related global value chain (GVC) models driving resilience has taken momentum since May 2020. The purpose of this study is to uncover insights that the pandemic provided as a unique research opportunity, holistically, revealing the significant role of non-lead firms in GVC outcomes and resilience. This allows to extend theory as the authors critically identify impact criteria and assess interdependence and valence, thus progressing the traditional (pre-pandemic) IB view of GVC governance and orchestration.

Design/methodology/approach

This study opts for an integrative review to help create a much-needed extension of IB theory by means of a critical perspective on GVC theory. The authors examine the extant body of IB literature as the relevant stock of collective IB knowledge prompted by the COVID-19 pandemic, uncovering contributions – with a focus on the role of non-lead firms in orchestration and resilience – that allows to clarify what was not evident pre-pandemic. With this, the authors move the theory from its efficiency focus to a better recognition of the interdependencies of power and profit outcomes stemming from asymmetries of interrelationships. By design, the authors focus on the unique research period of the pandemic and orchestration complexities along the development of configurational arguments beyond simple correlations (Fiss, 2011), revealing key dependencies as key themes. The authors highlight further research avenues following Snyder (2019) that are called upon to strengthen that understanding and that helps extend theory.

Findings

This research provides a critical perspective on the application of the traditional IB views for GVC governance (designed for efficiency, cost and proximity to markets with pre-dominance for just in time), which has shifted during the pandemic to accommodate for adaptation and adjustment to resilience and just in case considerations. The holistic review reveals not only the key country- and multinational enterprise (MNE)-dependencies with residual impact determining the balance between just-in-time and just-in-case. Also, the authors advance the understanding of the (un)balance of the traditional GVC – focused on just-in-case rather than just-in-time through a lead and non-lead GVC participation and power lens yet rarely observed. The authors find that governance should not be construed as “management” such that it resolves into decisions undertaken in lead firms for execution in subordinate GVC participants. Autonomy allows to subsidiary units by MNE lead firms and/or exercised by (mainly, innovative) non-subsidiary GVC participant firms, is uncovered as a key driver in this. Greater delegation capacity appears to help provide resilience to loss in profit, with a recognition that there may be a dynamic trade-off between power and profit. In addition, the authors are able to identify correlations with innovation, demand elasticity, digital uptake, investment and other, that the authors trust will set the scene for additional research deepening and extending the findings.

Research limitations/implications

Integrative literature reviews include a problem formulation (i.e. that is limited to published topics around an emerging theme) and are hence very focused in nature and approach. This applies to this paper. Data analysis in this method is not typically using statistical methods in contrast to meta-analyses. Also, the authors limit the sample to a relatively short time period with 33 publications analysed, purposefully focusing on the most prompt and “acute” insights into GVCs during the pandemic.

Practical implications

The traditional GVC governance model is designed for efficiency, cost and proximity to markets with pre-dominance for just in time. The authors reveal dependencies that are instrumental to better understand lead and non-lead interaction and relative autonomy, with a focus on residual impact determining the balance between just-in-time and just-in-case that, if in the sought equilibrium and agile, can allow alignment with context and this resilience. This paper specifically provides practical insights and visualization that highlights stages/“ripple” effects and their impact and the questions to ask as stakeholders look for GVC resilience. This includes, int.al., firms and their role as strategic agents, prompting participants through the learnings from exogenous shock to realign their strategies, redistributed manufacturing of production across subsidiary and non-subsidiary non-lead firms, greater competition and hence power for suppliers leveraging resilience and innovation, greater understanding of localization and regionalization of production of essential supplies, interaction with governments, and of investment impacts abroad especially to secure GVC participation.

Social implications

The insights provided through this extension of theory with its literature review reveal the importance of aligning IB research into GVCs to factors that became visible through alternative or unusual settings, as they have the power to reveal the limitations of traditional views. In this case, a mainly efficiency-led, just-in-time focused GVC governance model is reviewed through the literature that emanated during the pandemic, with a critical perspective, which helped uncover and underline the complexities and evolution of GVC governance, providing fundamental support to solutioning the continuing global supply chain challenges that started as a result of the pandemic and are yet again accelerated by the Ukraine and Middle Eastern wars and its impact with, int.al., concerns over possible severe global food, labour/migration and resources crises. IB holds a social responsibility to help identify critical challenges from the disciplinary perspective and help advance resilience for social benefit.

Originality/value

This paper supports the original IB theory development by extending GVC theory into the lead – non-lead dynamics that may, under certain conditions, provide a “Resilience wall” for GVCs. The value created through insights stemming from a unique period of time for GVC is significant. It allows us thus also to pave the way to an emerging and critical research adaption looking into equilibrium, nuancing demand elasticity, better understanding trade and investment impacts along GVCs and more. By examining views on the sources of pandemic risks in a possibly unique setting, the authors offer added value from extant IB research insights by combining them, revealing the importance for GVCs to investigate not only key dependencies between the exogenous shock, i.e. context, and the impacts assessed through this literature but to further use their inherent value to create a framework for further conceptualization and extension of the traditional IB view on GVC governance. This work illustrates the urgency and importance for IB to take a timely and possibly more critical approach to the investigation of governance models that have, to date, shown some significant limitations.

Abstract

Purpose

The purpose of this paper is to ease the methodological application of critical realist multilevel research in business marketing. Although there has been plenty of theoretical contributions in this field, it is not always clear how critical realism can be best applied in business marketing settings. Accordingly, this paper addresses this gap in literature. Also, this paper addresses the calls for a multilevel conceptualization for resilience, based on the critical realist laminated systems.

Design/methodology/approach

This is a conceptual paper, which uses pre-existing literature to develop a critical realist methodological approach for the purposes of multilevel business marketing research. The contribution is based on literature by combining pre-existing ideas in a new way in the context of business marketing.

Findings

This paper makes a methodological contribution by introducing the critical realist “laminated systems” to business marketing as a multilevel research approach. Furthermore, the authors conceptualize a specific laminated model, the Laminated Interactional Model (LIM), that is designed for the purpose of business marketing research. The LIM is a methodological tool that conceptualizes business marketing based on six levels of analysis, easing the methodological application of critical realism in business marketing settings. In addition, to provide an example, the authors apply the LIM to the literature on resilience, providing a multilevel conceptualization. This is a timely contribution, as resilience has emerged as a central concept addressing interorganizational survival during the COVID-19 pandemic.

Originality/value

This paper makes three main contributions to business marketing. First, this paper provides a methodological contribution by introducing the critical realist notion of “laminated systems” to business marketing. Second, this paper conceptualizes a specific laminated model for business marketing, namely, the LIM. Third, as a response to the COVID-19 pandemic, this paper will apply critical realism and the LIM to the notion of resilience, addressing the calls for multilevel conceptualizations.

Abstract

Purpose

Cyber resilience in cyber supply chain (CSC) systems security has become inevitable as attacks, risks and vulnerabilities increase in real-time critical infrastructure systems with little time for system failures. Cyber resilience approaches ensure the ability of a supply chain system to prepare, absorb, recover and adapt to adverse effects in the complex CPS environment. However, threats within the CSC context can pose a severe disruption to the overall business continuity. The paper aims to use machine learning (ML) techniques to predict threats on cyber supply chain systems, improve cyber resilience that focuses on critical assets and reduce the attack surface.

Design/methodology/approach

The approach follows two main cyber resilience design principles that focus on common critical assets and reduce the attack surface for this purpose. ML techniques are applied to various classification algorithms to learn a dataset for performance accuracies and threats predictions based on the CSC resilience design principles. The critical assets include Cyber Digital, Cyber Physical and physical elements. We consider Logistic Regression, Decision Tree, Naïve Bayes and Random Forest classification algorithms in a Majority Voting to predicate the results. Finally, we mapped the threats with known attacks for inferences to improve resilience on the critical assets.

Findings

The paper contributes to CSC system resilience based on the understanding and prediction of the threats. The result shows a 70% performance accuracy for the threat prediction with cyber resilience design principles that focus on critical assets and controls and reduce the threat.

Research limitations/implications

Therefore, there is a need to understand and predicate the threat so that appropriate control actions can ensure system resilience. However, due to the invincibility and dynamic nature of cyber attacks, there are limited controls and attributions. This poses serious implications for cyber supply chain systems and its cascading impacts.

Practical implications

ML techniques are used on a dataset to analyse and predict the threats based on the CSC resilience design principles.

Social implications

There are no social implications rather it has serious implications for organizations and third-party vendors.

Originality/value

The originality of the paper lies in the fact that cyber resilience design principles that focus on common critical assets are used including Cyber Digital, Cyber Physical and physical elements to determine the attack surface. ML techniques are applied to various classification algorithms to learn a dataset for performance accuracies and threats predictions based on the CSC resilience design principles to reduce the attack surface for this purpose.

Abstract

Purpose

As noted in the Department of Homeland Security's National Response Framework, disasters are inherently local and ultimately the responsibility of the lowest jurisdictional level present within the impacted area. Given these parameters, this paper aims to sharpen the concept of national resilience by recommending a framework which positions community resilience as an integral variable in understanding the ability of impacted areas to effectively manage the consequences of disasters. Conceptualized as a dependent variable, community resilience is influenced by the relationships government (public) agencies develop with private sector partners and the resilience of relevant supply chains and critical infrastructures/key resources which exist in their communities.

Design/methodology/approach

The authors augment a topical literature review of academic and practitioner journals by synthesizing existing findings into a holistic framework of community resilience.

Findings

This paper argues that interdependent systems like social and economic networks will ultimately influence the ability of communities to adapt and respond to the consequences of disasters. In addressing the resilience of these systems, all levels of government must recognize and embrace the public‐private interfaces that can improve their ability to manage the response and recovery phases of disaster management. While 85 percent of critical infrastructure is owned by the private sector, 100 percent of it exists within communities and impacts the ability of the nation to recover from disasters. Resilience calls upon active management and relies upon assessment and a willingness to take action in the face of adversity.

Originality/value

Resilience is discussed within economics, behavioral sciences, supply chain management and critical infrastructure protection. This paper integrates these research streams to develop a framework for shaping national resilience.

Abstract

Purpose

The purpose of this paper is to develop a conceptual framework for extending an understanding of resilience in complex adaptive system (CAS) such as supply chains using the adaptive cycle framework. The adaptive cycle framework may help explain change and the long term dynamics and resilience in supply chain networks. Adaptive cycles assume that dynamic systems such as supply chain networks go through stages of growth, development, collapse and reorientation. Adaptive cycles suggest that the resilience of a complex adaptive system such as supply chains are not fixed but expand and contract over time and resilience requires such systems to navigate each of the cycles’ four stages successfully.

Design/methodology/approach

This research uses the adaptive cycle framework to explain supply chain resilience (SCRES). It explores the phases of the adaptive cycle, its pathologies and key properties and links these to competences and behaviors that are important for system and SCRES. The study develops a conceptual framework linking adaptive cycles to SCRES. The goal is to extend dynamic theories of SCRES by borrowing from the adaptive cycle framework. We review the literature on the adaptive cycle framework, its properties and link these to SCRES.

Findings

The key insight is that the adaptive cycle concept can broaden our understanding of SCRES beyond focal scales, including cross-scale resilience. As a framework, the adaptive cycle can explain the mechanisms that support or prevent resilience in supply chains. Adaptive cycles may also give us new insights into the sort of competences required to avoid stagnation, promote system renewal as resilience expands and contracts over time.

Research limitations/implications

The adaptive cycle may move our discussion of resilience beyond engineering and ecological resilience to include evolutionary resilience. While the first two presently dominates our theorizing on SCRES, evolutionary resilience may be more insightful than both are. Adaptive cycles capture the idea of change, adaptation and transformation and allow us to explore cross-scale resilience.

Practical implications

Knowing how to prepare for and overcoming key pathologies associated with each stage of the adaptive cycle can broaden our repertoire of strategies for managing SCRES across time. Human agency is important for preventing systems from crossing critical thresholds into imminent collapse. More importantly, disruptions may present an opportunity for innovation and renewal for building more resilience supply chains.

Originality/value

This research is one of the few studies that have applied the adaptive cycle concept to SCRES and extends our understanding of the dynamic structure of SCRES

The language of resilience is increasingly used by International organizations that seek to respond to contemporary social, economic, and environmental crises. This paper focuses on the World Bank’s World Development Reports, and its uses of resilience. By deploying a quantitative critical discourse analysis, this paper shows how in the recent years resilience has gained traction within the Bank’s discourse. It further analyses the evolution of the genre, the style, and the ideational content of the Bank’s discourse related to resilience. Resilience is now depicted as something that can be built and not just observed. Furthermore, it is increasingly reified in these reports and ascribed to a whole gamut of entities. The ontological indistinction of resilience reinforces its fit with contemporary neoliberal governance.

Abstract

Purpose

This paper applies the theory of cascading, interconnected and compound risk to the practice of preparing for, managing, and responding to threats and hazards. Our goal is to propose a consistent approach for managing major risk in urban systems by bringing together emergency management, organisational resilience, and climate change adaptation.

Design/methodology/approach

We develop a theory-building process using an example from the work of the Greater London Authority in the United Kingdom. First, we explore how emergency management approaches systemic risk, including examples from of exercises, contingency plans and responses to complex incidents. Secondly, we analyse how systemic risk is integrated into strategies and practices of climate change adaptation. Thirdly, we consider organisational resilience as a cross cutting element between the approaches.

Findings

London has long been a champion of resilience strategies for dealing with systemic risk. However, this paper highlights a potential for integrating better the understanding of common points of failure in society and organisations, especially where they relate to interconnected domains and where they are driven by climate change.

Originality/value

The paper suggests shifting toward the concept of operational continuity to address systemic risk and gaps between Emergency Management, Organizational Resilience and Climate Change Adaptation.

Abstract

Purpose

This research addresses the relationships between the current, dynamic organisational cyber risk climate, organisational cybersecurity performance and changes in cybersecurity investments, with an aim to address the hostile epistemic climate for intellectual capital management presented by the dynamics of cybersecurity as a phenomenon.

Design/methodology/approach

Expanding on the views of digital security and resilience as a knowledge problem, the research looks at cybersecurity as a critical capability within organisations, particularly relevant in critical infrastructure sectors. The problem is studied from the perspective of 400 C-level executives from critical infrastructure sectors across the UK. Data collected at the peak of the coronavirus disease 2019 (COVID-19) pandemic, a time when critical infrastructure organisations have been under a significant strain due to an increase in cybersecurity incidents, were analysed using partial least square structural equation modelling.

Findings

The research found a significant correlation between the board's perception of a change in their cybersecurity risk climate and patterns of both the development of cybersecurity management capabilities and cybersecurity investments. The authors also found that a positive correlation exists between the efforts placed by critical infrastructure organisations in cybersecurity training and the changes in investment in their cybersecurity, particularly in relation to their intellectual capital development efforts.

Originality/value

To the best of the authors’ knowledge, this is the first paper that explores the board's perception of cybersecurity in critical infrastructure organisations both from the intellectual capital perspective and in the dynamic cyber risk climate derived from the COVID-19 crisis. The authors’ findings expand on the growing perception of cybersecurity as a knowledge problem, and thus inform future research and practice in the domain of intellectual capital management and its role in supporting the cybersecurity and digital resilience of business and society.

Purpose

The United Nations Sustainable Development Goal (UN SDG) number 13 calls for urgent action to combat climate change impacts. Urban resilience planning documents often articulate partnerships and collaborations (P&Cs) as critical strategies. This study aims to identify the actors, the topics, processes, and visions of collaboration.

Design/methodology/approach

This paper explores the characterization of urban resilience partnerships via a thematic content analysis of resilience strategy documents produced in US cities through the 100 Resilient Cities Project.

Findings

P&Cs are defined broadly, taking several forms to meet various objectives. They act as boundary objects engaging across social groups, but the details of the P&Cs are rarely articulated, which is problematic for their implementation. P&Cs are commonly discussed in relation to the focus of the work; therefore, they less often define the specific actors, processes or transformative visions involved.

Research limitations/implications

This research focuses only on the resilience plans written in US cities, showing the perspective of US policymakers. Documents analyzed were produced via the Rockefeller Foundation's 100 Resilient Cities Project.

Practical implications

Understanding and categorizing the who, what, when and why of P&Cs for urban resilience provide a deeper understanding of how these strategies are being described and offer a starting point for tangibly actualizing partnerships and collaborations outside planning documents.

Social implications

To reach vital urban resilience goals, P&Cs must be designed and managed appropriately. Understanding the shortcoming of current P&C policies can help managers mitigate problems and find better approaches.

Originality/value

To the best of the author’s knowledge, this paper is the first to analyze how P&Cs are being articulated and described in urban resilience plans. The United Nations Sustainable Development Goal number 13 calls for urgent action to combat climate change and its impacts. As urbanization continues and the effects of climate change escalate, city governments are finding themselves responsible for the resilience of large populations. To cope, increasing numbers of municipalities are developing urban resilience plans. These documents often articulate partnerships and collaborations (P&Cs) as critical strategies for enhancing resilience capacity and implementing resilience policies. Although specific case studies of resilience-related collaborative practices are well documented in urban resilience literature, little is known about the proliferation of P&C strategies collectively. Furthermore, questions remain regarding the characterization of resilience P&Cs by practitioners, including who is involved and what types of projects they undertake. Therefore, this analysis explores urban resilience P&Cs via a thematic content analysis of resilience strategy documents produced in 16 US cities through the 100 Resilient Cities Project. Results indicate that cities prioritize P&Cs in resilience policy implementation, but they often fall short in defining the key components of P&Cs that are vital to their success. The analysis exposes the most common actors, topics, processes and visions described in resilience P&Cs and makes recommendations for how urban resilience P&Cs can be improved in the future.
