Abstract

Purpose

This paper aims to study dams on transboundary rivers. In this study, the case of the Nu–Salween–Thanlwin River is reviewed. This study is an attempt toward developing a conceptual model to explain the unequal hydropower exchange of hydropower dams on transboundary rivers.

Design/methodology/approach

This paper reviews big dam project plans on the Salween–Thanlwin River near the Myanmar–Thailand border from the perspective of critical hydropolitics. The evidence is drawn from an extensive review of academic literature, reports, newspapers and websites on this topic. Cascao and Zeitoun’s (2010) four pillars of power, namely, geographical, material, bargaining and ideational power, are reviewed in the case of the Salween–Thanlwin River and its riparian states.

Findings

On the basis of a realist discourse, power relationships between dams and their socio-environmental effects are discussed from the perspective of critical hydropolitics. Multiple levels of power asymmetry regarding geographical, material, bargaining and ideational power are observed. The powerful states are high electricity consumers and importers. They invest in hydroelectric dams of adjacent developing states and buy back most of the electricity generated to fuel their industrialization and urbanization. Weak states generally do not have high bargaining power. They depend on the investment of high material power states for domestic and economic development and gain from the export of electricity. However, the externalities of hydropower dams are transferred to these weak states. This contributes to an unequal hydropower exchange model.

Practical implications

The model provides an analytical framework for hydropower dam projects through which comprehensive and multidimensional views are extracted. Academia, policymakers, private developers, international development agencies and nongovernment organizations will have a better understanding of hydropower dam projects and the interactions among riparian states.

Originality/value

This conceptual model stems from Cascao and Zeitoun’s (2010) four pillars of power – geographical, material, bargaining and ideational power. The author limits the framework to hydroelectric dams in transboundary rivers. The powerful states are high electricity consumers and importers that dominate the dam development projects and exchange process.

Abstract

Hydrological and climatological modeling is increasingly being used with the intent of supporting community-based climate change adaptation (CCA) and disaster risk reduction (DRR) initiatives in the Hindu Kush-Himalaya (HKH), as well as filling critical data gaps in a region that contributes significantly to the water resources and ecosystem diversity of Asia. As the case studies presented in the previous chapters illustrate, the utility of modeling in informing and supporting CCA and DRR initiatives depends on a number of criteria, including:•appropriate model selection;•ability to interpret models to local contexts; and•community engagement that incorporates and addresses underlying vulnerabilities within the community.

There are significant challenges to meeting all three of these criteria. However, when these criteria are met, we find:•There is a clear role for modeling to support CCA. The climate is changing now and will continue to do so for several centuries, even if carbon emissions were to stabilize tomorrow. Models, and other scenario development tools, provide our best insight into what the future climate might be and resulting impacts on dynamic social, environmental, political, and economic systems.•There is a clear role for local CCA. The impacts of climate change will be felt mostly at local levels, necessitating community adaptation responses. At the same time, most of the HKH communities and countries engaged in CCA initiatives have pressing, immediate development and livelihood needs. Making current development and livelihood initiatives incorporate climate adaptation considerations is the best way to ensure that the choices made today can set us on paths of increasing resilience, rather than almost inevitable disaster, for the future.•To achieve the best of both modeling and CCA requires thoughtful and patient application of modeling, tailored to local needs, conditions, and politics, with communities engaged around all stages of generating, interpreting, and applying the results. This requires a rare combination of technical skill, cultural sensitivity, political awareness, and above all, the time to continually engage with and build relationships within the community in order to foster resilient change.

Abstract

Purpose

The purpose of the article is to understand how the literature has been addressing the United Nations' Sixth Sustainable Development Goal (SDG) to obtain an overview of the current scenario and future perspectives.

Design/methodology/approach

For that, a bibliometric analysis will be conducted with documents published between 2015 and 2021 and present in the Web of Science database. Initially, 328 documents were identified, and after careful reading of titles and abstracts, 239 documents were analysed. The documents were analysed using tools available on the Web of Science database and the software Bibliometrix.

Findings

Amongst the results generated, it should be highlighted the identification of the motor themes “sustainable development” + “developing countries” and “water security”, presenting a significant relevance to the field and a high development level. In addition, “human rights” was verified as an emerging theme in the context of SDG 6 debates.

Originality/value

The information provided here offers good documentation of the extent to which SDG 6 is documented in the literature and can be helpful for researchers interested in the topic.

Abstract

Purpose

The purpose of this paper is to examine the alternative accounts produced by Green Earth Volunteers (GEV), a Chinese environmental non-governmental organisation, over a 10-year period in the context of their campaign to create visibilities about hydroelectric dam projects along the Chang Jiang.

Design/methodology/approach

Drawing on conceptions of the human–nature relationship, including those evident in ancient Chinese philosophy and mythology, and the Chinese way of viewing and resolving conflict, this paper offers an interpretive analysis of the alternative accounts of GEV in terms of their form and content.

Findings

In terms of their content, the alternative accounts reflect elements of interrelated thinking, being underpinned by a recognition of the relationship between humans and nature, which is evident in Confucianism, Taoism and ancient Chinese mythology. The strategies adopted by GEV are a non-confrontational but feasible way to promote their ecological beliefs in the Chinese context.

Practical implications

The study suggests that social and environmental accounting (SEA) in developing countries is steeped in local cultural and philosophical traditions that need to be considered and incorporated into the design of alternative accounts.

Originality/value

The study contributes to the very limited literature that offers qualitative analyses of SEA in developing countries.

Abstract

Purpose

Flood flushing is one natural cleansing capability of a natural river channel to wash away in‐stream pollutants and debris. The purpose of this paper is to explore the flood flushing restriction in a tributary due to its regulated main river channel between two barrages.

Design/methodology/approach

In the absence of detailed data, a concerted effort of computer river modelling is conceptualized to represent possible flushing conditions.

Findings

Regulation schemes of barrages are deduced to interrupt the natural tidal and river flow interaction zones and thus impede river flushing capability.

Practical implications

Modelling of barrages’ operating modes suggested that though the man‐made structures are unable to replicate natural flood flushing, proper operations offer a secondary option to achieving the desired water quality objective in a constrained tributary.

Originality/value

Studies on minor tributary of modified main‐stem river are few. The attended tributary‐trunk relationships carry the credibility of this paper.

Abstract

Purpose

Dam industry projects have significant economic, social and environmental impacts. However, very little has been carried out to improve their lifecycle performance. The purpose of this study is to identify success criteria applicable to different stages of such projects.

Design/methodology/approach

This study adopted a quantitative research design where the potential success criteria for dam engineering projects were evaluated. The applicable success criteria were determined for the four phases of project lifecycle by three rounds of Delphi technique with the participation of experts from dams industry in Australia.

Findings

The findings of this research suggest that project success is a multidimensional notion and varies over lifecycle of projects. This study on project success criteria shows that certain criteria can be applied to measure success in different phases over lifecycle of Australian dam industry projects.

Originality/value

The results of this research present the first exclusive quantitative assessment of success criteria for dams industry. The success criteria presented in this study enable project practitioners to measure success at various stages of dam industry projects. This can serve as a tool to put more management efforts into achieving success on those criteria.
